Israels military is warning all civilians in gaza city to leave their homes and head south. It is the surest sign yet that the idf plans to intensify its military operations inside gaza after hamas attacks on israel left 1300 people dead, 27 of them americans, and took more than 150 people hostage. Hamas militants are telling palestinians not to leave their homes. The u. N. Calls the Mass Evacuation an impossible task. Palestinian Health Ministry says more than 1500 people have died so far in gaza after days of israeli airstrikes and a total blockade without fuel, food or water. Right now Secretary Of StateAntony Blinken is on his way to qatar after meeting with Mahmoud Abbas in jordan earlier. He spent thursday in israel as the u. S. Pushes for diplomacy to prevent the conflict from widening while trying to secure the release of hostages. Are on high alert today after a former hamas chief called for a global day of rage in support of palestinians in gaza. Lets bring in becky anderson. She is standing by live in jerusalem. I do believe there may be a bit of a delay here, so i want to warn our viewers about that. The u. N. Says an evacuation is which is impossible and in a strip of land with this many people, up to a Million People being asked to move, what is the motive behind the call and what happens next . Reporter well, what happens next is really the unanswered question, isnt it, at the moment. We spoke to the u. N. Yesterday in gaza who told us that in their facilities, they are now sheltering some 300,000 people. And it goes on. So if you consider that there are already displaced within gaza some squarequarter of the population, population of just over 2 million, you get a sense really of the enormity of what is going on. We are hearing the calls for the population to move south, quite frankly people here will say where are they going, where are they supposed to go. And there is much effort now about opening humanitarian corridors both for people to travel out of the country however that might happen and however that might be around the by the international community. And indeed to get humanitarian aid in. Because of course there is a shortage of and will soon be no fuel, electricity, food and water. Because of the total siege of gaza, the lockdown by israeli authorities. So what is going on in the besieged compound in the besieged enclave at present is absolutely dire. And reports we are hearing substantiate that. And the next question is really what does this war look like, what will any Ground Incursion look like and what price will be paid by civilians. Lets remember that there are hostages being held by hamas militants in and around gaza, 100 to 150 hostages. And so whatever the israelis decide to do next, and weve had numerous conversations now with israeli officials, you know, this is an incredibly complicated operation for them to try and effectively denigrate hamas Military Infrastructure and headquarters there while ensuring that both the hostages wherever they are being held are safe and indeed trying to ensure that there is not the sort of close lateral damage as it is often called, but call it as it is, civilian death isnt swinging in all of this. A very difficult situation as we wake up to what is day seven of this conflict. Calling it impossible as we said. Becky, can you tell us a little bit about what were anticipating today in terms of this expected day of protests or day of rage . Yeah, so let me just establish where i am. Im in jerusalem overlooking the old city here. And this is the temple mount, and ill walk away so that my cameraman can give us a sense of what we are seeing here. This is the most contentious site . Jerusalem and really at the heart of this conflict. It is midday here. Friday prayers at this mosque here on this site which is islams third holiest site, will begin shortly. It is of course also the holiest site in judaism and revered by christians. This site was captured by the israelis in 1967 from jordan and since then, there has been this delicate status quo about who can visit or access this site. Anybody can visit, but only muslims can pray here. And so the question is today, and ill give you more context to this, but this hour the question is who will be allowed by israeli authorities, by Israeli Soldiers to actually access this site in the past there has been for example an age restriction, any men over the age of 45 not able to access it. So we are being told it is selective access today, but we just need to wait to see how it develops. Lets me give you a bit of context. There are reports that settlers came on to this compound during the sekot ol holidays. And also the israeli army accessed it leading to clashes in this compound. And if you talk to palestinians, this is at the heart of the conflict. It is the cause for their grievances in the west bank and in gaza. So clearly an incredibly important site here. What goes on here has a huge impact in what happens around this wired reg this wider re. And hamas with this monster attack, among other things, it is the decemsecration as they c it which lies behind the reason for their subsequent actions. And anyone who visits that site can absolutely feel the tension even in times of peace. And right now obviously we are so far from that. Becky anderson, thank you very much for starting us off. Really appreciate it. And coming up here, israels new narrative on hamas after terror attacks last weekend. And House Republicans are back to square one in their search for a speaker. Well tell you what happened last night. Welcome back. It comes as signs are growing of israels massive mobilization for potential Ground Invasion of gaza. Highways are lined with military vehicles and more than 300,000 reservists are massing along the southern border. Lets bring in dana pitard. General, thank you for being with us. We saw pictures there and we outlined what is going on here. What do these Evacuation Orders say about what is coming . Good morning, casey. I think what it shows is that the israeli army is ready to move in soon with the