hours the presidents of u.s. and china will take part in events around the apec summit a day after the two met for face-to-face talks. joe biden is describing it as constructive and productive as they aim to ease months of tension between the two countries. on wednesday, the two men agreed to restore high level communications between the country's militaries and they also agreed to crack down on illegal fentanyl production as many of the chemicals used were k3 ported from china. but still it is clear deep divisions remain. when pressed on whether he trusts xi, here is how the u.s. president responded. >> trust but verify as the old saying goes. that is where i am. you know, we're in a competitive relationship china and the united states. but my responsibility is to make this rational and manageable. so it doesn't result in conflict. >> there is one comment though following president biden's news skfrn conference that caught the attention of chinese officials. take a listen. >> mr. president biden, after today would you still refer to president xi as a dictator as you did earlier in the year? >> well, he is. he is a dictator in the sense that he is a guy that runs the country that based on a government different than ours. >> steven jiang is joining us now. it was a comment that he didn't necessarily have to volunteer, he did, and i assume it's gone down pretty badly there. >> reporter: that's right. but max, remember it is not the first time he used that word to describe xi. obviously this time in public and just shortly after the high stakes bilateral meeting. so this is getting a lot of attention and the chinese certainly don't like it and the foreign ministry has responded to calling this remark extremely erroneous and also describing it as irresponsible political maneuver and blaming people with ulterior motives trying to undermine u.s./china relations but without naming names. but on the other hand you can see they are trying hard to scrub this episode from chinese media platform and trying to focus their wall to wall coverage on the more positive aspects. xi himself we've seen him have a marked shift in tone when he not only was speaking to biden but also when he addressed some of america's more prominent and most prominent business leaders later on in san francisco at a dinner banquet saying china wants to be america's partner and friend. and neither side should be the primary competitor otherwise it will become a self-fulfilling prophecy. so overall outcomes were nothing unexpected because a lot of these agreements are low hanging fruits, but they are still timely and even urgent especially when it comes to military to military communication at a time when the two forces are having a growing number of close and dangerous encounters. so that kind of restoration of dialogue would help prevent m miscalculation or even potential conflict. but still that is also why a lot of analysts think the outcome can only be best described as a technical stabilization because fundamentally how they view themselves and other strategic tensions, that has not changed. xi himself even made a point of telling biden that if the u.s. attempts to suppress or contain china, then it is not going to work. he did seem to leave out the second part of the line that he uttered here gdomestically that china will not hesitate to fight back. >> and it seems that the two militaries are talking again, so that can be a good thing for the world in fact. >> reporter: that's right. and remember, a lot of these communications were cut off last summer after -- a year ago actually after u.s. house speaker nancy pelosi went to taiwan and also the ouster of the foreign chinese defense minister who was under sanctions. so a lot of this process in a way returning things back to where they were a year ago. but still given the stakes and given all the political and economic challenges, not just these two countries face but also the whole world, you cannot afford too have the world's two biggest economies to be at loggerheads for such a protracted period of time. so in that sense, this is still very significant, very positive step forward. >> indeed. despite widespread condemnation, the israel defense forces pushing ahead with its incursion into gaza's largest hospital. it has yet to offer any undeniable proof those that hamas tunnels and terror headquarters are allegedly hidden under that complex, but the israeli government promises to reveal more evidence in the days ahead amid mounting pressure to justify the raid. wednesday there was technological assets revealed. the military group calls the claims a blatant lie and prop propaganda. >> these weapons have absolutely no business being inside a hospital. the only reason they are here is because hamas put them here because they used this place like many other hospitals and ambulances and sensitive facilities inside the gaza strip for their illicit military purposes. >> cnn's nic robertson has a clcloser look atat a complicata operatioion under way y at that hospspital and whahat has and w has not been found. >> reporter: inside al-shifa hospital, , israeli forcrces ar facing their biggest credit ability test in gaza so far after weeks of claiming that its basement