S. Southern border. Hamas does not represent the palestinian people. Hamas uses Palestinian Civilians as Human Shields and innocent families are suffering greatly because of that. Meanwhile, putin denies ukraine has or ever had real statehood. He claims the soviet Union Created ukraine. History has taught us when terrorists dont pay a price for for their terror, they cause more chaos and death and more destruction. They keep going. And the cost and threats to america and the world keep rising for 75 years nato has kept peace in europe and has been the cornerstone of american security. And if putin attacks a nato ally, well defend every inch of nato which the treaty requires and calls for. There are new signs that israel may be closer to launching a Ground Invasion of gaza as it claims fighter jets struck more than 100 hamas targets. Netanyahu and the Defense Minister met with troops along the border on thiursday. And cnn crews report an increase in activity. And saying you see gaza from a distance and soon you will see it from the inside. Translator there is no forgiveness for this thing. Only Total Annihilation of hamas organization. Terror infrastructures, everything that has to do with trusts and whoever sent them. It will take a week, it will take a month, it will take two months until we eliminate them. Truckloads of humanitarian aid along the border with gaza will apparently have to wait in egypt for a bit longer. Multiple sources tell cnn The Rafah Crossing is not expected to open today but possibly will on saturday. The World Health Organization says that is only a start. Our trucks are load and ready to go. Were working with palestinian and societies to deliver supplies as soon as The Rafah Crossing is opened. Israel has cut off supplies of food, water, medicine and fuel to gaza until hamas releases its hostages. But now says that it will not block humanitarian aid going into gaza from egypt. The ub. N. Says food could n out in a few days and there are risks of water born illnesses. Doctors without borders says the main hospital has enough fuel to run generators for just another 24 hours. And lets bring in peter lerner. Thank you for joining us. You can give us a sense of when the border with egypt might be open for that aid . No, i heard your report and that is what were weighing on at this time. Indeed we understand there are preparations being made to have truckload of supplies coming into gaza. Of course our concern is where those supplies actually end up. I heard the comment about the hospital not having fuel for more than another 24 hours. I would say the fuel that hamas commandeered a few days ago would be more than enough to keep the hospital up and running. And the u. N. Says that they need 100 trucks a day, not just this 20 trucks. That is one thing. But i know your concern is making sure that the trucks are checked properly because you dont want any Military Equipment for example going to hamas. Is that one of the delays from your Point Of View . Im not really in the on the egyptian side. That is what they are doing and i think that is where we need to be focused. Our mission is currently continuing to destroy hamas, their capabilities, seek out and destroy their command and control positions, their rocket launchers, their drone explosiveladen drones, wherever they are hiding, wherever they are operating, that is our focus. The humanitarian operation is happening in parallel mostly coordinated by the diplomatic level. We are fighting against hamas. And what is the status and nature of the fighting at the moment on your northern border with lebanon . Obviously today weve heard another town in israel, home to around 23,000 people, they have had a mandatory Evacuation Order as well to move away from that territory. And this is additional to another 28 communities that weve already evacuated. So we are taking the necessary precautions to keep our civilians out of harms way. Weve seen an ongoing escalation over the last now two weeks, 14 days, this is day 14 of this war that hamas declared on us. And over the last 14 day, weve seen an escalation by hamas against Israeli Forces across the border, along the border, but also against civilians that were at the border. So were doing what we need to do in order to protect our civilians, indeed that village is being mandatory evacuated to keep our civilians out of harms way. Hezbollah under i would say the guidance and encouragement of iran is operating, they are doing it in order to try to divert our attention from the southern arena, but were very, very focused on Destroying Hamas, its capabilities. And we have the defensive capabilities on the border with lebanon. Two main concerns that i think should really concern lebanon, first of all, the government of leb lebanon, anything that happens from their sovereign territory, they are responsible for and they will be held accountable for. And second i would tell hezbollah look very closely to how we are dismantling and Destroying Hamas step by step. And they have to think if they really want to cross that threshold. That is quite a significant thing you just said, that you will hold lebanon accountable for