Republican hardliners are claiming to bring a motion to the floor for ignoring the spending cuts requested in the package. I think we need to rip off the bandaid. I think we need to on with new leadership that can be trustworthy. The one thing everybody has in common is that nobody trusts Kevin Mccarthy. He lied to biden, he lied to house conservatives. The only way Kevin Mccarthy is speaking of the house tend of this coming week is if democrats bail him out. They probably will. I actually think when you believe in nothing, as Krevin Mccarthy does, everythings negotiable. We have a team covering the story for us. Arlette saenz is at the white house. Lets begin with eva mckenna in washington. What kind of tremors on capitol hill are being felt with threats against Speaker Of The HouseKevin Mccarthy . Reporter fred, the speaker is clear eyed about what lies ahead. He says hell survive challenges from the rightleaning members of his conference, all but daring him to bring it on. Lets listen. Yes, outsurvive. He voted against the most he wanted to push us into a shutdown, even threatening his own District Court with all the military people there who would be not be paid, only because he wants to take this motion. So be it. Bring it on. Lets get over with it and lets start governing. If hes upset because he tried to push us into a shutdown and i made sure the government didnt shut down, then lets have that fight. You can hear hes ready for that fight. Mccarthy would become the first to have his gavel challenged in over a hundred years. But if gates is successful in his quest to oust the speaker, its not clear who would succeed mccarthy. Thus far democrats have shown little indication they want to bail him out and its a task for Hakeem Jeffries as well as his caucus will look to him for guidance. And new today arizona congressman eli crane, hes one of the hardline republicans who have been critical of mccarthy, hes Signaling Support for ousting the speaker as well. Fred . Thanks so much. And arlette is putting pressure on Speaker Mccarthy to live up to his promises. What is he saying . Reporter President Biden is urging congress to get to work as this moment as theres another deadline looming about 45 days away. That is how long the continuing resolution that was passed yesterday will fund the government for and the president wants to ensure that there isnt a, quote, manufactured crisis that arises again next month. Now, one thing that the white house has done throughout this process, theyve really taken this handoff approach but they have tried to exert pressure on Speaker Of The HouseKevin Mccarthy. And you heard President Biden he urged mccarthy to fund the government for an extended period of time, at least a year and adhere to when they struck the Debt Ceiling Deal earlier this spring. Listen to President Biden when he expressed frustration with the moments the congress was facing just yesterday. Im sick and tired of the brinksmanship and so are the american people. Theres no excuse for another crisis. I strongly urge my republican friends in congress not to wait. Dont waste time as you did all summer. Pass a yearlong budget agreement. Honor the deal we made a few months ago. And the president had requested about 24 billion in assistance for wartorn ukraine. That was not included in this bill passed on saturday. The president and democratic leadership said they expect Kevin Mccarthy to hold a vote on ukraine aid but mccarthy hasnt signa signalled that. It could set up a new fight heading into that deadline on november 17th. President biden did have a warning say there is still time but time is short and there is real urgency it ensure they get this aid to ukraine and the president tried to stress to allies that the u. S. Will try to pass that aid. Its unclear exactly how it will get through the house, especially as you have had some significant republican existence to additional funding for ukraine. Well leave it there. Thank you so much. Lets turn to congressman Johnny Garamendi to get his view on all this, a democrat from california and Senior Member of the Armed Services committee. Congressman, great to see you. Always good to be with you, fred. Thank you. This 45day shortterm spending bill didnt include funding for ukraine. Do you believe Speaker Mccarthy will bring a standalone ukraine aid bill or will they couple it and therein lies another potential fight . I think theres something before that. That is if he does bring it, what are those crazy maga republicans going to do . They may very well and theyve already threatened to pull the plug on mccarthy and it very well may be that this ukraine funding will be the final straw. So hes going to have to be bold, hes going to have to put on his big boy pants and accept the responsibility that he so bad i wanted over these many, many years and that is to lead and to take the consequences of leadership. We absolutely have to fund ukraine. The 24 billion that the president has recommended is the appropriate amount, not only for ukraine over the next several months, into the next year and beyond but also to replenish our own stockpile of munitions and various equipment weve sent on to ukraine. Weve got to get this done and we ought not wait until the next deadline. We can get this next week, tie the border wall into it and do a separate bill and see how many votes there are to that. When we heard the president today in the noon hour or so today, he alluded to a promise or deal or some sort of agreement that he and Speaker Of The House mccarthy seem to have made on u. S. Assistance to ukraine. What do you believe that constituted . Just kind of a gentlemans agreement or something more concrete . Well, i really i do not know what that discussion was all about but its been very, very clear what the president wants. It is the 24 billion he laid out in that request exactly how that money would be spent, where