Washington at any moment, President Biden will give what could be one of the most consequential speeches of his presidency when he delivers his final address to the united nations general assembly. Right now, Brazils President is speaking. You can see him right there. President biden is up next we are toll as he looks to cement his foreign Policy Legacy against a backdrop of global crises, including the war in ukraine, in the conflict in the Middle East, that is widening this morning. Its threatening to explode into an allout war in the region. Cnns Alex Marquardt and Kayla Tausche are at the un this morning. Alex, let me start with you first. How will all of this fact, what we see there today and how big of a moment is this for the president No Doubt it is a big moment for him as he looks to this final speech at the un general assembly talking about his priorities for the past four years and those going forward. What has been done, what still needs to be done. And essentially so he talking about his accomplishments and cementing that foreign Policy Legacy, as you noted. But jim this was already going to be a un general assembly where so much of the focus was on the war In Gaza. Now, it is even more focused on the Middle East with fears over this escalating conflicts in lebanon concerns at the entire region is going to the war is going to expand across the regions. And that really does highlight the fact that the u. S. Has been playing a big role in trying to quiet and both those conflicts in lebanon and In Gaza and has failed the talks about a ceasefire are on ice In Gaza. The diplomatic efforts to get hezbollah to pull back from the border to get those Tens Of Thousands of residents on both sides of the border back into their homes that has failed. So No Doubt the president will be speaking about the Middle East as well. Countless others throughout the course of the next few days and theyre also be lots of meetings on the sidelines. This is going to be a major focus of the conversation but at the same time at this stage in his presidency, the president is also looking to talk about a number of other issues. The conflicts in sudan and in ukraine. Climate change, ai, competition with china, but there is going to be a real emphasis on the Middle East and following biden, youll also hear from Middle Eastern leaders from turkey, from jordan and from qatar, who will emphasize their concerns will probably bend some of their anger towards israel so this is a moment of countries coming together. Of talking about global cooperation, of highlighting the need to cooperate and talk to each other. But at the same time, there are stark differences between many of these countries here, jim yeah, theres no question about that. A lot of jitters inside that community of us allies there in that region of the world. And Kayla Tausche, i do want to go to you and ask, you know, given what weve seen in the last several days i wonder if the president s Speech Writers have had to sort of expand a portions of the speech its a deal with whats happening right now in the Middle East right now, what are you hearing in terms of his advisers and what theyre saying about what we might hear in the speech well, jim, that was a question that i posed to an adviser just a few minutes ago by text and we were waiting for the president s motorcade to roll through, which it just did ahead of that speech. That was expected to begin and at 10 00, can we expect it now to begin momentarily traditionally, the president keeps the Speech Writing Process open up until the final hours in the final minutes before delivery because he has had to allow for changes in these fastmoving developments. So many times we know that President Biden is expected to highlight the need for a ceasefire In Gaza between israel and hamas as the negotiations have been ongoing for months, but now of course, with the specter of this war widening its expected that President Biden and his top dignitaries in their discussions with their counterparts are now going to be increasingly focused on the Middle East and what, if anything they can do to stabilize the situation after their efforts so far as alex was just noting, have failed, but it does jim underscore just how much has changed in the last year for the biden administration, you may remember last year at the un, it was all about ukraine, president Volodymyr Zelenskyy visited the u. S. After the general assembly, but President Biden used his remarks so really trying to rally the world and his domestic audience to come to Ukraines Defense and pass billions of dollars in more Military Aid for ukraine, which ended up happening several months later. But around that time, the president s national security advisor, jake sullivan, told a Conference Audience that they were proud of the way that the Middle East in his words it was quieter than it had been in two decades. There were essentially hailing the relative peace that was ongoing in the region at the time. And just eight days later is when October 7 took place. It was an attack that senior officials did not predict. And at the time they thought would be shortlived. And now its proven to be one of the biggest dilemmas vote facing the administration as President Biden stares down his final months in office and you can bet that theyre going to