hello and a warm welcome to our viewers joining us in the united states and all around the world. i'm bianca nobilo live from london. it is wednesday, november 1. it is 10:00 a.m. he dat the rafh border crossing where ambulances have arrived to bring the injured from gaza into egypt. we're being told that they are being discharged from hospitals in gaza that can't provide the surgeries that they need. if all goes as planned, this would be the first permitted to leave gaz since a since the sta the word. and first group of foreign nationals might also be allowed to exit through the rafah crossing. meanwhile israeli military is revealing new details about the extent of its bombardment in gaza. more than 11,000 terrorist targets have been hit since the start of the war, that makes an average of more than 440 strikes per day and that includes the recent bombing of gaza's largest refugee camp which has triggered concern and harsh condemnation from around the world and resulted in significant but as yet unknown casualties. but the israeli military is defending the surprise attack. joining us now to discuss this is cnn's scott mclean. so let's begin with this breaking news about 80 ambulances we understand being allowed through the rafah crossing and now even more reports that we're hearing that possibly foreign nationals might be able to leave. this is a huge development. what is the diplomacy going on behind the scenes? >> yeah, that last bit is certainly new. it is not exactly clear how the deal came to pass. surprising that they are allowing any -- excuse me -- any palestinians to cross the border into egypt because egypt has been extremely reluctant to take palestinian refugees figuring that there could be -- if they let a few in, there might be more and more and suddenly the conflict reaches their territory instead. but as you said, these are palestinians who require specific surgeries that simply cannot be done in gaza, so they are being taken to a field hospital which is the first community that you reach in egypt outside of gaza. and what is not clear is whether this will be a sign of things to come, whether there will be more palestinianing who will be transported for medical treatment. we know hospitals inside of gaza have been piling up with patients, some being treated on the floor. some of them being treated without anesthetic. obviously far from ideal conditions that they have there. they have gotten warnings and threats from israel to evacuate. they have said look, we have nowhere to go and these other hospitals simply cannot take them in either. when it comes to the foreigners who may be allowed out, this is according to the british foreign secretary who tweeted in the last couple minutes really, he said the rafah crossing is likely to open today for a first group of foreign nationals. they are ready to assist as soon as they are able to leave. and what we don't know is when it might open and who is going to be left out. obviously there are a lot of people who would like to get out. there are some 400 or so american citizens alone who have been unable to leave. obviously many, many more gazans with foreign passports or foreign hes there for whatever other reason who have been desperate to get out, but for the last 3 1/2 or so weeks have been unable to. >> and this video that you are watching, this is from just moments ago. so we'll keep bringing you the live pictures. scott, the december per igs are a of those who want and need to leave gaza is a sharp attacks. and what more are we learning about the casualties, the weapon that was used and how israel is justifying attacking the civilian area. >> so this refugee camp is the biggest in gaza, more than 100,000 people. under normal circumstances living in an area that is barely bigger than half of a square mile or about 1.4 square kilometers. and the attack that took place there yesterday, the scenes are absolutely horrific. you have several huge craters in the ground, you have chaos and panic everywhere, you have eyewitnesses saying that there were children carrying other children, body parts strewn everywhere. basically everything is blanketed in this gray dust. and at the hospital, you had bodies lined up in white shrouds, we don't have final numbers on how many would be killed or injured, but the local hospital was overwhelmed with the number of people coming in. again, some people being treated on the floor, you had msf, doctors without borders saying that there were children coming in with deep wounds and severe burns as well. so just a mhorrific scene. so why it israel carry out the strike or these strikes? they say that they were targeting and killed a hamas commander who helped plan the october 7 attack in israel. and they say that they also killed a large number of terrorists. hamas denies that that commander that they were targeting was even there at the time. and in terms of the weapon and why israel couldn't be a little more precise with their hit, paula newton, our colleague, asked an idf spokesperson that question and he said it is simply not possible because israel believed that this hamas commander was hiding deep underground so they needed enough firepower in his words to actually penetrate that keep. o deep. but the result is a lot of civilians killed or injured. so the world is wondering is it worth it. you have seen widespread condemn nation from many leaders, iranians, saudis, turkish president, the list goes on and on. the americans were also asked about this, the white house, john kirby from the white house, was asked about this yesterday, and he said look, israel is trying its best to minimize civilian casualties. i just want to play you a clip of what he said. listen. >> unlike russia and ukraine, unlike what hamas did on october 7, the killing of civilians is not a warring of israel. i'm not denying that it is happening. of course it is. and it is tragic. but it is not the goal of israeli forces to go out and deliberately take innocent civilian life. and they have tried to make efforts to minimize that. >> they have tried to make efforts to minimize that. that is not good enough though for some