is a network of hamas bunkers, the idf moved in in the early hours of wednesday morning. but 24 hours later, no evidence of hamas' subterranean network here has been presented. >> we found weapons, intelligence materials, military technologies and equipment. in addition, military command post was located. >> israeli troops breached here a few hours ago just where patients come in order to get mri services. >> reporter: we have no independent access to al-shifa hospital so far. >> if you follow me behind this machine, i'll show you what our troops exposed just minutes ago. >> reporter: an idf spokesman gives an unchallenged tour of what he claims they have discovered. >> there is an ak 47, there are cartridges, ammo, there are grenades in here. of course uniforms. and all of this was hidden very conveniently, secretly, behind the mri machine. >> reporter: cnn cannot independently confirm the idf's claims, but two days ago when cnn was taken by the idf for another hospital in gaza, we posed this question when shown another alleged hamas weapons cache. >> some people would look at this and question the reality of what you are showing us. >> i think this is hard evidence that you see here. and when you enter the hospital, you ask me why did you open the back of the hospital like that. because we knew the terrorists were here. >> reporter: unlike all re nicht tisi, hospital, there is still staff inside. but communications were cut as the idf went in. one doctor did manage to get a call through. >> no one is operating, no one is -- it is like all waiting for the end point of this one. are we going to survive this moment or not. >> reporter: and a local journalist inside the hospital reached by cnn said he had seen the idf, quote, conducting search and interrogation operations with the young men amidst intense and violent gunfire gun in fire inside the hospital. cnn can got independently verify these accounts. hamas dismisses the claim that there were weapons at the hospital. benjamin netanyahu appeared emboldened by taking the hospital. >> translator: they told us that we would not enter shifa. we've entered. and in this spirit we say a simple thing, there is into plinto -- no place in gaza that we won't reach. >> reporter: and netanyahu may find that reach curtailed as international outrage that the idf offensive mounts. nic robertson, cnn. >> that outrage not coming from the united states. wednesday the u.s. president said he has called on israel to be incredibly careful with this operation adding that he was confident that hamas was running a command center under the hospital and called had a war crime. >> here is the situation. you have a circumstance where first war crimes being committed by hamas by having their headquarters, their military, hidden under a hospital. and that is a fact, that is what has happened. >> scott mclean is covering all of this live from istanbul. interesting to see the reaction as far as america is concerned because it did say it had its own intelligence that there was some this command center but also expressing concern about how that is being investigated. >> yeah, so the u.s. says in its intelligence that there is this command center under the hospital. obviously the israelis almost three weeks ago gave this presentation to the media saying that its intelligence shows that there was this sophisticated multi-level tunnel system underneath al-shifa hospital being used by hamas as a command and control center. and you heard president biden there in that clip say that this is a fact. and perhaps president biden knows something that we don't. but at least according to what has been publicly presented, the evidence that has been publicly presented, that it is not a fact. there is nothing that shows at least at this stage anything resembling this kind of sophisticated tunnel system or command and control center under the hospital. israelis say there is more evidence yet to company and even this morning the idf spokesperson justified israel's actions thus far by saying this -- >> we have already found 300 shafts that go into those tunnels, most of them booby-trapped. and including in the vicinity of that hospital. now, some of these have been also closed by hamas. and others will be revealed when we find them. >> hamas has denied that the israelis found weapons on the site of the hospital calling it a blatant lie and propaganda. and of course there is a lot of scrutiny on israel and there will be a lot of pressure on israel to prove that the allegations that they have made thus far are in fact true. international law is complicated and of course it is up for legal interpretation as well. but broadly speaking hospitals are protected. they only lose their protected status if they are used to commit acts that are harmful to the enemy. and even if that is the case, israel under the geneva convention still has to warn them to stop doing what they are doing or give people to actually evacuate the hospital before they move in. and the geneva convention also says the fact that sick or wounded members of the armed forces are nursed in these hospitals or the presence of small arms or ammunition taken from such combatants not yet handed to the proper service shall