Shelter in place. Its now been more than 12 hours since the two Mass Shoot Gs happened in lewiston, maine. Police are looking for this man, robert card. Hes 40 years old and police are calling him a Person Of Interest right now. Theyve released several images of him, including surveillance photos which were showing right now from the Bowling Alley where the first shooting took place. Card is a certified Firearms Instructor and a member of the u. S. Army reserves. Police say hes armed and dangerous. We will be getting an update from police this morning. This unfolded last night at a Bowling Alley and a restaurant in lewiston, maine. Law enforcement sources tell us at cnn that 16 people were killed and 60 others were hurt. We just received video from outside the Bowling Alley when Police Arrived on scene. Take a look. Folks, this way. I suggest for your safety you go. Whats that . I suggest you go. I didnt hear you. What . I suggest you go. We have an active shooter and were not sure where hes at at this moment. Keep yourself safe. And then the terrifying wait for families. Heres one father speaking to a local reporter saying he knows his son, what is the manager of the restaurant, is dead. When i wake up to the true facts that my son is dead and i know hes dead. I know it as well as i know im standing here telling you, because hes not here and hes not on the any other hospital and hes not running the streets or he would have called us because he manages the restaurant. So i know he was there. He knows. This is just so sad. And there is so many people, including kids, who were out last night and caught up in all of this. I want to play for you now, listen to this. This is a mother and her daughter who were at the Bowling Alley. When i turned around, i saw the shooter right like behind me, had just come in the door. I dont know if that was just a warning shot or if he actually shot somebody with that one. But we between the lanes theres some Swinging Doors like where they keep all the mechanical stuff out back. So we kind of all just ran that way. It was like shocking. Like its something youd think would never happen. I never thought id grow up and get a bullet in my leg. Why . Like why do people do this . I was more worried about like am i going to live . Am i going to make it out of here . Like whats going to happen . Are the cops going to come . The questions that a child is having to wonder. The Bowling Alley and restaurant are about 4 miles apart. After the shootings happened, as police were responding, a vehicle connected to robert card was found in lisbon, maine, the town next door basically. Lets start with omar hi jimene. What are you learning at this hour . Reporter right now investigators are continuing to look through the shooting scene. We have a little bit of an elevated view. Weve been watching this throughout the day as weve seen crews and investigators come in had and out. Obviously still an active scene here amidst a very active manhunt we know has been going on throughout the area. Now this particular bar and Grill Shooting Scene is a few miles from the Bowling Alley you were talking about. Police have named robert card, 40 years old, as a Person Of Interest in this particular case. And its a person that they believe is armed and dangerous. Its why we have seen shelter in many place warnings throughout this area out of an abundance of caution. Why weve seen schools closed at High School Level and below and also universities closed. One to make sure that people are safe and another to make sure police can do their jobs effectively. Its obviously caused a lot of concern for Law Enforcement trying to figure out where this person is. When we checked into the Hotel Overnight we werent allowed in until we showed our ids through the glass door because the clerk wasnt sure who was showing up at 1 30 in the morning when we were getting there. When we talked to him, he said it was a sense of fear they were having, a sense of nervousness over what could happen next. We know these were mass casualty events, many were killed, wounded, many survived, which is good news. But for those that arent getting good news are waiting for hopefully good news from the hospitals that have had to deal with a last minute surge, a surge theyre not used to seeing in this area. Were 30 miles north of portland, the second most populous town, but not that big, around 35,000 or so. Were expecting an update from police in about an hour and a half or so where hopefully the Community Gets answers. But the one theyre looking for is when this person will get caught and why this manhunt has been so active and why theyre using every resource they can at the local, state and federal level to try to hone in on where this person might be. It might be a likely challenging manhunt in terms of who this person is with his training and background. Omar jimenez thank you. You were able to talk to the police chief who said that all night his department was receiving calls. What did he tell you, and what are you hearing about the latest in the Search Efforts . Reporter right. Look, people here are definitely on edge. This is lisbon, this is where the manhunt has been going on all night. This