countries. those efforts. both chili and colombia, two countries that seem far removed from this conflict, have actually recalled their ambassadors to israel in the wake of this bombing at the refugee camp. >> scott, thank you very much for bringing us those updates. witnesses to that strike are describing horrendous scenes and saying it felt like the end of the world. a warning that the next report contains graphic content. nada bashir has the story. >> reporter: horrifying scenes of utter despair. where is she, this man pleads. but everything here is gone. part of the refugee camp among the largest most densely populated in gaza now turned to rubble. the latest target of israel's relentless air campaign. the idf has claimed responsibility for the airstrike. the target they say, a senior hamas commander killed in the blast. >> we were focused again on a target, a senior commander. >> reporter: but this attack, this massacre, doctors in gaza are describing has hit civilians hardest. emergency response teams work desperately in the hope of finding more survivors. but outside gaza's overwhelmed indonesian hospital, corpses line the street. the number of those killed and injured according to the hospital's director already in the hundreds. >> they were just in their homes. children, women, the elderly. we have no idea what to do. the injured are everywhere. >> reporter: inside the hospital, mothers with their children. wounded and traumatized. but outside, survivors continue to dig through the debris of what once was their homes, desperate to find loved ones buried beneath, but all fearing the very worst. some of the video which was have emerged from the aftermath are simply too graphic to show. doctors tell cnn bodies were found charred and dismembered. this comes after residents in northern gaza were warned by israel to evacuate southwards. but many simply cannot leave. and while israel denies carrying out collective punishment against the palestinian people with scenes like this reflected across the gaza strip, it showo that it is civilians that are paying the price. n nada bashir, cnn, jerusalem. i want to bring in retired army major former commander from brisbane. thanks for being with us, sir. >> thank you. >> obviously a lot of criticism is being leveled at israel justifiably based on the evidence pertains to the proportionality of their response to the attacks on october 7. when it comes to laws and norms of war, protecting civilians as much as possible and also proportionate response, are very important things. do you feel like there are other ways that israel could be approaching this in order to dismantle a terrorist organization that works underground and uses civilians as human shields as they claim in a way which was more proportionate? what options are actually available to them? >> well, israel has a tough problem here. not only are they dealing with an enemy who hides among the people, hamas deliberately uses these kinds of facilities to shield themselves. proportionality is an important consideration for these kind of strikes, but so too is the timing and military effect. so if israel wanted to minimize these kind of civilian casualties which are awful, they may need to look at do we need to strike now and are there other ways that we can get this individual later on when he is not surrounded by so many civilians. >> houthis have entered thfray. how does that change the calculus and what the regional players in the u.s. are thinking here in terms of trying to contain and deescalate this? >> the entry of the houthis and long range missiles they fired in the last 24 hours changes the kind of air defense capabilities the israelis need to use to shoot them down. but it also complicated saudi arabia who has backed off normal talks with israel. but also struggling against the houthis. so it makes their life a little more difficult as well. >> and u.s. forces in iraq and syria have been struck -- i believe the last number i saw was at least 24 times since the war began and these volleys with iran and the raining proxies seem to be intensifying but the u.s. is playing that down. >> yeah, the number i think now is at 27. last count i saw just before we came on air. clearly the americans need to respond to these to deter further attacks. but at the same time, the biden administration is wanting not to escalates the situation. their instincts are to defend themselves but not provide additional rationale for terrorists who attack them or the israelis. they are on a very careful balancing act. >> the iranian rhetoric has been ramping up. there is obviously discussion and of violation of red lines. what does that convey to you about what iran might do next? last hour we learned that roughly 830 ambul0 ambulances h entered through the rafah crossing for the serious patients. when the patients cross into egypt, they will be the first palestinians allowed out of gaza since the war with israel began more than three weeks ago. they are expected to receive medical care in egyptian hospitals. and we're hearing grim stories from aid workers after israeli airstrikes hit a refugee camp in northern gaza. it was targeted tuesday saying that they killed a top hamas commander. but the strikes killed an unknown number of civilians and laid waste to parts of the camp. doctors without borders says young children arrived at the hospital with deep wounds and severe burns. al jazeera says one of its employees lost 19 relatives alone in the strike. israel is down playing a document leaked from its intelligence ministry that proposes the relocation of millions of palestinians from gaza to egypt. the document is dated october 13 just six days after the hamas terror attack on israel. and it lays out three options for dealing with civilians in gaza. one option caused the relocation of civilian population to the northern sinai where the security perimeter to prevent them from entering israel. benjamin netanyahu says that it is a preliminary paper not discussed in official circles. but egypt and jordan have warned that any plan to remove palestinians from gaza and the west bank would escalate the conflict in the