it would go and provided a stringent review that the money be spent appropriately, that there be no corruption involved in any part of that. All of that is part of the total deal and frankly is very necessary. So going forward, whatever they may have agreed to, its time for mccarthy to honor the agreement. We do know that he did not honor the agreement that was made for the debt limit that legislation was about in may. There was an agreement. It was actually part of the law itself and it was no soon are signed by the president than the Republican Caucus ran away from that agreement. And so its a matter of trust, as reagan liked to say, trust and verify. Were into the verify part of it right now. Do you feel like Speaker Of The House mccarthy can be trusted . A week ago at least in front of the camera he did not meet with president zelenskyy, whereas Mitch Mcconnell did in front of the camera and zelenskyy made his round on capitol hill and the pentagon. Did that convey anything there about mccarthys commitment . You can pull up his own words. The tv will show it, that he was saying at that time that he did not support additional funding without safeguards. He never did define what that meant, but he put a big if in front of the funding. But i will tell you that this is far more than his ability to stay on as speaker. This is really about the ability of the United States to honor its commitments and the commitment to ukraine is far more than just ukraine. It is if we pull out, zelenskyy said very clearly if the United States doesnt continue to help, ukraine will lose. Now, consider what that means. That means natos in serious, serious trouble because now you have a powerful russia that would control ukraine, and the message to china about taiwan is ominous. It basically means you cannot trust the United States if we do not fund this. So the speaker has to recognize this is a whole lot more important whether he will continue to be the speaker. Speakers come and go but this is a moment for the United States to stand tall, honor its commitments and frankly to ensure that there is peace in europe as this war winds to a conclusion and that conclusion can only be a successful victory by ukraine. Youre seeing some real messaging being isnt to our allies and it sounds like youre worried about that. Oh, absolutely. Those of us who have been following the ukraine and china war, these two things are tied together. It not by chance that xi and putin meet and talk and that north korea gets involved in this. This is really about the willingness of ukraine and the continuing of America To Support Ukraine is really is really a message of our ability to sustain our position in the pacific. If we fail in ukraine or limit their ability to succeed, then that message will be seen by xi jinping and the chinese and Communist Party and you can bet that they will very quickly encircle taiwan, choke it off in one way or another and perhaps even today because they will know that the United States is not a steadfast partner. Congressman john garamendi, thank you so much for joining us this sunday. Thank you, fred. All right, still to come, a former federal prosecutor is now the suspect in a stabbing that happened on a florida interstate. Details on the investigation next. Plus, target is Closing Stores in several major cities across the country. Whats behind the closures . And tempers flair at the ryder cup. What, wow, led to this moment . It was in a parking lot, a confrontation between Roar Ry Mcilroy and a caddie. All that coming up. Welcome back. Two children under the age of 12 were among the five killed after a semitruck Carrying Pneumonia overturned in springfield illinois friday night. Officials say it was carrying about 7,500 gallons of ammonia. Early estimates say more than half of the toxic substance was released. About 500 residents in Eppingham County were evacuated and are now told it is safe to return home. The ntsb and Illinois State police are investigating the accident. A former federal prosecutor has been arrested in connection with a Stabbing Attack on a florida interstate. Florida Highway Patrol charged 38yearold Patrick Scruggs can stabbing an incapacitated driver tuesday in tampa, and were learning a witness caught all of it on camera. Isobel rosales joins me with the details. Its going to tough to dispute the video . Reporter its just a bizarre situation. This all happened on tuesday according to Sergeant Steve gaskins with the Highway Patrol. There was a driver slumped over in his car for unknown reasons. Then you have a Good Samaritan and his wife who tried to help out that driver. The driver came back to awareness, accelerated forward, hit his car and hit a secondary car. Inside of that car according to arrest reports was Patrick Scruggs, who got out, shattered the window of that formerly incapacitated driver and then attacked him with a knife. So this video obviously pretty graphic right here. We see within the video ganof is on the phone with 911. Hes right there on the bridge. Before this he tried to actually stop Patrick Scruggs, who then it appears to be he attempted to make a whiep at him with that knife and repeatedly stand the driver of that original car. That driver was injured, seriously injuries but is expected to survive. Now Patrick Scruggs is a former federal prosecutor. According to his linked in, he spent ten years at the u. S. Attorneys office in tampa and in the summer joined a private law firm in atlanta. Now scruggs was involved in thenesthe initial court its a appearance on behalf of adam johnson. Hes known as the lectern guy. The picture of johnson became a viral image of january 6th, the image of johnson making off with Nancy Pelosis lectern. So scruggs on behalf of the u. S. Government was involved in that initial Court Appearance of johnson. Now, i spoke with the Good Samaritan, who was on the bridge on that day