be working feverishly behind the scenes to figure out what, if anything, they can do. Jim yeah. And youre looking at live pictures right now of people arriving at the united nations general assembly. We cant tell whether or not that is the president whos about to get out of the limousine that see a stage right there. You did see some aides scrambling just a few moments ago, but Alex Marquardt, as were waiting for the president to arrive and deliver this speech and again, we might see images of the president here at any moment. I did want to ask you over the summer and there is the president right there that is President Biden entering the general assembly with his un ambassador by his side. So hell be speaking in just few moments, but alex, i mean, set the stage for us over the summer we heard the Secretary Of State, Tony Blinken described these talks to bring some sort of Ceasefire And Hostage release says that the ten yard line, that that certainly was not the Case Weve seen, all kinds of optimism, heard, all kinds of optimism from various senior administration officials. And most recently what weve been told is that the agreement that is on the table is 90 there. And so while that sounds like its quite close those, that final 10 is really going we need to be the hardest part and what it comes down to sources have told us is that exchange of hostages for prisoners you have more than 100 hostages. Israelis who are still being held, israelis and other other nationals, i should note being held by hamas and other groups around half of whom are still believed to be alive. And so there is still some negotiating about which palestinian prisoners in israeli prisons, the hamas would demand at the same time, weve also heard the prime Minister Netanyahu talking about how they are refusing to leave. They will never leave that egypt to gaza border known as the philadelphi corridor. That that is critical for israeli security so those do appear to be the two main sticking points. But at this point, jim, what were hearing increasingly from the mediators, egypt, qatar, and of course, the United States is that they just arent sure whether the parties want a ceasefire. They do not know whether yahya sinwar, the leader of hamas In Gaza, wants a ceasefire in this moment. They dont know frankly whether prime Minister Benjamin Netanyahu wants a ceasefire in this moment because its clear that he believes that he still has things that he wants to accomplish, that that you want the israeli military to accomplish when it comes to taking out hamas inside gaza. So those conversations have essentially been stalled for most of the past few weeks, despite the fact that they do believe that they are relatively close. Now you can imagine that those conversations are even farther back, even further stalled because of this escalation in lebanon. So what were seeing now, jim, is a very interesting moment where us and israeli officials are trying to delink, decouple the conflict In Gaza from the conflict in lebanon. So they can just get to a quiet stage on that northern border, that northern israeli border, the Southern Lebanese border with hezbollah, and then turn their focus back to gaza. We have heard hezbollah say know that you are links until theres quiet and gaza, were going to keep fighting. So that is really one of the priorities, right now to try to get quiet on those two fronts, jim absolutely. So at any moment we should tell our viewers youre going to see President Biden make his way up to that podium to address the un general assembly thats going to happen in just a few moments from now, Kayla Tausche, i do want to address ukraine for just a moment because that has also been sort of hotly debated issue inside the administration among the u. S. Us. And its allies over not the ukrainians will get permission from the United States, use those long range missiles against russian targets. Perhaps we might hear something about that from the president. What do you think . Its certainly possible because its something thats been under discussion in recent weeks. President biden has said, were working on it when asked whether the u. S. Would in fact allow ukraine to use its long range missiles to hit targets further inside russia. And it was something that President Biden discussed with the Prime Minister of the United Kingdom who visited him the White House for a bilateral meeting. Just last week, we expect President Zelenskyy to address the un Security Council Today and to address the broader general assembly tomorrow. But i think jim, that really the focus for any potential us Policy Announcement would be when President Zelenskyy visits the White House on thursday, President Biden has had a tradition of providing heros welcome for zelenskyy at the White House and using those meetings to shore up support domestically to provide some of this aid to ukraine where theres previously been resistance. This happened this time last year when zelenskyy visited the White House and shortly after that also held a meeting with the House Speaker mike johnson. Johnson, as well as the Big Four leaders in congress who were then deliberating whether to provide the tens of billions of dollars in Military Aid to ukraine at the White House had requested that ended up happening six months later, and that really incited