What is the reaction from people in the neighborhood with this man being on the loose here . I cant go into that right now. I will say state police im sure will be doing a news briefing. I think i heard 10 30 in lewiston. So you can get more information at that time. Reporter how long have you been out here searching . Since the incident started in h lewiston, i called the entire department in and we closed down businesses as a precaution. Reporter and your name . Ryan mcgee. Reporter are you one of the supervises . Chief of police. Reporter wow. So for you as chief, this is something youve never experienced before i assume. Unfortunately i cant comment on everything right now. Reporter so tell me how many officers are involved in the search at this point . There is a lot of officers involved with the search. I dont want to give anything away. But my whole department is involved. And every department in this area. So every department ive seen departments across the entire state of maine have responded. So we want to locate the individual and make sure that the community is kept safe. Biggest thing i can say is make sure that if the community sees anything, stay inside, dont approach, call the police department. Like we just did here, someone heard something, they called. The right thing to do. Id rather it turn out to be a deer than this person. But we want to locate him. Reporter and where do you think he is and what area possibly he could be in . I cant comment on any of that fliright now. But the barricades you of give you a good indication. Reporter how many calls have you had, dozens . A lot. A lot. Yeah. A lot of calls. Reporter and have you do you know if the Person Of Interest, if he knows this area, is there any i cant comment on any of that right now. We have a lot of intel and were just working, you know, in conjunction with the state and federal partners. Everybody is involved just trying to keep the community safe. This is a very tragic incident that happened and were doing our job the best of the abilities to locate the suspect. Reporter how confident are you that you will get him . Ill say that we wont stop until we locate him. So you dont have to worry about that. Reporter okay, thank you, sir. And i recommend for your own safety just stay near the vehicles. It is the best thing that i can say for you. You dont have anything that says police on you. There are a lot of people in town. Last thing we need is somebody walking by a house and getting scared of one of you in their yard and calling us. I respect the job that you have to do. All the local news stations. Im Shimon Prokupecz with cnn. Thank you, sir. And so phil and poppy, this is the story here all night that they are getting phone calls, people are Hearing Things and dialing 911. And the officers are responding. So it is a pretty tense situation out here. Certainly people on edge. Weve been here for about an hour, hour and a half now. And weve not seen many people outside. Were seeing cars, people driving cars like it would be any other morning. You see this woman here walking her dogs. The police just leaving. So perhaps she feels a level of safety knowing that the police were just here. But it is certainly progressively i think as the day goes, it will get more tense as daylight comes, more officers will be arriving and certainly we expect that the searching here will certainly escalate as the day goes on. Remarkable we havent had a lot of information coming out since the last Press Conference several hours ago and the next Press Conference scheduled for 10 30. And while he couldnt comment on much, we appreciate the chief taking the time to talk to you, but he did say that they had a lot of intelligence. Do you have any sense of what that meant . Reporter they know his history, maybe there is information that he knows this area. Obviously a lot that they are not telling us. Pretty a lot of people have questions because this is what happened, you know, 7 00 last night. Were now almost, what, 12 hours or so after this happened. And we still havent heard anything from Law Enforcement. We or we wont hear anything at least until 10 30. And so it is pretty concerning for people here that they are not hearing more information. They are gist being told to stay in their homes. And really the first time weve heard from any person in Law Enforcement to provide any kind of information. Honestly, phil, we just stumbled on this. What happened is when we first got here, we werent seeing a lot of police activities. So we just decided that well start driving around and seeing for ourselves what is going on because we kept hearing that there is this massive manhunt here and this is the first time that we stumbled upon that we came upon any searching. So that is why we stopped here and luckily we got the chief here and he was willing to talk to us a little bit. But you can tell that the Law Enforcement here certainly on edge. There are check points and other areas where there are Law Enforcement officials that are parked, there is a high school nearby where there are s. W. A. T. Team members hanging out waiting to deploy should they be needed. But really just seeing this activity just now, this is the first time that weve seen anything like that here. And this has been going on apparently all night. The neighbors here, folks who live here, are calling 911, Hearing Things, and police are responding. And then you see what they do, they start searching. So far clearly they have not had any luck. Great reporting. You didnt stumble on to that, i worked your way to that. Most information weve gotten in the last several hours. Well be coming back to you shortly. And if you are just joining us, lets get you caught up on the breaking news. Right now as you have been watching a mubanhunt is very mu under way in maine after Mass Shootings. At least 16 people are dead. And police are looking for a man named robert card described as Armed And Dangerous and Person Of Interest. Were