Good morning, everyone. Welcome to cnn this morning. Its saturday, october 28th. Im amara walker. Im victor blackwell. Thank you for being with us. Police say the man who is accused of shooting 18 people is dead. What the police are looking into now. Israel says its warplanes hit 150 targets. Were live in the region with more on the escalating war and the concerns that the humanitarian crisis is going to get worse. And on the hostages that hamas still holds in gaza, what the white house is saying about the efforts to free them just ahead on cnn this morning. So after nearly two days, an intense manhunt for a mass shooter is now over. Im very happy to say the threat is over. Youre going to see people pull together. Theyll come together as a family and taking care of each other. Last night police found 40yearold robert cards body about ten miles from where Authorities Say he killed 18 people on wednesday. They believe he died of a selfinflicted gunshot wound. While his death brings some relief to that shattered community, theyre left wondering why this happened. At 10 00 this morning we may get some answers when police hold a News Conference. Cnns omar jiminez joining us now from lisbon. Omar, police have a long investigation ahead of them. Reporter they really do, but finding this man was at the top of their list. It was creating unease in the community over the past few days and just the idea of not knowing where this person could have been, a person that Police Considered Armed and dangerous. And then a little after 48 hours after the shooting began just about, again, 15 minutes from where im standing right now, police said that they found this persons body. And as we understand it, they found it just near a Recycling Center where he had been fired recently, which for context, you can see Flashing Lights over my shoulder right in that direction about a thousand feet or so. A collective sigh of relief for many people in the community. I want you to listen to maines governor right after they broke the news. Like many people, im breathing a sigh of relief tonight knowing that robert card is no longer a threat to anyone. I know there are many who share the sentiment of his death, but it may not bring solace to many. But now is a time to heal, and with this search concluded, i know that Law Enforcement continues to fully investigate all the facts so we can bring what closure we can to the victims and their families. Reporter and thats the thinking here. On one hand its a sigh of relief, but we still have people in the hospital. We still have people wondering if their loved ones are going to be okay. It still doesnt bring back the 18 people that were killed. That is the beginning of the process that this community is going to try to have to work their way through. On the investigatish side, were expecting another update from police at 10 00 a. M. Hopefully to answer a few more questions. Last night was to give us notification including how long they believed this body had been there especially because the shootings happened over 48 hours ago at this point. Investigators are still combing through the shooting scenes, combing through the social media to peace together to answer that question of why. A all of this happened in a pretty tight radius from where this happened. Were about 15 minutes from the shooting site and Walking Distance where his abandoned vehicle was found. All of that happening in a tight radius. While this chapter is closed, arguably a more difficult chapter lies ahead. Joining us to talk about what comes next as police start this long investigation or continue it, cnn Law Enforcement Analyst Jonathan Whack real. Thank you for joining us. Theres a News Conference authorities will hold in about four hours from now. U im not sure what else they will reveal, but in terms of the investigation, jonathan, what else are investigators trying to figure out . Well, good morning. You know, with the shooter dead of an apparent selfinflicted gunshot wound, the challenge for Law Enforcement right now is we dont have the opportunity to hear from the suspect himself as to why he committed these crimes and these horrific acts. So absent of a clear motive from the shooter, Law Enforcement is going to seek to understand what they can garner from a threat perspective. What do i mean by that . Any time you have these targeted acts of violence, theyre typically in response to some sort of grievance. The National Assessment center has looked at the study of mass shooters. What they have found is in almost every single instance, the shooter had significant stressors in their life. What i mean by that is either a romantic breakup, a challenge with work, physical or Mental Illness that theyre struggling with, which were contributing factors for them engaging in these types of horrific acts. When i look at the suspect from all of the reporting weve had to date. Its almost like a trifecta. He had a breakup from his girlfriend, he was terminated from his job, and the reporting is he had struggles with Mental Illness within the last, you know, six months. So a all of that combined starts