many innocent palestinians and israel must do more to protect them, why is the u.s. not doing more to ensure that? how much pressure should the u.s. apply to save innocent lives? a law make opposed to putting conditions on aid is with us. plus, candidates running for senate complain their campaigns were offered millions to challenge the only palestinian american in congress. one of them act torthill harp is here. and we brought you the story, now a second family in jackson, mississippi, says that their loved one was killed and buried and local police did not tell them. i'm victor blackwell. let's start the show. the truce is over. the fighting between israel and hamas is back. and so is the nightmare for innocent civilians. israel says it's using qr codes now and maps to tell them where to go. national security spokesperson john kirby was asked about the number of civilian who is have already died since bombing resumed. he would not say if the biden administration has seen more deliberate targeting for israel. secretary of state antony blinken saud he wanted to see israeli plans to protect civilians before fighting resumed. this is his latest comment. >> i have seen that information start to get out. i saw the plans that israel has in a multiplicity of ways. to protect civilians, including making sure they have the information they need and there are ways to akccommodate them. this is going to be very important going forward. it's something woo looking at closely. >> the u.s. is watching, but is there anything more that the u.s. could be doing? one sopgs adding conditions to israel. some democratic rt senators supported house republicans do not. there are plenty of house democrats oppose it too. inclu including debbi wattserman shultz, who joins me now. it's been awhile since we have talked. it's good to have you on the show . talklet's talk about the aid package. >> i think it's important that we understand here that this is not a situation where we deent have the ability to communicate with israel. they are a close ally among our closest. hour are military leadership are sitting together with israel side by side every day, that communication is ongoing at the highest levels all the way up to president biden. and we're working with thunderstorm to make sure, as they are already prioritizing, manipulate miezing casualties. it's hamas that's putting civilians in harm's way. embedding themselves underneath hospitals and u.n. facilities that's where the accountability should lie and making sure israel can bring the hostages home and hamas release them and make sure that they can eradicate the terrorist threat is what the priority is. conditioning aid is not something you do in an emergency situation with an ally. >> you are right. the civilians in gaza would not be in this position. the estimated more than 14,000 killed since october 7th would not be dead if not for the october th attack. but if the point you're making is that the u.s. has been sitting side by side with israel since is the start of this, i understand that. but since the start of this, there have been those 14,000 plus killed. there have been 5300 children killed. so if it did not influence their position before the truce, why are you confident there will be anything different as they move into the south? >> than any other country on earth, they have specifically, nearly exclusively in wartime, made sure to notify and communication in advance with civilians particularly in this very urban newsed environment. they should get out of harm's way. hamas, the terrorist organization, that puts them the in harm's way prevents them the from getting sto safety. this is a very dense urban newsed area n which hamas is not actually spent the funds they have to protect their civilians, they have said publicly in interviews that thaw spend their money on their tunnel system to protect themselves. >> they are warning civilians to get out of the way. leaflets have been dropped over the cities in southern gaza that they are focusing on now. they are using qr codes. we have reported how unreliable cell phone service is, the electricity, the internet as well. so i don't know what a qr code does to anybody who doesn't have cell phone service and did you want have access to the internet, be but the idf told them to move south, where are they supposed to go now? >> what should happen here is that hamas should release the hostages. they should cease their attacks ta they broke. that's where this conflict was started. they have killed 1400 civilians in an unprecedented attack in israel. it took 240 women, children and elderly people hostage. most of whom they are still holding on to. i wish you were asking me questions about how hamas is being held to account. gaza needs to be freed from hamas. were already communicating. we have gotten aid trucks into gaza. and hamas skims off the top to make sure they can refortify. >> those trucks are getting in after a blockade on food and fuel you say this is on hamas. >> this is on a mass. i understand that the israeli government said ending hamas is the goal. i think most countries can understand after what happened on october 7th that's the goal. but if the goal is to go after hamas and there are innocent civilians between them, what pressure do you think is required or is appropriate on israel to prevent the numbers that we saw in the first 45 days of this war? >> it is essential they minimize civilian casualties. the civilians killed as a result of hamas' brew a tallty has devastating. >> what is the konsz kwens for israel? >> what do you mean it nay don't? we're already in a situation where worldwide, including the u.n.,up women and others have not even condemned hamas for their attacks. they haven't condemned them for the brutal sexual violence. israel is under a situation where it's me too unless you're a jew. and the higher standard that israel is held to in wartime, when they have suffered an incredibly brutal attack is wildly inappropriate in an