attack against gaza and gaza city. It also shows that the israeli arm wants to separates hamas from the populists that they are hiding behind. Hamas of course would like the population to stay because they are using them as Human Shields in many ways. So that is where we stand right now. It is a very, very tough situation. And i mean, weve spent a lot of time talking with our viewers about the urban nature of the terrain, the tunnels, the Potential Booby Traps that have been set up for any of the routes into gaza. What do you think is realistic in terms of moving this many people out of gaza . I mean, the u. N. Is calling it impossible. But at the end of the day, honestly it is choosing between two bad options for these people. Yes, it is certainly complex. Ive been to gaza a couple times over the years and gaza city in particular. And it will be difficult. But i would not say impossible. The movement of civilians to the south and to egypt through rafah is certainly a possibility. Is egypt prepared for that . The answer is no. Will it be a catastrophe as far as humanitarian support . It is probably better than having them exposed to gunfire as they move through gaza city. That is a fair point. So we know that the defense secretary lloyd austin, who i understand you served with, or under, is about to address the media during his trip to the region. Were looking at the podium there are he is expected to appear with the Israeli Defense minister. What do you think that the mission is for him . Obviously Antony Blinken was there with a slightly different mission yesterday as we prepare for this assault. Or likely assault. Secretary austin certainly has a lot of experience in the region. He was centcom commander in the initial fight against isis in 2014. What Secretary Austin will be doing is really putting teeth behind what Secretary Blinken said. And that is that america has got israels back and to ensure that the region understands that. And so that will take some show of power. The movement of the strike route as well as a second one coming to the area is a part of that, but there will be other movements like that. Also facilitating Logistically Resupplies to the defense force, other things like that. But that is what i believe Secretary Austin will be doing. All right. Thank you very much for being with us. The rest were civilians. Many of them children, toddlers and babies. Inevitably inviting comparison with the reign of the socalled islamic state. But hamas has a long his her to of targeting the innocent including women and small children in Suicide Bombs especially. But it has no Pore Tensions to an islamic caliphate like isis. How can you explain why hamas even by the standardstensions Tn Islamic Caliphate like isis. How can you explain why hamas even by the standards of hamas killed so many children, so many toddlers . Is this something that is a surprise . What happened now killing civilians and killing children, i dont know why it happened. Even though that is not even comparable with sunni islam. Reporter hamas unlike isis hasnt turned its atrocities into propaganda video, but it has threatened to execute hostages on television. The movement is supported by iran but many other governments in the region have banned the hamas brand of political islam. In online press conference, a hamas official attempted to disown the atrocities. There were clear instructions from the commander of the brigades to avoid Targeting Civilians or killing them. Im not sure about the isis comparison, i think it is too early, but it is certainly the case that they may have been planning there for years. And thinking through what they can do because Everything Else they have tried hasnt worked. But certainly this is not going to work either. I think that this will spell the end of hamas. Reporter that is israels intent. But it is a prediction that has been wrong before. Sam kiley, cnn. Lets talk now about what happens in that long contested region. The gaza strip. If hamas is taken out. Max foster is joining us live from london. Max, good morning. Thank you for being here. I think that some people may not understand the way that this relationship works or how i mean, hamas is functionally the government in gaza. And we saw some government officials, they were talking about the military arm trying to claim that there was some sort of disconnect, but the reality is that they are kind of one in the same. And we have a bit of news that just crossed from Jeremy Diamond who says that the idf is Accusinging Hamas of hiding behind the people of gaza refusing or telling them not to leave. This is a dire governance situation for these people. And can you help explain kind of how we got here . Well, hamas is a militant group but also a Political Group with widespread support as a Political Group amongst palestinians. So that is what youve got here. We also have a situation where israel ntisnt just trying to suppress hamas, it is trying to destroy it. And if suck cessful, it will be destroyed. And the next days or weeks i think will be horrendous for palestinians. But what happens if they do destroy hamas . There is that adage you destroy or kill one militant and you create another one, maybe even more militant. And i think frankly at that point it will be a moment of Soul Searching for palestinians about what sort of governance they want going forward. There will be an alternative on the table to whatever comes Out Of The Ashes of hamas if there is another group that reflect it is and is more militant and that will be created frankly if he negotiating table. American will be there, jordan, egypt, they will create an alternative version of a government for gaza and palestinians will have to choose, do they want what comes Out Of The Ashes of hamas or do they want that internationally recognized order that will come out of it. You know, i wont predict what will happen, but i think that is the process. That is fair. And it is extraordinarily helpful to kind of be able to wrap your head around. One of the things here too that i keep going back