This morning, we are getting new reporting on who is jockeying for the post, who is making the most headway. Were also getting new information about the future of congressman matt gaetz, who led the rebellion to oust mccarthy. Some of his republican colleagues want to boot him from the conference. And why this is all happening, what is not happening is the nations business. The house is paralyzed as the Government Shutdown looms just weeks away. There is so much we do not know in this moment, just hours after House SpeakerKevin Mccarthy announced he would not run again to become the House Speaker. After that historic vote to oust him. Next steps, of course, replacing him and the question of who will get the gavel. There are already calls and work under way for members to try and gauge support for whether or not they could be the next speaker. Obviously, all eyes are on Majority LeaderSteve Scalise. He is already a member of leadership. His team knows how to fight for a leadership position. Theyve done this before. And they have extensive experience on how to actually run the house floor. Theres also some talk about kevin hearn, the leader of the republican so much chaos on capitol hill that the lights and the cameras arent even working there. The bottom line, kate, there is no speaker, no date to elect the next speaker, and there is a lot of jockeying right now. Who will be next, thats the game, not really a ga im, thats the serious situation right now facing republicans on capitol hill. They couldnt get anything done because it was total chaos last night, so theyve thrown in the towel. Theyll come back on tuesday. Well see what happens between now and then. But theres still a lot of i mean, theres a real hangover on capitol hill right now about what theyre facing in the republican majority. Lets talk to one of those republicans whos now having to deal with the fallout now. Republican congressman Anthony Esposito of new york is joining us now. Thanks for taking the time. You did not support this move the oust Kevin Mccarthy. You were in support to keep Kevin Mccarthy. Now that the sun is up, has risen again on capitol hill, how describe the state of things over there . I think yesterday we saw from matt gaetz one of the greatest acts of heresy that ive seen in a while. Hes literally taken one of our oldest institutions and put it into a downward spiral all over selfish needs, all over twitter feeds and raising money. You know, he criticized repu republicans, specifically Kevin Mccarthy last saturday, when we were able to pass a bipartisan 45day cr to keep this country moving forward and the government ohm. He criticized us that we worked with democrats. Thats one of the reasons he moved the motion to vacate. Yet yesterday, he worked with democrats, some of the most progressive and farleaning left in the conference, in order to take Kevin Mccarthy out. He is by every stretch of the definition a complete hypocrite. I will say this i heard you say that before about matt gaetz working with the left. But this is a republican conference problem, full stop. I mean, this is a problem amongst republicans. No republican would expect democrats to help join them to vote for speaker just as democrats wouldnt expect republicans to do so. But focusing in on matt gaetz, you say its about you said its hypocritical and heresy. He is not alone, though. There are eight republicans who voted to oust who voted to oust Kevin Mccarthy, and the word from some of them are they did not trust Kevin Mccarthy. He did not keep his word. Im hearing what do you say to that . I would have to disagree. I think from january or even right before that, kevin laid out a clear and concise commitment to america. And weve delivered on that. W weve put bills on the floor that nobody thought we could pass and we delivered them. Working for our country is about compromise. Some of those individuals had no interest in compromise. Its what they wanted or nothing. Quite frankly, i think most people, as we saw yesterday, 96 of our conference trusted Kevin Mccarthy and supported him to be our speaker. But unfortunately, we had small group who wanted to play real political games and wanted to be you know, use our rules to commit terrorist attacks, and thats what were dealing with now. Okay. So i heard mike lawler say this morning he thinks ths those who voted to oust him should be held accountable. Some suggested ousting matt gaetz from the republican conference. Do you think they should be held accountable . If so, how . Absolutely they should be held accountable. I mean, this is what were seeing today what we should be focused on is last saturday we had a win for the American People. When everyone said it was impossible, when everyone said the shutdown was looming in just hours, we were able to get onto that floor, pass in a bipartisan fashion, which was in the best interests of americans so how does it look now, congressman . It really depends. I guess we have to see who our next speaker is. But these individuals need to be held accountable and realize they cannot continue to act in the manner they are, because once they have one disagreement with the next speaker or the next leader, well be headed down the same path. Its not good for america, not good for the American People, not good for our conference, and its not good for this institution. There