not be considered to be acts harmful to the enemy. of course this will be widely debated, but the bar here you can see is high. i also spoke to an expert about the geneva convention and hospitals not long ago and he said look, easy really also has to take into account a range of other factors including proportionalitity proportionalitity. but what is proceed prorgs al to israel may not be proportional to someone else. so a lot of gray area, but the bottom line is there is certainly a lot of pressure on the israelis to prove that they can actually find something that resembles what they have addressed. >> interesting that sound bite that tunnels will be revealed when they find them, so their intelligence is clearly that there are tunnels there somewhere, but they don't know specifically where they are. >> yeah, precisely. and this is the difficulty. they say this operation is still going on, that they are continuing to be on the site and maybe it is more complicated than what they presented thus far. but yeah, there is going to be pressure ramping up over the hours and days that come. the longer israel goes on without presenting evidence, the more pressure that there will be on them not only on the israelis and idf but i think the united states and west as well which if you look at, say, many leaders across the middle east including president erdogan, they say the west has emboldened israeli actions by sort of giving them carte blanche to do whatever they like. leaders like biden have said that they need to be careful, but that is not necessarily the message that is being heard loud and clear in this part of the world that israel needs to show some kind of restraint when it comes to civilians in gaza. >> scott mclean, thank you. police in washington called with protestors calling for a ceasefire. have a look. capitol police say six officers were treated for injuries after a stand out with some 150 people who were, quote, illegally and violently protesting in the area. activists refute that account saying the protests were peaceful but police attacked them with pepper spray. some house office buildings on capitol hill were temporarily locked down during the protest that you see. when hamas militants began the terror attack of october 7, many of them were wearing gopro cameras to document the as suggest. some were shared as propaganda, but not all of them. cnn obtained video from one of the cameras. idf says it shows the reality of what happened which many call israel's 9/11. in one long continuous video, it shows 100 minutes of horror. and some of what you are about to see a very graphic. oren lieberman takes us through it. >> reporter: an explosion before dawn on october 7. the time is here and the attack is under way. god a great they chant as they cross the breached fence. go right, go right, they say. less than two minutes later, they cross the second security fence. they are in israel heading towards a kibbutz. the sun is up and a day that will reshape the region has g begun. this video comes from the body camera of one of the terrorists who took part in the attack, it was obtained exclusively by cnn. for the first time we also see video inside hamas tunnels before the attack. it is a look into a network of tunnels with what appear to be supplies stored in the darkness. writing on the walls in arabic says what is hidden is far worse. above ground, the gunman fires his first shots. go on men, go on men, he screams. they stop on the way. more than a dozen mill tanltss gather here to prepare for the next assaults. one has several rocket propelled grenades on his back. minutes later, a group advances across an open field moving towards a village. gunman charges the last bit and spots an israeli soldier on the ground. others join in celebration. moments later, he is more composed as he turns the camera on himself. he says his name and that he is 24, he's a father, says he killed two israeli soldiers and asks god for victory and well deserved martyrdom. on motor bikes now, they keep advancing moving together along empty israeli roads. or nearly empty. the man cheers as you sees bodies on the road. his is not the first wave. he rounds a corner. here we have seen this place before among the first videos to come out after the attack. this is dash cam video from a car on the same road moments earlier. the car approaches a group of militants who open fire. the car coasts, its driver almost certainly dead by now. it is just after 7:40 in the morning. after a quick reload, the group approaches a military base. for 65 minutes since crossing the gaza fence, they have had nearly free reign in israel. the gunman closes the distance with a weapon he took from an israeli soldier, opening fire, and fire comes back. this man's part of the attack comes to an end. the terror is just beginning. oren lieberman, cnn, tel aviv. an early christmas present from the u.s. congress as members pass a bill to overt a shutdown and keep the government running for a couple more months. a report from capitol hill after the break. and russian military recruiters turn to prisons to find fresh blood for the war in ukraine. how convicted murderers got a chance to buy their freedom by using a gun. just 49 hours