Overnight republicans nominated louisiana congressman mike johnson. This morning many more are sounding much more optimistic than they have in the past three weeks ahead of the expected vote at noon. And israel says no to a ceasefire. Were learning new information about how the u. S. Is urging caution looking at Lessons Learned from iraq. And also mark meadows reportedly strike as deal with federal prosecutors. Abc news reporting that he is offering up testimony about the former president s efforts to overturn the 2020 election in exchange for immunity. We start with a new name could soon hang over the house speakers office. Kevin mccarthys name just taken down last night according to our hill team. And were now talking about louisiana congressman mike johnson who the House Republicans have chosen as their fourth speaker desk tdesignee. Democracy is messy sometimes but it is our system. This House Republican majority is united. [ cheers ] seems like he has momentum behind him ahead of a noon vote today. Lauren fox is joining us now. Lauren, what happened overnight . Reporter there was an abrupt change of plans last night. They were expecting to come back this morning and have a vote Behind Closed Doors to see if mike johnson could get the 217 votes that they needed. They ended up doing that in the room and expectation is that he will go to the floor today at noon, try to become speaker of the house after more than three weeks now since Kevin Mccarthy was soused. Can he be that consensus candidate . All signs are pointing to the fact that he likely could be. But we have to wait until thoon because as weve seen time and time again, a lot can change in just a couple of hours. But it yesterday you had tom emmer temporarily the speaker designee only to then bow out when it became clear that he couldnt get there. And now mike johnson is the guy who has that speaker designee title. He will head to the floor again at noon. That is when we could see this resolved. Again, a lot can change, but they are headed to the floor at noon. Stay with us. Lets also bring in kasie hunt. Seems like overnight there is a lot of momentum behind him, hope, what do we need to know about mike johnson and does he pull this off . Yeah, it is pretty remarkable. Im aware hope is not a strategy by the way. Hope is not a strategy. You are correct. But it does seem and i think that you could tell behind him as you heard the cheers for him and the way he was talking in that sound bite that you played that the mood around him right now i think is different. And if you listen to some of the members of congress who were talking to lauren and manu and those on the hill late last night, you heard matt gaetz on one side and The Other Side mike lawler who led the opposition to jim jordan, they are actually singing off the same hymnal. And im so excited to elect him. I did not support the removal of Kevin Mccarthy. I think that it was arguably stupidest move ever made in politics. But we have to move forward. So well rally around mike johnson. Republicans agenda will be back on track. Were unified and i think that were happy to be where we are. So when you have those two saying the exact same thing, you know that you have fixed at least a lot of the problems that exist here. And i do think that there really is this sense of exhaustion that has set in, like we got to fix this. And mike johnson quite frankly doesnt have like a hell no conference right now. And i think without that, his path is the smoothest that weve seen so far. Again, to laurens point, we shouldnt get ahead of ourselves. That is the bar by the way, not having a hell no conference. Which is a big win i guess to some degree. Lauren, there were i think 20 plus absences last night and i think the question that continues to come to mind, it is not like a hell no conference, a lot of people dont know him, people like him generally, he is a social conservative, but he also led the House Republican efforts to join the texas lawsuit to try to overturn the 2020 election, talk to trump constantly about that, used his personal email to try to urge and whip lawmakers to get behind that lawsuit that was thrown out by the supreme court. Does that have any effect at all . I think for a lot of House Republicans, that actually was tom emmers position on supporting the Election Results was the death knell in his ability to become the speaker. So im not actually sure that johnsons position there is going to be a detractor for him with a lot of House Republicans. Again, i just want to urge that we have to wait and see because so many can change when they go to the floor today at noon. You know, one of the other major questions i have about mike johnson is where does he stand on policy, where does he stand on the fact that there is going to be a Government Shutdown on november 17 if they dont pass a government funding bill. And likely he will need some democratic support to get that across the finish line given the fact that he has to work with the democratic controlled u. S. Senate. So i think there are a lot of questions. Some reporters were trying to press him if he assumed more aid for ukraine and israel and he said this is not a moment to talk about policy. More aid for ukraine and israel and he said this is not a moment to talk about policy. He wont have much time on the job to figure it out because that Government Shutdown is coming very quickly and it will be here before he really knows it. And kasie, can you speak to that point . Is he going to work with democrats on a plan most urgently to, you know, pass funding for ukraine and israel but also keep the government running here . Dont forget that doing that, working with democrats to keep the government open, is what threw Kevin Mccarthy out of a job. So the bottom line is he has to do