painting a picture for Law Enforcement as to leading into motive and answering the question for the victims and the victims families as to why did this occur. Law enforcement has challenges ahead of them. Theres a Presser Conference coming up. We have a lot of questions we dont have answers for right now, specifically around timeline and other investigative path ways that they were working on. So one key theory we understand to be that the investigators are working with according to our john millers reporting is the suspect as you mentioned had broken up with a longtime girlfriend and perhaps thats why he targeted the bowing alley and bar because thats places the two frequented. Are you expecting Law Enforcement has been in touch with the exgirlfriend . Absolutely. Not only the girlfriend, but every single contact this individual had is being interviewed again to understand, you know, were there any other behavioral red flags beyond what we know was reported from the military that he had been seeking Mental Illness assistance. Beyond that, what other Red Flags Behaviorally were potentially missed by friends, family, or others that should have been raised to try to prevent this type of incident from occurring. It seems like there were red flags that were noted and then authorities tried to act on it. We know that he was a u. S. Army reservist. He had some disturbing incidents this past summer. First he had purchased a highpowered rifle, and, of course, investigators are trying to look into whether or not this specific rifle was used in this mass shooting. But apparently he got a referral to seek treatment for hearing voices, and he had thoughts about hurting soldiers, and this referral coming from, i believe, the base where he was at in new york. Does it speak how difficult it is for the system to try to prevent a mass shooter like this . Youre hitting it right on the head. I mean, it is so critically important right now that as, you know, around the nation as we try to, you know, put guardrails in place to try to prevent these incidents from occurring, you know, through different legislation, laws, procedures, what were finding is gaps, right . We do know that the military contacted Law Enforcement to make notification that this individual was seeking Mental Illness assistance. However, what was the followup. I think thats what we need to hear from investigators today is the timeline of, okay, did you know, knowing that this individual potentially has weapons, knowing that they were under medical care for some sort of Mental Illness, was there followup . And i think we see time and time again there are gaps in, you know, followup in responses to when to information when people raise it that there is a concern. Jonathan wackrow, well leave it there, thank you very much. A boy and his dad were out bowling, contestants in the cornhole tournament, trying to save others. Reporter moments after the shooting began at she megis bar and girl, many put themselves in harms way to try to stop the gunman. Leroy walker said his son joey grabbed the butchers knife and went after the gunman when he was shot and killed. Loved by many, loved by myself, and he loved everybody. I know he would do such a thing to try to save lives an ld not let somebody hurt the people that he loved. Reporter also killed at the bar, arty strout. He leaved behind five children. Bryan macfarlane also gathered for a cornhole tournament. His sister says his death has left her family and the community with a deep sense of loss. I want people to know how big this has impacted the dead community. Weve lost four community members, not only just bryan, but three other friends as well from this tragic incident in this community. Its a huge loss. Reporter another tournament participant, 39yearold peyton brewerross was killed. He leaves behind a daughter who had just turned 2. Joshua sears was there as well. He gained attention as an interpreter for maines governor during the 2019 covid pandemic. It was said in a statement, he was a husband, father of four, and a tireless advocate for the deaf community. A few miles away at the bowling alley, more victims and reports of heroic acts like that of Michael Deslauriers ii. He said he tried to protect women and children. He made sure his wife and several others were under cover from the shooter. Both men were killed. Tricia asselin wassal shot and killed. She is gun. I cant hate. Ive been taught different, anyway. I believe in the law and i have to feel that way. You cant run around this world hating people. If you do, these kinds of things will happen more and more. Reporter jason carroll, cnn, new york. Up next, israel is expanding its Ground Operations in gaza, and it could be the signs of a fullllscale incncursion. Wewell take y you live toto is for the lalatest. During to the war between israel and hamas, its been the most intense since the war started exactly three weeks ago. The sounds of heavy bombardment and the roar of fighter jets could all be heard along the gaza border all night and into early this morning. One doctor from gaza tells cnn nearly two dozen bodies