is where the Person Of Interest dumped that car that police recovered a short time after the horrific shooting. So now people here are on edge all night long, people have been calling 911, the police have been responding to those calls, people say theyre hearing people in their yards, the doors are open and so police are coming in and doing those searches. This is the street just up the block here, i want to show you, where the Person Of Interest dumped his car. So police this morning closed this off and now youre seeing heavily armed officers here and other intersections across lisbon. Were not seeing this major, mass i have manhunt but there are groups of officers like this across the area. At this point it seems theyre responding to calls from residents. We spoke to one of those residents this morning who said hes on edge. Take a listen to what he said. My wife, she normally gets up for work, she came and grabbed me and was like, hey, theres an active shooter and hes parked down where you go fishing at. Nerves are rattled right now, keeping an eye on the woods. Because i know those woods down there, they run right back here. And i got my daughter inside. Its very unnerving right now. Reporter so a lot of work here by Law Enforcement thats ongoing behind the scenes from all the various Law Enforcement agencies who are going to be flooding maine, really, to try and find this person. So thats why a lot of the activity that is ongoing, e were not really seeing it. But for people who are living here, its a really, really scary time. Schools are closed. Most people are not going to work. Youre not really seeing people out and about. Law enforcement is telling people stay inside. If you see anything suspicious, call us. Theyre taking that seriously, the residents are, and hoping, hoping this will end here quickly. Absolutely. You can certainly understand as that neighbor told you why nerves are rattled. Anything they see in lisbon that way we can investigate everything. Weve had everything from people calling about noises in the basement, Noises In The Woods. Suspicious people, Gun Shots All Night Long since the incident in lewiston, we have our whole department working. I encourage everybody to call if they see something suspicious. Something small could be something thats a piece of information we may need. So i cant encourage enough to see something, Say Something. Right now this is an active scene in lisbon, were not going to narrow down to any area. You can see were in specific areas due to different evidence thats been obtained. Is it basically you wait for someone to call you to search that area. Are you working on a grid pattern . Can you explain the method . Im not giving you the details because its active. But we have our federal partners, state partners, local pds, not just lisbon here, youll see a lot of people in different uniforms. Last night there was Police Agencies from all across the state responded to assist with everything going on. Obviously its very tragic what went on next door in lewiston, but the biggest thing i want to get out to everybody that i can right now. If you see something in lisbon that is suspicious, i want you to call and explain something to the dispatcher. Go on to the Public Safety site, you can read that, theres a lot of information and with that please give us a call. Do you believe that hes alive and hes in this area still . Is that what you believe at this point . Every option is open and well investigate this until we locate him. Can you talk about being sheltered in place, people just joining us. What is your message to people . This is still a pretty serious situation here. I guess the biggest message is, our community is our biggest supporter. So were very transparent here, the pd, our community is very transparent with us. They call us and thats how we solve things. Thats how we solve crimes. A horrific crime happens we are relying on our community. Give us information if we see something. I think thats one of the reasons why we were so busy all night long, chasing things across town. Obviously a tragic incident happened but theyre reaching out with stuff because they know were going to look into it. There was a complaint earlier with people saying there was screaming going on across the street. We showed up, it turned out to be goats. But we thank them because any information could be something we need. Stay in the their houses and keep the doors locked . Whats that. You want people to stay in their houses, keep the doors locked and call you if they see him. Yes. Stay inside, shelter in place in lisbon. The county put it out. Im saying as far as lisbon goes, if you see something call us. Is there any chance he may have fled in another car . Theres reports of another car, perhaps a suburban or something that he may have been in that has crossed into massachusetts . I dont have any of those details. One of the reasons i ask is i see you guys out here, but, you know, were not seeing this massive kind of like search through the woods, search through different locations here. And im wondering if theres some information that you have youre seeing the local pd, but there are federal and state here. And there