true, i think our numbers will be corroborated, if you compare that ratio to any other conflict in urban terrain between a military and a terrorist organization using civilians as their human shields and embedded the civilian population, you will find that ratio is tremendously positive and perhaps unique in the world. >> those numbers and that ratio 2 to 1, and military officials, the spokesman for that idea, and seeing the report, and confirm the numbers for the himself, and let us discover the numbers. generous words, is that ratio. to civilians in gaza killed for everyone in hamas, for each terrorist, for urban combat, would that be tremendously positive? >> jake, good afternoon, good be with you. the statement is irresponsible and a concern, particularly if that is what is being used inside of the general staff in the ministry of defense, and measuring the performance of airstrikes and ground combat. so no, it is not, and the goal, obviously the objective is you know, is violent as ground combat in urban combat is, is to mitigate to every extent possible the loss. >> and without the civilian population, it is first and foremost, the reason why there is such a high civilian death rate, and number 1, number 2 obviously, he was once the idea of to do a lot more to protect civilian life, and we can get to that in the second. but let's focus on the first thing for now. how do hamas' tactics compared to other terrorist groups that we have seen in other urban combat situations? such as mosul or falluja or in afghanistan? do other terrorist groups embed themselves within civilian populations to the degree that hamas does? >> i would say yes, certainly from my experience in afghanistan, far greater than iraq and even my initial experience in iraq, they certainly did, and not wear uniforms, despite the theater that hamas tried to put on with the release of the hostages of looking like this formal military organization, make no mistake, they are a terrorist or position. definitely more difficult and the the challenge of course approximately one 20 million people all consolidated in the southern part of the gaza strip, that compounds the problem and reinforces the importance of when they are conducting room clearing, the idf and what not, clearly delineating between what is truly an imminent threat versus civilians, truly been used as shields by hamas terrorists. >> way comes to humanitarian international laws of war, as i understand it, there is actually no specific ratio, three civilians for everyone terrorist or militant they are targeting, it is not that simple. it is fungible,like every military gets to make it up for themselves as long as they are thinking about it. and it also is the situation, how high-ranking the individual is. so it is not clear at all that what israel is doing in general terms violates any sort of international law. it has been made clear by the by the administration that they think israel is taking risks with civilian populations, that the u.s. would not. on the other hand, i look at all of the civilian casualties that did take place in iraq and afghanistan, while i am quite sure that our troops and servicemembers were doing everything they could to avoid that, there were a lot of civilians killed in iraq and afghanistan as well? >> that is a sobering reality of combat. unfortunately, innocent civilians get caught up and killed as a result of lethal operations. you are right that there is no international standard per se, and it is not the military that makes the decision, certainly not the united states, it is civil authorities and terms of the proportionality and criticality of the target, as you mentioned, potentially hamas senior leadership, others certainly discussions, inside of it themselves that they are running in support of the campaign, looking at if they have leadership, proportionality and criticality, relative to the potential loss of civilian life were seriously wounded. >> when you hear the idea of say -- in the fog of war i don't know what numbers are actually accurate, when you hear them say they think the ratio, of to civilians killed for everyone hamas fighter, they think will compare favorably with other urban fighting situations, you know what they are talking about? some sort of measure of that out there for the last 25 years? >> to my knowledge there absolutely is not. certainly i never saw in my 33 years of the military, and over the last 20 after 911. really surprised by those comments when they came out, and whether the prime minister of the general staff were corrected, and the commons today, a big concern. >> thank you so much for your expertise, i really appreciate it. >> thank you. >> a new but it has been drafted in the wake of these comments on cnn from progressive causes chair. >> rape is terrific, sexual assault is terrific, it happens in more situations, terrorist organizations like jewish people, we have a different rule, this is not something that is been disputed at all by the way. the un has shown that it was difficult to condemn this act, the un could barely condemn hamas, this is something we are seeing out there, and it is borderline on blatant double standard for israel and anti- semitism. >> do you think the democratic party has an anti-semitism problem? >> of course, anti-semitism is a bipartisan issue. let's not pretend like it is just my friends to -- who like to have dinner with holocaust and einar -- deniers at mar-a- lago, it's bipartisan, democrats only wanted callout marty taylor green and others and not within their own party but it's easy to do it when it's across the aisle but hard to do it when it comes within your own house. it wasn't acceptable, but if october 7 as a wake-up call to the jewish community and other people who care about hatred and bigotry not just in this country but around the world, we have to call it out even when it's coming from our friends. is uncomfortable, living in your own home, and serving congressmen and serving the committees, you might sit next to them, we have to point out it is unacceptable. this would never be happening with another minority group, never if it was about racism, we would never be