told that he is a military trained Firearms Instructor, also a member of the army reserve who was also recently committed to a Mental Health facility. These are images of the gunman inside the Bowling Alley. And what were about to show you is video of people running out as Police Search the area. And were hearing survivors inside that Bowling Alley including a man who says that he was just 15 feet away from the gunman. Abc news spoke to a little girl and her mother who were there for a youth night. Sgle she. She was grazed by a bullet while we were running. Never thought that id grow up and get a bullet in my leg. And just like why . Hike why do people do there . Out of nowhere he came in and there was a loud pop. Thought it was balloon. Why do p . Out of nowhere he came in and there was a loud pop. And this morning investigators say a vehicle connected to robert card was connected near a trail head and boat launch. And this is video of a s. W. A. T. Team with an armored truck rushing to the area. And Hoopts Spitals are overwd because in addition to the 16 dead, were told 50 to 60 people were injured in the shootings. Officers with rifles have been guarding the hospital in lewiston all night. A City Counselor from a neighboring city says his son is the manager at the bar grille where the shooting happened and he has not heard from him since. If you had my gut right now, i feel like im squashed with a vice. My neck and back of my head feels like there is a vice squashing it the other way. And i dont know telling you the truth what kind of night this is going to be from now until tomorrow when i wake up to the true facts that my son is dead and i know that he is dead. I know it as well as i know im standing here telling you because he is not here and he is not at the hospital and he is not running the streets. He would have called us. What more are we learning about the manhunt and investigation under way . Reporter the manhunt is very much a Fluid Situation right now as we just heard from Shimon Prokupecz. Law enforcement is out and about trying to figure out and hone in on where the person may be because the reality is for people in these communities, they are waking up unsure about the safety of going outside in this community. To give you an idea of where we are, we are nearby one of the Mass Shooting locations, the Bowling Alley is just a few miles from here. Were outside the bar grille where we just heard that they were looking for someone who was working there at the time. You can see it over my shoulder. Police have this entire block blocked off as they work through some of their investigators we see them on scene, but you see the sign of where this particular bar grille is. It has been relatively quiet along the stretch. Some are asking questions about whether they can go through and what is going on. But at the very least we know that good portion of this area has been renled to have to Shelter In Place while police try to hone in on where the person may be. When we first got to our hotel earlier this morning, the clerk wouldnt let us through the door unless we showed our i. D. Through the glass doors and then even still, he only looked at it while peeking out behind a wall and that is because that it is the middle of the night, hes been told to Shelter In Place, he wasnt sure who we were and whether we could have a potential firearm or could be dangerous. He had been following what had been going on of course in the news. This manhunt where we know over a dozen have been killed at least as we have been told. But also many more at the hospitals. They are trying to field all the influx of patients all the once. Schools have been canceled out of safety concerns. So if you dont have to be out, they dont want you to be out so Law Enforcement can do what they need to do. Reunification center is open it the middle school. Because as weve heard, it has been chaotic trying to locate some people who have been rushed to the hospital at the last minute. So i cant emphasize enough, Law Enforcement saying it is a Fluid Situation. And investigators are still going through the scene here and likely the same at the Bowling Alley. Because of course there is an investigation there on top of trying to get the top priority of getting this person under arrest. Omar yejimenez, thank you. A widespread and urgent manhunt is under way in maine after a mass shooter opened fire at two locations in the town of lewiston. Evan perez is joining us from washington, d. C. A. What do we know about the federal, state and local effort . Reporter yeah, federal agents have flooded the zone there in maine. Fbi, atf, Homeland Security has sent personnel Up To Lewiston to try to assist in the search. And one of the things that weve heard already is the fbi has got dozens of people sent up from the field office in boston. What they are doing is assisting with some of the evidence collection. Obviously this is lewiston is a small town. It is not a very Large Police Department so they are assisting with the collection of the evidence at the two scenes, the Bowling Alley and also Schemengees Restaurant nearby. And what they are doing, not only assisting with evidence collection but also having people who do victims ass assistance. People reaching out to some of the victims to try to help them not only cope with what they witnessed but to also try to get some information that could be used as part of the investigation. One of the Big Questions is why this gunman, this Person Of Interest, robert card, why this person went into these two scenes and carried out the shootings. Again, at this point they are still trying to figure out where he is. Part of this is exploiting programs Phone Signals to see where he last was to try to again figure out what happened here before he went to these two scenes. Again, that is what according to the police they scene, they say the two scenes happened just before 7 00 p. M. Last night. Well hear more from authorities at 10 30 this