emergency and this proportionate accountability that israel is being held to when hamas completely controls the ability to cease the war by releasing the hostages and ending their commitment to eradicating israel and killing jews. >> congresswoman, thank you so much for being with me. good to see you again. >> thank you. you too. the israel-hamas war has set up a huge and potentially expensive political battle for several u.s. house races. several progressive democrats now have primary challenges after they criticized the israeli government since the beginning of the war. two candidates for senate say they were offered $20 million the inment campaign funding support if they were to drop out of the democratic primary and instead run against representative tlaib. the senate campaign say the offer came from a large donor to the public affairs committee. the call to that donor were not returned. one got that call this week and candidate hill harper is running to replace senator debbi assistant gnaw says he got the call too. i want to ask you about the call. you said this came in october, but it only became public a few days ago. tell us about the offer you were made. >> the call came, i was driving to another event outside of pontiac,en michigan, where we aren't going to raise a whole lot of money. our campaign is a grass roots campaign. we weren't going to raise $20 million. it's a call that the way i took is a two-fer. it was a call to get me to stop and not run against a candidate in this u.s. senate primary that the caller supports to get to the net target and run against congresswoman talib. tlooeb. it's not about this call.aib. it's not about this call. someone feels that the ability of the powerful to control elections torks control candidates, ait makes you ask hw many politicians that we're voting for have said yes to calls like this. >> did you consider it at all? >> no, i'm not going to be bullied or bought. i'm running to represent the people. money plays a big parking lot. that part. that's why so many people are not voting. our largest voting bloc are people who don't vote because they feel, and i have traveled all across michigan who say they feel like their vote doesn't matter because the folks that are going there are listening to the wealthy, the powerful, the moneyed interests. the people who paid for them to get into office and back-door deals, private meetings are how things are being run. and certainly for me, it's resinating well in michigan that folks want someone to represent them. >> your campaign spokesperson says that this call came from michigan businessman lyndon nelson, that he made that offer. $10 million in bundled donations, $10 million in independent probably a superpac support ing your campaign. in the decision not to run against congresswoman tlaib, there's a difference between not running against her and supporting her reelection. do you support her reelection to congress? >> for me, i'm running my race. i'm not trying to go with this candidate or get with this candidate. i want people to know who i am. i'm not a politician. i'm not going to play political games where i'm trying to grab these endorse ment thes is and o this. >> that sounds like a sidestep. do you support -- let me ask you this. do you support the reelection of president biden? >> absolutely. >> so if you can support the election of president biden, why kocan't you give me a one-word answer on congresswoman tlaib? >> because i don't want -- i think it would be better to ske sk me what do i support. 70% support a cease-fire. i'm one of only two major senate candidates that have called for a cease-fire across the country. less than 10% of our congressional members have called for a cease-fire. so i would rather have you ask me what i'm going to support rather than what i'm going to do. i think congresswoman tlaib is a fiery, amazing, very smart, intelligent, fantastic congressperson, who in her folks in her district are going to decide whether she's going to the get reelected i don't live in her district. >> but you are running to represent -- >> i don't live in detroit. >> you're running to represent it in the primary. >> her folks know where my heart is and where my heart lies. at the end of the day, the fact is i would not run against congresswoman tlaib. >> thank you for speaking with us. ahead, a story that we have been following closely. black men killed and buried and their families find out months later. the investigative report er wo revealed this joins us to help put it in perspective how far this injustice goes. and later my conversation with writer charles blow about a new documentary and why he's calling on black americans to consider moving to the south. an investigation by a cnn affiliate has revealed jackson, mississippi's police department did not disclose the names of dozens of homicide victim this is year. we recently told you about dek tort wade, a man hit and killed by a police department vehicle and buried without his family's knowledge. his mother told me about when police finally contacted her about her son months laurt. >> when they first called me and said we found dexter, i said, lord, let him be okay. so i said, what's going on with him? she said, i'll let officer gerard come out there and talk to you. right then when she said that, my heart dropped. i knew. i just knew that he was deceased. >> new reporting by cnn affiliate wlbt revealed a similar case. a 40-year-old was killed if february buried in the same field where dexter wade was buried. the family did not find out about the death until october. after seeing his name the in the reporting on more than 20 homicide victims that jackson police did not disclose to the public. joining me now is the investigative reporting who brought this to light. good to see you. this is -- i want to say unbelievable, but not. it's heartbreaking. tell us this story. unlike dexter wade, who was killed by an off-duty officer, this man was found dead and then reported to