some worry within the administration that if there is a need for more aid as there is expected to be, that it would be very hard pressed to actually get that support from capitol hill. So look for that. Washington visit where zelenskyy will be meeting with both biden, but as well as Vice PresidentKamala Harris who could potentially assume the reins of the democratic Foreign Policy if she wins in november, certainly that could change the game as well for those discussions, but i think thursday is really key there, jim yeah. I was just talking with the british foreign Secretary David Lammy just a few moments ago and he was being very cagey as to whether or not the uk was going to go along with this idea. It sounds as though that all of the u. S. And its allies are sort of waiting to see what the president , what the White House ultimately decides to do in your youre all to correct there okay. Let may come down to this very critical meeting between the president and Volodymyr Zelenskyy coming up on thursday, Alex Marquardt, back to you for just a moment. I mean getting back to the situation in lebanon we were just talking about the prospects for a ceasefire, a Hostage Deal between israel and hamas. What has taken place over the last several days, really over the last week, we saw those Exploding Pagers last week and so on. As just really complicated things, i have to thank to a degree that is just going to be confounding for us officials here in the coming days. Its i assume its made very complicated for the president in delivering this speech today. And the message that hes going to get across the united nations yeah, jim and backing up one step farther, i mean, there has been this low Level Conflict between Hezbollah And Israel for essentially the same period as the war in Gaza Israeli officials will say that hezbollah essentially started that conference clicked on october 8, started Firing Rockets into northern israel, some 60,000 israeli residents have had to leave that area. Same thing has happened on the other side of the border as israel has responded. Now of course, this situation has escalated significantly. So while those Gaza Ceasefire negotiations negotiations have been going on, theres been a simultaneous separate Track Led by a senior us official named amos hochstein, who is the essentially the envoy for lebanon who has been trying to come up with alex. Im sorry to doing his job. Was im sorry, alex, the president has just gotten up to the leaders at the lectern. Lets talk to the president. Is the fourth time ive had the great honor speaking to this assembly as president of the United States it will be my last ive seen a remarkable sweep of history. I was first elected office in the United States. Americans, us senator in 1972 now i know i look like im only 40. I know that 29yearsold back then were living through an Inflection Point Moment of Tension And Uncertainty the world was divided by the Cold WarMiddle East was headed toward War America was at War In Vietnam at that point. The longest war in american history our country is divided and angry and there were questions about our Staying Power and our future but even then, i entered public life not all of despair. But all of Optimism Nia states in the world got through that Moment Wasnt easy or simple. Without significant setbacks well we go on to reduce the threat of nuclear weapons throughout through Arms Control and then go on to bring the Cold War itself to an End Israel and egypt went to war. But then forge a historic peace we ended the War In Vietnam the last year and annoy i was met with vietnamese leadership. We elevated our partnership to the highest level its a testament to the resilience of the Human Spirit and the capacity for reconciliation that today the United States and vietnam are partners and friends as proof, the from the horrors of war, theres a way forward things can get better we should never forget that ive seen that throughout my career in the 1980s, i spoke out against apartheid in South Africa then i watched the racist regime fall in the 1990s, i worked whole milosevic accountable for war crimes. He was held accountable at home. I wrote and passed the Violence Against Women Act end the scourge of violence against women and girls. Not only in america but across the world as many of you have as well where we have so much more to do, especially against rape and Sexual Violence as weapons of War And Terror we were attacked and 11 Biocarta And OsamaBin Laden we brought him justice then i came to the presidency at another moment of Crisis And Uncertainty i believe america had to look forward, new challenges, new threats, new opportunities are in front of us we needed to put ourselves in a position to see the threats to deal with the challenges and to seize the opportunities as well we need to end the era of war that began on 911 as Vice President to president obama. He asked me to work to wind down the Military Operations in iraq and we did painful as it was i came to office as president afghanistan replace vietnam, as americas longest war i was determined ended. And i did was a hard decision. But the right decision for american president s had faced that decision but i was determined not to leave it to the fifth was the decision accompanied by tragedy 13 brave americans lost their lives