region. european union top diplomat is speaking out. the foreign policy chief condemned the violence tuesday during talks with even senior arab officials. this after they say a house belonging to a senior leader was demolished. let's discuss it more with the docto director of public outreach from a nonprofit that works to publish information on human rights violations. thank you very much for being with us this morning. >> good morning. >> we're hearing reports that violence in the west bank is escalating. can you give us anymore information that you have on that and perhaps provide examples of what that is looking like? >> so just two days ago, a palestinian farmer was shot while harvesting his olives on his own field in the context of a settler program attack. since october 7 we have been documenting unprecedented wave of settler violence which is backed by the israeli military and police. and it is all part of an effort that has two aims. the more immediate and specific one is to forcibly displace the people, the communities from their land, and handing it over to israeli jewish settlers. and the other one some groups even represented within the israeli government and definitely a lot of settlers on the ground want to exacerbate the situation and open a new pron front in the west bank in addition to what goes on in gaza and the perimeter of gaza. >> so with that being taken into consideration, what has been the netanyahu government and war cabinet's response to this uptick in violence in the west bank? >> unfortunately, this type of violence is receiving nothing but tail wind from the government. they have done nothing to stop it. if anything, they are adding more fuel to this burning fire. nothing concrete, no arrests, no -- nothing to enforce the law. what we do see is that in many cases and we're talking about daily, you know, daily instances of like dozens of attacks, soldiers are with the settlers, sometimes providing them like a private security firm and allowing them to do harm to palestinians. >> can you give us a sense -- i'm presuming there is not data or polling on this of course -- of what the majority of israelis or the broader population thinks of these attacks, this vigilante justice, this violence against palestinians in the west bank? >> in general i think there is a lot of anger and rage against palestinians in general among israeli jews. understandably after the atrocities that hamas committed on october 7, but i don't think that this wave of violence against innocent farmers receives any type of widespread support among the israeli public. i think the opposite, i think that many are very much afraid that the west bank is going to go up in flames and that this is a nightmare for most israelis. we don't need more violence in this region. so i don't think that it receives any sort of popular support, but settlers and their political groups are overrepresented in the israeli government which is the most far right government israel ever had. and unfortunately, the silent majority is silent and also focused on really the horrible things that happened in gaza and also happened in the rest of israel with hamas launching rockets, hezbollah launching rockets from the north. people have their mind set on other things on immediate issues on their children staying home, not able to go to school. so understandably they are less focused on the west bank. and settlers are using that in order to gain more land and to induce more fire. >> do you see any opportunities or pathways to pacify this and prevent the violence from escalating, any recourse, anyway to pursue justice? >> unfortunately, this violence is not a new thing. the extent of it is but we know for really over 30 years there is immunity for settlers that are perpetrating such things even if it is really severe cases where settlers shot people to death and we recorded at least seven incidents like that in the past three weeks. i think that the only thing that will change the situation is international pressure on israel and i saw that president biden addressed the situation. others should also do that. because israel needs now to support and backing of the world especially the united states. and we believe that international pressure like that can kind of improve the situation or at least make israel do something in order to prevent those attacks from going on. >> just lastly to you, can i get your reaction to the story, i don't know if you lettered it right before we went to you live, that the israeli government is down playing the document that has been leaked which talks about the relocation of millions of palestinians from gaza to egypt, i know we're talking about the west bank, but there is a broadly relevant idea. what is your reaction to that leak? >> first of all, it is disgusting that people are even, you know, contemplating such vast atrocities and crimes against humanity. so it is really disgusting and reprehensible. i can't find words to express how horrified i am that jewish people can even fathom conducting such horrible things. that said, it is on the israeli government to disprove this. there are elements in this government that has called for similar things that are supporting similar things, and, you know, by their own words, we know that the israeli violence minister said wipe it out just a few months ago. so it is up to them down play, it is not up to me. i'm worried that people supportive of such ideas are part of the israeli government and if the prime minister has any slehred of responsibility, who fire them today. >> i really appreciate your time. >> thank you agreement is separate from any hostage negotiations and there are no details yet on exactly how many people could be released or when that might happen. scott mclean is tracking the fast moving developments. are you learning anything else? >> yeah, so the details that we have so far from becky anderson anderson's source familiar with the talk, you have to have a lot of parties on the same page to make anything happen. you need israelis, hamas and egypt shanlians to agree before anything will happen. the source says 500 foreigners will be