things that hezbollah does. That would effectively create conflict between israel and lebanon, not just hezbollah. Well, absolutely. This is a sovereign state. It has control over its borders. They have the responsibility to make sure that the terrorists like hezbollah, terrorist army, does not launch attacks against israel. Do you feel a responsibility in terms of the proportionality of your response to the attacks that were carried out on israeli territory to prevent this conflict from spilling over and widening across the region . Because obviously the u. S. Said that it shot down missiles that came from yemen. There is deep concern that this is going to escalate and potentially spill over and the majority of that decision as to whether or not that happens depends on what you do in response to what happened to israel. Bianca, it kind of sounds like youre asking us to surrender to the i absolutely didnt say that, i said do you feel a sense of responsibility for preventing regional spillover because that defends on the proportionality of your response. In no way did i suggest that. That is what is sounded to me, as if we should not respond to terrorists enforce because as a i was asking a question about proportionality, sir, i didnt say anything about the fact that you dont have a right to defend yourself nor is it my place to. So im asking you, do you feel the responsibility that proportionality of your response might determine whether or not this conflict spills over to the wider region . Bianca, we operate based on three core values. First of all, distinction between civilians, noncombatants and the terrorists. You see we are targeting destroying and pir suing the terrorists of hamas. Indeed it is a densely civilian population and therefore it poses a huge challenge for any professional military. The second value that we are operating on is military necessity. So we are targeting the Military Assets that hamas has being a couple lated not as a terrorist organization but a terrorist army. And as you rightly pointed out, proportionality is not a numbers game. It weighs on the civilian casualties and civilian impact against the military necessity and the achievement that it will give in the battleground to alleviate the military threat. So indeed there is a huge challenge. If it will create a broader conflict, we need to be prepared for that. The idf has recruited some 300,000 reservists in order to be prepared for an eventuality that there may be a broader conflict. And indeed many of those reservists will be focused on gaza, but we have en reinforced our forces long the border with the north and well protect ourselves. We will defend ourselves and indeed hamas are responsible for the reality in gaza. Hamas launched a war, a brutal massacre, a merciless attack against women, children, babies, elderly, they are holding 203 israelis an fod foreign nationa as we speak hostage. They are trying to manipulate emotions in order to create perhaps the chaos across the region. But unfortunately, this does not and will not prevent us from defending ourselves. And we will be proportionate in military terms, we will utilize our force in order to destroy all of hamas capabilities. They will never ever be able to launch an attack, use the gaza strip as a Staging Ground against our people ever again. Youve talked before about how on Ground Invasion would obviously the decision would be made by the government and then you would carry that out. Our sources have told us that politicians have given you the green light to go in. You can tell us what you are saying officially about that . Obviously we arent commenting specifically on anytimes and dates when the government indeed instructs us to. The idf is making necessary preparations in order to be ready to mobilize. We have accumulated quite a substantial force in the border, in the border area, across services. So we have armored infantry, artillery, air forces, navy forces across to protect our civilians. And each unit, each Operational Force knows what their specific target task will be when and if they need to mobilize. And, yes, indeed we are training and equipping them so that they are prepared for the battle ahead if and when it happens. Obviously for operational concerns, i couldnt elaborate on a time and date and i know that is what you are really interested in, when is this going to happen. But unfortunately the Current Situation is we are pushing forward, we are escalating, we are striking hamas extremely i would say dealing extremely strong hits. We will continue to do so in order to restore safety and security to the people of israel. Lieutenant colonel peter lerner, appreciate your time. Thank you. The white house is expected to submit an urgent Budget Request to Congress Today to continue funding the war efforts both israel and ukraine. But congress cant act on the request until House Republicans choose a new speaker and no one knows how long that will take. Kayla tausche has our report. Reporter President Biden in an Oval Office Address making the argument that the world is at an inflection point, democracies against dictators and that ukraine and israel are on the front