were brought in overnight and over hundreds injured. Israel says their warplanes hit over 150 targets overnight and Israeli Ground forces are now in gaza. The idf reports that part of its infantry and other units moved in overnight. Cnns jim sciutto is live with more. They took down one of the fighter planes. Have the air attacks over gaza continued this morning, or have they slowed . Reporter not quite the pace that we saw yesterday. I think the news we saw this morning, victor, is the idf confirming that an expanded Ground Operation is underway. We heard from the idf spokesman moments ago that the infantry and units are on the ground. They entered overnight on the gaza strip. That tells us they have expanded the Ground Operation. The presence of engineers is notable too. Remember part of the operation is smoking out the vast Tunnel Network that is present there, which is both a danger, right, because they use these tunnels to attack, to place explosives, to booby trap, but its also the tunnels where israel, the u. S. , and others believe the hostages are being held. Whatever efforts can be made as part of the large Ground Offensive to protect those. The presence of the Engineer Units are key, but we saw that air campaign yesterday. It seemed to be softening the ground there for an expanded Ground Operation, and we now have the idf confirming an expanded Ground Operation is ujds way. We got new video of o it in lebanon. I know you spent some time in northern israel near the border with lebanon, especially in those towns where theyre under evacuation orders. What did you see and how is the idf preparing in case, you know, this escalates or there is a larger attack from hezbollah . Reporter well, were not far from the border nowhere we weren recent days. We were in the town of metula under mandatory evacuation orders, and thats because of the feerls he bola may act in response to whats happening in gaza right now. To date hezbollahs attacks have been largely from artillery, rocket fire, some attempted small ground incursions, one of which was intercepted by iidf forces in recent days. But the recent strike we have video shows that when hezbollah is firing this way, israel has been fighting back. Weve been hearing regular Artillery Fire from northern israel but sometimes with air strikes as well. Thats the video we have this morning. To date, amara, hezbollahs involvement in this has been limited. We heard from a hamas official saying publicly theyve been disappointed to some degree by hezbollahs responses so far. The Israeli Military is taking precautions and moving slowly and theyre taking precautions to protect the northern border in case thats necessary. Our jim sciutto in northern is real. Thap you so much. The white house says its still working on the release of hundreds of hostages held by hamas. They say the reports of a hostage deal is being rumored and is psychological terror. When asked if there was a disconnect between israel and the u. S. On how to free the hostages. White house official john kirby said this. Our israeli counterparts like us want the hostages back. A lot of them are israeli citizens. They share the same concerns we have, and thats their safety. Were in contact not only with israel but others on getting a release of the hostages. That work continues obviously. It hasnt been concluded because theyre still being held, but all of us share a concern over the hostages. Cnns Arlette Saenz has more. Reporter victor and amara, the white house has been very careful and deliberate not to publicly weigh in on these latest Ground Operations being conducted by the Israeli Defense forces. John kirby was pressed on the issue multiple times and would not say whether the u. S. Received advance notification whether israel was expanding Ground Operations in gaza. He said ultimately its up to the Israeli Defense forces even as the u. S. Is in conversation with them and offering advice. One thing the white house has been keenly focused on is the fate of those hostages currently being held by hamas. There are at least ten americans who are currently unaccounted for since that october 7th tack by hamas in israel. Theres a belief that several of those unaccounted for americans are currently being held hostage. Officials here say those talks will continue even as israels conducting air strikes and Ground Operations into gaza. One thing that the white house has noted is they would support a pause in these activities if it would ensure that those hostages could potentially be released. Now, these are very fragile and delicate negotiations, so its unclear where exactly this is currently heading, but the white house is insisting theyre still trying to get those hostages out. Another issue thats of concern is not just the hostages but also the civilians who are currently potentially in harms way in gaza. The white house says theyve been working to try to get those civilians out, palestinians, potentially hundreds of americans believed to be included that group. The white house says theyve been working with partners in the region who had contact with hamas to try to ensure