"the washington post" reports he would use the justice department to retaliate against critics. and members of the biden administration. >> we have done something that allows the next party, somebody, if i happen to be president and i see somebody who's doing well and beating me very badly, i say, go down and indict them. >> trump is also spelling out his plan for the border. >> we will begin the largest, domestic deportation operation in american history. >> according to "the new york times," trump wants to are round up millions of undocumented people, including those who have been in the u.s. for decades. to help make all of this happen, axios reports the trump team is already screening tens of thousands of so-called foot soldiers who share his ideology. and listed in the conservative heritage foundation which is asking applicants to fill out a questionnaire, all in an effort to replace some 50,000 federal workers. >> with you at my side, we will demolish the deep state. >> around the coffee table this morning, podcaster carol swisher, editor of the dispatch in los angeles times column, jonah goldberg. dangerous? >> well, yes, i miean, what he' saying using terms like "vermin" and others, and revenge what he's going to do sort of take taking names like "godfather ii" demonstrative that i'm going to take everybody out. with terms like "vermin" and others to not be completely horrified by that term which is so loaded. >> more than the red hetoric, i got to say, trump is saying this out loud when he's talks about weaponizing the justice department when he talks about mass deportation. are we overreacting too what eye second touch term would be like? >> if it's not coming outside of the president's mouth, outside. campaign, it's speculative and theoretical. the big which will for the president, or the former president, i should say, the more authoritarian he seems, more unhinged he seems, the more likely he's to win the next election. he has to convince folks, he's bringing 2019 back in again. if you have somebody making authoritarian noises that makes it all more likely he's going to lose. that's the needle he needs to thread. >> lulu, you talk about the insurrection act and imposing it in a way that the president could use the federal military. as he were to become elected, what would that say about the country's willingness to accept an authoritarian president. >> that's the thing that worries me the most. i truly worry about democracy in this country, where you see a huge portion of americans listening to this and saying, gee, let's go to trump 2.0, let's do this went. when you say 2019, those were the heydays of the trump administration, and it was all so wondering, i mean, i don't know that many people do remember it that way, he remember an administration with chaos, they remember an administration that was certainly volatile. and i think definitely at this point, it's a problem. >> it's all more strike thanksgiving trump is polling as well as he is and biden administration is setting up pretty dangerous examples. for example, you had the biden administration coercioning social media companies to -- >> that is so not true. that is so not true. >> you might think that. >> no i don't think that. >> carol, there are ail lot of americans and democrats and a independents believe that the biden administration is pushing too far. >> that's not fact. that is absolutely not what happened. they were discussing things and they had occasionally may have said one or two things they probably shouldn't have said in the way they did but they're absolutely not dry trying to censor these things. >> you circuit that -- >> i don't circuit it. >> to take reyhan's point, i don't like the executive orders about student loans and all of these things, they're bad. they've been a problem with the can president for a long time. well, if it doesn't come out of the mouth of the president, it's all speculation, it's an enormous effort from heritage and all of these other groups that personnel is policy. one of the reasons why the trump administration was chaotic, at least hitler would have repealed obamacare. you have people trying to stop him from doing crazy stuff. you set up the etiology, it's a cult personality. you have all of these lawyers who are fifth-great doofises. >> i have to say the federalist society basically ran, staffed, a lot of the first term. and certainly, tremendously instrumental in the three supreme court choices. and now we're hearing the federalist society are a bunch of wases. >> and bill barr, he wants to criminally prosecute them. it's idea that i'm much more concerned about a second administration because trump has gone off his feed mentally in a lot of ways. secondly, he wants to surrender himself with entirely yes men, with all of the circuit breaker that kept him from going off the rails. that will all be gone and surely -- >> i know we're not going to get pushback from that. >> to emphasize, when juryyou'r looking at the executive branch, it's reasonable and legitimate to say you want the executive branch to be unified understand the authority of the president. there are agencies that have a modicum of independents. but you see that with the biden administration policies, it's reasonable to say the president should be able too staff his administration with folks who are broadly like-minded. >> i've spent a lot of time overseas in many volatile countries all over the world and the united states has always been the envy of these countries because it has a civil service that is actually nonpartisan. but they do the job, they staff all of these agencies, they serve administrations whether republican or democratic. the very idea that you're going to gut this that somehow you're going to staff it with