it. There is not really an option. There are members of his conference who will not vote to do those things. And he will need democratic votes to get it across the finish line. And if he does get the job, he will be the most inexperienced speaker really in more than memory. And that experience is what you need when you are dealing with really tough situations like what lauren laid out here. So he has been if you look in the archives to kind of get a sense of how he talks about people and, phil, you called him affable, i think that is a good word for him. He has been more affable towards democrats, people like nancy pelosi, than has recently been accepted as, you know, how to handle yourself if you are a conservative leading the contentious right wing especially in the house of representatives. There is kind of the sense that he is willing to be, you know, magnanimous in terms of how he talks to and about his opponents. So there may be some hope there. But there has been no one who has been able to successfully govern this conference in a significant way in recent years. John boehner bailed on it. Said im out abruptly one day. Paul ryan resigned from congress after trying to do the job. We saw Kevin Mccarthy get thrown out. And it has taken them now three weeks to try to find somebody new. While they seem to be happy with nems right now, none of the fundamental dynamics are changing. And they have 23 days to fund the government, funding for ukraine and israel currently on the table. Lets hope affable works to some degree. Lauren, kasie, another busy day ahead. In the next hour well talk with one of the republicans who voted to oust Kevin Mccarthy from his speakership and well also with hakeem jeffries. Overnight israel rejecting calls for a ceasefire launching large scale strikes. Well live with the latest. And also form measures of Donald Trumps inner circle appear to be turning on him under legagal heat. Well talklk about thahat ahead. Israel is rejecting calls from some nations for a ceasefire and launching large scale strikes on gaza overnight. This is video of a palestinian man asking about his wife while buried in rubble. Explosions can be heard in the background and bombardment coming just hours after the head of the United Nations called it collective punishment of the Palestinian People and demanded a ceasefire. Listen to this. Relentless bombardment of gaza by Israeli Forces, level of civilian casualties and destruction of neighborhoods are deeply alarming. And that led to a sharp response. And the white house is pushing for humanitarian pauses but not a complete ceasefire. We want to see all measure of protection for civilians and pauses in operation is a tool and tactic that can do that for temporary periods of time. That is not the same as a ceasefire. We believe a ceasefire benefits hamas. And were learning more about how hamas may have been able to plan its attack without israel even knowing. Intelligence suggests a small cell of hamas operatives used a network of phone lines beneath gaza to communicate and plan the attack for more than two years. The humanitarian crisis is deepening for the roughly 2 million civilians trapped inside of the warzone. The United NationsRelief Agency inside of gaza says it will need to shut down operations today if they do not get more fuel. Lets go to erin burnett in tel aviv. This has been the key focus of the last 24 hours is fuel. And the Israeli Government has been adamant absolutely not, we believe it falls in to the hands of hamas. But hospitals are literally closing because of no fuel. They are. And you know when weve spoken to doctors, some doctors arent even basically able to record i hear some explosions in the background able to record what they are hearing. And you can hear the explosions happening around the same time near that hospital. So the situation there is obviously dire from the medical perspective. They are saying they need more fuel to even function. As you know, operating without morphine, the situation dire, we also have now images of egypt using these giant cement slabs that they have been putting back in front of the Rafah Crossing that they say that they can lift when they need to do let aid in. But nonetheless the images is not lost on anyone. I remain struck by what we heard from Yocheved Lifshitz yesterday one of the hostages released about her frustrations about how little they seemed to know about the idf even though there were signs. New reporting that we have is extensive planning for this attack is staggering in its entirety. It absolutely is. And you know, you heard from Yocheved Lifshitz her frustration. And i spent about 45 minutes with her grandson last night. And he shared that incredible frustration. That why would his grandmother and all of these npts people h innocent people be put in this horrific situation because of this failure. And pamela brown saying that they were using land lines, he they were deep underground. And when they were actually doing the preparations above ground, right, like actually the dry runs, that israel saw it and didnt recognize it for what it is. Thought it was more of the same. So sort of sometimes that something is staring you in the face and you dont necessarily recognize what it is. But weve seen the battle plans. Ive seen them from two of the kibbutz found on the hamas soldiers. They are dated a year before and extremely specific. But the numbers are in the documents. You see sort of an extension almost like a Corporate Office type of thing, it is truly staggering. And pa lasmelas reporting thay were me meeting deep unde underground. And new reporting today that says that American Military officials are trying to use lessons that the United States learned with its own serious failures in the iraq war to help Israeli Forces game out