along with hundreds of afghans in a Suicide Bomb i think those lost lives, i think him every day i think of all the 2461 us Military Deaths over a long, 20 years of that war. 20,744 american servicemen is wound in an action. I think is our service, her sacrifice and their heroism i know other countries lost her own Men And Women fighting alongside this we honor their sacrifices as well face the future. I was also determined to rebuild my Countries Alliance and the partnerships to a level not previously seen we did we did just that from traditional treaty alliances to new partnerships like the quad with the United States, japan, australia, and india i know i know many look at the World Today and see difficulties and react with despair. But i do not i wont as leaders, we dont have the luxury i recognize the challenges from ukraine to gaza, to sudan and beyond war. Hunger, terrorism, Brutality Record Displacement of people. The climate crisis, democracy at risk strange and in our societys. The promise of Artificial Intelligence and a significant Risk Well List goes on but maybe because all ive seen and all we have done together over the decades, i have hope i know there is a way forward. In 1990, the irish Poet William Butler yeats described the world. And i quote for Things Fall Apart the Center CannotHold Veronica is loose upon the World End of quote some may say those words describe the world not just in 1919 but in 2024 i see a critical distinction in our time the center has held later in people from every region and across the political spectrum have stood together turn the page. Turning the page and the worst pandemic in a century, we made sure covid no longer controls our lives we defend the Un Charter The Shorter Survival of ukraine as a free nation my country made the largest investment in climate, clean energy ever anywhere in history will always be forces a pool our countries apart and the world apart. Aggression extremism, chaos, and Cynicism Desire to retreat from the world and go it alone. Our task, our test, is to make sure that the force is holding us together are stronger and those are pulling us apart as the, principles of partnership that we came here each year to uphold cameras withstand the challenges that the center holds. Once again my fellow leaders i truly believe were at another Inflection Point in World History where the choices we make today will determine our future for decades to come. Will we stand behind the principles that unite we stand firm against aggression we will we end the conflicts are raging today we take on global challenges like Climate Change hunger, and disease well we plan now for opportunities and the risk of a revolutionary new technologies i want to talk today about each of these decisions and they actions in my view, we must take to start. He chose his body. Hes made a commitment to the principles of the Un Charter to stand up against aggression when russia invaded ukraine, we could have stood by merely protested but Vice President harris and i understood that that was an assault on everything this institution supposed to stand for and so my direction, american stepped into the breach, providing massive security and economic and humanitarian assistance our nato allies and partners and 50 plus nations stood up as well but most importantly, the ukrainian people stood up i asked people in this chamber to stand up for them. The good news is putins war has failed and his at his core aim. He set out to destroy Ukraine But Ukraine is still free he set out to weaken Nato But Nato is bigger, stronger, and more united than ever before with two new Members Finland and sweden but we cannot let up were all now has another choice to make well, we sustain our support to help ukraine win this war and preserve as freedom or walk away and let aggression be renewed. And a nation be destroyed i know my answer we cannot grow wary we cannot look away and we will not let up on our support for ukraine not to ukraine wins of just and durable peace when you and charged poll. Our principles as we seek to responsibly manage the competition with china so it does not veer into conflict. We stand ready to cooperate. An urgent challenges for the good of our people and the people everywhere we reasonably resume cooperation with china stop the flow of deadly synthetic narcotics i appreciate the collaboration. It matters for the people of my Country And Mother are many others around the world a matters of conviction United States is unabashed, pushing back against unfair economic competition against Military Coercion of other nations. And in the south China Sea it maintaining Peace And Stability across the Taiwan Straits and protecting our most advanced technologies. So they cannot be used against us or any of our partners the same time were going to continue to strengthen our network of alliances and partnerships across the indopacific these partnerships are not against any nation theyre building blocks for free, open, secure, and Peaceful End Up Pacific were also working to bring greater measure of Peace And Stability in the Middle East the world must not flinch from the horrors of October 7 any country any country would have the Right And Responsibility to ensure that such an attack to never happen again thousands warmed hamas terrorists invaded a