allowed to cross. there are some 400, maybe 600 americans there alone. obviously there will be many or people holding various other foreign passports, i don't have the numbers in front of me, but we could be talking about thousands potentially. so 500 is very likely not all of the foreigners. i think the open question, is this a sign of things to come, that foreigners will be finally let out. because it has been bewildering for people holding foreign passports saying i want out of this warzone and essentially the gates being shut. it has been pretty remarkable to see, you know, i'm struggling to find a comparison in another conflict where foreigners have been sort of trapped inside even on the israeli side foreigners were on some of the first flights out. but in gaza, they have been stuck there. and now at least some of them might be leaving. i understand that we have a live shot of the rafah border crossing. it is not clear whether some or any of these foreigners have actually been able to cross yet. but that is the expectation at this point. obviously there are ambulances on the egyptian side waiting to take some 80 or 81 wounded, critically injured palestinians to a field hospital that has been set up very close to the rafah border crossing. and again, 81 is surely a drop in the bucket when we talk about some of the strikes that we have been seeing like in the refugee camp, where the number of wounded and killed, we don't have final numbers, but it may well turn out to be a very high number and that is just one day. we're seeing these strikes all the time. the idf says 11,000 targets have been hit in the 3 1/2 weeks or so since the outset of the war. and so given that hospitals are felting up fast, given that they obviously don't have the resources that they need and that we're seeing people being treated on the floor effectively, it would be undoubtedly a positive sign if this were the beginning of a new trend to allow the injured out and foreigners out as well. >> scott, thank you very much. hamas spokesperson claims a group will release some foreign nationals held hostage in the coming days, this is after hamas says requests came from their respective home countries through mediators. they have not clarified how many or which countries they come from. monday the militant group released a video showing three women believed to be hostages, one demanded that israel continue negotiations to free all hostages, though it is unclear if her comments were made under duress. her brother says it is clear she is not doing well. >> what we saw in the video is her in a very, very big distress. my sister is a calm person. seeing her like that, hearing her means that she is not well. the fact that she is speaking doesn't mean that she is well. the fact that they say okay, they look good, that is while visiting kenya in 1952. that same year the freedom fighters rebelled against british rule. london responded by declaring a state of emergency and its military rounded up more than 90,000 kenyans who were tortured, maimed and/or killed. their death warrants hang in the tunnel of martyrs in nairobi today. those who died in the resistance are honored here. the tomb of the unknown warrior along with all of kenya's fallen heros. king charles coming here to lay a wreath. but for many kenyans, they want more than justice. the british government did concede in 2013 that it sincerely regretted reporter: and will the king go further and offer a full apology. this is what he said at a state banquet held in his honor. >> the wrongdoings of the past are a cause of the greatest sorrow and deepest regret. there were unjustifiable acts of violence committed against kenyans as they waged as you said at the united nation as painful struggle for independence and sovereignty. and for that, there can be no excuse. >> reporter: so short of a full apology and no mention of reparations. >> there has been efforts to atone for the death, injury and suffering inflicted on kenyan africans by the colonial government, much remains to be done in order to achieve full reparations. >> we'll continue pushing. yeah. the struggle continues. >> reporter: as it does in increasing number of former british colonies across africa and the caribbean. >> max foster is joining me now from my ro nomy row bee. it might seem counterintuitive to go there. what is the purpose of the visit? >> it is really -- he is here on government advice. so they are trying to establish a firm relationship between yaen and kenya nkd and the uk, getting the economic ties firmed up. so it is about forward looking. would we'll see more about that later on the tour, but this is the first elephant in the room which is the rebellion and horrendous repression that the brits put upon the people of kenya. and we had king charles at this war cemetery, he met world war ii veterans one of which was 117 years old, they had to throw their medals away during the uprising because they didn't want to be associated with the uk. and today charles presented them with new medals. so a small token, but symbol of how they are trying to move on from the past and forge a way ahead. >> in terms of populous sentiment, is there a desire to forge deeper ties with britain given the legacy of colonialism there? >> certainly the people we've spoken to, you know, they feel that that was an great era of suppression and legacy lives on and a lot of it is associated with the economy and how the chaos really damaged the economy and society here. so i think that there is a will actually to re-establish ties with the united kingdom as a full equal partnership going forward so they can benefit in terms of the economy. always a schadlohad shadow of wd in the 1950s. of course kenyans want reparations which the uk probably can't even afford at this point. >> max foster, thank you so much. northern italy is dealing with heavy rain and viololent winds. roofs were ripped off and power knocked off. forecasters say the wet weather will last through most of the week. it has been a year of deadly flooding in northern italy. in may storms killed at least 14 people. more than 20 rivers broke their banks causing