before a government shutdown, the u.s. senate stopped the stopgap funding bill approved the day before by the house. here is chuck schumer. >> i'm pleased that speaker johnson realized he needed democratic votes to avoid a shutdown. if the speaker is willing to work with democrats and resist the siren song of the hard right in the house, then we can avoid shutdowns in the future and finish the work of funding the government. >> the bill will keep parts of the federal government running until the mid part of january. president biden has promised to sign it, but there are plenty of unhappy republicans. manu raju has details from capitol hill. >> reporter: just a day after the house approved a bill to keep the government open until early next year, the senate took final action as well passing the measure on a bipartisan line sending it to joe biden's desk and averting a government shutdown for now. it will be 2024 next time there is a fight and potential scare of a government shutdown. but that doesn't mean there is not enormous tension in the ranks and concern about what comes next. a number of republicans particularly people on the right flank were concerned, were highly critical of his decision not to include spending cuts in his plan. that is because if he included spending cuts, democrats in the senate and white house would not go for it, therefore johnson essentially decided to pick a fight with his right flank and now members in that hard right block are warning him not do it again. >> that is like strike one and two. and speaker needs to know that. i can tell you republican voters are tired of promises to fight. we want to see change. so we'll see what happens. >> it is extremely concerning and a big disappointment. this is not what we should have been doing. at the very minimum, there should have been a cr with a 1% cut. i'm also more concerned about where we're going. >> reporter: johnson has said this approach is essentially a two step approach, approve funding for some federal agencies until mid-january, other federal agencies until early february. and says that that will give them more leverage to enact their year long spending bills. but here is the problem. under speaker johnson's very brief tenure, there are three annual spending bills that essentially have to get pulled from the house floor because of divisions within the ranks. so the question is, whether johnson has to confront the issues early next year, how does he resolve it and will his fate be similar to kevin mccarthy who had to push along a short term stopgap bill without spending cuts leading to the end of his speakership. so a concern potentially down the line as congress decides to punt on this issue of government funding avoiding a shutdown but only for now. manu raju, cnn, following for you. after meeting with president biden on wednesday, xi jinping told american business leaders that his country is willing to be a partner and friend of the united states. elon musk and tim cook were just some of the executives at the dinner with the chinese leader. israel says that its soldiers have uncovered weapons and military kits used by hamas during a raid at the al-shifa hospital in gaza city. cnn has been unable to independently confirm this discovery. israel says the raid at the hospital is ongoing. cnn has been unable to reach the hospital for comment. the fbi warning of increased terror threat in the u.s. as the israel-hamas war drags on. christopher wray says authorities are watching for groups or individuals who may exploit the violence in the middle east to encourage or carry out an attack on u.s. soil. brian todd has the details. >> reporter: a raging war in gaza and boiling tensions in the middle east since hamas attacks on october 7 have ratcheted up the terror threats in the u.s. to a whole new level according to a top official. christopher wray laid out the dangers with brutal clarity. >> the most immediate concern is that individuals or small groups will draw twisted inspiration from the events in the middle east to carry out attacks here at home. >> reporter: the greatest number of threats reported have been against the jewish community. >> hate directed at jewish students, communities and institutions with increase of anti-semitism in the united states and around the world. >> reporter: they are the report a rise of threats against muslims worrying examples on both sides, a man arrested in houston accused of studying bomb making a littnd talking about kg jewish. and a cornell student charged with threatening to kill jewish students. >> when you look at the plots and the individuals that have been arrested, almost pedestrian in nature. average citizens that are drawn into online environment that encourages them to commits these acts. >> reporter: another concern? >> hamas or another foreign terrorist organization may exploit the current conflict to conduct attacks here on our own soil. we have kept our sights on hamas and have multiple investigations into individuals affiliated with that foreign terrorist organization. >> reporter: but wray also pointed to recent calls for attacks on the u.s. home land by other terrorist groups, what he called a rogue's gallery. al qaeda, isis and hezbollah, iran