police. what's his story? >> so what happened here is a situation where he was killed by blunt force trauma. he was found wrapped in a tarp on a street in the western part of the city. and at that point, police claimed they did not -- there were conflicting reports as to whether there was i.d. found on him, but sufficient face to say t took time to identify him. at that point, all we know from the captain in charge at the department, he told us in an interview that essential lu they sent a detective to a home that they found in connection with moore. they left a card. that was it. there nofs follow-up. we pressed the captain for this in one of our inters. he didn't really have an explanation. he said that is sufficient. since nbc and other national news agencies have picked up the story, now the city of jackson, the police department for the first time has a death no notifications policy. so that came out-this, but it took the family not finding out about this until october for any of this to happen and for the ball to be rolling. i got tell you. this is something. the public, that we had not been told about, but to find out that one of those was a situation where the family wasn't told either. like you said, it's heartbreaking. you can't fathom that. >> let's listen to his sister on what she expected from police. >> how many times did you come back to notify the family? did you try to follow up on your report? >> what is the department doing now? the individual victims we now know the family has been notified. are they trying again to reach out to the next of kin of these people? >> they have come forward since the two cases in particular have garnered such national attention. the department only speaking through a city spokesperson at this point. but it seems this will be happening. even when i try eied to get information a about these 24 victims, we could even put that out there to try to help detectives. you'd think that detectives would need that information to garner leads and look forward to developments in the case. we got very little. maybe a paragraph's worth of information. that's part of the problem here. we talked to the captain about this. who after our story came out a day later, he was shifted. he's no longer over detectives in the department. he's not over a single officer. but he told us, he said, well, i'm not even really that frustrated. that information didn't get out because we don't want the to put a tom frame on solving these cases. that sort of flies in the face of what you're familiar with. i'm sure the first 48 hours are crucial when it comes to merch homicides. >> what more is jackson saying about this case and what they are planning to do as they move forward? >> this is a protocall. we just got a copy of it not long ago. i want to say it was a day or so ago we finally got a copy for the records request. and essentially, it puts jackson in line with other agencies, with other cities smaller than jackson that requires every effort to be made to be able to contact these individuals when something happened. the city actually has blamed this on a miscommunication on a failure of communication, but recently has shifted that to blaming the coroner's office. because they do have responsibilities in notifying the family. so what we saw with the dexter wade case, away we see now with the mario moore case is there's this shifting of blame to the coroner's office. the coroner's office is not returning our calls, not saying anything publicly about this. we may see more details when it becomes litigated at some point. obviously, ben crump has been retained by fboth families here so hopefully we'll learn some answers, but it's been frustrating to not really know and have any accountability in something like this. >> cj lou cjlamaster thank you r time. the police department is and coroner's office sent cnn copies of the reports. the mayor's office declined comment. why a first of its kind program meant to help pregnant mothers of color in san francisco is now a target of conservative groups. and a lot went down in the young thug case or should we say the young truly humble under god case. that's what attorneys say thug stands for. the latest in the massive racketeering trial that's hap happenening, whichch featured d momentnt that becacame a meme.e. rapper young thug is involved in racketeering activities in atlanta. his attorney revealed what he claims thug actually stands for. young thug's name is an acronym for truly humble under god. still also claimed that the grammy nominated track that features young thug stands for pushing positivity. right before the trial began, the judge determined that prosecutors could use lyrics by the rapper in this trial. here's something you may thot be aware of. i want to put this on your radar. we'll come back to it. conservative groups are targeting programs to help people who need that help the most, including pregnant mothers. this group that's doing this, they say it's because they are against affirmative action. here's the explanation. in san francisco, there's a program called the abundant birth project. according to a kff health news, it's helped about 150 pregnant black and pacific islanders with thousand-dollar monthly stiep pend. back in 2020, community researchers for the abundant birth project produced this video to explain how the money help these women. watch. >> sometimes it could be a little emotion because you hear some people moving hours away from their families just because they need it for rent. you hear some moms make enough that would not be considered as low income, but they are still low beincome because they have payday care ask high rent. so they are not eligible for some of the resources that's low income. it's extra helpful. they wouldn't have to stress about bills or a car, they could do anything they like with the money. >> now two groups, californians for equal rights foundation and the american civil rights project are suing san francisco and the state of