is aerial here as well. They were here earlier but not up as well. Correct. Its coordinated, everything thats happening. So everything is happening in a coordinated effected. I cant get into the details of how were doing anything. Right. Chief you talked about everything, all the work the different departments did all night. Can you talk about the resiliency of officers in a tough situation. I just say that maine is lucky to have the officers and the dedication we have. You know, we all do this job for a reason. It doesnt matter if its maine or across the country, were all short staffed. Were fortunate in lisbon were not as short staffed. But we want to help people. We want to find the suspect, find justice. Thats our maine goal. On a personal level what was your reaction when you heard the tragedy, just a town over and now the search has boiled into our town. Its an absolute tragedy what went on. I cant get into the details anymore. I can explain that as soon as we found out what happened in our neighboring community we activated our entire Police Department and sent anybody that was suited up to head up to the scene to assist. Myself and other officers in my department went to the businesses that were open to close up and go home before we had any information it was going to come in this direction. Everybodys main concern is keep the community safe. And theres 10, 12 cameras there and the biggest thing to get out to everybody is, please reach out. If you see something suspicious, something suspect right. You look in your yard, that door wasnt open, or that trailer wasnt positioned that way. You see anything suspicious, please call us. Because thats how were going to be able to Work Together and be able to get to the bottom of this. Has there been any reports over the last 24 hours of any stolen vehicles . In. I cant get into any Investigation Details at all. All the Investigation Details has to go through the state police. Which there is going to be a press release, if everyone is aware of it. 10 30. 10 30. Okay. How difficult is it to find somebody like this on the run in a Community Like this . Were fortunate we have well trained people in the state with the federal partners and local pds. So its coordinated efforts and just takes a little bit of time. But theyre working diligently. So is your working Police Department. Did you spell your last name. Mcgee, mcgee and ryan. I cant get into any details on that right now. What level of comfort or safety can you provide the community . What is what can you do, people are really on edge here. Rightfully so for what just happened in the neighboring community these are things that dont happen in maine but we have ourselves, our entire department out and other agencies out at coordinated locations all through town. If they see something and feel unsafe, if theres something suspicious, call us. We want to be able to alleviate any issues. Before i was going to meet with everybody here we cleared because there was reports of shots fired. It doesnt turn out to be with that. When we investigated that, we saw an open door in a garage. We selfinitiated. Turned out to be people yelling and screaming which then turned out to be goats. If theres information that hes not here any longer, would you expect that would be if theres any details can, updates to give you on the suspect is going to be the state police thats at 10 30. Absolutely, if its earlier, the Command Center will put that out. Were heading into a long stretch of no information. Actually, i disagree. Besides you, no one has talked. Im putting out information. You im saying. I appreciate that. All i can account for is what im able to give you. There is a lot of agencies involved and there is information that has been put out by Maine Department of Public Safety. Our local News Channels im sure can share that as well. Just trying to help. We appreciate it. I can say that, you know, everything is coordinated whats happening right now between the state police, federal and local. We have coordinated areas im not going to get into the details of the investigation because i cant, im not allowed to. That has to go through shannon moss, the speaker at the department of Public Safety and the state police. Chief, you talked about that being you said its been a long stretch. How are the officers doing across the departments from what you can see . Were all determined. Were all determined. Determined to locate the suspect. How about the coordination between you dont see it every day, New Hampshire, maine, and all these local departments helping out this area. How has that communication level been . Zero issues with communication in lisbon. We follow our training. We all switch on to a certain channel can speak to each other. I had agencies from all over the state in lisbon last night. And i have people not from lisbon, we can talk. We dont have all the same channels but we have one channel we can talk together and obviously were using that as a means of communication. But everybody is determined. As you are. I appreciate you because youre here to be transparent and get the information out to the public. So i do thank you. I think that will be it for now. He spoke to