The president Will Depart Washington today as he tries to prevent the crisis in israel from spreading into a wider conflict at the same time that he works to ease the humanitarian suffering in gaza. Secretary of state Antony Blinken announcing monday that the u. S. And israel will develop a plan to ensure aid from donor nations and groups will reach civilians in gaza. At the moment that is a major problem because right now the Rafah Crossing Into Egypt which is currently the only route in or out of gaza remains closed. There are four 30foot Missile Craters still blocking the roadway along with cement slabs placed by egypt. And in gaza there is no electricity because of a lack of fuel and no water being pumped because of the lack of electricity. The World Health Organization warns that Public Health crisis in gaza is imminent. Secretary blinken says the president will also work on securing release of hostages held by hamas. Hamas released the first video that weve seen of the hostage, this woman, 20yearold mia schem. Cnn is not showing the video itself, but Anderson Cooper spoke to her family last night. Obviously the president s travel always carries a lot of symbolic weight, but in moment is a very heavy one. How is this trip and the world going to view what he does next . Reporter i suppose if the presence of two u. S. Aircraft carriers, fighter jets and now 2,000 marines and sailors being dispatched wasnt a loud enough message to the world and in particular israels foes that the United States has israels back, then the presence of the president himself ought to do the trick. So that is the message to the world particularly iran and hezbollah proxy in the south of lebanon. An end t an he said that he had would not word for israels enemies or other groups seeking to exploit the current situation, dont. And i think that well see President Biden repeating that. So that is the message to the world. Message to israelis, biden putting his money where his mouth is to show when the u. S. s support for israel ironclad, he means it. So he will go there and i think that israelis will be assured to see the president of the United States in israel showing that he has got israels back and that the United States will always have israels back. While hes there of course he will also be discussing the humanitarian situation and that will also show i would imagine he hopes that the u. S. Is not blindhe humanitarian situation. And i suppose finally this is also a message to the American People in particular Jewish Voters perhaps or voters who support israel in the United States, that their vote, that having the democrats and President Biden in charge in the United States means that the relationship with israel will remain as it is. And that would perhaps to the republican claims that the democrats are . How softer on the palestinians and do not support israel in the same way that republicans do. Sure. And look, we know that israel we expect israel to send troops into gaza to attack hamas. There have been questions swirling about the timing of this, was it delayed, why. Do you think the president s trip will affect the timing of this . Reporter i think the weather and intelligence and the situation on the ground is probably going to have more of an impact. We had an almost definitive denial by an idf spokesman earlier saying that, no, that the president s visit will not delay or deter israel from going in on the ground. But weve been talking about this for days. Obviously the israelis wont give anything away. They still want to maintain some kind of element of surprise even if a Ground Incursion is imminent. But certainly what the israelis are saying is that President Bidens visit to israel will not affect their plans for whether it is a Ground Envision or any other part of the war that it is currently engaged in with hamas. It would certainly be a statement a lot of people would read into if they would invade at the same time biden was putting his boots on the ground there. Elliott gotkine, thank you. Thank you for being with us this morning. Can you help us understand the difference between weve sent two Carrier Groups now. Now a contend against of 2,000 marines to the region. What does that say . Well, these are prudent steps by the Department Of Defense to get capabilities in place that will help deter iran from expanding the war. But also in case there was a requirement to evacuate american citizens from israel, the marines belong to the Marine Expeditionary unit that is typically afloat in these regions that would be there to help evacuate people or provide some sort of aid. So i think these are present steps by the department. What do the other preparations look like behind the scenes in terms of like what the pentagon is doing at home with Readiness Units as we watch this unfold overseas . So two Carrier Strike groups, that is an impressive amount of combat power, biyou need two Carrier Strike groups if you anticipate that somehow iran made the mistake to launch a antiship missile at a u. S. Aircraft carrier, you have to have enough protection for the ships at hand. And so the requirement to be able to launch strikes against targets inside iran or elsewhere, as well as maintaining a 24 7 Combat Air Pa Tral control over the carriers, it would require the aircraft from two strike groups. So that is the reason for two. But that is a significant amount of capability. The pentagon obviously is also delivering certain munitions that the president has agreed to provide to israel. And at the same time the pentagon has to keep is keeping in mind that were supporting ukraine. This is i think this is a two front war. Russia benefits more than anybody from this hamas attack on israel because it distracts and i think that these are connected via iran, russias only real ally. So the pentagon i think is probably looking at this in a strategic way, how do you help ukraine win, how do you make sure israel is successful, and how do you make sure iran does not