good day to our viewers in the united states and around the world. i'm max foster in for kasie hunt. it is friday, november 24. it is 5:00 a.m. in the eastern u.s. of course, 10:00 here in london and noon in gaza where a carefully negotiated truce has been holding for five hours now the pause in fighting set to last four days during which hamas has agreed to release 50 civilian hostages, the first 13 women and children set to be released from gaza at 9:00 a.m. eastern time. 39 palestinian prisoners are also due to be released today into the west bank from this place, israel's prison. the timing of that release still to be announced. oren lieberman is joining us live from tel aviv, slightly shaky start to this truce, but it very quickly took hold. >> reporter: slightly. there was israeli artillery fire in the minutes after 7:00, there were red alerts warning of potential incoming rocket fire in the communities around gaza, but by 7:30 or so, it seemed, and from our teams down there have seen, that the truce had taken effect and we really haven't heard any of the reports of heavy fighting that we have so consistently over the past nearly 50 days. so where does it go from here? in about four hours the first group of hostages 13 women and children are set to be released. they were be transferred to the red cross and they will be out through border crossings or directly into israel. children younger than 12 will meet their families as quickly as possible. those older than 12 will be taken straight to hospitals and will then meet their families at the hospitals. once part of that is confirmed, once it is confirmed that the 13 have crossed into israel, it is our understanding according to an israeli official that those 39 palestinian women and children held in israeli prisons will be released from two separate prisons, taken to a prison in the occupied west bank and then released to their families. when israeli loss tans are brought into the custody of idf soldiers, there is a specific doemt thattans are brought into the custody of idf soldiers, there is a specific doemt that document that outlines how they should be treated and beginning the process of showing them that they aare out of hamas activity and back in israel and will begin the recovery process. and of course if this holds, we'll see this process play out four times the next few days. >> how delicate is this truce would you say? there are people in israel that don't agree with it on the political side. and there is concern that rocket rockets might come out of gaza. how might israelis respond to that? >> reporter: at this point it is incredibly delicate. so u.s. officials view the first two days as testing days. if it can hold, then there is measured optimism that it can be lengthened, that it could be a pause in fighting that is longer, more humanitarian aid coming in, and more hostages released and palestinian prisoners released. but that is a very big if right now. there was from the qatari foreign ministry the same sort of sentiment that if we can get to day four and everything holds together, we can talk seriously about extending this. but right now, we're in the critical moments to see if this process works. we're only at the beginning of this process, that is to say the troo truce takes effect, humanitarian aid going in, and release of women and children in exchange for the palestinian prisoners women and children. that is an incredibly sensitive part that also needs to play out. the idf warned that there could be changes up until the last second and even as the process plays out. so we'll track it closely. >> palestinians will be going into the west bank? >> reporter: that's right. we had a chance to look at the list of 300 palestinian women and children that the israeli government had put forward. they are all from either the west bank or jerusalem, so that is where they will be returned to. there is not a prisoner there from gaza that will be rueturne to gaza from what we saw. and this is the same 3:1 ratio, overall agreement is 50 israeli women and children for 150 palestinian women and children. and so this is just a small part of that and that is how we expect it will continue to play out crucially if everything works out. >> oren, thank you. and coming up, fuel and aid trucks now entering gaza too as part of 9 deal with desperately needed supplies. live report just ahead. plus protestors try to disrupt the macy's thanksgiving day parade in new york. and it is black friday. how americans are feeling and what deals they will be finding on the biggest shopping day of the year. well, it is usually. happening now, the truce between israel and hamas appears to be holding. meaning other pieces of the deal are kicking into gear. convoy of united nations trucks packed with tons of humanitarian aid now moving in to gaza via the rafah crossing. let's speak to eleni giokos who is live for us in cairo. so playing out as you expected. we've talked about the amount of aid. not quite enough, not nearly enough to deal with the problem there, but it is significant that those trucks are going in. >> reporter: it is significant. and it is significantly way more than we've seen since october 7. important to remember that before the war began, there were over 445 trucks going into gaza on a daily basis on a good day. so this was a population that already heavily relied on aid. and then you see the war breaking out and now we are hearing that just absolute catastrophic scenarios on the ground and rei will rated by the international aid organizations. but i want to take you through what we've seen today. you and i have been talking about how many trucks have been gathering at the border over the last few days in anticipation for this truce to kick in. because there is an understanding of just how many delays occur because of the checkpoints, because they need to figure out the logistics. not only on the egyptian side, but also once they cross over into gaza. 90 aid trucks have now gone into the gaza side of the border, that is significant. so they have gone through the initial checkpoints, they then get checked on the israeli side as well. and then offloaded and moved straight into gaza. seven fuel trucks as well going in. idf say that the gas quota that has gone in already today is specifically for cooking purposes for