Shimon Prokupecz earlier this morning. His main two messages are clear as he repeated it over and over, if you see something suspicious call and this is still a very active scene in lisbon. Joining us is cnn justice correspondent evan prez. Analyst and former Deputy Director of the fbi, andy mccabe. And former secret Service Agent jonathan lacklow. Very clear from what we just heard is for the police in lisbon that this man is not caught. Could not have made it more clear this is very active and they are seeking help and information from the public. What do you think of this now more than 12 hours in . Yeah. On the one hand its a good sign theyre continuing to try to crowd source as much intelligence as they can because they are clearly still searching for investigative leads here. On the other hand its not a great time they still need that kind of assistance. Nevertheless, theyre doing the right thing. They could probably enrich the information theyre getting from the public if they shared a few more details about what they know. But well see maybe at 10 30 well get more information about that. I think whats important to recognize is this search is going on right now at different levels. You have the police like the police chief we just saw, responding to calls from citizens who see things. At the next level up you have c contingent of Police OfficersGrid Searching Areas of interest. And then the last level you have your federal partners likely running down intelligence leads on phone numbers, social media accounts and Electronic Devices and things that could possibly point towards the location of this individual. But all three of those things have to be going at the same time. Evan, to that point we know the fbi is involved here, assisting. What more are you learning in terms of the fbis involvemeinvolvement and how theyre assisting here. Theres a full contingent of resources sent up there. We have atf, the fbi, the marshall service, dhs. Everybody is now up there because this is a very, very big, potentially big search area. This is a wooded area. Its a place where people can disappear for weeks and months at a time. And this is a suspect who has the advantage of several hours, you know, being on the run. Probably knows the area very, very well. So one of the things we know is going on right now is that the investigators are trying to figure out, you know, where he has been. What kind of preparation went into this event, whether this person maybe was doing searches of locations where maybe theyre trying to hide. Maybe they have a second vehicle. We know that they found one vehicle near that area where we saw shimon doing his reporting from that initial search area. But 12 hours later clearly he has had some time to move on. How did that happen . So thats one of the things that the fbi is certainly working on. They have a couple of s. W. A. T. Teams there on the scene to help with the maine officials. But a lot of the work that andy is talking about is some of that intelligence work. Theyre doing searches of bank records, his electronics to see, again, search history, to see where his phone has been in the last few days, few weeks. Again, to get a sense of where of locations that are good for these resources to be dedicated. This is a very, very big search area potentially. And the only thing that police can do is to try to narrow that down as much as possible. Because otherwise, they could be at this for a long time. I just want to mention one last thing, you know, for those of us who have covered many of these incidents. Its so unusual to have a suspect who carries out not one Mass Shooting, two locations, but then to get away. A lot of times these shooters want to have a confrontation, they seem to lose interest in sort of the shooting aspect and want to end it somehow either with themselves or with confrontation with police. Its very unusual to now have a manhunt at the end of one of these events that we have grown so accustomed to here in this country, guys. And this it is terrifying. Jonathan, this started just before 7 00 last night is the reporting and what we hear from police. And now, its 9 30 the next day, and there are multiple cities a big portion of the state thats paralyzed and terrified and being told by police if you hear anything or if the door to your Trailer Looks like its in the wrong place, please call us. Can you interpret what we just heard there from your perspective from that police chief . Listen, what they trying to do is warn the public that this is actually a dangerous situation. The calls for sheltering in place were referring to an abundance of caution its out of necessity. Lets look at who this individual is. This is a person who has military training. They have an elevated level of firearms proficiency. But they also have the knowledge of military tactics, most notably evasion and the strategy on how to go undetected. All of that, with the backdrop of, we actually do not know if the objectives of this shooter were actually reached and are they going to try to launch additional attacks. All of that going on is challenging to Law Enforcement. We have a large scale operation that is ongoing across a large geo graphical