sovereign State Slaughter and massacring more than 1,200 people, including 46 americans in their homes. And at a Music Festival the specific despicable acts of Sexual Violence 250 innocence taken hostage ive never the families of those hostages i grieve with them theyre going through hell innocent civilians In Gaza are also going through hell thousands, thousand killed, including Aid Workers too many families just located crowding in a tense, facing a dire humanitarian situation. They know that asked for this war, that hamas started i put forward with Qatar And Egypt to cease Ceasefire And Hostage deal. Spent endorsed by the un Security Council now is the time for the parties of finalizing this terms, bring the hostages home. Is secure security for Israel And Gaza free of how hamas Grip Ease the suffering in Gaza And End this war October 7 weve also been determined to prevent a wider war that engulfs the entire region has hezbollah unprovoked during the October 7 attack, launching rockets in israel, almost a year later, two men, any side of the israeli Lebanon Border remain displaced fullscale war is not in anyones interest. Even as situation has escalated. A diplomatic solution is still possible in fact, remains the only path to lasting security to allow the residents from both countries to return to their homes in the border safely thats what working thats what were working tirelessly to achieve as we look ahead, must also address the rise of violence against innocent palestinians on the West Bank and set the conditions for a better future, including a Twostate Solution or the world, or israel enjoys security and peace, the full recognition and normalize relations with all its neighbors were palestinians live in security, dignity, and selfdetermination and a state of their own peace will put us in a stronger position to do with the ongoing threat posed by iran. Together must deny oxygen to tarik, to its terrorist proxies, which have called for more October 7 and ensure that aramco never ever obtained a nuclear Weapon Gaza is not the only conflict that deserves outrage in Sudan A Bloody Civil War at least one of the worlds worst humanitarian crisis 8 Million8 Million on the brink of Famine Hundreds of thousands already theyre atrocities are for it elsewhere the United States has led the world and providing humanitarian aid to sudan. And with our partners whove led diplomatic talks to try to silence the guns and avoid an avert a wider famine the world needs to stop arming the general to speak with one voice and tell them, stop terror your country apart. Stop blocking aid to the sudanese people and this war now than the absence of war a chance, chance to live in dignity they needed to be protected from the ravages of Climate Change, Hunger And Disease our administration is awry, has invested over 150 Billion to make progress. And other Sustainable Development Goals it includes 20 Billion for food security. Over 50 Billion for global health we mobilize billions more in private Sector Investment Weve taken the most ambitious climate action in History Weve moved to rejoin the Paris Agreement on day one. Today. My country is finally on track to cut emissions in half by 2030 on track. To honor my pledge or quadruple climate financing to developing nations. We will let him billion dollars thus far this Year Weve rejoined the World Health Organization donating a 700 Million doses of covid vaccine, 270 countries who must now move quickly to Face Mpox Outbreak in africa were prepared to commit 500 Million to help african countries prevent and respond to mpox and to donate 1 Million doses of Mpox Vaccine now our partners to match our pledge and make this 1 Billion now a commitment to the people of africa beyond the core necessities of food and health. United states, the g7 and our partners and embarked on an ambitious initiative to mobilize, to deliver significant finance to the developing world were working delve countries, build out their infrastructure to clean Energy Transition to the digital transformation to lay new economic foundations for a prosperous future. Its called the partnership for global infrastructure and Investment Weve already started to see the fruits of this emerge in southern Africa And Southeast asia. And the americas we have to keep it going i want to get things done together in order to do that, we must build a stronger, more effective, and more inclusive united nations the un needs to adapt and bring new voices and new perspectives. Thats why we support reforming and expanding the membership of the un Security Council. Bachelor just laid out are detailed vision to reflect todays world. Not yesterdays its time to move forward the Security Council, like the un itself, needs to go back to the job of making Peace Brokering deals to end wars and suffering of the most dangerous weapons of stabilizing trouble reasons east african, from east africa to haiti to kenyan led mission thats working alongside the haitian people to turn the tide were also have a responsibility to prepare our citizens for the future. Well see more technological change. I argue in the next two to ten years, we have in the last 50 years Artificial Intelligence. Its going to change our ways of life our ways of work, and our ways of war. You could usher in scientific progress at the pace