expand the con 234rik9s. It is an interesting way to think about it. Trying to get money out the door from congress if they could pick a Speaker Of The House. You would have dealt with a lot of vips in your theater and we have the president visiting the Rinlg Oon Region tomorrow. What impact will that have on the decisions that the idf is making in firms of the timing of their incursion into gaza . The timing of the Ground Operation whenever it starts i think is going to be driven primarily by the intelligence that they are able to build up over the next few days. They are not just going to drive into gaza. They understand that hamas is hoping that they will do that, that nama hamas will be waiting. So they will be very deliberate. Obviously they are concerned about the 199 or so hostages that are there. So other than getting the hostages, there is no Time Pressure to hurry up and go. So i think having the president come is a positive thing becauseful demonstrate american commitment, but it also will remind everybody that the u. S. Has Strategic Interests in helping to prevent this continuing into a blood bath against innocent civilians. Of course that is the opposite of what hamas wants. So i think the president s visit will signal support, restraint, and also i think that the president is human and he will come away from this understanding also exactly the situation. I dont think now, i have to say that i dont imagine israel would launch a Ground Operation while the president was there. I mean, it would not be a good visual and it wouldnt make sense. So again, i dont think that they are on the clock. They dont have to attack in the next couple of days. But well see. I think the word he might be looking for is provocative. I feel like that would be pretty provocative if they went in while biden was on the ground there. Well, im just sure that the Administration Team is talking with Israeli Government about this kind of thing, that the timing of a president ial visit especially to a zone like this is not going to be based on hope or good luck. So i imagine this is all factored in. But main thing is israelis wont go until the conditions are cau verychallenging, costly offensive, whatever it looks like. But the real clear distinction is israel trying to get civilians out of danger. Hamas are trying to put civilians into danger. Reporter gaza has no power, no pressure water, and its egyptian border sealed. Half its two million population has been told to leave the north of the enclave amid continued israeli airstrikes. More than half a million are on the move. Egypts president said i believe that the ongoing retaliation goes beyond the right of selfdefense for israel. And amounts to the Collective Punishment of the gaza strip. Egypt further insists that the palestinians should not leave their territory and face permanent displacement. China meanwhile is sending a special envoy to the region next week and calling for calm. Reality here, they are dealing with crises at home, or in the case of Vladimir Putin, abroad, in ukraine. But obviously a war he is waging. Xi jinping has the economic crisis on its hands. And there are obviously fears that this war could spread, involve iran and potentially pull many powers into a wider conflict. What are the leaders thinking at this point and how do you see the next turn of the screw if you will . I think both leaders are trying to broaden their influence across the arab world. That is a broad picture weve seen developing over recent years. If you go way back, ussr, china, they had a lot of st of sympath palestinians but they have been trying to build diplomatic ties with israel. So i think the broader strategy. In terms of the war, they have been talking about humanitarian corridor, they have been talking about a ceasefire. And peace talks. Actually russia presented this idea to the u. N. Security council calling for a ceasefire. It was rejected though by the u. S. , uk and france because it didnt condemn hamas. And this is the issue that they will have getting involved in any sort of negotiation involving palestinians and israel until they condemn hamas, israel arent going to want them involved. And they are not actually frankly if you look at it in the mind for peace talks right now either. So interesting to see what comes out of the meetings today. But it is difficult to imagine them being involved in any sort of negotiation. That is fair. How do you view the next thing on the docket is President Biden visiting israel on wednesday as we wait to see when the israelis will make the move in gaza, the widely expected Ground Incursion. He will go to israel and then he will meet with leaders in the arab world. What is the view from europe especially i know you talk to a lot of european officials in terms of what this means for the west and the evolution of this conflict . Well, you have the china russia access, particularly china access trying to weaken american Western Power on the world stage. So i think this is a huge test for President Biden to show that america is still gom nantz on the world stage. Blinken had this huge long meeting with the israeli war cabinet. After that he announced the biden visit. There has to be something that biden is ready to announce for his riarrival there. Lets see if that works. It will obviously be something around humanitarian aid and also having safe areas for icivilian. If that works, i think that will reflect well on biden on the global stage. If is it doesnt, it could be disastrous to be associated with whatever comes up. But i think it is interesting, certainly europeans are looking at it as a big test for western pow over the global stage. I think for biden as well, it is a big message to his allies in europe that this is a really serious issue and we have to get involved and try to resolve it in what way we can. Very good point. Lets bring in senior columnist and ededitor at the Jerusalem Post and author of shadow strike. Sir, thanks for being with us this