area. So when the chief was saying there, theyre asking for the publics assistance and the publics assistance is always critical in these moments. Its the see something, Say Something conconstruct. And thats always essential for Law Enforcement because the size of the search area they cant be at all places at all times. And i want to note theres multiple work streams ongoing. We have two crime scenes that need to be processed, and items of evidentiary value cataloged. Thats going to go in to try to evaluate the pattern of travel of this person to try to bring them into custody quickly. Law enforcement has an uphill challenge they are behind the eight ball because of timing, because of resources where this is. But what we heard from the chief of police is that theres a lot of things that are ongoing. Some of it is very, you know, observable some of it is going on in the background as andy and shimon or others have said that the investigative pathway, the intelligence resourcing. So all of these things are combining to try to bring a quick resolution. I think they know who the individual is, this person will get into custody or there will be some sort of action with Law Enforcement that resolves this issue. But again its trying to get to that point. Weve heard from more than one official and Law Enforcement in that area that they obviously will not stop until this man is found and brought to justice. This morning we are also hearing from a man inside the Bowling Alley when that shooting started he said he hid inside a Bowling Machine until it was over. A night at bowling. And out of nowhere he came in and there was a loud pop. Thought it was a balloon. Had my back turned to the door. As soon as i turned and saw it was not a balloon, he was holding a weapon. I booked it down the lane and slid into basically where the pins are and climbed up in the machines. Was on top of the machines for about 10 minutes until the cops got there. I dont think youre supposed to see that in real life. At least ten, when i knew they were shots and when i got on top of the Bowling Machine, it was a lot of ruckus back there so i dont really know. From the first one, it was probably 15 feet behind me. He was close. Very close. Just one voice and what they lived through last night. Joining us is shana cox, the president of the Chamber Of Commerce in lewiston, maine. How are you doing . You live in the middle of all of this, how are you doing . Yeah, thank you, thank you for asking and thank you for having me on. I live two miles in either direction from both of the locations that were effected last night. Directly between the two Major Health Care centers in our community. The sirens and helicopters were nonstop throughout most of the evening. You can still hear them this morning. Im doing as well as can be expected. Exactly. How did you hear about all of this . How did you first hear about all of this last night, when it started to unfold . Yeah. Like so many in this community, i have four children, teenagers, some of whom are still at home. And i heard about this like so many others through direct outreach from those who had been impacted or responding to the impacts. The message was quick and clear and it was go home, stay home, and lock yourself in. My child was at a Sporting Event at the local high school. So there was a lot of frantic activity from myself and so many others in the early moments where you collected your loved ones, brought them home, notified your family you were safe, and you checked on your staff, colleagues and people you care about. It was hard between 7 00 and 7 45 there was just an Immediate Response that was necessary. This is hitting you on so many levels. You have a big position in the community, you are a parent. I can the kind of Heart Pounding Stomach in your Throat Feeling when one of your babies is not at home when all of this unfolds, its the thing of nightmares. And you also, as we were hearing from a lot of fofolks, this is small community. So you know First Responders e and you know people who are impacted in this. Yeah. My closest friends husband is a Police Officer with the lewiston, Police Department he got home about two hours ago this morning. Theres First Responders responding from across our county, across our state, from New Hampshire and beyond. The going joke in maine is maine is the biggest small town youll live in. Were all closeknit, this community is closeknit were a Resilient Community that has overcome tragedy before. I have faith in our ability to respond smart and strong is to what were going through now. Its challenging when the Lockdown Order is still in place and not resolved. Im getting an outcry of support to buy coffee and pizza for First Responders and cover Funeral Costs and its hard when you cant activate those systems y because youre still locked down at home. Do you know any of the people that were injured or killed . They havent released the list. Its hard to know that. It feels unlikely i wouldnt know somebody affected by last night. Particularly because the counts between dead and injured looking at 70 individuals locally and we are a small down closely connected. Theres a Reunification Center in auburn that