never seen before and much of it could make our lives better but ai also brings profound risks from deep fakes to this information, to a novel pathogens, to bioweapons weve worked at home and abroad to define the new norms and standards this year we achieved the firstever general Assembly Resolution on ai to start developing global rules. Global rules of the road were also announced a declaration of his honor responsible and responsible use of ai joined by 60 countries in this chamber. But lets be honest this is just the tip of the iceberg, but we need to do to manage this new Technology Nothing is certain about how ai will evolve or how it will be deployed. No one knows all the answers my fellow leaders should email today. I offer to questions. First how do we as an international community govern ai as countries and Companies Race to uncertain frontiers, we need an equally urgent effort to ensure ai safety, security, and trustworthiness as ai grows more powerful it must go on as also must grow more responsive our collective benefits of all must be shared, equitably should be harnessed to narrow, not deepen digital divides second we ensure that ai supports rather than undermines the core principles that Human Life has value. And all humans deserve dignity. We must make certain that the awesome capabilities of ai will be used up lift in power everyday people not to give dictators more powerful shackles on human, the Human Spirit is ahead. Their way. They may be, may well be no greater test of our leadership and how we deal with ai. Let me close with this. Is we navigates so much change. One thing must not change i must never forget who were here to represent we, the people these are the first words of our constitution. The very idea of america they inspire the opening words of the Un Charter i made the preservation of democracy the central cause of my presidency this summer im faced a decision whether to seek a second term as president. Was a difficult decision being president has been the honor of my life theres so much more i want to get done as much as i love the job i love my country more i decided after 50 years of Public Service its time for new generation of leadership to take my nation forward my fellow leaders. Let us never forget some things are more important than staying in power its your people April Matter the most never get we are here to serve the people not the other way around because the future will be won by those one least the full potential of their people to breathe free to think freely. To innovate, to educate to live in love openly without fear. Thats the sole democracy. It does not belong to any one country ive seen it All Around The World in the brave Men And Women who ended apartheid brought down the Berlin Wall Flight today for Freedom And Justice and dignity. We saw it that universal yearning for rights and freedom in venezuela, for millions cast their Vote For Change that hadnt been recognized but it cant be denied. The world knows the truth. We saw it in Uganda Lbgt activists demanding safety. Recognition of our common humanity. Weve seen citizens across the world peacefully choosing their future from ghana to india, to south korea, nations representing one quarter of humanity who will hold elections this year alone its remarkable the power of we, the people that makes me more optimistic about the future than ive ever been since i was first elected to the United States senate in 1972 every age faces challenges. I saw it as a young man. I see today but we are stronger than we think were stronger together than alone and what do people call them possible is just an Illusion Nelson Mandela taught us and i quote, it always seems a impossible until its done it always seems impossible until its done my fellow leaders theres nothing thats beyond our capacity. If we work together lets work together god bless you all and may god protect all those who seek peace. Thank you President Biden delivering his final address to the united nations general assembly. Im joined now by Alex Marquardt, ben wedeman, our correspondent in the Middle East. Hes in beirut and general wesley clark, former Supreme Allied Commander of Nato Ally let me go to you first. I mean, i thought there were some pretty notable moments in that speech. Obviously, he touched on the Middle East saying, at one point that fullscale war is not in Anybodys Interest didnt spend a whole lot of time on ukraine. I thought perhaps the most striking element of this speech it was his warning to the world about Artificial Intelligence. But what, what stood out to you well, he sort of, as he started to tick through the different subjects, he started with ukraine, which will probably go down in terms of his legacy as one of the the more positive moments that the finer points of the support for ukraine, The American how the u. S sort of rallied nato allies to to ukraines side to get them the Weapons Aid that they need. He said, we must not grow weary. Of course, there are big questions right now about what the path forward is going to look like. We know the President Zelenskyy later this week is going to present President Biden with his plan for victory. Although details remain relatively elusive jim with in terms of the Middle East section, which is the one that we were sort of listening out for most