to, part of why israel was so surprised here, was because they assumed basically that hamas wouldnt do this and part of what was baked into that assumption is all the things that were talking about right now. Israel controls access to everything for the gaza strip. So fundamentally if hamas were to do Something Like this, they would face extraordinarily dire consequences. This is what we have. And how do you think israel made that miscalculation . We talked a bit about the Intelligence Failures and i think, you know, iran is always playing in the background here. And that is what everyone is sort of concerned about obviously as well about iran getting further and further involved. And that is what were sort of looking to right now. But the Intelligence Failures were stark. There are images of rehearsals for this attack, this horrendous attack in israel in open sight. And it has been a big disaster. Whenever we ask the idf why there was this Intelligence Failure, they say that is a debate for further down the line. They are focusing on the having aation today. And i have to say, i wonder how it will work. If you imagine someone in a hospital in gaza city trying to get out, i dont know if they will get there. Hamas meanwhile saying stay put. So my heart sinks about what will happen the next couple of days. It is an absolutely devastating standoff with thousands if not in mill one plus lives hanging in the balance. It is just really awful. One plus lives hanging in the balance. It is just really awful. Id say enjoy the weekend, but it is a tough time. Exhausting week. Reporter nor can we verify the claim of course, but we are doing our it moutmost to do so. So that is coming from hamas purely at present. Neither the idf nor cnn with its teams on the Ground Sourcing Information are able to verify that. But i think what you have just delineated speaks to the enormity of what is going on here now. And ill explain why im in jerusalem here overlooking what is the most contentious site here, that temple al sharif, but what we know is that there are ground forces, 300,000 mobilized i Israeli Soeldi i Ier Soldiersn on that border. And the expectation is that they saturated described to me, they saturated the border building for what is expected to be a massive Ground Assault. But again, we are not privy to the planning nor do we understand when and if that Ground Assault will happen. What we know is going on behind the scenes talking to all my sources, Watching Blinken the Secretary Of State doing the rounds here yesterday. And we were reporting the images of blinken here yesterday. And he went to jordan and Mahmoud Abbas, and now on his way to qatar to the eau, to saudi, to egypt. What he is trying to do is get the region on board to find out what at the moment quite frankly would be a very, very, very short Term Solution for some sort of fix, some sort of advice to the israelis i guess about what happens next with regards gaza. And there is real fear now that what is happening in gaza, what has happened in the last seven days, a a monstrous attack by hamas on innocent civilians inside israel, there is real, real concern that this could escalate. And nobody around this region despite the fact that they have been warning of this for a long time, nobody wants to see this escalate. And let me explain where we are here. The court yard that you see on this site, this temple mount site, would normally be filled with worshippers. Prayer started about 20 minutes ago. And you are looking at israels third holiest site. And it is also the holiest site for judaism and revered by christians. I can only describe it is a delicate status quo about what happens on this site. Back in 1967, the israelis captured Old City Of Jerusalem from jordanians. And since then has been this delicate status quo whereby everybody is allowed to visit this site of whatever denomination you are, but only muslims can pray here. And it has been as i say the most contentious site. And behind this conflict. Because youve seen over the years Israeli Soldiers storms this compound, getting into clashes with palestinians here who see this as sort of the heart of their grievances. So here in lies the heart of what is going on. Hamas has called for a day of rage, a desecration of this site as they describe it which is behind their recent attacks and this call for a day of rage, they call their operation, operation flood. And we hope that we dont see the sort of clashes that weve seen in the past and it remains a quite city, but one can only hope. Anderson, thank you very much. And to the other breaking news, House Republicans are scrambling again in search for speaker after Steve Scalise dropped out of the race last night. If you look at where the conference is, there is still work to be done. Our conference still has to come together and is not there. People still have their own agendas. And i was clear, we have to have people put their agendas on the side and focus on what this country needs. This country is counting on us to come back together. This House Of Representatives needs a speaker and we need to open up the house again. Scalise withdrew just 24 hours after he was nominated after he realized he didnt have the support, couldnt get the 27 votes he needs on the floor. The republican conference meets at 10 00 a. M. This morning to discuss a path forward. Joining me now, alex stewart and also doug hye. Doug, you of course have deep experience in the House Republican conference as well. I want to play a little bit of what Kevin Mccarthy had to say because i think it gives some texture to do that i think that you can help us understand. Take a look at what mccarthy had to say. I just think the conference as a whole has to figure out their problem, solve it and select a leader. Things are a mess. This morning is an organizational meeting. So there will be airing of grievances and things like that, but it is also about setting up a structure for the next election for speaker if there is a next election. So they will consider the Chip Roy Move and potentially amend it for 