humanitarian needs and humanitarian infrastructure. they have been very clear to say that this was part of the deal. overall over four days, 200 aid trucks are expected go in, 130,000 liters of diesel fuel together with other gas trucks as well expected to go in. you've reiterated the point it is a fraction of the needs even qataris say that yesterday, you know, the testimonies we've heard from people inside of gaza, that they were scrambling for just pieces of bread, running out of water, drinking dirty water and of course diseases playing out right now which has created another layer of the humanitarian crisis. we also have heard egyptians that palestinians stranded in egypt, if they wish to return to gaza, they are able to do so through rafah. that is quite important to remember. we've heard some movement on that that it could be occurring today. injured palestinians are coming through the rafah border, so too are foreign nationals and dual passport holders. just today seeing some of the images going through, there were actually banners on some of these trucks that read together for humanity and then also for our brothers in gaza. so everyone trying to take an opportunity for the window that has opened up, but the logistical side we should not forget what it takes to get the aid distributed in the south of gaza in the very least. >> and speaking to oxfam earlier, they were describing how they have this huge challenge because there is a lot of aid agencies that were using crossings between israel and gaza in the past, and they have had to move all of their logistics, all of their operations into egypt, which has been a huge challenge. so this hasn't been easy getting those trucks there for a start. >> reporter: yeah, exactly. and i think one of the things that we keep talking about is just can we get more aid into gaza. but it is the warehousing and logistical side of chains that think of. and they have to be offloaded into trucks by the red crescent. so there is so many elements to this and it is also the checkpoints that really slow things down. u.n. far it inmartin griffith s that they have been a part of the deal in terms of the fuel question because we know that has always been a sticking point because it could end up in the hands of hamas. >> eleni giokos, thank you. we'll be with you without the day as the aid trickles in. let's bring in security and intelligence journalist who is joining us from tel aviv. appreciate your time today. are you holding your breath hoping the truce remains stable? >> yes, max, i'm holding my breath, but i'm pretty certain that it will hold. not only the first day but probably through the entire four days of the cease fire, the truce or the pause, whatever it is called and defined. and maybe, maybe if it goes well it will be extended. the deal struck by the biden administration and the qatari br brokering talks about extending it with release of 10 more hostages every day for more humanitarian aid. so hopefully it will hold. >> all truces are delicate. what are you concerned about in terms of this, are you concerned about a rogue rocket perhaps coming from gaza and the israelis responding, are you worried about some of the logistics of the exchanges here? >> well, there are two main concerns for the israeli government and the idf. one is that the smaller group which is in gaza and much more leaning towards iran, basically a proxy of iran, islamic jihad, maybe disrupt the ceasefire. they did it in the past in past clashes. they don't obey always the instructions and orders of hamas. so that is one concern. the other concern which we already saw this very early in the morning is is that the people who were evacuated or were forced to leave from northern gaza and found themselves south of the area now are trying to move back to their homes. and that was under the orders and instructions of hamas. the israeli army already put road blocks and there was minor effort this morning, 15 or 20 palestinians to return, and they were stopped by the israeli idf. so these are the major obstacles on the way of this four day truce. >> what do israelis make of the number, the type, of prisoners being released by israel back into the west bank? because that is the way the process will, would, work, isn'. >> well, had we talked two months ago, you would find very small minority or portion of the israeli public who would support a swap. israel for years and years refused to release palestinian prisoners for israel terrorists. but now it is almost a general acknowledgement by most israelis, 70% of israelis support the swap. and therefore it is of a lesser concern that 39 palestinians, 24 women and 15 minors, would be now released to the west bank and jerusalem. i think even if 150 would be released in the next four days, i don't think that the israeli public would be really bothered by it. >> okay. thank you so much ahead in the ro bckiess temperatures plunge across much of the u.s. allison chinchar is tracking the developments for us. >> good morning. yes, we're taking a look at what we've got going on not western half of the country. colorado, utah, new mexico, wyoming, and then it will shift farther east as we head into the weekend. but for the short term, these will be the areas where we have all the winter weather alerts in place for at least the next 48 hours. that system gradually making its way across the central u.s. and eventually latter half of the weekend now starting to talk about the focus being portions of the midwest including kansas city, up through the chicago region. overall again most of these areas especially low elevations likely picking up about 1 to 3 inches. but again, as that system progresses eastward, you will also see some pretty significant accumulations starting to take place across the central u.s. central plains not out of the question to get 6, 7 or 8 inches of snow once the system finally exits. the other thing spreading east is the cold temperatures. we've got a that starting in the midwest and that will really start to spread farther east as that cold, cold air begins to plunge down from canada and impact a lot of the northern tier. so taking a look at the northeast, pittsburgh going from a high of 36 today down to only a high of 28 on sunday. bangor, maine from 28 today to a high of only 14 on saturday. new york, boston, also going to see similar drops. 