backed group in lebanon that is not only engaging in cross border fighting with israel right now, but that wray says has tried to place operatives and engage in spying here in the u.s., possibly planning for future operations. >> we know that there are known and suspected terrorists seeded not only in this country but other of our allies' countries essentially just waiting for the phone call. >> reporter: but the biggest threat, individuals radicalized into action. >> those at home who are being radicalized, they may be going to rallies, they may be escalating in terms of their rhetoric that is completely off the radar. >> reporter: how can american security agencies and citizens combat these threats coming from so many different directions? an analyst says that the fbi and homeland security department simply can't be everywhere, that engaged citizens have to be there to report the threats they see and pay particular attention to online threats in chat rooms and elsewhere. brian todd, cnn, washington. families of israeli hostages in gaza are demanding the government bring their loved ones home and they won't stop until they have reached the prime minister's doorstep. wednesday was day two of a five day march from tel aviv to jerusalem. they plan to end the protest outside benjamin netanyahu's residence to bring their message directly to his home. another group of demonstrators gathered in tel aviv wednesday evening, they say that they are out of patience waiting for the government to act. >> tonight we are trying to tell the israeli government that enough is enough. already 40 days went by. and i have the daughter-in-law and grandchildren there in gaza. one is four years old. he doesn't know hamas, he doesn't know time, he doesn't know nothing. he knows that he is deep this the black without food, without any amenity already for 40 days. a kid of 4 years for god's sake. let him go home now. >> and there is a resolution calling for urgent and extended pauses in corridors in gaza. 12 states voted in favor of the resolution which also demands immediate release of all hostages held in gaza by hamas. observer to the u.n. praised the result of that vote. >> the bombings and incursions must stop now. humanitarian aid must come in now. thousands of lives, millions of lives, hang in the balance. >> three security council states abstained from voting, united states, uk and russia. the ambassador to the u.n. explains why. >> ultimately the united states could not vote yes on a text that did not condemn hamas or reaffirm the right of all member states to protect their citizens from terrorist attacks. >> human rights watch praised the resolution saying it is a rare and powerful message to israel, hamas and other armed groups to follow international humanitarian law. if ultimate like to have foreign secretary paying a visit to ukraine on his fourth day in the job. david cameron met president zelenskyy in kyiv on thursday which was cameron's first overseas trip as the top uk diplomat. he said the uk will keep providing ukraine with military and other kinds of support for as long as it takes. meanwhile russia is confirming that ukraine is holding on to its foothold on the occupied eastern side of the dnipro river. small groups of ukrainians are operating northeast of kherson but taking heavy fire. this statement is a day after ukraine announced that it created a bridgehead on the east bank of the river. a convicted mastermind of a high profile murder of a russian journalist is no longer in prison. he was a prominent kremlin critic. and gunned down near her home in 2006. as fred pleitgen reports, the man convicted has received a pardon in exchchange for fighti in ukraine. and he's nootst the only one. >> reporter: as russia loses large amounts of soldiers on the frontlines i in ukraine, the kremlin continues filling the ranks wiwith convictions pardong and releasing even the most dangerous ones if they survive their tour of combat. sergei was sentenced to 20 years in 2014 for organizing the high profile killing of a prominent journalist and kremlin critic who was gunned down in her apartment block in 2006. now hard after fighting in ukraine his lawyer says. and the journaljournalist's fam irate. it is a monstrous fact muof injuststice and insult to the memory of person carrying out their beliefs and carrying out their professional duty. and there are others. one sentenced to 17 years in jail for brutally murdering his girlfriend and ordered to pay compensation to the victim's family russian media repeports. he was also pardoned after fighting in ukraine and doesn't even have to pay the compensation. the kremlin defending the decision. there is a certain practice being implemented the putin spokesman says, to my knowledge there are no exceptions to this practice, more precisely, there are exceptions but they do not relate to the topic of the residence of this or that case. the wagner private military company first started using convictions on the battlefield in ukraine last year. wagner boss yevgeny prigozhin traveling to russian jails to recruit inmates. i spent more ammunition than ever spent in stalingrad. no one leave the front, no one surrenders. even after prigozhin was killed inin