california. the group's call the stipends give aways and they believe they are unconstitutional. the keizer family foundation, we have to thank them because they are on top of this, they highlight that black women are three times more likely than white women to die in labor or from related accocomplications the u.s. and black infants are twice as likely as white infants to be born prematurely and die before their first birthdays. but the groups filing the lawsuit say is a they want the to open the program to all women or close it down. the abundant birth project promised millions in funding and is already expanding beyond san francisco. i'm putting this on your radar. we will come especially for warwick. lisa, always good to have you. thank you. does the key to growing black power in the u.s. lie in the south? my conversation with charles blow about his new thought provoking film that looks at a new great migration. so this week here in georgia, state lawmakers are redrawing the political map after an order from a judge. the power of black voters had been diluted in a last attempt. we have seen this before next in alabama, south in florida, well a new film argues a solution to challenges like this is reconcentrating black power. a century after the start of the great migration when millions of blacks left the jim crow south and moved north and west, author and columnist charles blow says it's time for black people to move back to those southern states. he makes the case south to black power, here he is with his son, this is part of the documentary talking about what is at stake and changes specifically to policing. >> when you live in a whole system where they have never seen a gun and drops to his knees, when he sees it, when you live in a whole system where they are just in his first instinct is to fit that power from dehumanizing him. rather than responding, that system is a problem and that system is not set up to protect black boys, but to pray on black boys. >> i spoke about the documentary with charles just released this week. >> thank you for joining us. first, just start with what is the argument here. make the case. >> the argument is that after the civil war, three southern states were majority black and there were three others that were within 8%. and out of that collection of power, it produced a lot of advances for black people. the great migration diluted that. so 6 million people left the american in the north and west. those black percentages decreased substantially. you get crow, which crushes black political possibilities in the south physical the until the civil rights movement. i'm saying to a lot of black people that state power is super important to the issues that you care about. george floyd protests were largely about criminal justice reform. most of the criminal code is developed at the state level. most people who are in the criminal system is in the mass incar ration system is state and local. all of those issues in addition to things like health care, educational policy, so on and so forth are dictated to a large degree by state policy. so you can have that same state power that black people experienced during reconstruction again. >> you cite i believe a 1970 playboy article. explain that. >> vermont showed me the possibilities here. in early 1970s, it's based on an article published by two yale law student where is they come up with this idea of radical federalism. if you really want to do something,s you can simply just move to a state in large numbers and basically change the political dynamics of that state. some people already have been move vermont as part of the the back to the land movement, but other people moves after the publy indication of this article. tens yof thousands of young hippies move into vermont and they changed vermont into one of the most progressive states in america. it's the place where barack obama won the vote in 2008. that example was so profound to me. it was a writer who suggested this. but also it changed the state. from new hampshire into vermont. and i thought this is completely possible for black people to do as well, particularly since black people are already moving back to the south. >> but to get to black power, you have to move to mississippi, move to louisiana and they are thinking about their family and where mississippi rates in education or industry. how do these things make themselves more attractive to that when they really don't want potentially the shift to black power. >> every great migration in america has been at its core about people deciding whether or not they believe their well being will be better in the state ta they land. there are a hot of places in the american south where that actually is the draw. when you look at the list about places where the black middle class is doing best, the top of that lust is littered with southern cities for black people. so a lot of people are drawn to an atlanta, are drawn to a charlotte or a raleigh. they are drawn to the suburbs of d.c. these are already magnets for black people. so the question becomes whether or not you see possibility for yourself. i always say this about movement and migration. . if you feel nurtured, successful, satisfied, safe, your culture is valued where you are, you probably found your place. stay there. if you don't, if you are being squeezed out by gentrification, if you feel like there's a vice on you and your family with police conduct, if you feel like you are constantly under threat and there must be another place where could feel safer and my kids can run around in my yard and not have to worry about them coming in contact who might shoot them, maybe there is a possibility for you and maybe it's not where you think. maybe it is in a southern city. >> our changs to charles blow. the representing a post pandemic where we are really coming together, hanging out over food, over drinks and just really cherishing time with your loved ones. there's so many things that we do now that we