im directing people, my most immediate circle is accounted for, my staff, their family, my family, their closest contacts. But its a tragedy that you are wondering when you will understand the extent of it. I think thats the only way i can describe it, many of us, my kids included, are wondering who they know. Both of these locations are family locations. There was a Family League at the Bowling Alley. The likeliness of this having a direct impact for so many is surreal. That was the police chief in lisbon, maine, a couple towns over from lewiston where the shootings took place. Police there joining the man hunt for the shooter who is still at large this hour. We want to bring in Intelligence Analyst john miller. Even in the Police Chiefs background you could see how wooded that area was as police try to prepare for this investigation and this search, how are they going to contend with that challenge . They have a large group of s. W. A. T. Teams from different agencies up there. Their training is extremely similar. Theyre going to take that and put it into grids and do a search. In many ways its similar to a couple months ago with the search in pennsylvania where you have a dense wooded area. His escape route takes him down a road into the woods. Stops at a trail head and a boat launch. So this is an individual who has 20 years of military service, extensive training, reportedly an army ranger. That would mean its not going to take the trail. Hes going to go into the woods. Or it may mean hes not going to take the trail at all or go into the woods. He may have had a boat. Hes also a fisherman. Go across the water into another place thats not in the perimeter. Thats why theyre operating the intelligence cell and cataloging the calls, talking to people who know him and trying to figure out who he would turn to. Right now, given the outcomes of these confrontations where theyre making arrest of somebody after an active shooter incident, there are three outcomes that are common. One is selfinflicted gun shot wound by the shooter, the oris surrender to police weve seen that too and the other is the confrontation where they refuse to drop the weapon or open fire, and weve seen that also. In this case, if it is a confrontation in the street, his actions are going to decide the outcome there. But if its in a structure, theyre going to have trained negotiators who are sitting in that intel cell right now trying to learn everything about him. What was his Military Experience . Where did he serve . What was his encounter with police that ended up with him seeking a Mental Health intervention over the summer where he claimed to be Hearing Voices and talking about shooting at a military installation. Theyre going to want to learn that because if hes inside somewhere you can communicate with him, slow down the incident, you can broker a conversation that may lead to a better outcome. These are surveillance photos from the Bowling Alley that well show of the Person Of Interest as hes considered right now. Well pull them up and show what you see with the weapon itself, hes got an ar15 rifle, its not how it came out of the box. Its been customized. He has the tactical sling but he also has an optical site. That optical site can be the thing a hunter would use. Its cross hairs and you can shoot something from a distance or something he experienced in the military, which is an optical site with a lacerser si. When you look through the site and where that dot is thats where your bullet is going to go. He has training and experience there. And you can tell by his posture that hes assessing targets, looking over that site. As active shooters go you have people with no interest in weapons and make a plan suddenly and obtain the weapons and ammo and go forward. This is the worst situation you have with somebody who had the weapons and the training and then decided to do it. Hes a dangerous adversary obviously for the people who took on but also police who are searching for him. Noticed his cargo pants the cargo pants have the large side pockets. If you look at the photograph you can see the bulk in the pockets. That is probably intentional in that sort of a tactical vest with built in pockets for spare magazines given the number of rounds fired, number of people hit, the number of injuries, he likely came armed with multiple magazines as he was trained to do by the military. And thats another factor for police which is theres no reason to suspect he would be out of am in ammunition and he hasnt discarded that weapon that we know of. Chilling. Still ahead, maine police are prepared to update on the Mass Shooting from overnight. This as a community has been turned just upside down by tragedy and now in search of answers. I dont think theres going to be very few people in this community that have not been touched by this. Schemengeesschemengees. We want to take you to israel now for an update. The Israeli Military says it has carried out a targeted raid in Northern Gaza overnight, and this video was released by the idf, and in it, you can see the armored vehicles, and a bulldozer. Israel says that the raid was part of the preparations for the next stages of combat. Also this.