a plane crashsh i in augus russia continues large scale recruitment of prison inmates. russian leader vladimir putin even included alleleged use e of chemical wea against civililians. according to three groups that brought ththe case, the weapons were used on two o occasions during the syrian civil war in 2013 leading to more than a thousand deaths. he a suspected in complicity of war crimes but he denied using chemical weapons. rishi sunak says he will introduce emergency legislation to formally recognize rwanda as a safe country for deportations. this is after the supreme court ruled depends his controversial immigration deal with the african nation. that agreement announced last year would allow the uk to deport asylum seekers. despite numerous let setbacks, the prime minister says he is prepared to do whatever he needs to do see it through. and greg abbott expected to sign a new border bill, ahead why some fear it may lead to racial profiling of latinos across texas. crossing illegally into texas from mexico could become a state crime. a bill that texas governor abbott is expected to sign would give law enforcement the power to arrest migrants and allow judges to issue orders to remove them from the u.s. rosa flores has that story. >> reporter: this bill is sending ripples of fear throughout the latino community in the state of texas. latinos make up 40% of the population in this state, but let me take you through this bill. what it does, it creates a state crime for illegal entry into the state of texas. and it gives law enforcement the power to arrest. and it gives judges the power to issue orders to remove individuals from the state of texas. now, texas governor greg abbott has maintained that all he is doing is dealing with the crisis at the border because the federal government is not doing its job. this bill has many critics, including 30 former immigration judges. these judges issued a statement saying that this bill is unconstitutional because the power to issue immigration policy and law rests with the federal government. and these judges, these former judges, point to a portion of the bill that says that state judges will have the power to issue removal orders. that is a really fancy way of saying deportation. these judges have and will have the power to deport individuals from the state of texas. one other big concern is that this could lead to racial profiling of latinos in this state. now, one of the things that this bill specifically states is that this applies to law enforcement in the state including local law enforcement. and that is one of the big concerns. i want to take you inside the statehouse with some of the debate. take a listen. >> let's say mary and i are walking together near the border, will they look at her skin color versus mine and make the determination she needs to be investigated for potentially crossing? >> well, i think -- i think clearly the officers will make a -- they will look at the entirety -- >> this is not funny because my wife is hispanic. and there is a difference when i'm driving a car, i see an officer and i wave. there is a difference for people. chairman wally said it, we don't live in their skin. >> reporter: the author of the bill maintains that the bill will not lead to racial profiling. he says he doesn't know the total cost to texas taxpayers and he maintains the bill is constitutional. governor abbott is expected to sign the bill and the aclu has already threatened to sue. rosa flores, cnn, houston. nobody was laughing at the time, but the saga of gwyneth paltrow's ski accident is coming to a london stage. there has been a shooting near jerusalem. according to israeli police, three attackers opened fire on officers at a checkpoint south of the city. we're hearing assailants wounded six israeli security personnel before they were shot ded. two other civilians suffered minor injuries and were treated at the scene. this is a developing story and we'll bring you more as we get it. forecasters say the chance of a volcanic eruption in iceland remains high. the island was rattled by about 800 earthquakes wednesday morning similar to the day before. this video shows a damaged road and the steam there coming from the ground in a town about 40 miles or 70 kilometers south of the capital grindavik. sources say there could be an imminent eruption which prompted the evacuation of about 3,000 people. and while iceland is still in the waiting mode, another volcano in mexico already showing its might. it ejected ashes and plumes of smoke wednesday. officials say it happened 15 times over a period of 24 hours and they are warning residents not to try to climb to the top of the volcano would you believe. the volcano near mexico city is one of the most active in that country. thanksgiving dinner in the u.s. will be a little cheaper this year. the american farm bureau federation says that you can buy a 16 pound bird for less than $30. that is down 5.6% from last year, but thanksgiving prices are still 25% higher than they were before the pandemic. still holiday discounts could push some costs down. in fact the federation says your bill this year for a party of ten could be as little as just over $60. stories in the spotlight, believe