seen this. but when it comes to jewish people and anti-semitism, there seems to be a completely different standard. >> you mentioned pageau sarr and marjorie taylor green, who attended this white supremacist convention, nick fuentes, a notorious holocaust denier who is racist and anti-semitic, he's been talking to people on the texas republican party, the executive committee, trying to propose a ban associate with the holocaust deniers, that was rejected, that man, a prominent conservative activist caught meeting with nick fuentes, a thought a ban on fraternizing with nazis might be a slippery slope are too vague, i haven't got around to every texas republican or everyone in congress to asked them what they think that it doesn't seem to have you lift to say you should not be fraternizing with holocaust deniers and with nazis? >> this is the first time i've heard someone say we don't want to do something with nazis because that might be a slippery slope, a slippery slope to where? we are talking about nazis. that used to be something that automatically people would say this is unacceptable. nick fuentes went to mar-a-lago and had tea and dinner with the former president and so did connie west, the right to this country has a problem with neo- nazis, we've seen the rallies in the marches, in florida and other places and we see people in the republican party just be silent and they are silent because unfortunately those are there voters, the same thing is happening with the democratic party, we see cease-fire marches, we see people of the crowd was sign saying kill the jewish people and cleanse the jewish people, we don't see a lot of people on the left: that out, the signs didn't happen, or posters of hostages being ripped off of light poles rub the country as if jewish people don't exist and need to be erased, we see people and left being quiet, we have to call it out. this cannot be normalized. so this is a bipartisan issue, we are losing bipartisanship in this country, it's unfortunate that the one place we see it is when you're an anti-semite. >> your two democratic colleagues introduce a resolution condemning hamas' use of sexual violence, do think there will be some democrats and vote against it? >> know i think they're awful for, because they saw what happened and see the, as well as clarification is extreme helpful but this is part of a pattern. is not just happening all of a sudden. it's a pattern, there's a double standard. even now israel has been criticized, israel's not perfect but i mean israel has to live up to the highest of the high standards that the united states could not meet or other countries, and so that is something that we do with the reality of being a jewish person in this country, there is just a different standard. we saw couple of years ago we tried to pass a anti-semitism resolution with democratic- controlled congress and we couldn't get it done unless we put every other group in their simultaneously. there is always a watering down, it's not as bad or don't worry, it is this -- just the jewish people, it's something that the jewish community is starting to rally around and amplify, because october 7 showed the jewish community, that the holocaust was a long time ago will still carry the same sentiments today around the world in this country. >> you think every house democrat will vote for the resolution against hamas using rape and sexual violence, every single one? but as according to a u.n. agency report released today at the cop 28 climate conference in dubai. the report says the doubling of methane is concerning. brian is here, a cnn analyst and science correspondent. miles, the rate at which emissions are rising and the planet is heating, scientists warn it will be even more difficult for humans and ecosystems to adapt. so in the year 2030, how might our dalily lives look different than today? >> well, the numbers are stark, jake. by 2034 now, it is estimated, we have to get to net zero, which is to say we are off setting whatever carbon we output with some sort of mitigation to get down to zero at the bottom line. if we don't do that, or if we do that, we'll still only have a 50% chance of getting to the 1.5 degree maximum that we agreed to in paris. we're already at 1.2 degrees and look at what we're dealing with. all around us. so, we're already well on our way to trouble and we're not doing nearly enough to reach that goal. >> a draft agreement at cop 28 calls for scaling up carbon capture and removal. the technique that removes carbon pollution from the air then stores it or reuses it. critics argue this is expensive, it's unproven and a distraction from policies. still, do you think carbon capture is better than nothing? >> it has a place, jake, in tough lands like the production of concrete or steel. but if you're using carbon capture simply as an excuse to continue drilling, poking holes in the ground to pull oil up and burn it in natural gas plants or continue operating coal plants, you're missing the point. we have a green energy revolution, which is working. we have cheaper, better ways to produce electricity and to spend all of this money to -- well, it smacks at the fossil fuel industry once again continuing their outright lies. >> yeah. fossil fuel industry employees and representatives nearly quadrupled registrations at this year's summit compared to last year. does that make it more difficult to enact meaningful change or are they partners in this? >> it does because we're talking about all of this brainwashing. you've got a climate conference that has 100,000 people there and huge numbers of fossil fuel representatives. just the carbon footprint alone of the event is staggering. but the influence that this industry has, it's hard to overstate it, i think. >> that's what i wanted the ask you at the carbon footprint because many of the big leaders who flew to the conference, a lot of them did so on private jets. and obviously, it's more than just an appearance of hypocrisy for some of them. it's actual hypocrisy. i get some of them have to fly private but what is your take on that? >> not only is it bad optics, it's just horrible for the climate. dubai is the