217 or 218 votes that if you pass and you are the republican choice, we know that you will have a majority going on the floor. That is the first and foremost thing that they want to avoid. But there is no idea internally right now if they can get to that point. And if they cant, then there is no idea internally as to who the next person may be, whether that is internally within the conference or externally bringing it to the house floor. They are ungovernorable right now and their members know it. The second problem they have, a lot of members left town last night so they are scrambling not just because of what weve seen on tv, but they are scrambling to get their members back so they can have full representation and consider this in what they call family meetings. Obviously if you require 217 votes, you can only lose Four On The Floor and you need everybody in town. I think there is recognition inside the conference of just how dire this is because here was congressman austin scott last night. There are people honorably in there and then there are people who are not negotiating anything other than tv time. Makes us look like a bunch of idiots. A bunch of idiots. It is true. Many will not disagree with that. What we have going on in the house is the tyranny of the vocal minority. And they are determined to work towards their agenda regardless of what is the best interest of the house and let alone the country. And many of them are perfectly fine instead of agreeing to come together and compromise within the are not caucus, were not talking about working with democrats, were talking about your republican colleagues. And instead of getting 80 of something, they would rather have 100 of nothing which is exactly what well have. And the world is watching. They are looking at america, were in complete disarray, the house cannot do the will of the people and that does not send a good signal to our allies or our enemies abroad. And Steve Scalise at least had the class enough to step down so we wouldnt have the infighting on the public stage. But the ones i interest he with say they are frustrated, they want to get back to what they need to do. Important work. How are they going to get aid to israel, how will they continue the package to ukraine, how are they going to avoid another Government Shutdown on november 17 . That is what they need to be talking about, not this food fight between who will be the next speaker. Doug, the problem is that it is not clear you know, you and i talked quite a bit about this when they were deposing Kevin Mccarthy, that you cant beat somebody with nobody. And now scalise has long been the most viable alternative and now he is out of the running. Clear he couldnt get the support. Im not clear anybody can. There is now this push to give mchenry additional power so that they can kind of function. Ive been around the town long enough that if you remove pressure it is less likely that something gets done so i think that is why mchenry is saying absolutely not, i dont want to do that. But im at a loss where they go from here. Is there a dark horse that could emerge . What do you think . I remember unfortunately im old enough to remember when Denny Hastert emerged out of nowhere to become speaker in 1998 after the 1998 elections. And what we saw is we thought we had an Heir Apparent in Bob Livingston who would have been a fantastic speaker and that fell apart and it went to denny has confederate. Tha hastert. That was not on anyone eye radar screen. Whether talking about working with democrats or increasing powers, i dont think that anybody would be better suited than Patrick Mchenry for this role, but you still have to get to 218 votes. And if that doesnt happen, well have chaos to where republicans arent going to know what they want to do and dark horses will emerge and they wont just emerge for speaker. If this happens, we could very well be looking at a new majority leader, new majority whip. And it comes down to in the sound that you played earlier, there is no trust with House Republicans within their own conference. And if that continues, well be in the stalemate i think for a while and that is where names on nobodys radar screen might be able to emerge. Weve been there before. Do you think there is any world where sorry, alice, go ahead. There has been so many spaghetti pieces thrown at the wall to see what sticks. There was even a suggestion to have scalise and jordan on a ticket together. But there are so many people that are hell bent on no with scalise or jordan. They are not moving. And it certainly didnt help that donald trump has weighed in and thrown his support behind jordan and even made a suggestion yesterday that scalise he is concerned about his health. So trump still has an impact in what is going on. When i woke up to that, i definitely thought that. Dug, an doug, any chance they work with democrats . Id say a 1 chance. Cant say it is impossible because of everything that weve seen. Yeah, im past the point of saying that could never happen. Who thought 15 votes would happen. Exactly. A cnn investigation found that hamas completely trained for their attack on israel last week and at least six sites across gaza, two less than two kilometers from the gaza israel border. And with me now, congressman pat ryan, an army vet who served two combat tours as an intelligence officer. Im grateful to have you here today. Lets start with this massive Intelligence Failure. Ive talked to some intelligence officials and National Security folks who say that this was a political failure as much as an intelligence one, that the political people have to want to look where the intelligence professionals are actually looking. But this is i mean, this is massive. If they were training for this attack less than a mile from this border . Certainly. And when we would complete any mission, any operation, well have an absolutely tough brutal selfreflective after action review, aar, and really figure out what went wrong, what failed, what went well. And there is a time for that. This is not the time for