is a real question i think a lot of folks have from the outside looking in, in what happened yesterday. Does it reinforce behavior, or does it change behavior . Well, i really hope it changes behavior. I think that probably matt gaetz woke up this morning thinking it reinforces his bad behavior, but i think for the rest of the conference and the people, both democrats and republicans, i hope it changes behavior. Thats what needs to happen in washington, d. C. The Ripple Effects are real in the immediate and potentially in the long run. I want to play for you what some of your fellow republicans are saying about the longterm Ripple Effect of this. Listen to this. I think its sending a terrible signal to the electorate in advance of the 24 election that this republican majority cannot govern itself. And we need to change that. Could it cost you the majority . It could. This Leadership Crisis could cost you the majority. Are you concerned about that . Actually, im not. I think the American Public understands what were doing, and i think they fully support it. Two republicans coming from two different angles. Steve womack with you supports the former speaker, and tim burchett who voted to oust him. Do you think this hurts you when it comes to reelection . I dont. I think that people back home on long island and Nassau County in the fourth Congressional District understand im working as hard as i can. They saw last saturday when i worked in a bipartisan fashion to keep this government open. Theyve seen i worked across the aisle. I think the fifth most moderate republican in the house of representativess. They know im working to restore salt, to secure our border. Thats what im focused on and the reasons they sent me here. Let me ask this a different way. Does it help you with reelection showing what the republicans look like right now . Having our house adjourned when we should be putting Appropriation Bills on the floor and getting this country back up and running doesnt help anyone. We just heard from republican Anthony D Esposito using the word heresy to describe what matt gaetz and the others did. I want you to hear from one of his new york colleagues, mike lawler, who also said this about what should happen to those who caused this chaos. Here he is. I think there needs to be a reckoning within the conference. There needs to be accountability for the eight individuals who selfishly upended our House Majority and put their own interests above the country, above the conference, and above the institution behind us. My personal opinion, they need to lose their committee assignments, and there needs to be consideration as to whether or not theyre even part of the conference. Do you think hes right . Those are some strong words. Kick them out of the conference. Take away all of their committee jobs. What do you think . Well, whoever the next speaker is is going to have to wrestle with this, but i assume that person will need their votes. The core issue is do the republicans have a functional majority. The question was asked of the last representative. Will this cost you the majority. In some ways it already has, because you have people effectively conferencing with the democrats to control the floor. They conferenced with the democrats to defeat mccarthys more Conservative Cr and conferenced with the democrats to defeat mccarthy on the floor. Right now im not sure the republicans are the majority. You have more of a coalition government, and this group is spending all their time siding with democrats. To me, the next question is are the rules going to change . Will one person be able to trig err Leadership Crisis . And what is that next speaker going to have to promise this group of seven, particularly on the issue of ukraine, which i think is the next order of consequence . Funding for ukraine has been a sticking point, and thats something that was worked out. Jackie, we are 40something days until the potential of another Government Shutdown because there has to be a Spending Bill that is passed yet again. This is what mccarthy just did, surprised everyone, got it done. Theres no speaker. There is no deaf it in replacement for a speaker right now. So how does Congress Even function . Where do we go from here . Its an excellent question. Its going to be hard for a speaker to try to get these bills at the Level Mccarthy agreed to during the Debt Ceiling Deliberations passing the house. Now you have someone potentially untested, whoever it is, having to wrang it will same thing and get these republicans to a place where they can govern. What hasnt changed is the senate is industrial controlled by democrats, and joe biden is still president. While the dynamics and the chaos in the house continues to be a thing, Everything Else is pretty much the same and they still have the same realities come 40 days. Were hearing from folks inside the white house basically saying, look, all is calm here, weve got this in hand. But Congress Needs to get it together. The house needs to figure out what theyre doing and get themselves a speaker. I want to talk about the needs that h about the names that have been floated. Steve scalise, phone calls are being made to other members. What do you think about possible names . Well, i think scalese out of that group sounds like the favorite to me, and i think emmert had signaled