morning, but already we know that the reason why they are looking for robert card is again he knows this area, this is a person who again a Person Of Interest in the two shootings. They say he is a firearms i ins instructor, an army reservist. So knows his way with guns and Police Believe he is Armed And Dangerous. Air force officer and also expert on active shooter incidents. From all we just heard, what strikes you including the fact that he didnt this Person Of Interest didnt conceal his identity at all . Good morning. Sorry to be talking about such a horrible situation. But you are absolutely correct. People that are in these type of situations who get to a point where they will pick up a firearm and just indisc indiscriminately heard people, they are not really prepared or concerned about concealing their identity. You think you try to get inside the mind of the people who do these horrible type of things. And they get to a point where they are just committed to what they believe is the thing that they need to do. They understand that there will be an end to the situation whether brought upon by Law Enforcement or by themselves. So not really a surprise that he is not interested in concealing his identity. Oftentimes they want people to know that they were the person who did it. So People Like Us try to figure out why. And how does the fact that he is a member of army reserve, how does It Add Complexity for Law Enforcement at this moment . Well, of course the situation is an is extraordinarily dangerous situation for Law Enforcement and the public at large. You have someone familiar with firearms and demonstrated skill in the application of take firearm. You observe somebody that has no restriction in their mind about hurting people. And we dont know is that person in a single location, is that person continuing to move. So that is why you heard the chief talking about intelligence and things like that, that is where we try to the Law Enforcement side try to use all that information to try to figure out where they are, how we can get the person into custody without any additional farm. But the fact that he has the background that makes the dangerous situation even that more dangerous. And the terrain also is complex. They found a car tied to him at the bottom of a trailhead and also near an area where boats can leave from. Yeah, you have wooded area, residential neighborhoods, things like that, so this is important as we talk to people about Situational Awareness and identifying those things that are outside of the norm. The situation makes me think back to the boston bomber where you found of course them in the boat. In a backyard. Yeah, all sorts of places like this. And if you are not familiar with your surroundings, this is an area where not necessarily everybody will normally lock their doors. Right . This is somewhere where you are not expecting to have that. And you heard some of those conversations, some of those statements made by people, hey, i never thought that it would happen here. Unfortunately in this day and anyone, we hear that continuously all the time. And that is why really from the active Shooter Prevention Project standpoint, we try to focus on people having that recognition that these things do happen anywhere and everywhere and all of us need to have a plan, all of us need to have an immediate recognition that if you hear those sounds, dont make the assumption that it is not something bad that is happening. And the Immediate Reaction is what we need to encourage people to help people. And given how many people currently are on lockdown. Appreciate your expertise. Law enforcement does tell cnn at least 16 people are dead, dozens more injured in lewiston, maine. Shootings happened at a Bowling Alley and restaurant. Police have identify 40yearold robert card as the Person Of Interest. They say he is on the run and should be considered Armed And Dangerous. And he is a certified Firearms Instructor and member of the u. S. Army reserves. He had recently made threats to carry out a shooting at a National Guard facility in maine. He has reportedly Mental Health issues including hearing voices. Hundreds of Law Enforcement are working to locate card. There are three tactical teams by The High School where their base is and they are running all the way down to the river here. One Police Officer says that they will likely set up a road closure on the other side of the search down the road toward lewiston. And you can see the Armored Vehicles that includes a bulldozer which is preparations for the next stages of combat. And these new images show significant destruction against gaza. On the left an image from october 10. On the right just 11 days later. So it this is all as Benjamin Netanyahu spoke yesterday about the plans for the Ground Incursion. Translator we are raining down hell fire on hamas. We have already eliminated thousands of terrorists. This is only the beginning. At the same time, we are preparing for a Ground Incursion. I will not detail when, how or how many. Or the overall skrgs that we are taking into account. Most of which are unknown to the public. That we are taking into account. There is so much talk about when the wide scale Ground Incursion will occur. But last night there was a significant operation in north gaza. What do we know about that . Youre right. Reality is that this is extremely significant. There were tanks involved, bull dozers involved. Reporters were not on the scene but video was provided. And the number of hostages is up to 224 as they identify more bodies and get more intelligence from what is goal on inside gaza. But i think that you put your finger on it respect they are trying to say that it is targeted to show restraint internationally, but for the domestic audience, they are showing that they are going in in a big visible way, an extremely significant way. And the images show that while they say we focus on the ground assault, reality is that gaza has been saysity m