37 in boston today. 28 on sunday. and tomorrow looking at a bitter cold temperature of 23 degrees. >> the weather affecting the signal already. allis allison, thank you so much. coming up, the israel-hamas truce taking hold, a live report from tel aviv and what the pause in fighting means for the timing of the hostage release. new information coming in. good morning, thanks for getting up early with us. kasie is off today. i'm max foster in london. we're monitoring events in israel at this hour. it is just about 12:30 in the afternoon there and the four day truce appears to be holding. hamas has agreed to release the first 13 of the degreed upon 50 hostages this morning around 9:00 a.m. eastern time which is 4:00 p.m. local time. in exchange israel set to release 39 palestinian prisoners sometime today. oren lieberman is live in tel aviv for us. so the hostage release, is it on track to happen as you understand it according to the plan? >> reporter: as of right now, it is in about 3 1/2 hours. this was a made if i can could you meticulous plan that has to follow a particular time line. and that began with the pause in fighting at 7:00 this morning. we did hear israeli artillery fire for a few minute, but by about 7:20, the guys above gaza were clear and we didn't hear anymore of the major fighting that has dominated gaza over the course of the past nearly seven weeks. from there humanitarian aid began to flow into gaza, fuel, cooking oil, desperately needed supplies that are just a fraction of what gaza needs for the dire humanitarian crisis that has unfolded there and deepened over the course of the past week. that leads to the next stages and that is what we're waiting on right now. at 4:00, so about 3 1/2 hours from now, there will be the first release of israeli hostages under this agreement. 13 women and children that will play out by a very specific process and then once confirmed that those 13 have exited gaza, there will be the release of 39 palestinian women and children held in israeli jails. they will return to their homes in the occupied west bank and jerusalem. if this process works out today, it will continue into tomorrow. u.s. officials very clearly view these first two days as a testing day to make sure that this very sensitive and complicated agreement can work as anticipated to release what will be 50 israeli women and children over the course of this agreement. and then there becomes the potential of extending that. but first you have to make sure this part works. >> absolutely. and israel's ministry of welfare released details on the instructions that people involved need to follow to care for released hostages. it gives guidance to idf troops, children will ask questions such as where is mom, where is daddy, soldiers shouldn't answer the questions even if they know the answers. they should say sweetheart, i'm sorry, i don't know, my job is to bring you to israel to a safe place where people you know where be waiting for you and will answer your questions. just take us through this process, it has been written up by experts and all for the welfare, isn't it, of the real victims here. >> reporter: of course. so how this process will play out, hamas will hand over those 13 israeli women and children to the red cross. the red cross will bring them to border crossings or directly into israel and then come into israeli military care. the soldiers will greet them first. not their families, although families will see them as soon as is practical, but that won't be immediate. so the welfare ministry prepared this document on how the soldiers should address the children. keep in mind as we've covered this the past 48 or so days, the hostages may not have known what has happened. they may not know their family members have been killed. so this is meant to address that and let the children know they are in a safe place as they are brought into israel and will slowly begin to learn what unfolded here as they see their families. >> oren, thanks for joining us. now let's bring in global analyst kim dozier. we saw there is still, you know, signs of fighting, there was shortly after the truce formally began. that is not unusual, is it. it has calmed down. so looking really positive right now. >> yeah, in the past when they have had ceasefires like this during incursions, there have been breaks, there have been minor skirmishes, but the israeli defense forces knmodus operandi is to not respond unless a major attack on their troops or a major barrage of rockets heading towards israel. they expect that there might be the occasional militant that hamas did not have control of, maybe a member of palestinian islamic jihad who might try something, so right now their job is to hunker down, they will be moving around for positioning for future operations, but it is to try not to respond. one thing though that is a bit of a flash point is that they have leafletted to palestinians that they are not to try to move north and there are already reports of israeli troops having to use tear gas and other nonlethal means to try to keep palestinians from surging north, to revisit their homes or in some cases to try to find loved ones who were lost in the rubble. >> there has been talk if you are from the north, you want to go back to your home in this window, but the message is clearly don't try it. so should we expect more negotiations and release of the remaining hostages? are talks continuing? >> the hard part is for israel is what if this goes well. at the end of the four agreed days there, could still be 180 hostages being held by hamas. and so do they just start fighting again? there will be pressure from the israeli families, from the u.s. because from what we understand, only three of the ten americans being held are going to be released in this first tranche. and there will be pressure from the international community, why not keep the guns silent until we get more aid into the palestinian people after this long drought without regular aid coming over the southern border. there is also going to be criticism of israel for this process of telling palestinians that they should move from one area to the other depending on wherever the fighting is. aid groups normally want to try to organize one or two safe spaces where they can stockpile things like