morning. Lets start with talking about the message that the u. S. President is sending here both to israelis, obviously one of support, but also to iran. What do you see inkasie, no dous a strong message that the u. S. President has never come to israel in the past and there have been several wars in the countrys 75 year history at the time of a conflict that is ongoing. So just that mere touchdown of the Air Force One tomorrow near tel aviv or whatever airport they open up for him is it going to be with a lot of symbolism and sends a clear message along with those Carrier Groups, the marines an been deployed. This is a message to hezbollah and iran, do not expand this conflict. Do not widen it, let israel do what it needs to get done in tay seriously. And you bring up hazardous. It feels like the incursion was imminent but kind of delayed some. And i was reading a bit of the coverage that suggests that that may be that they are waiting to see what hezbollah is going to do. What is your understanding of that dynamic . Being look, is look, israel concerned about fighting a war on two fronts. It is one thing in gaza. We sawlook, look, israel is concerned about fighting a war on two fronts. It is one thing in gaza. We saw what happened with the invasion and they broke into israeli homes and murdered babies and children and parents and more. That was a big surprise that caught israel off guard. To have another war at the same time in the north will be complicated to fight at the same time, but what we need to keep in mind is that they are all connected. Hezbollah is every day challenging the idf on the northern border. And hezbollah has more capabilities than hamas. They have according to Israeli Military predictions about 150,000 rockets and missiles that can cover the entire state of israel, Tens Of Thousands of soldiers and terrorists, Guerrilla Fighters that would be able to enter and invade israel, the idf would have to push them back. So what we saw october 7, i dont want to sea it was peanuts because that was terrible, but hezbollah could do a lot more damage to this country potentially. Obviously no where are we minimizing the loss of life in the hamas attack, but in terms of strategic capability. I want to read a little bit from the piece that you authored in newsweek. You call for the u. S. E more aggressive toward iran especially in terms of its deployment of military forces and you argue instead of dispatching the Carrier Groups, he should park it in the persian gulf. That would be a break provocative move and there is a reason that President Biden is not doing it. Why do you think this is the way to go . Because at the end of the day, who is in charge of all this . This is a proxy war. Israel is a Country Fighting A war against Terrorist Proxies that are funded, supplied, directed by the iranian islamic republic, by the ayatollahs. They are the ones orchestrating the entire dachaos. I have no doubt easy really will defeat hamas. Israel would defeat hezbollah ultimately with all the damage that comes on both sides. But what that means is were giving iran immunity. And the iranians need to pay a price because they are the ones responsible for all of this. And the best way to do that is direct threat by the American Administration against iranians. And do you know how i know it might work . In 2003 when the u. S. Was building up forces ahead of the invasion of iraq, that was the one time in history that the iranians suspended their Nuclear Program and got afraid because they thought they would be next in line. When they fear credible Military Threat on the table, they recalculate. And that has yet to happen. We need to present them with a credible Military Threat. All right. The House Of Representatives set to vote to pick a speaker at noon today. Hard liner republican jim jordaf the 217 votes he would need to win the gavel. But he has been flipping a number of key holdouts. And seems to be getting closer to the pamagic number. We need to get a speaker tomorrow. The American People deserve to have their congress, their House Of Representatives, working. And you cant have that happen until you get a speaker. So we need to do that and we need to happy our dear friend and closest ally israel, we need to help them as well. And so jordan has been closing the gap. But he continues to have a math rob. He can only afford to lose four votes. By our count, there are at least five who say they are a firm no including don bacon of nebraska. Im trying to express where a bunch of us are at. Weve been walked on. Everybody says you got to forget that, you got to be with the team. Where were they when they did this to kevin . That was a reference to Kevin Mccarthy. He of course is the deposed speaker that happened two weeks ago today. Lets bring in eva mckend. Good morning. Always great to see you. I have to say, my sense in talking to sources around this is that jordans momentum is moving. And while there are people who say that they will vote no, this group of relative moderates, you know, some of them this districts that supported joe biden, are much less willing to essentially nuke the entire effort and take jordan down on the floor than the Matt Gaetz Hardliners that were willing to take down Kevin Mccarthy. How do you see today playing out . I think that you have the right pulse on things. He still has a math problem. But the numbers are going in the right direction for congressman jordan. Several moderate members who said that they would never support him, they have changed course. And jordan and his team have really engaged in this intense lobbying campaign. And so i think that is why they have the confidence for move forward today. And there also seems to be a widespread recognition in the conference that the optics of the continued chaos that really has come to define the house in recent weeks, that it is just bad for the party. And again the people who are the ones who stand in jordans way are the people who are least tolerant of the continued