there can be some type of way for civilians to get out. Theyre saying theyve been trying to do this for several weeks and the same pathway has not come to fruition just yet, but these are all issues the white house is keenly focused on as theyre still waiting to see what the next steps in this israeli operation will be. Victor and amara . Arlette saenz, thank you so much. We bring in Kimberly Dozier and retired air force colonel scedric leighton. Colonel, let me start with you. There have been troops on standby. Weve got Confirmation Sfrom id some of the troops are in gaza right now. What do owe expect that the Ground Operation expands as the idf says. What will that look like . Good morning, victor. I think what well see is more movement of israeli troops into the area, especially of northern gaza. It appears that the first movements have been around gaza city toward that area. It looks like what theyre trying to do is move in and possibly encircle as much of the hamas Fighting Groups as many of the Fighting Groups that they can find. Theyre also looking at activities in the south, but i dont think that will be the main access of the attack. The main access of the attack will come from the north and the east into the northern central parts of the gaza strip. And as far as the number of troops, i think well see that increase. The telltale sign will be how many of them spend more than 24 hours in the gaza strip. If they do that, were seeing a movement to take and hold territory, and thats a key indicator that the next phase of the operation is clearly underway. Thats important to watch, how long and how many of them stay beyond 24 hours. Kim, let me ask you about this idf report that they hit with their warplanes 150 tunnels overnight. We know from at least some of the four hostages released by hamas, theyve been held in tunnels, so that seems to be an extraordinary risk to target the tunnels that these 229 hostages could be. It seems that israel must have had pretty good intelligence about where the large hulls are that hostages have been released saying theyve been held. Either that, or theyre hitting what they think are conduits for fighters, but, yes, they are taking a risk. There has been pressure inside israel building to go ahead with a Ground Invasion despite the ongoing negotiations that the u. S. Has been holding with qatar, talking to hamas, to get some of the hostages out. On friday we thought we were on the eve of a major release of a large number of them. But then those negotiations seemed to fall apart midday possibly because theyve been reported. That had happened before. The idf has deceased, theyre not going to allow the delay tactics, releasing Hostages One By one, and well see who we can get out. That i did have enough time to interview the four hostages and try to come up with some intelligence as to where they thought they were being held. Colonel, theres a senior spokespenn who said they need help from hezbollah. They need more assistance. Its been specific of the engagement but not intervention of hesitate bole. What do you make of the public request from hamas for hezbollah to join this fight in a greater way . Yeah, victor. I think hamas is in trouble. I think they realize that they might lose this campaign against is israel, which is not an unexpected result. But the fact that theyre so publicly reaching out to hezbollah is not only interesting, but it also shows the lack of connection between those groups. We know theres a connection between them, but its not a robust alliance, lets say a natolike alliance where an attack on one is an attack against all. They have their own interests. Theyre going to move forward in a way that is independent of hamas, hezbollah is, and that also shows that hamas is, you know, a very potent force in gaza, but it is not the endall and beall of the groups against israel. Kim, the u. S. Joined otherot. But the u. N. And others are asking for a ceasefire. The u. S. Is against a ceasefire but in favor of a humanitarian pause. Is this rhetoric . Is there a diplomatic difference here . The concern on the israeli side was that a ceasefire could stretch on for days and days and days and they were more comfortable with this term, humanitarian pause, which meant perhaps a few hours. Im not sure why this became such a huge arguing point, but for the u. N. It has a different meaning. Whats discouraging for israel is while the one measure passed calling for a ceasefire. They tried to add a measure of condemning the hamas side of the attack, and that did not pass. So from israels perspective, its as if the world is ganging up on them for the response but forgetting developing amnesia when it comes to the fact that 1,500 israelis were killed, tortured horribly in a single day on october 7th. Kimberly dozier, colonel cedric leighton, thank you. Still to come, the United Nations overwhelmingly approve a resolution as victor was alluding to, calling for a ceasefire between israel and hamas, but will either side even consider agreeing to it. The Israeli Military is beefing up its offensive against hamas and gaza. It says its determined