different strategies to defeat hamas. And so the u. S. Is trying to steer israel away from endangering hostages and civilians with the fullscale Ground Assault and instead urging them to use Precision Airstrikes which they have been doing, several overnight, another commander, two more every day commanders are killed. But the u. S. Wants more of that in special operations raids. Natasha better trtrand is joini. What are you learning about what the u. S. Is pushing . It obviously consistent with what israel is doing so far, but are longer term plans changing based on this . Reporter a western source did tell us that the israelis are being cautious in how they plan their next move because they dont necessarily want to lose any moral high ground amongst the international community. You could argue that it is a little too late for that. Certainly critics have already. But a senior israeli official also acknowledged that we appreciate what the u. S. Is advising of us because of course the u. S. Has a lot of experience fighting insurgents in iraq including in fallujah and mosul more recently. And so they understand what the u. S. Is trying to communicate to them, but still the sentiment across the u. S. Government is that israel is likely to move forward with a large scale Ground Invasion. And that is something that the Biden Administration and u. S. And military advisers are trying to discourage. So to that send, they have sent these military advisers over to israel, including Three Star Marine Corps general james glenn who has so much experience leading troops during that Battle For Fallujah which was extremely bloody fighting. And basically he is telling the israelis this is not the kind of strategy that you want to deploy in gaza. It is very difficult, it is bloody and of course learn from our mistakes essentially. And so the u. S. Now saying that you dont want to go into this without a fully baked strategy. And right now the u. S. Does not see the israelis as having that, a key part of that strategy of course as the u. S. Learned from its War On Terror is to have an exit plan. Dont get bogged down. And dont engage in a prolonged occupation of the gaza strip. The u. S. Is not so sure that israel is heeding that advice but doing what they can to provide it. And certainly we see what the numbers, hundreds of strikes a day, and that they are listing hamas commanders that they are getting in each would be. They have been doing the Precision Strikes with great success, about you thus far every time weve questioned them of course they refused to say how many what percent of hamas commanders have you killed, what percent of your capacity have you taken out. They have not answered that. But the United States also, you know, you have these protests around the region, you have rising tenses. And i understand from your reporting that there has been at least 13 attacks on u. S. Interests in iraq and syria over just the past few days. What do you know about that . Yeah, these attacks by the iranian proxy Militia Groups according to the pentagon, they have ramped up significantly over the last week over a dozen on forces in iraq and syria at u. S. And coalition bases there. And the u. S. Is taking this very seriously and they are surging air defense assets to the region to try to protect the u. S. Troops who are based in iraq and syria as part of the antiisis coalition. So they have deployed thaad and patriot batteries and doing everything they can to preempt a possible larger escalation of the attacks by of course positioning a lot of firepower in the region including those aircraft carriers. And so something the u. S. Is very concerned about, but taking all the steps they need to say to prevent any escalation and further harm to troops. In ta natasha, thank you ver. In the federal election interference case against donald trump, mark meadows has been granted immunity by the special counsel jack smith, this is a big deal. Weve learned from abc that he has met several times with smiths time. Meadows allegedly said that he did not believe the election was stolen and talked about this moment on election day, this was november of 2020. Listen. Frankly, we did win this election. Meadows specifically refuting that reportedly telling investigators earlier this year that he believed that trump was being, quote, dishonest when he said that. Kristen holmes is joining us. This raises a number of questions about so many people have been wondering what about mark meadows. Now we know who he has been talking to. Yeah, this has been a big question. It has been a big question in trumps orbit as well. This just joins a growing number of these deals that are happening in the trump lawsuits, in these trump legal perils. And ive talked to a number of sources in trumps orbit who say they dont really know exactly what this means, but there is a growing concern particularly when it comes to mark meadows. Former president trumps legal perils growing worse as former allies and associates are striking deals in several different cases. Abc news reports that mark meadows was granted immunity by special counsel jack smith in his investigation into efforts to overturn the 2020 election. Federal prosecutors met with meadows at least three times. And focused on his conversations with trump following the election defeat. Mark met doughs was as you know Donald Trumps had dote entire time he was chief of staff. He will know every conversation, every lie, every illegal action that was taken by donald trump. And he will be able to testify to it. Reporter according to abc news, meadows told investigators that he did not believe the election was stolen and that trump was being, quote, dishonest in claiming victory shortly after the polls closed in 2020. And cnn has reached out to meadows attorney for