he would be for scalese. The real question is Kevin Mccarthy going to try to play king maker here. People wanted him to run again. Is he going to express a preference and try to lead a group towards that preference. But it strikes me that in the early stages of this, scalese i think should fairly be considered the frontrunner. But there are several theyre going home for several days. They dont have a Candidate Forum until next tuesday. Why in gods earth would you do that . Why would you leave after causing this ruckus . Why would you walk away and say, all right, were just going to take a break now . Maybe they need a coolingoff period. I think its pretty raw inside that conference. I think emotions are high. I think theres a lot of anxiety and tension. It may do some good for them to go home, settle down, and come back, and be ready to deal with each other. You heard some of the floor speeches yesterday. Theres a lot of mistrust and tension among the people pem when you put them back in the room next tuesday, theyre going to have to find a way to Work Together. Theyre supposed to be the majority party, but theyre not acting like it right now. A question i wanted to ask you, jackie, as well. Democrats and republicans are going to have to Work Together, but the republicans first have to Work Together with one another to get a name they can put forward. How do you see this playing out . Is this going to go on for days, do you think . I think it really depends only who the person is. Scotts right, Steve Scalise is making calls. Hes someone a lot of the conference likes and trusts. But i really think the hangup is going to be this motion to vacate. Do they change that rule . Because no matter who the speaker is, theyll have this over their head. If you have ten members of the conference that are mad at you, you could have a real problem and it could be musical speakers. That is not impossible. So, theyre going to really have to have, you know, a real conversation about whether this makes sense going forward, and theyre certainly going to have pushback from those members of congress who just utilized it and have a fresh sense of the power that they have. Yeah fm youd be crazy to take this job if that rule doesnt change, because if one person can go if youve got a conference that big and you dont have 10 or 15 people mad at you at any given time, you know, what are you actually doing . Right. So, to me, they would want that rule changed. But i dont know that this group is going to want that because it takes away all their power. This is a real thats right. Like you said, the judge yesterday issuing this strong rebuke, directing it right at the defenses table act the former president , who was sitting there, because of his truth social posts that he posted online yesterday. It was a picture of the judges clerk with Senate Majority leader Chuck Schumer saying in the post that she is schumers girlfriend without any evidence to back that up. Well, that was just a bridge too far. As you just noted, trump hasnt been shy about making comments about anyone in this trial the judge or anyone. But this went too far for that judge. He issued this rebuke saying personal attacks of any member of my court staff are unacceptable, inappropriate, and i will not tolerate them. He said if that is violated, any post, any emails, there are going to be strict sanctions. Well, after the day of court ended, everyone was told to leave the courtroom, but both sides, the defense, the states attorneys, had to come back into the room, and there was some discussion with the judge. Its unclear what was said behind those closed doors. Its unclear what those restrictions could be and how they would be enforced. I imagine it feels disclosed behind those closed doors. But today is tay day three. We werent expecting him to be back, but he has been very engaged with his defense during testimony. We see continuing crossexamination of his former accountant today. Its unclear how long the former president will stay, but he is here, he has said, to defend his brand, in a case that could strip his empire in new york. In georgia, Plea Deal Talks are open in the Election Subversion Case against trump and 18 others there. The states case is also drawing near the start of its first trial late thermo. Things are really moving there. Sources now tell cnn is that Fulton CountyDistrict Attorney fani willis has approved offers with codefendants to cooperate. And theres news just coming in about Rudy Giuliani and georgia. A lot of moving pieces and a lot of action in the georgia case. Lets start with Rudy Giuliani. We just learned his lawyer in georgia is withdrawing from the case. Obviously, this comes as giuliani theres been a lot of questions about how giuliani is going to pay for his legal representation in the georgia case. He also faces scrutiny in a variety of civil matters, too, so Rudy Giuliani facing more questions as he loses another lawyer in the georgia case where, as you mentioned, prosecutors have floated the idea of plea deals to multiple defendants, telling me and our colleague sara murray, that this includes multiple defendants that, in addition scott paul, the bail bondsman, whos already accepted a plea deal in exchange for cooperation in this case. Again, this is all happening in the leadup to the start of a trial date here, scheduled to