to continue ground raids in the coming days. This morning the idf launched more air strikes which they say killed several hamas operatives. One of them was the head of hamas Aerial Assets overseeing the organizations para gliders, drones, and uavs, including the ones used in the Surprise Attack on israel. Cnns National Security analyst jim sciutto is on the ground in north israel. Jim, the idf says the idf has struck what they call terror tunnels. What more do we know about these underground targets . Reporter this is one of the biggest challenges. Picture a city under the city, an elaborate network of tunnels which hamas uses as command posts, stage areas, and places that can be booby ttrapped but also where israel believes hostages are being held. This requires a whole other kind of warfare, in effect. Thats why its notable as we heard from the idf spokesman that theres infantry armor and units. Theyre likely involved in addressing the tunnels. And weve also seen attempted to attack the tunnels from the air. We know Israeli Air Force jetss have been dropping bunker busting bombs which have the capability of penetrating many yards underground through concrete to try to target facilities. Again, those tunnels are built to withstand air attacks. So thats going to require a whole different kind of warfare, and its one of the reasons that the u. S. View of this is its going to be a very, very Ground Operation. The u. S. Marine corps general eric smith says this is clearly an israeli project now and that the Israeli Military did not take all the advice from the u. S. How will this impact relations between the u. S. And ill israel moving forward . Reporter this is a very public putting of daylight you might call it putting israel and u. S. On this operation. Im going to quote The Marine Come Danlt who commented on general glynns return when he returned to the u. S. As you were referencing, victor, he said, make no mistake, what is infolding is clearly an israeli decision. Hes back now and provided his experience to be taken oer not taken. My understanding of part of the u. S. Message here was, listen, the u. S. Has fought operations like this in fallujah and mosul. Its difficult. Its long. In those areas, the fighters had months to prepare. In gaza they had years to prepare. It seems part of the message was dont try to make this too big and it may be well what were seeing if israel is not ignoring that advice, not taking all of the u. S. Advice. That seems to be part of the public message from the u. S. Marine cam commandante. This is another area where the u. S. Allies in the region, jordan being one of the closest allies in the arab world, have been very public of their criticism of an expanded Israeli Military operation, in fact, introducing a resolution at the u. N. Yesterday. I know youve been there for some time and im sure youre hearing from your jordan danian sources deep upset, even outrage with the scale of the military in gaza. Reporter absolutely. Thats been the feeling at the outset. Fears of an escalation into a ground incursion. Inside gaza, weve seen the devastating toll of air strikes by israel. Its been condemned by jordanian leaders and others, the death toll growing by the day, by the hour, already toppling 7,000. That resolution was put forward by jordan. It was passed by 120 nations yesterday at the u. N. General assembly. Some key outlying points here that called for an immediate humanitarian truce, but clearly leading to a cessation of hostilities. Eventually theyve called for an end to the siege, serious concern around the unfolding catastrophe inside the gaza strip, calling for a safe and unended humanitarian access. We have had that vocal concern from other agencies, particularly following the in Tense Bombardment we saw last night and communications being cut by israel inside gaza. We heard from aid groups saying they werent able to make contact with their teams. Of course, there is concern around this getting much, much worse. Take a listen to what the spokesperson for the Health Ministry inside gaza had to say yesterday. Translator hospitals arent just for the patients or the injured. Theyve become the place for hundreds of thousands of those forced by the israeli okay paegs to flee toward hospitals and schools. That led to a Difficult Health situation that will have Dangerous Health consequences. The lack of water is leading to problems with personal hygiene, which affects all patients and injuries and hospitals. Some patients have open wounds and third and fourth degree wounds. Victims are surgery patients. Disease will spread among the displaced people. Reporter now that resolution has called for the immediate and unconditional relief of those held captive in gaza. That was denounced by israel and the ambassador saying this has tied the hands of the israeli government. Yeah. Reporter he said it would provoke a Human Catastrophe of epic proportions. Nada bashir, thank you very much. At least 27 people are dead after Hurricane Otis devastated acapulco. A look at the damage from the category 5 storm and what residents say they need to recover.