chaos and most interested in stability. I do want to play one of the interesting holdouts is Congressman Ken Buck who has an interesting history as someone who has been on the right of the party, but who has been a loud voice on something we havent seen many of his colleagues focus on, which is the actual winner of the 2020 president ial election being joe biden, he is looking for a commitment from jim jordan on this topic. Take a look at what ken buck had to say. I think that jim at some point if he is going to lead this conference during a president ial election cycle, a president ial year with primaries and caucuses around the country, will have to be strong and say donald trump didnt win the election and we need to move forward, hopefully for republicans we get a republican candidate in the white house. Lets not forget the role that the House Playses in certifying president ial elections here. And it does seem like it will be hard for jim jordan to come out and say what ken buck is demanding of him. Absolutely. This is actually really interesting because congressman buck, congressman jordan, are aligned from a Policy Perspective but this Election Denialism Issue is a problem for buck. Listen, congressman jordan cant run away from how closely aligned he is to the former president. And it is certainly an asset to some of those hard right members, they like that they are getting a trumpian potential Speaker Of The House. But what weve seen is that jordan hasnt made sort of the election denialism central to his pitch for the speaker some into his colleagues. Another key concern, another knock on jordan, is that he is not known as a prolific fundraiser. As you know that is also key to the job in addition to keeping the house in order, you have to raise quite a bit of money for your members. My sense might be that Kevin Mccarthy will fill in the gaps there. As were talking about this, im flashing back to january 6, 2021 when on the floor of the house, jim jordan apparently tried to help will like take the elbow of liz cheney who was then a member of the body and help her escape what was a violent mob outside the goordoors. And she looked at him and said you did this, an expletive in there that i wont repeat on tv. But she has been behind the scenes trying to warn people about jim jordan according to our reporting. But it did seem at this point like that is not something that is front and center here. I just think that it is worth taking a second to think about what a change that represents. You know, it has been a little bit of a slow boil but i dont think that we should lose sight of that. We shouldnt. But jordan is storort of emblem attic of where the party is right now. They are confronting reality. Em is right now. They are confronting reality. And we shouldnt forget jim jordan is endorsed by donald trump. Eva, thank you for being up with us. The reality is jack lew has a back ground and the problem with a lot of the republicans is around his work as Treasury Secretary under the Obama Administration which involved Handling Sanction money around iran and the iran deal. And he has been booed at israel events in the past. He has kind of gotten into it a bit with Benjamin Netanyahu over how netanyahu talked publicly about the iran deal and what the Obama Administration was doing at the time. This does that seem like it will be smooth sailing for him. It wont be. Eventually he is likely could be confirmed because democrats are united behind him, but republicans will make it difficult. Tom cotton is not on the Foreign Relations committee which is where the Confirmation Hearing will be held. However marco rubio is. And he said that while the United States needs an ambassador to israel, it needs to be the right person. So you can read between the lines there. Seems like he will endure some pretty tough questioning. And maybe push it down the road, maybe make it late october before there is a con tir nation vote. But certainly the unanimous consent as they say that you mentioned doesnt seem to be in the cards for crack lieu. And we should for folks arent as steeped in the process as we are, unanimous consent would be all 100 senators signing off and saying you can do this really quickly. If they dont, he has to go through the normal process which takes a while. Democrats are saying that we need an ambassador. Fair argument. Im curious, have you picked up on any signs that there are any democrats with concerns about jack lews nomination . Chuck schumer obviously is a very strong supporter of israel. He was there over the beak end. He is jewish himself. And i remember asking questions of him about the iran deal. End. He is jewish himself. And i remember asking questions of him about the iran deal. Seems if thinking would derail it, it would be in there. Any sense that that is a possibility . I havent heard anything, but what ive learned about this particular set of Congress Folk both in senate and house side, you never really know. That said, my understanding is that democrats are united behind lew. An interesting Confirmation Hearing to watch for sure. And lets talk about the speakers race because weve got just about six hours now until jim jordan says he will go to the floor and basically dare people to vote against him. You and i have both covered these folks long enough to know the group that says they are opposed for him less willing to tolerate chaos. Do you think that they will hold or fold . And that is the question, you know. Usually if history serves, moderates usually fold. Not all these folks are moderates. A lot have axes to grind with jordan. You have heard several talk about what jordan has been in the past and whether this is if he can be the uniter that he is presenting himself to be, which again has not really been his reputation during his tenure in congress. Right now if you look at the cnn count, doesnt seem to be quite there yet. But however on the floor when you have momentum, sometimes people get swept up in that.