lines of this war. He also made the argument that the u. S. Needs to continue investing to help ukraine and israel win that war. Here is the president. American leadership is what holds the world together. American ally answers are what keep us, america, safe. American values are what make us a partner other nations want to work with. To put all that at risks if we walk away from ukraine, if we turn our backs on israel, it is just not worth it. Reporter biden called it a smart investment that would pay off for generations and also alluded to the fact that it would help keep u. S. Troops out of those conflicts and keep the conflicts from widening. It all comes ahead of the White House Asking Congress for roughly 100 billion in new aid to fund these crises, about 60 billion of that would help ukraine continue defending itself as russias unprovoked invasion nears the two year mark. And israel as the war with hamas enters the two week mark would see about 10 billion from that package. But there remains to be seen what the path is for that package in congress where there is a Leadership Vacuum in the House Of Representatives and very clear consternation among fiscal hawks and Progressive Democrats about writing blank checks to many of these countries. The white house is confident that there remains bipartisan support and that there is rough agreement among many lawmakers that the u. S. Will end up on the right side of history. Kayla tausche, cnn, the white house. And Katie Polglase is covering all of this for us and is joining us live. First tell us about the reaction from u. S. Lawmakers to bidens request. Was there unanimity and consensus or will it be problematic . It will definitely be quite problematic. And there is little unity right now in capitol hill. There is a Leadership Vacuum. There is no speaker in the House Of Representatives. So getting any funding through will be very challenging. And looking beyond capitol hill and the broader Public Opinion in the states because of course that is the key question here really, there is a divide as to whether or not funding should continue not only to israel but also to ukraine. And if you look at cnn polling in the last couple of months, there is clearly not much agreement as to how much funding there should be. Ukraine, we did a poll back in august, already over half of americans are saying that the congress should no longer be giving opportunitying to ukraine. If you turn to israel, already this is very much the start of a war, there is clearly a lot of escalation on the ground and yet there is still not agreement amongst the American Public as to whether or not there should be funding. Just 35 think the u. S. Is giving the right level of assistance. And so biden has a lot on his plate really to argue for more funding and 100 billion total for all of this not just israel but ukraine, taiwan, also the u. S. mexico border, that is a lot of money to be asking for and were reporting on these developments on the ground, escalation is clearly under way. Ground invasion is being talked about, humanitarian situation in gaza is dire. Getting aid in seems very challenging still. Bidens attempt at his visit there was to deescalate, to find compromises in this war. It doesnt seem to be going very well. Whose fault is it that there is only 20 trucks lined up to go in and even they cant get in in. There seem to be more trucks further back. There are 200 triucks further back. I think the main question as to whether the crossing hasnt been open at all, getting those 20 trucks this would at least do something and there are people just on the other side of that border that could use that aid. As we see the repeated aerial bomb board. S, a lot of different bombardments, a lot of shelters, help treat people for injury, all these things are getting damaged because of strikes and continued fighting. And so any kind of aid would be crucial and as were seeing, lots of dispute, lots of Different Countries involved in making that happen, not just egypt which borders with gaza, but also with israel. Clearly they have some views as to what kind of aid should be getting in, how much. Notably they are not allowing aid in through the israeli crossings into gaza, this is just the egyptian crossing. So a lot still on the table. And as you mention, only 20 trucks. Plenty more needs to happen. The u. N. Says 100 are needed per day. Yes, the situation is dire and as were seeing with the strikes, it will only get worse. Unfortunately, there is very little agreement on the ground and there is the risk from the israeli side. Of course heavily disputed by the palestinian side that if you loi allow aid in, that operatives could be able to store weaponry. And that of course prevents any aid getting in if you follow down that theory. And at the moment there is no aid getting in at all. Katie, thank you so much. And from europe to north africa to south asia, thousands of protestors are marching in support of palestinians. And House Republicans embroiled in ugly arguments are no closer to picking their speaker. Well have a closer look at jim jordans uphill battle. Humanitarian groups say conditions are growing