loyalists, people who are probably incompetent really i think cracks the very foundation of this country. >> the problem is you have a civil service, you have elements with people with very strong etiological perspective. >> one more log on hthis fire, let's talk about rhetoric, let's talk about programs, now, let's talk about rhetoric, because in the last few days, president trump talked about the opposition on the left used the word "vermin." here's what he had to say about people coming into the country legally from mental institutions and other prisons. take a look. >> nobody is ever seeing anything like we're with the rchsing right now. it's a very sad thing for our country. it's poisoning the blood of our country. >> this week, president biden said, talk about you vermin. his quote, language you heardch nazi germany in the '30s. reyhan, is that an overstatement on the part of president biden? >> there's a very straight step that biden can take. these can take this away. >> come on. >> getting push back from progressives. >> are you troubled by the fact that president trump used the word "vermin" to describe his adminis administration. >> i'm troubled by a lot of things. >> specifically, are you troubled by the word "vermin" and blood i never want to use nazism carelessly. >> i think it's really careless. >> somebody falling well short of being nazi-like and still be really bad. the way that trump talks about retribution, it was coming out of the mouth of a democrat. most of the people defending him. the people who freaked out when hillary clinton used the word "deplora "deplorable" now saying what's the big deal about "vermin." >> i think it's objectionable and going to be counterproductive for him politically, right. as far as the trump campaign is concerned that's something they need to focus on. fortunately, i'm not the trump campaign, right. it's their business. >> i think a lot of people would be very happy to have that. >> you're one of the people i'd like to have in there. >> all right. now that you're all settled in, here's what's coming up, biden and xi try to rekindles u.s./china relationship. should we treat china as a friend damy or foe? later, parents opting out of vaccines for their kids, not letting it slip under the radar. for fringe or cue, yea or nay, the most talked about billionaire photo shoot. ♪ anytime the leaders the world's two biggest superpowers cup together, it's a big deal. this week, president biden hosted a summit with chinese president xi. they talked for four hours from everything from fentanyl to taiwan to climate change. it seemed to be relatively friendly, especially given how frosty u.s./china relations have become over the last year. but afterwards, cnn's mj lee asked biden if she still thinks xi is a dictator. look, here's a guy that runs a country that ask in the country. >> china called that answer, quote, an irresponsible political maneuver. lulu, after their summit, president xi, at a big dinner, said that china's ready to be a partner and a friend of the united states. basically said even the president's talk about a competitor was too harsh. are you reassured? >> no. you'd be surprised to hear. i think xi was trying to play good cop globally, trying to show that somehow the united states is the aggressor in his relationship. i think it is very important at the moment, that the two superpowers talk, i think it was a good meeting. i'm glad to see that the rhetoric has changed, but i think the substance hasn't. i think china at the moment is in a very precarious situation, economically, and i think it remains to be seen if they're going to try and use this moment to either, you know, draw closer to the united states or cause trouble in the south china seas. >> reihan, i think with all of the biggest media flash point between the u.s. and china is taiwan. and one of the few deliverables from this summit is they've agreed to resume military-to-military communications which had ended after the u.s. shot down that spy balloon. does that give you any sense that they're past the immediate flash point of taiwan? >> my big fear is that xi jinping is going on the vladimir putin train. that is, vladimir putin, in 2014, and actually before that he tried to harden the russian economy. he tries to insulate it in various ways, knowing that he was going to face extreme intense economic sanctions. right now, the chinese are building wartime emergency hospitals across the taiwan strait. he's actually taking marginal land that is not really agriculture and moving it into agriculture to build up grain supplies. he's expecting there are going to be hardcore economic sanctions because i believe he's planning something reality dangerous, big and awful. i think president biden is doing his best, but he hasn't been sufficiently focused on this let and it's a big problem for the world. >> pardon? >> china is an enemy, but they're our major rival, that's it. economically, technologically, absolutely, the reliance on them, the technology is quite heavy. we've got to start developing the stuff in this country. but you have to talk to them, you have to talk to them, and have some sort of relationship. but i have no question he has designs on taiwan and that will be disastrous for us from lots of perspectives, all the chips are made there. so, you have to worry about that. it's fine to talk about getting a good job, you know, the smiling xi, you know, with the t-shirts and stuff like that, fine. >> let me pick up with you on this question because it's your strongest point, which is the technological competition between the u.s. and china. i want to put up a poll on the screen. a pew study out this week found in 2020, 3% of americans regularly got their news from tiktok. >> correct. >> now, that's