idecimated. Specifically Northern Gaza. And the images show what happens after the devastating already 20 day war. And i know youve been talking think to the doctors on the grounds and necessity of fuel. And the u. N. Says they are almost out of those fuel resources. Israel wont allow them in, any think that hamas will take the fuel. What are you hearing about the growing calls for humanitarian pause . Yeah, there is a huge call for that. Of course hamas is he they want that. Israel is absolutely not moving on this issue. They say hamas has fuel. But they have not provided the evidence. But the u. N. As you say is rationing fuel, they say that their situation there is paralyzed but tthey are rationi fuel. And one man working for the red cross is trying to provide assistance ands says that they are hours away from true devastation. But his own wife is giving birth this week to a child. And will have to do so in a hospital that will lack antibiotics and morphine. You talk about people injured in the strikes and what it means in the hospital, but also the mundane realities of daily life that people need medical care for are not there. Another doctor telling me that one toilet for 800 people. You can imagine the lines, you can imagine the filth, the disease. And that is an american doctor near the rafah border in the best conditions that exist in gaza. And that should give everyone perspective how dire it is. Day 20. Erin burnett, thank you. Continuing to follow the breaking news out of maine. A significant and urgent manhunt is under way for the Mass Shooting who sources say killed at least 16 and wounded dozens more. Officials say hundreds of Police Officers, state, local and federal are working to locate the gunman. And people who live in and around the lewiston area are being told to Shelter In Place. Shimon prokupecz is in lisbon, maine where he spoke to the chief of pa police as he was patrolling the neighborhood. And you also spoke to a resident. What is the latest . Reporter there is a lot of concern here certainly. Neighbors here calling 911 if they are hearing something suspicious, Police Responding with long guns as they go through the area looking to make sure that the person they are looking for is not there. But im here because this is where were told that the car was found. The Person Of Interest, his car, this is where the car was found. And it is really close to wrerp we we were earlier where police were searching. And we saw Police Driving by. E were earlier where police were searching. And we saw Police Driving by. Also a helicopter in the air as they are certainly it seems as now that there is daylight that there is the search is becoming more intense. And i think as this day goes on, that will increase because they dont have any idea where he is. But this is where he dropped his car and where he is a mystery. And that is why there is so much concern around this area. Take a listen to my conversation with one of the residents here as he talked about his concerns. It is just nerves are rattled right now. Keeping an eye on the woods. Because i know those woods down there, they go run right back here. And i got my daughter inside. How old is your daughter 1234. She is 10. And my oldest daughter works at the walmart and i had to message here, find out if she is okay. It is very unnerving right now. Seeing those officers with the long guns walking through that made me feel better. Seeing the cops coming around here, that makes me feel a million times better. And the situation like this, i wish i had a firearm. Reporter and that is exactly why police are out here searching. They want to address the concerns that the residents here have. What is making this so difficult is this area, just the way it is, a heavily wooded area, you see it surrounded by some water here. And even on this side here, guys, i will show you on the other side, bob, if you turn around, you can see it is entirely wooded. There are homes up and down the streets that are kind of in the woods. And then there are homes kind of where we were before on property where there are multiple homes surrounded by woods. A lot of woods. And that is what i think is complicating a lot of the search. There just really is nothing for Law Enforcement to go on right now. They say that they have some intelligence. They have information. And they are trying to center their search around that. Because i think at this point it is very clear to everyone here that they have no idea where this person is and i think as this day goes on, were likely to see the search increase, the intensity of it increase, schools here are shut. They are urging people to stay home. There is a Shelter In Place. Voluntary obviously, they are not forcing people, but telling people to stay home and not for go to work. We are seeing people out driving. We saw some people walking dogs earlier. So you can certainly feel the tension in the air here. And i think as this day goes on, well see more of that. And as the sun has come up and you are demonstrating the scale of the undertaking for those Law Enforcement officials that is currently under way becomes a lot more clear. Shimon prokupecz, well come back to you shortly. And lets get straight to andy mccabe. And julia, you see the reporting that Law Enforcement is on the ground. And the car was moved. Not there anymore. And we know that he is will he has a rifle at least one. Assault style rifle and highly strained in guns and police are on foot looking for him. What challenges do they face . So you will assume at this stage now that he had an exit or hiding strategy. This was he is trained. He knows how do this, knows how to use guns and kill a lot of people in multiple places. One has to assume that he also had a strategy to hide out for some period of time. You go on that assumption. So he is either hiding in a place that he already determined that he would hide at. I know this area. A lot of hunting cabins, a lot of cabins that made may not be being