increasingly dire for civilians this gaza. This holdup at the border between gaza and egypt, it must be a huge frustration for you. It is actually the Palestinian Red Crescent has been preparing for the entry of humanitarian aid over a week. Our committees are ready in rafah and gaza and as well as our warehouses to he have is the aid and the transport to the most needed areas in gaza. Our teams are still waiting to receive that aid from our partners and egyptians red crescent. It will be a lengthy process since we need to unload the trucks to other trucks and then start the distribution process. Up to the moment, there is a lot of confusion around the types of aid that is getting in. Also as you mentioned, like 20 trucks would be not even enough to fulfill the gap that they face. Primarily hospitals are the greatest need for the aid. So, yes, were still waiting to see how things will go on. It will be the most important aid regarding the humanitarian aid for example water and food are the most priority. For the hospitals, we have said along that the most important is fuel, medicine and supplies. Up to the moment we know medical supplies and medicine, there is some confusion around the entry of fuel. You can give us an update on the prevalence of Waterborne Illnesses . And i also heard earlier reports of skin rashes or diseases potentially spreading because people are in such close quarters. Absolutely. We run one of the hospitals in gaza and we have around 8,000 palestinians who have been displaced and they are within the hospital because they dont know where go. Those who had to evacuate from the north to the south, since there is no place to go, so they sought refuge in our hospital which is the same case for all hospitals in gaza. Now hospitals in gaza are not only a place for injured patients, but also a place for thousands of civilians seeking refuge inside the hospital. And so they are using the same facilities, the same everything. There is lack of hygiene. Same case applies for schools which is packed of hundreds of thousands of palestinians who sought refuge in the schools. There is no water, no way for hygiene, there is lack of everything, so that is why there is a great concern regarding the spread of these kind of disease. And really appreciate your time today. And a new warning came from the European Commission chief who says if the crisis is left unchecked, it could spread across the middle east, europe and indopacific. We have seen the arab streets fill with rage all across the region. So the risk of a regional spillover is real. And this is exactly what that has was hoping to achieve. In another sign of a possible he escalation, a u. S. Warship shot down some drones. They were launched by Houthi Rebels thursday. They are backed by iran. According to the pentagon the u. S. Is still trying to find out for sure what their intended target was. Information about these engagements is still being processed. And we cannot say for certain what these missiles and drones were targeting, but they were launched from yemen heading north along the red sea potentially toward targets in israel. Our defensive response is one that we would have taken for any similar threat in the region where were able to do so against our interests, personnel and our partners. And u. S. Officials say that they are not aware of any casualties from the incident. And meanwhile u. S. Forces in the middle east have come under fire for the fifth time this week. Officials say two rockets fired this morning targeted an area near the Baghdad Airport that houses both u. S. Military and civilian personnel. One rocket shot down and the other exploded without causing any casualties. Earlier this week u. S. And Coalition Forces in iraq and syria came under drone attacks. An American Civilian Contractor died of a heart attack after an Early Warning system sounded. Wants a beefed up presence as a form of deterrence, but surely it also raises the risk of escalation because it means that the u. S. Could become a direct target of some of these actors themselves. And then what happens . Certainly the u. S. Being there, it may become a target, but at the end of the day, a lot of these activities have been generated by the hamas attack on 7 october. It has emboldened actors in the region. They see israel and other countries as weaker and they are making the most of the opportunity they feel exists to attack israel and u. S. Interests across the region. In the last hour well, the last half hour in fact, idf told us that if things escalate with hezbollah, that they will hold lebanon accountable. Is that an escalation in itself . Im not sure how they will actually do that, but certainly israel is trying to deter as much as possible other actors conducting attacks on israel. The most dangerous one is hezbollah with the massive arsenal of over 150,000 rockets. It will be trying everything it possibly can to only have to fight one war on one front at a time. All eyes are iran for obvious reasons. How do you assess the iranian response to the events of this week in terms of their appetite or reticence to get further involved in this . Certainly they have made