up to 14% of u.s. adults. what is the danger? if people in this country let their guard down. >> it's owned by china. and, you know, we don't allow media ownership in this country but that's media ownership somewhere else. we don't allow foreign media ownership, if they got abc or anything else. they're essentially the media arm in the country. that's where people get the news. they've come in a different way. the reason it's grown, it's gotten bigger, that's it. facebook has gone down. instagram has gone up, oddly enough, linkedin has gone up. china has the ability to manipulate and use propaganda. now, we have to prove that. >> one easy way to prove that, just type in anything on tiktok about the leaders and see what you get. >> right. >> what do you see? >> very little. >> right. >> if you get something about jews for sure, because china is on a big anti-semitic push on this stuff. look. i've been saying for years now, we have one of the only points of consensus in american politics is hawkishness on china. the real point is this is smart hawkish residence and gun hawkishness. xi is a dictator. and the win with getting these military to military communications thing isn't quite the win people think it is. because, apparently in the past when we've had crises with china when we had this system, the chinese just didn't pick up the phone, right? yea, now the phone will ring, but they still won't answer. i think at the end of the day, if china had the military of bhutan and the economy of bhutan, we would say who will gives a rat's about china. >> they're in trouble. >> they're in huge trouble. >> one thing that we do have to acknowledge, this isn't the china of two years ago, ten years ago, this is the china of today. and they really are struggling. >> what we're talking about here is considerable economic problems. >> right. the xi economic plan isn't working. the growth which is -- >> we're seeing people leaving. you're seeing just a complete stifling of economic activity. i mean, they are really, really in a difficult situation. >> that was a big win of this meeting, baggy able to talk that. >> i'll say one thing, our economies are dependent on that, just today in "the wall street journal," estee lauder, the reason stock are down because chinese sales are down. you have tesla, apple, so much exposure that will affect us. >> back, jonah, in 1984, i was with -- on the trip when reagan went to beijing and met with ping. u.s. policy was if we engage with china and boost capitalism in china, economic reform will lead to political reform. it didn't. >> no. it looked like it was going that way for a little bit. certainly, it does not look that way at all. but one of the things to remember is one of the reasons why they're turning -- they're clamping down politically in part because xi is clamping down, and trying to turn it basically into a spartan country where he wants to be a militarilyistic country and shut down on independent freedom internally pip. >> at least he's talking about sending panda back to san diego. up next, from flying elbows to punches almost being thrown. just another day in the playground? or in congress. >> right now? >> stand your butt off. >> it's no wonder they can't get much done in the chaos. right after this. ♪ this weekender members of congress are back home in the thanksgiving recess. before they left washington, they passed a temporary funding bill to avoid a government shutdown. but while some are celebrating the move, critics point to the real reason it happened. congress can't seem to agree on anything. >> the bill is passed. >> with that, congress did what it always does these days. kicked the can down the road. >> it gives us in january and february to get the job done. >> but come the new year, lawmakers will almost certainly be just as divided over spending and facing another government shutdown. >> want it now? >> i'd love to do it right now. >> this week was not encouraging. a senator challenged a witness to a fist fight. >> want to is stand your butt up? >> you stand your butt up. >> stop it. stitt down, sit down. >> in the house, one member accused another of elbowing. >> it was a clean shot to the kidneys, i turned back and there was kemp. >> but when it came to helping our allies in real battles, congress failed to provide more military aid to ukraine or israel as the new house speaker put it -- >> this place is a pressure cooker. reihan, why can't congress get anything done, pass a real long-term budget in the end of the fiscal year, as opposed to a two-month c.r. aid to our allies? let alone deal with the real issues that confront the country like entitlements or immigration? why can't congress get anything done? >> fundamental problem is that congress is just way, way too centralized right now. every since newt gingrich, you've had the committee system that's been basically hallowed out. you have a dynamic that's totally zero sum. one party believes if he hold out and ensure that the party in power doesn't get any wins then they can win the next time around. what you need is a decentralized congress. you need the committee system to start working. and you need a little give, factions between the republican and democratic parties to cobble a deal between the disparities. they need regular order and that would be a much, much healthier system for the country. >> lulu, why is congress doing that? >> the republicans, there's one word for that right now. this is not a problem of congress being broken, this is a problem of republican party being broken. >> so you don't see a zero sum dynamic? >> let me finish, you have a small faction of the republican party holding that party hostage. they're holding the entire republican system hostage. let's jest look at what they've done in the past few months. 