closely. This is a speech that it sort of has broad themes, big ideas, but frankly, we didnt hear too much. That was new or how he was going to get not one, but two Peace Plans forward, both for gaza and for southern lebanon. He talked about his efforts to get that Ceasefire Deal done with allies, Egypt Guattari said that now is the time for the parties, israel and hamas to finalize that ceasefire. Its time to end this war. And then he moved on to the escalating situation in lebanon in which he said that it is not inevitable that this war will expand due to further consume the region. He said they continued to work feverishly to try to get to a deal, but it is not clear how he is going to accomplish that clearly outside of these big Brands Speeches at the un general assembly, theyre going to be meetings to try to push that forward. But for now, how thats going to happen remains unclear. Jim alex. Thank you. And general wesley clark, i mean, there was one moment towards the end of the speech when the president had a message for autocrats around the world when he said some things are more important than staying in power we are here to serve the people, not the other way around. Ive been trying to think which autocratic maybe he had in mind when he delivered that line go ahead, general certainly China And Xi jinping short believe Vladimir Putin. But there are others around the world who cheated in their elections of manipulate the system and just they consider themselves here replaceable essentially and what President Biden was saying because no One Jail replaceable, i thought that was one of the strongest parts of the speech but overall, the speech, even though it was a general overview, i thought it was it was a magnificent summary of the policies of the biden administration and a very optimistic call for humanity, for leaders to work together yeah, and ben wedeman, i, my sense of it is the same from Alex Marquardt and that is theres a lot of work diplomatically to be done to get anywhere. A resembling some kind of a ceasefire in the Middle East what was your takeaway . Jim, the same old broken Record Weve heard from american diplomats going back to october. Lots of aspirations, but nothing in terms of concrete action, let alone accomplishments. I mean, hes talking about bringing Peace And Stability to the Middle East its nothing could be further from reality in the Middle East. At the moment, he talked about the diplomatic solution is still possible but weve seen Secretary Of StateAntony Blinken coming to the Middle East ten times, travelling Tens Of Thousands of miles and what weve seen going back to october is a war In Gaza that has spread to lebanon that is involved iran, that is involving yemen, iraq, militias in syria the u. S. Diplomacy in the Middle East has been adrift now for 11 months. Now we have more than 41,000 dead In Gaza in lebanon in this space of 24 hours. You had the highest Death Toll since the Sobre And Shatila massacres the United States is spinning its wheels in the Middle East, theres lots of talk, but the war is getting worse. It spreading. And at what point you have to ask yourself, does the United States put its interests first and say, this has got to stop because this war in lebanon, In Gaza is posing a long Term Danger to the interests of the United States. Think about the impact of the war in iraq. It lead to isis It Led to massive instability. The problem is that this war within the space of 11 months is planting the seeds for future conflicts for generations to come all the young people who have seen there Brothers And Sisters and families killed your homes destroyed here in lebanon. The same thing. This will have a longterm legacy that impacts the strategic interests of the United States . Absolutely all right. Alex ben general clark thank you very much for your time. We appreciate it coming up the u. S. Is not the only Country Concern about the new wave of attacks between Israel And Hezbollah coming up next, ill speak with the british foreign secretary, david lammy, stage carb. Looking at live pictures right now of southern lebanon, Todays Exchange comes one day after israel targeted the militant group by this fighting is a key focus, of course, of the united nations general assembly, you just heard President Biden speak on this a few moments ago this week, as World Leaders and diplomats gather the british foreign secretary, david lammy, much secretary, thank you so much for being with us. We appreciate it. Ill lets jump right into it. What can World Leaders do to keep this conflict between Israel And Hezbollah from escalating into an allout regional war. It seems to be heading in that direction. Well, look when we look at the loss of life over the last 24, 48 hours, and particularly this civilians, 50 children have lost their lives. I think that the international community is coming together and i was talking to Secretary Blinken just Yesterday Evening were coming together to urge both israelis and lebanese hezbollah to come to the table. This is a political settlement that we need. Amos hochstein has done a tremendous job talking to both sides to get to a plan to see hezbollah moved back beyond the Litani River river, implement Resolution 1701 of what is set be calling for is an amino ceasefire. So that israelis could move back