comment. Trump responding on truth social i dont think that mark meadows would lie about the rigged and stolen 2020 president ial election merely for getting immunity against prosecution, persecution, by Deranged Prosecutor jack smith. And in Fulton County georgia for the third time in one week, a former attorney for trump has struck a plea deal with fani willis. I fail doed to do my due diligence. Reporter jennallis pleaded guilty and receiving five years of probation and ordered to pay 5,000 in restitution. If i knew then what i know now, i would have declined to represent donald trump in these post election challenges. I look back on this whole experience with deep remorse. Heck of a reunion. Reporter meanwhile Michael Cohen squaring off against his former boss. Hes a liar trying to get a better deal for himself. Not going to work. Reporter sitting just feet away from trump in a new york courtroom tuesday, marking the first time the two have been facetoface in five years. Not worried at all about his testimony. That just goes to show that you despite again all of the mounting legal issues, he still remains incredibly popular within the Republican Party as he seeks another term in the white house. And he likely wont get that post from trump. No, no, trump will be okay with mike johnson, but the fact that this is still a pervasive thing even as you see jenna ellis crying in court. All of this stuff. Still so central too what is happening. Lets bring in elie honig. I want to start by ticking through some of the elements of the abc reporting. The idea that meadows reportedly told federal prosecutors that he had never seen any evidence of fraud. Is that important here . Yeah, a huge change in what weve heard. Mark meadows if he is fully telling the truth, he is the single most important witness prosecutors could have. Who was closer to donald trump during those key moments leading up to and during january 6 than mark meadows . If we now have the chief of staff, person close toast donald trump, the person who all the Information Filters through to get to the president , and he says i knew there was no fraud, i knew this was nonsense, that is a huge win for prosecutors. And what is really interesting according to this reporting meadows told jack smiths team that he wanted to resign over this stuff, over his concerns that the allegations of fraud were not true. But he didnt. He didnt resign. He kept doing this. And there is even part of the reporting that talks about him not believing some of the stuff in his own book. Yeah, that makes him actually a bit of a problematic witness. First of all the fact that his book is 320 pages filled with lies according to his own testimony now. And that is a problem. Look, no witness is perfect for prosecutor, but if you are going to put mark meadows on the stand, he has to say, yes, i lied to the American Public for a long time. My book is filled with lies but now im telling the truth. Ways to deal with that as a prosecutor. You have to explain why this person has now seen the light prk but it makes him imperfect to be sure. Lets play the sound from jenna ellis. Deavored to represe client to the best of my ability and i require order others with more years of experience than i to provide me with true and reliable evidence. What i did not do but should have done is to make sure the facts that the other lawyers alleged to be tree were in fact true. In the from a net ittic pace in the attempt, i fail dodd myed to my due diligence. If. The idea that im just a young attorney misled by older attorneys, she is in her late 30s, she knew all these people. Yeah, she is not as young as she seems to be suggesting. Shes in her mid30s. If he has a deal, it means prosecutors say we wont use your testimony against you. But he is a charged defendant. So to me it sets the table both ways. He has to reach a deal now with fani willis. If im fani willis, i say great, you have this deal with doj, you will testify for them, we need you too. And if you are mark meadows, it makes no sense to work out a deal where you are covered federally but still could be charged in the state. So if im mark meadows lawyer im on the phone with fani willis saying how are we going to work this out. Thank you very much. And back to the crises in the middle east, six hospitals in gaza have been forced to shut down because of a lack of fuel. The agencys chief for the west bank in gaza will join us next. New i wmages appear to show egypt sealing off the gaza border. They show a Cement Slab Wall and you can see a crane in the image which suggests that egypt is able to lift the cement slabs to reopen and close the crossing quickly. But to use such a powerful thing to block it sends a very significant message. Images come as eight aid trucks out of the expected 20 entered gaza yesterday and Relief Agency says Relief Operations could shut down at the end of the day today. In a regular day it would be hundreds of trucks going in. So it is almost nothing even if those were successful. The World Health Organization says six hospitals in gaza have been forced to shut down because of a lack of fuel to power their generators and the u. N. Says gaza needs more than 42,000 gallons of fuel every day. So that is the number per day for humanitarian needs. 