31 times, instead of trying to resolve real problems in this country, they've actually tried to zero out the salaries of the members of the biden administration instead of actually addressing things like immigration reform and like immigration and ukraine. i mean, this is a congress that is obsessed with trying to get partisan vengeance and get scoring points. >> i actually think you're both right. ai agree, entirely relying on it structurally and constitutional congress is broken. everyone pines the way nancy pelosi ran thing. the way nancy pelosi ran thing is bad for congress. there's no regular order there's nobody of the stuff that absorbs political debate in this country. >> an infrastructure bill, though? >> all you hear about is consequences and leadership that presents a fait accompli so that's great. that's terrible for the country and one of the rps why the country is so polarized. you're right, the gop and the house is a clown show. >> which is exactly what the gop is calling it. there's a lot of people -- >> right. it's a hot mess and partly the problem of a political dysfunction when you have a only a four-seat majority. and not getting anything done. the republican party two different parties one say proformative party and one trying to legislate and creates a gridlock. >> it's a perform tiff art on twitter or whatever it is. you see that all the time. there are individual performers rather than a team. there's one great quote, it was a republican representative who will said they've never been on a successful team, some of these people. and that's absolutely true. >> it does take two to tango, though. one of the issues is, for example, there really is an opportunity for members of the problem solvers caucus to drastically change the way congress does business by saying we're going to have patrick mchenry in there as speaker and empower this person and try regular order for a change. the problem is those democrats and the problem solvers caucus were terrified of primary challenges. they thought they could not survive in the party that made that move. >> you talk about this, what you're basically saying there should be bipartisan compromise. that's exactly the reason that kevin mccarthy is no longer the speaker. because he -- to raise the debt ceiling and to pass a tremporar spending bill he had to get help from democrats and the republican caucus kicked him out. >> speaker mike johnson could make a difference here. look, he's someone new to the job, he's also a fresh face, but also someone who has rock solid credentials saying he wants to get back to regular -- >> wait, wait. so what they did, the way they were able to pass this temporary spending bill to january and february is that with more democrats than republicans supporting it. this bipartisan compromise. that left one conservative member very unhappy. chip roy of texas. >> one thing, i want my republican colleagues to give me one thing, one. that i can go campaign on and say we did. one. >> i mean, kara, that is certainly -- one, yes. that's certainly, a question. you know, he's been in there 20 minutes and so the republicans let him get away with it. if he goes to the democrats again to pass legislation in january, do you think the republican caucus will allow that? >> no i thinks the same clown car, different driver. that's what it feels like to me. it's going to house says, no, if you're giving aid to israel, we want it for ukraine, otherwise, we won't get it for ukraine. republicans say if you're going to do that, we want big concession on borders. >> people want things to go on cable news and campaign about, rather than get actually things done and do legislation is because congress does not work. >> i will say about the big bills that get things done, sf sfrefor example, the is infrastructure in the last administration, it wasn't properly scrutinized. it was a big bang style of thing with a bunch of christmas ornaments in it. i hate that. >> duly covid vaccines. new cdc that show exemptions for parents to avoid vaccines for diseases like polio, measles, and chicken pox are at an all-time high. in recent years, it's dropped and now sits at 93%. now, that may not seem like much, but doctors say even a small increase in unvaccinated kids in school leaves the country vulnerable to outbreaks of dangerous diseases. this all comes amid a rise in anti-vaccine and anti-science sentiment. a recent survey finds more than one in four americans, 27%, don't really trust scientists. you can see that's doubled from before the covid pandemic, when only elon musk's continued promotion of anti-semitic tropes on "x." obviously, ibm pulled out for reasons, apple just did. the ceo has her hands full and is trying very desperately to say, we don't believe in these anti-semitic tropes, and yet, you know, i'm like, the call is coming from inside the building kind of thing. that's what it feels like. there may be some repercussions here. but you know, he's done it a lot, so who knows? >> best shot? >> when you're looking at the democratic party. who is the number two in the party after president biden? gavin newsom, kamala harris? the real hands is j.b. pritzker, not because of his magnetism, but because he is spending hundreds of millions of dollars to re-elect president biden and also gearing up for his own presidential campaign come 2028 and possibly if something happens to the president, in 2024. >> you think of all the people out there, and i think the governors are the ones you would put him at the head of the line as a possible plan "b" for 2024, ahead of newsom and whitmer? >> nobody else has done more for public sector organized labor, the giveaways are incredible, they're eye watering, and he's got the inside straight. >>