tents. it is getting cold in israel and palestinian areas. they will want to provide shelter for people if and when fighting starts again. >> and we should mention the northern border as well between lebanon and israel because the fighting is pretty intense there. >> and bizarrely hezbollah says that they intend to honor the same truce that hamas is honoring even though they weren't any part of these negotiations. some analysts in the region in israel are seeing this as a face-saving way of hezbollah stepping back from the brink of war with israel especially with u.s. warships off the coast. but israel has said if they see a small team as it is usually done of hezbollah militants preparing to fire from north to south, they will respond. >> being on. kim dozier as ever thank you so much for joining us this morning. now, former from our end here in london, we were looking at the deals this morning, thought that we could get in there early, but the deals weren't actually that great. are you seeing the same in the u.s.? >> what i'm really noticing in the u.s. is that these deals have been available for quite a few days now, in many cases a week. a lot of retailers rolled out the black friday offers early to scoop up the dollars. >> and amazon was advertising black friday week. so it is not a day anymore. so no rush. >> i saw black friday language as early as july this year. so it really just means a really good sale at this point. >> inflation obviously a lingering issue. really does unsettle people because they worry that they might be able to get something cleaner later on. but what impact will that have on holiday shopping? >> we're certainly seeing of course ongoing deal-seeking behavior. i track this on a monthly basis and i'm actually seeing an uptick in u.s. shoppers shopping at discount stores, buying generic. so that has been increasing despite inflation moderating somewhat. the holidays are a pretty expensive season, so people are still going to try to find the best deals that they can. but we also track consumers' response to major retail sales events and they still believe most people still believe that they will get the best price all year on black friday. >> and are they doing it online or going to shops or a bit of both this year? >> a bit of both. about 37% of people think that they will get the best deals online, which is a pretty big shift from the black fridays i remember about a decade ago where people would line up early outside the stores. now people are shopping in their pajamas. most people have -- >> are we not going to see those amazing queues and people fighting over tvs? >> those days are long gone. if there is a really desirable item, some people might buy on line and pick up in store so you don't have to elbow people out of the way. >> a safer national political reporter daniel strauss. thank you for joining us. how do you think that message about unity landed at a time when everything is so divided in the u.s.? >> definitely sticks out because most politicians of either party right now are preaching some kind of argument that is sort of more us versus them. but this is also a definite preview of what the biden campaign would like to be the setting for the general election. notice both that the white house -- excuse me, the biden reelect campaign used the phrase maga and that biden himself is calling for unity. this is the argument that biden wants to make in this general election which is that he represents the side of coming together, of moderation, and the opponents probably donald trump are some kind of extremists quote/unquote maga followers that are more interested in hard right conservatism than anything else. >> the guide, an interesting strategy, isn't it. one thing it said was that reagan, clinton and obama all faced similar approval ratings ahead of their re-election. and also said that polls were wrong about republican prospects in the midterms last november. what do you make of those arguments in that document? >> i mean, look, that is the hope and the viewpoint of the biden re-election campaign at least publicly, that his poll numbers are dower, but that he is still hardly a long shot from winning re-election. and that many of the past few successful presidents in american history have been in a similar situation. they are really betting that polling once again for biden is not really showing some underlying currents in his favor. >> very trumpian moment yesterday, i'm sure you were completely across it, donald trump taking to truth social, he wanted to wish the judge overseeing his civil fraud trial a very happy thanksgiving, so that was one side of it. and he did so then by calling judge engoron a psycho and accusing he and his clerk of political bias. so all of this coming as this gag order issued by the judge temporarily paused, isn't it. >> yeah, and this is all part of former president trump's legal strategy to make this as public as possible and frame anyone who might be involved in his legal cases against him or ruling against his favor that they are part of some kind of witch hunt, that they are biased in some ugly way, that they are, i don't know, like you said crazy in some way or excuse me, psycho. look, this is what trump has been trying to do throughout all these legal proceedings which is frame this as some sort of personal persecution that is actually outside the rule of law. and he is eager to keep that going. he does not -- he very much feels that the way to win this is not through some kind of legal argument, but in the court of public opinion. >> him versus the establishment isn't recent, it goes back to since before the election that he won and his whole campaign. and for many people, that was really refreshing because they did feel that the establishment wasn't serving the american public properly. but is it working in the same way this time in the run-up to the next election? >> in terms of the next election, i mean, look, there is a strong sense of grievance at least in the base of the republican party. but really across the political spectrum in general. so this is what trump is trying to energize and use as a rallying call to his side. we have seen slippage in polling. look, it is true that just outside of general voters, there are republican figures who no longer see that trump is sort of the northstar of