start the end of the month. So, prosecutors are trying to reduce the size and number of defendants in this case. Theres 19 of them. And they want to secure cooperation from them if theyre willing to accept lesser charges to basically flip on their fellow codefendants. Were looking ahead to the trial, but prosecutors very busy, trying to see if they can reduce the number of defendants and get some cooperation from them in the process. Talk to me about the leadup to this trial. Its coming fast. Its later this month. What are you learning about how its taking shape . Reporter yeah, absolutely. The two defendants who we expect who have their trial start at the end of month are Sidney Powell and chesebro. Both are accused of trying to overturn Election Results in georgia. His focus is announcing this additional 9 billion in Student Debt Relief that the administration has approved. The white house has stressed they believe the support is there among republicans and democrats in the house and senate, but this could all hinge on who exactly the next speaker is and how they decide to proceed with an additional vote on ukraine aid. These are things that the white house will certainly be watching in the coming days as they also try to adapt their own strategies to the future House Speaker. So, how are you better off we they are of them as speaker than Kevin Mccarthy . I think what you could see develop would be a threeway race for a moderate republican to emerge right now. They could win that race, and we could work with them to get the job done. The disarray, the dysfunction that Kevin Mccarthy frankly created when he agreed to the rules change back in january, you remember the 15 votes to try to get his speakership, he agreed to so many changes by caving in to the farright extremists. And look at the chaos thats been brought down on the American People right now. So, i think theres an option here. We can Work Together. We can work in a bipartisan way. And thats what our constituency has sent us to do. This is not an episode of The West Wing with all due respect. While you would like a more moderate candidate, the like hi hood is it could be seen as someone more conservative, more hard line than Kevin Mccarthy. Correct . I think that would be a tremendous mistake for the republican caucus, and i think its very clear to everyone how this went down. I remember back january 6th, you know, Kevin Mccarthy went to the well after the attack on the capitol, and he agreed that this was a terrible moment, this was historic, and that we needed to come together. Only a few days later, he went to maralago, stood with the former president , and from that pointcaved time after time to this extreme faction. I think what we need is the speaker of whatever stripes thats going to stand up for the institution, for congress, working for the American People, and not lurching from one crisis to the next to the next. If youre looking for signs of whats to come, already since mccarthy was ousted, the republicans running the show have kicked former Speaker Nancy Pelosi out of her Capitol Building office. We just learned this morning, steny hoyer kicked out of his office as well. What does that tell you about where theyre headed . I did hear about that pettiness. And frankly, my understanding is that started with Kevin Mccarthy on the way out the door. I certainly hope the mood improves and that, you know, they have reverence for the institution. Look, congress has been under attack, and it started on january 6th and it continues with the wing of their part ti that wants to take this institution down, that doesnt care about governing, and we have to get back on track. Let me give you a good example. The national defense,000 passed our committee, i think the vote was 451, and it was a democrat that voted against it. Everyone agreed. And by the time that bill came to the floor, it was a Christmas Tree of poisonfilled amendments and couldnt get passed. Thats what im talking about. The majority look at the ukraine aid. May i step in . They refused to bring it to the floor. Sure. Some moderate republicans with whom you have been working with, for a lk of a better word, are pretty pissed at democrats right now. Part of the it wasnt on us to solve it. And Kevin Mccarthy didnt come to the table with anything we were prepared for that. Ive been having talks for weeks that there would be some kind of agreement, we would change this rule, first of all, that is threatening the wellbeing of congress functioning in a rational way, and we would come to the table. And you know what he brought . Nothing. When the conversation finally happened, it wasnt until monday night, he offered nothing. He did not think that he needed that, and this is the result. I am very close to republicans who are willing to Work Together. Now is the time to get this back on track, and lets get the job done. My caucus, the new democratic coalition, is close to 100 democrats. We work in a bipartisan way every single day. We have lots of legislation even on thorny issues like immigration. You know, this aid to ukraine has a Majority Vote tomorrow. If we took this up on the floor and Speaker Mccarthy refused, there is a majority in the house and the senate, send it to the president , lets stand for democracy here in america and around the world. One witness called it chaos as