some comments that havent been helpful about israels potential operations in gaza and what might happen there. But iran over the last 20 or 30 years or so has preferred to work through proxies in the region. Whether that is hamas or whether that is hezbollah in the north, that is most likely to be its preferred pathway ahead. I dont know that iran would like to be directly involved in these conflicts when it can outsource the operations to others. The broader destabilization of the region presumably is one of the ways that this will escalate perhaps in countries like lebanon or jordan that get destabilized because of sympathy for the palestinians which they dont feel is being recognized by their leaderships. Well, certainly no country in the region wins from what hamas is trying to do. Even iran needs to be very careful that any wider destabilization might blow back on it. I mean, one of the core reasons why hamas undertook these attacks on the 7th Of October was to prevent normalization of ties between israel and saudi arabia and that deal would have come with greater concessions for the palestinians and greater support for them. Hamas has blown all that away and it will destabilize many countries across the region. In terms of hearts and minds, the west is obviously in quite a delicate situation here. In no way underestimating the horror and the terror that hamas inflicted upon israel. I think we all agree on that. In terms of the response in gaza and the Public Opinion in western countries, sympathy towards the palestinian cause, it is quite difficult for them it seems to maintain the moral high ground of civilian deaths if the deaths continue a pace in gaza. Well, it will be difficult for some of israel supporters to continue strongly supporting israel if the civilian death toll increases. At the end of the day the president of the United States while strongly reiterating support of israel was also very strong on the matter of Gazan Civilians and preventing civilian casualties to the maximum extent possible. It is a difficult line to walk in the coming days, weeks and possible months ahead. And one way that it could escalate is countries in australia or European Countries where there is a reflection as there has been in the past in a rise in jihadism. How concerned are you about that . Well, Self Radicalization is certainly something weve seen. A lot of people dont need these events do terrible things. But it does prompt people to get on line, to look at social media and look at some of the foreign acts into, you know, really engage in behaviors and in online behaviors that they may not do normally. Even as far away as the bottom of the the world as australia, weve seen some protests with awful behavior, but unfortunately when we see these kind of conflicts in the middle east, it does tend to engage a wide swathe of people Around The World. Mick ryan, appreciate your insights. And the u. S. House of representatives remains rudderless after jim jordan came up far short in his second effort to secure the gavel. And the republican hard liner will hold a News Conference ahead of what would be the third speaker vote. Although he appears to be bleeding support the longer this all drags on. This guy refuses to lose and that is good, i find that to be very good, but at some point we have to move forward and we cant keep the country shut down. Well find out if there is anymore votes. We are told however that there were some people who voted for jordan on the second ballot now planning to vote against him on the third. Which would be very problematic for jim jordan and his speakership. In the meantime, there are now new concerns other members safety. Jordan of course has denounced those Death Threats and says he has no involvement in the outside pressure campaign, but all of this speaks to the growing tensions and frustration in the gop as they struggle to select a new speaker. And also they say this kind of response not unlike what china has said after the russian invasion of ukraine. This seems to be more about projecting the image of a peace maker than acting as one. In the past few days we have seen the Chinese Foreign minister for example express a hardened line towards israel while the government still refuses to even name hamas in any of their statements and condemnations that the state Media Coverage of the story appears to be increasingly onesided, very much focused on the palestinian cause. And under tightly controlled social media as you know, the government literally could flip the switch to shut down any conversations they dont like. We have seen an explosion of antiisrael and often antisemitic comments and all of that according to experts is an indication of where the governments position truly lies. And at the end of the day though, a lot of people also see this as connected to the current tensions between washington and beijing. We have seen officials here but also state media and even social media users now training their fires on washington and blaming the u. S. As the ultimate culprit here driving home the point that the u. S. Is a factor of instability Around The World while china is the factor of peace.