that though. And i think that it is really critical that we understand what happened but also what is to come. This is one of the if not the toughest fights, war, israel has ever been in and the time for us to focus on what happened in the past will come. What i think is kis critical log forward, what gaps in the intel picture can we fill and must we fill now going forward. It is clear there were some gaps and now those need to be filled both for the Israeli Services but also for our own as well. So that is really my question because what i have heard over and over again, and please correct me if you disagree with this, but basically that the israelis were relying too much on Signals Intelligence which for people outside the feel just means electronics. Cameras, sensors, things like that, and not enough on Human Intelligence, not enough on building relationships with people on the ground who were able to be the eyes and ears and learn about what is going on. Seems like that kind of Human Intelligence is absolutely necessary if you are going to try to wage urban warfare on the ground in gaza. How does israel create that from nothing . Seems like they didnt have that at all here. Reporter and it is too early to tell exactly what went into this and there wont be a simple can inte explanation, but when you rely on any Single Source of intelligence, it creates huge risk. And if that picture is wrong, then you can have a significant gap. And that seems to be what happened here. The Israeli Services are incredibly capable and competent. Our services are as well. So i know were working 24 7 to fill those gaps. I was actually on the ground just two months ago literally on the gaza border as part of a congressional delegation where we focused on this issue, we were briefed on this issue. And it certainly hasnt been lost on me that at that time, they were probably quite literally reconning that site when we were there. So this is serious and it needs to be addressed and fixed. But i do have full confidence that it will be fixed. And we need to stand strongly, clearly, with our allies, our staunchest allies in israel, make sure that they have what they need. And with congress where we are right now, with the maga chaos that weve had, that is hard to do. And so that is certainly what im focused on, how do we come together not as partisans but as patriots and support our allies in the intelligence realm, defense realm, im on the Armed Services committee, that is the work that im focused on as we go forward here. And so speaking of that, you posted on wednesday talking about senator tuberville who of course has been holding up military nominations, quote, it is time to end the maga culture war. Israel is fighting in a real war for their very survival and we must stand with them, drop your nomination hold, safety of u. S. Troops and israeli families depends on it. Obviously tuberville is holding up massive promotions. Can you help us understand what impact the hold is having and why it matters in the context of israel . When i talk to my friends that have served across the board we have been outraged but now in the moment that were in, in an existential fight for our closest ally, it is just infuriating to see the partisan extremism putting at risk not only israeli citizens, those palestinians in gaza, but also our own troops. When you have the fifth fleet now deployed in a very volatile risky situation without an Actual Senate confirmed commander, when you have the number two for the entire Central Command not confirmed, when you have two Service Chiefs in the navy and air force not confirmed, there are real operational impacts that create significant risk. It is not that different than when you talk about the intelligence situation where if you allow these systemic risks to grow and not be addressed, you dont know exactly how it will manifest, but when you have a Commander Doing two jobs that are incredibly intense which is happening in over 300 key Command Positions right now, that puts us at grave risk. Because my understanding is basically they want to clear out civilians if they are going to go into try to avoid a situation where hamas is using civilians as cover. What do you think is the solution here . Hamas is saying dont go anywhere. Well, i think that the purpose of that call to evacuate the area, already 400,000 people have been displaced. And now israel has called to evacuate another half a million. So half of the palestinian population in gaza. And the aim is i think there are three stages there. First, it is maybe psychological kind of attempt to maybe make it to trigger a Chain Reaction which eventually would lead to the people of gaza to turn against the hamas government which is very unlikely. The second aim is maybe to evacuate the area in order that israel would create a Security Buffer Zone between the Israeli Border and gaza and extend it to a 2, 3 kilometers. Very small area anyway. And the third purpose is if all these two measures dont work, then israel will invade no doubt about it. Right. And so sir, what is your view of what the egyptians should be doing right now in this situation . They also share a border with gaza. Egyptians have the only outside access to the outer world. There is a Crossing Border with egypt the south of gaza. Egyptians can open the border and a create humanitarian corridor which would allow people to leave at least temporarily. However im not sure that the egyptians are very, very keen to allow it. They fear that there will be a palestinian kind of invasions on their own borders. Egyptians are a key layer. They can broker any future solution. But im not sure that at this stage they have a great deal of leverage on hamas. The hamas leadership is underground, hiding, and im not sure that there are good Clear Communication lines between the hamas leaders themselves and between them and the outside world. And that is one of the problems. For example to negotiate the future of the hostages. Right. To negotiate future of the hostages. And that of course a critical piece of all of this.
