Comelec grants petition to disqualify Cagayan Governor Mamba over spending ban

The Commission on Elections (Comelec) Second Division granted the petition to disqualify Cagayan Governor Manuel Mamba for violating Sec. 261 (v) (2) of the Omnibus Election Code (OEC) and Resolution No. 10747.