on pid during weekdays. He may have one else. So he may be hanging out during the days where police dont have the man power to try to go to all these places. So they are saying check your proot property, check if you have any identification here. And what is the motive, what compelled him to do this if anything . Is is it Mental Health, is there motivation behind it, why this town, why those places. And then you have the dhs part of it which is that we always worry about copycats. You want to communicate with other communities. But you also have the Canadian Border which is if he is in another car, he is there or he is around there. So canada is engaged. The border, you know, someone could pass by, you know, by foot and stuff. So you will engage canada as well. And andy, when you talk about motive and how it all played out, two separate locations about ten minutes apart. What does that tell you about either the planning or the intent here . Well, hard to say with great clarity at this point. If you look back at the shootings at the dance halls in california a couple months ago, almost seems as times that the mass shooters who go to multiple locations, if they are not stopped at the first location, oftentimes that they then are in a position that they didnt anticipate that they would be in. And so they kind of, you know, plan it on the fly. So it could be possible that he picked these locations as something personal to him or Family Members. And so we wont know that until Law Enforcement gets an opportunity to engage with him. That may never happen. Or if we can come across writings or manifestos or social media gpos or statements or comments to other people who may be able to shed light on exactly why he did this. All of that is secondary to the question which is where is this person. And i think that each one of the Law Enforcement agencies that is engaged here has a unique tool kit to bring to that search. Can you speak with all your years of experience with the fbi . Because evan perez also reported Phone Signals that they would likely be trying to track. How successful can they be in that . Yeah, so that is a really important part of this. Very different situation than the escaped Prisoner Manhunt we had in pennsylvania a few weeks ago. Maybe he has access to transportation or credit cards or likely a cellphone. And any one of those things can provide the tip that Law Enforcement needs. And so there is work that you can do with the companies to get alerts as to when the accounts are accessed. If he is using a phone that is his or one that we can can identify that he uses, obviously when people use cellphone, you can sometimes triangulate the location based on the signals cell towers use. And also getting information from social media and other things that collect the kind of data when you are using your account. And so there is a lot of ways that the fbi can be very helpful getting the sort of Legal Process that is miss to establish the electronic surveillance. Julia, to that point, Lisbon Police chief said his entire department had been called in, and we know that the officials on the boston field office. What is the interplay between local, state and federal . So always a local event. You will have Incident Command and the huge role because of the highways these are long stretches of highways where you wont even encounter commercial activity, homes are isolated. And then you will have the interstate compacts that are going on, ear newother new engl states assisting. So they know how this sort of they can play it out because the capacity of any individual jurisdiction at this stage, in particular a smaller jurisdiction, will be spent relatively quickly. So were looking at the state police. And one other issue that is important in these challenging cases, we have a community under lockdown. A college under lockdown as of last night or was under l lockdown. If he is not found in the next couple hour, there will have to be not a Law Enforcement decision, but essentially a political decision about are you going to tell people stay inside as much as you can, but this could be a multiday manhunt. And i spoke with a lot of eyewitnesses throughout the course of the evening, and early morning. I spoke with their Family Members waiting to be reunified. It was telling, you know. Several people. Several friends. How are they doing . Several of them arent with us anymore. And the other folks that i knew that were there either as witnesses or Family Members of witnesses, its, obviously, traumatic. The bright shot was seeing individuals reunified with their loved ones after not knowing for so long. On the other side, the ones that are waiting and waiting and probably would never be reunified. You said Something Else last night that at the Bowling Alley, you know, it was a youth night. So there were kids there as young as 12. We heard from a little girl who got grazed by a bullet. Thank god she survived, but she asked the question, everyone asked this morning, why . Why did this happen . I wonder if you have any other updates on children . With regards to intent, no. No, children. Why is a question we all want say again . I was asking about children, if you know anything more, because apparently there were a lot of kids there last night at the Bowling Alley. I dont know many specifics or exact details. I know one teenage individual who was wounded but he is going to make a full recovery. I talked to his family last night. Great kid. And went to high school with my son. And my thoughts and prayers are with him and his family, too. The reunifications, there are very few bright spots and moments like this. We had grief counselors, members of the local clergy, state Police Representatives with us, and everything was very well organized considering everything and it was a good secure location and gave them the space they needed for reunification, to grieve in certain situations as well as to grab their loved ones, hold them, get them home.