42,000 gallons per day. Last night i spoke to a man who is a Program Manager for medical aid for palestinians. He is staying there with his three young children, oldest is only nine, israeli airstrikes have hit very close to his home and he says the situation there is dire. So you can imagine if no fuel enters gaza tomorrow, it would be a catastrophe for all parts of gaza but specifically for us in the north as we dont even receive the basic food or whatever has been brought to gaza. He says that they need fuel but israeli Officials Say very clearly that that is not happening now. There is actually a huge amount of Fuel Inside Gaza today which hamas has. If you could tell me, give me assurances, guarantees, that fuel going into gaza would only go for civilian purposes, that is fine. But i dont think that anyone can give me that guarantee. Joining us now is dr. Peppercorn from the World Health Organization for the west bank. And doctor, i appreciate your time. You heard the adviser there to Benjamin Netanyahu saying that they need to have guarantees, that any fuel that would be allowed to go into gaza would not go for anything other than humanitarian purposes. Is there any way to make such a guarantee . Good afternoon. Yes, i think there is. Let me give you an example. Over the last two days we deliver essential medical supplies and medicines to several hospitals all over Gaza Including in the north of gaza. So we can manage that. We can also bring the fuel there. I want to make the point that my team who is accompanying our transporter, and seasoned medical doctors, they have never seen such scenes before. The supplies are ripped off the trucks and directly brought into the operation theater. And so indeed we dont have fuel left for i think one whole day or Something Like that. It is not only fuel for hospitals requirements, but also fuel for water desalination plants, and of course to run the core operations. So israel saying that they believe it cannot be done, that hamas has already attempted to steal fuel. But you said that your teams on the ground have never seen such scenes before. Weve heard about operating without morphine. Ive spoken to doctors there and the doctor x. Krush greating exhaustion and pain in their voices is palpable. But can you talk specifically about the scenes that no one has seen before and that let us see them . I want to go back to the former question. The u. N. , and the one u. N. , if we were able to bring the medications and food and et cetera to the facilities that need it most, we are also able to bring the fuel to the facilities. Back to your question, yeah, never seen scenes like that before. Occupancy rates of 150 . 5,000 in compounds. And others 12,000. Very they have to do operations, smaller operations on the corridors, et cetera. They cannot do proper there is less anesthetic, and so many operations go on without it. And they say that there are neonates and et cetera. And if there is no fuel, that is a Death Sentence for all the critical patients. Death sentence. All right, doctor, i appreciate your time. We were far too cavalier about civilian casualties and humanitarian costs of our pursuit of the taliban and it ended up simply making the taliban stronger. Is it too late . It is not too late. It is important that hamas be held accountable. And i think that israel is trying to figure out how to bring to justice the perpetr perpetrators, organizers of the attack without a Ground Invasion. The world is safer. The United States less likely to be attacked by terrorists in future if the organizers of this plot are brought to justice. But a Ground Invasion of gaza has the potential to be unending. What we found in afghanistan is that for every terrorist that we killed, we created two more because of the number of civilian casualties and the way that that provided Bulletin BoardRecruiting Material to the taliban, same could happen inside gaza. The Second Problem Israel has is that there is no great solution for who runs gaza after hamas. But until you have settled those two questions, how to conduct a Ground Invasion without causing hamas to grow stronger and what do in gaza after hamas is displaced from power, then i dont think that your war planning is done. So i agree that israelis have to think through the questions before they proceed. And so it seems what element crucial to answering both of those questions is time. Taking the time to figure out what is next and how to get these innocent civilians out or to safety. And that would require a ceasefire, something you called for in 2021 during the escalation of violence then. But the white house is not supportive of that. And netanyahu and Israeli Defense forces say no. Is it time for a ceasefire . Well, i think if people had called for a ceasefire 20 days after 9 11, there wouldnt have been a lot of sympathetic ears in the United States. A cease fire in this case, im not sure it would be observed by hamas. It would give them a chance to essentially move equipment and individuals away from harm, give them a chance to rearm. I do think that what secretary blinken suggested yesterday is probably key which is, you know, temporary pauses in operations and airstrikes in order to allow humanitarian assistance in and perhaps to allow the hostages to get out. So that may not qualify as a ceasefire, but to stop l hostilities for humanitarian purposes and get the hostages out, that is something that i could support. Because of the lack of fuel that israel is not allowing in to gaza, the w. H. O. Says six hospitals are closed overnight and Senior Adviser to netanyahu e closed overnight and Senior Adviser to netanyahu explained to jake tapper yesterday why they are not allowing it in. Listen. Same fuel stolen by hamas and they control gaza. Only people there are guns in that they can take what they want. And they use that for rockets and for their why underground work of tunnels. For the oxygen in the tunnels. Correct. And we want to deny them that. But at the same time, the w. H. O. Is specifically laying out because of this lack of power, even 130 premature babies they said are at risk of dying. Is it a mistake for israel not to allow fuel in . It is. Fuel has to be let into gaza, period. Stop. The consequences of fuel not coming in are so far reaching that it is hard to get your head wrapped around it.