people started running away as the shooting began. Cnns gabe cohen is in baltimore with the latest on this. Gabe, where do things stand in the search for the shooter now . Reporter well, kate, the search for suspects continues this morning. I just got off the phone with the Baltimore Police department. They told me they still cant confirm if they have any suspects in this case, if they believe this was one shooter or potentially several, or if this was even random or potentially a targeted shooting. Still a lot of questions remain. We can tell you that five young people 18 to 22 years old were wounded in this shooting, four of Them Morgan State students. All are expected to survive. No lifethreatening injuries as of late last night. It is quiet on the campus this morning. Classes are canceled. This is supposed to be a joyous time at morgan state. Its homecoming week. When this all unfolded last night, students were coming out of a big event where they were crowning mr. And ms. Morgan state university, an event that draws in family, alumni, and stunts wither headed to a student center, another building, when shots rang out on the campus outside. Police on patrol hearing those shots ran in and found those wounded students. That is when this frantic search for a gunman unfolded. S. W. A. T. Teams combed through buildings, going room to room as students were told to shelter in place for hours. It is a tense time here as a shooter remains potentially on the loose. We heard from baltimores mayor late last night about the shooting. Heres what they told us. We are dealing with not just here in baltimore, not just at morgan state university, but across this country of the United States an epidemic when it comes to guns and gun violence. We have to stop saying not one more. We need action now. When is enough going to be enough . Reporter and this is also a difficult time because this is the Third Straight homecoming week here at morgan state that has been marred by a shooting. The past two years, shootings injuring one person each, this one injuring five. Kate, look, we have seen recently this year highprofile shootings on College Campuses, other campuses, michigan state, unc, chapel hill, 530 Mass Shootings across the country this year, a tense time at a place where so many students go, expecting to be safe, and parents send their kids hoping that theyre going to be okay. Gabe cohen, thank you very much. Right now, Kaiser Permanente employees walking off the job. What this means for patients in an unprecedented strike like weve never seen before across the country. Thats next. Right now, Kaiser Permanente workers are walking off the job in what will be the Largest Health care strike in american history. Youre looking just behind me there at pictures of protesters who are already on the picket lines from lone tree, colorado. In all, 75,000 workers, about 400 of kaisers work force are expected to strike through early saturday. While the majority of doctors are not striking, some patients will still feel the pinch. Natasha chen is here. Youre on the ground, i know theres a lot of noise. People are on the picket lines. Tell us what youre hearing. Reporter yeah, at 6 00 a. M. Exactly here in los angeles there was an announcement. We are on strike, they said, and they have been walking the sidewalk since chanting and talking to us about their frustrations with the under staffing in these hospitals and clinics. The pay that they feel they deserve. And so its very frustrating for them when there arent enough staff, they say, that causes chaos in the hospitals, in the clinics with patients getting frustrated, things moving slowly, sometimes fore going breaks because theyre the only ones on duty. The vast majority of people on strike today are here in california. The other places, like you mentioned, in include colorado and oregon and that includes an area in southwestern Washington State as well. I want to show you what one Radiology Technologist told me yesterday about his experience working through the pandemic, and how he feels the Hospital System is valuing him today. We were there during covid, Front Line Health Care workers were there for our patients, for our communities. We were touted as health care heroes. And now when were at gban bargaining, were told were too expensive. Kaiser executives, a lot of them are multimillionaires. The two sides have been bargaining all night. We got a statement this morning to update us on where we are. They say in part there has been a lot of progress with agreements reached on several specific proposals late tuesday. We remain committed to reaching a new agreement that continues to provide our employees are market leading wages, Excellent Benefits issue generous Retirement Income plans and valuable professional Development Income opportunities. They did say throughout this process that the impacts to patients would be hopefully minimal because all the doctors are staying at work. All of the hospitals and clinics are staying open and so patients should still come in for necessary care. But of course this is a large number of people on strike, and well keep track of how those negotiations go. One of the big things causing concern among patients is the staffing because theyre saying patients are not safe with so few members of staff. Natasha chen, thank you so much. Appreciate it.