to their homes. And those in lebanon could also move back their homes in southern lebanon. That is the only Way None of us want to see a wider escalation that leads to a regional the sectarian israeli official told cnn that the Areola Salts are only beginning the israeli military has not ruled out the possibility of a Ground Invasion that does not sound like things are heading in the right Direction Weve got ours now to act as an international community i would caution my israeli friends for many kind of Ground Invasion. We also have course, have been calling for that Hostage Deal in relation to gaza so a ceasefire in activity In Gaza, this is not the time for a regional escalation and of course, we all recognize its the rockets have been flying from hezbollah into israel since october the seventh. There is tremendous capability be a political sell well, d that leads me to this on the northern side of Israel And Hezbollah on the Southern Side is hamas there are also the houthis in yemen, all backed by iran. What is being done diplomatically to rein in the iranians well, of course, were very clear on the sanctions we are very clear on Irans Relationship with its proxies in both hamas were hutus, and liberties. Hezbollah we came together, the uk and the u. S to ensure that we did not see a tremendous loss of life across Israel And Jordan when there were missiles fired from iran, we will act of course, to protect loss of life in Tel Aviv or indeed in jordan but at this time, we are sending all messages, music, all diplomatic channels across the uk germany, france, particularly with iran to urge them to step back and urge them to press their proxy not to act in a way that would lead to a wider regional Escalation And Mr. Terry, lets talk this week, you have voiced your concerns about tensions being inflamed, said youd consider new sanctions against israeli settlers whats, whats the latest on that . Will it come to that . Well, look, i called codon on the Uk Reflections on further sanctions in any part of the world. But what i can say we stopped the Gangs Settler Violence that i could see all the West Bank those politicians that would inflame that settler violence. We are tremendously concern and so should the global community being concerned about Settler Expansion we see more expansion this year than in the last 20 combined. And what this does is it, the mind the two state solution, which is the only way out . And so i will continue to close allies here in the United States across the g7 nations, particularly about what more we can do to should. That we all protecting lives on both sides in the West Bank understanding, of course that iran is flooding the West Bank with guns and ammunition at of course that is also losing to a Ride Rise in tensions i do want to ask you about ukraine a couple of weeks ago you visited kyiv. You met with Secretary Of StateTony Blinken. You had with senior Government Officials reaffirmed western support for ukraine. I do want to ask you, though, theres also this conversation about whether or not the ukrainians are going to be allowed to use longrange missiles to use those missiles to target russian targets what is your sense of that should the ukrainians be allowed to use that . And what about the biden Administrations Resistance . To ukraine using those types of weapons look the u. S and the uk stand united in our support for ukraine against Vladimir Putins fascist imperialism and his desire to effectively control that country that he wouldnt stop there. Hed moved weve all to further states like moldova, withstand united on that why was so important for me to visit ukraine with Tony Blinken, why it was so important for Prime Minister starmer President Biden, to meet the washington just a few days ago, is absolutely to ensure that we do everything we can together at across the g7 and across Europe Course here. And ill go with the general assembly and the Global South to ensure that ukraine is in the strongest position. They campbell heading into the summer, that means money and funds and freezing russian assets. Weve got to get the money out the door into crates, coffers. It of course me ammunition and we uk have sent more rifles. Who said we missiles. It to ukraine to help them get through the winter as a whole, the Territory Theyve gotten, put them in the strongest into 2025. Now of course, theres a wider discussion about what Bomb Kit they might lead. And we look forward to seeing zelenskyy is Victory Plan to discussing these things in detail with what im not going to do its coffee is comment on the details rational leader of ukraine it this time, because im not going to give any advantage to Vladimir Putin. These are some openness though to the ukrainians, having that additional capability but is it possible for you to say that saying is that allies are meeting and discussing you would expect us to do to put the ukrainian in the strongest position. But some of the detail can only help Vladimir Putin were not going to do that and neither by the way, we going to be thrown off by the dust that putin is throwing up into the air when he threatens new clothes well, when he threatens strategic attacks, we are not going to be thrown off by this fascist bully, effective all right, foreign Secretary David Lammy, thank you very much for your time.