attempting to stop scruggs from attacking this driver and heres what he had to say about that interaction. When he came in close to me, like one foot away from me from my chest with the knife he said, you, too, you want to kill me . Thats what he said to me. And i backed from him and still with 911 and he kept going stop him. I try, you know, he do it the wrong way. No one reason. I cannot believe it. That is what is driving me crazy, he know the law. You cant comprehend how a former prosecutor could have done something luike this, he says. His attorney is reminding people his client is innocent until proven guilty. He said this situation involved multiple persons and there is much more to this incident than is being roaeported and scruggss out on bond, 65,000. Keep us posted. Thank you so much. Turning now to a major sec escalation in retail stores. That includes everything from petty shoplifting to organized sprees of robbery that clear entire shelves of products. Reporter retail crime is again front and center as major brands close stores. Theyre locking up the toothpaste. The latest target closing nine stores citing theft and at this San Francisco target soon to close, even general merchandise is behind plexy glass. Regulars say theyve seen the crime firsthand. You live across the street. Tell me what you see daily at this target. At least once, twice a day i would see the homeless and they steal stuff and they get away. Reporter the nypd says target was paying for increased security at the harr llem store. We spotted Grocery Stores in San Francisco locking up coffee, another cable locked frozen foods. In the 30 minutes cnn spent at this store in july, we saw three men steal. Did that guy pay . New data says 28 of retailers reported Closing Stores due to crime. 112 billion in losses last year is an 18 billion jump from the year before. This will not be our last protest. This week, businesses demanded Public Officials do more. This restaurant survived Occupy Oakland and the riots. This restaurant survived the pandemic, but this restaurant cant survive crime. Reporter The Morning After target made the announcement, there was a line of cars here. People were being turned away from getting into the San Francisco target thats closing. It turns out this store and one in new york, theyve abruptly changed their store hours. Theyre now going to be opening later. So already communities are feeling an impact. The Stores Across the country are not officially supposed to close until october 21st. Cnn, San Francisco. Thank you so much, veronica, for that report. Coming up, a surge in Asylum Seekers at the border is raising humanitarian concerns. Cnn traveled to the border and spoke with migrants attempting to go through that dangerous journey to the u. S. Thats next. U. S. Border patrol agents are breathing a little sigh of relief today after a Government Shutdown was averted. Border patrol agents are considered essential employees and would have been forced to continue without pay if the funding bill was not passed. Camila bernal has more on the influx of migrants desperate to get to the u. S. Reporter a dramatic increase, hundreds of migrants almost constantly arriving in waves into the california border. Sometimes 50 or 100 or just five. Many with the help of a socalled smuggler. We ran into one operating openly at the border. He asked us not to show his face and distort his voice for fear of being killed. To get to the u. S. , you need at least 2,500. Reporter the illegal trafficking of people operating almost like a travel agency. They arranged the trip starting in the middle east, asia, south or Central America and then they buy Plane Tickets and tell migrants exactly where to go. With each paying a few thousand dollars or between 9,000 to 12,000, the business is lucrative. He says theyre at war with the cartel so the only way they can get money is bringing people in. Reporter people like alexander. He says he came here because of the violence that you live in columbia. The number of people here over the last weeks is not normal. Reporter this is an area in california where there is a gap in the border wall. A lot of the migrants are able to walk into the United States. They continue this walk along the border wall and eventually turn themselves into border patrol. This is where that Asylum Process begins. They dont have food and they dont have water and they dont have supplies on them. Jacqueline with the nonprofit border kindness says theres not enough to address the need. Just regular folks catching up together in a humanitarian response to a huge crisis is not sustainable. This week the County Of San Diego with a bipartisan vote unanimously declared a humanitarian crisis. The reason why were advocating that the federal government get engaged in this process is because this is a federal issue. Youre talking about Asylum Seekers that legally have a right to be here and to be processed and to get to their final destination. Their hope is that the federal government provides for migrants like nida and thousands of others after being processed by customs and Border Protection will eventually be released on the streets of San Francisco. She said she wants to work, be honorable and have a good job. First they wait in the desert. These makeshift shelters their only protection. Cnn, boulevard, california. Thanks so much camila. Congress lost a legend last week when senator Dianne Feinstein passed away. And senator Barbara Boxer joins me for a look back at senator feinsteins legacy. A final journey home for the late senator Dianne Feinstein. Here flag draped casket was flown back to california today aboard a military plane, accompanied by her longtime friend and fellow lawmaker congresswoman nancy pelosi. The Speaker Of The House talked their close friendship this morning on cnn. With diane its obviously official, its political and its very personal. This is a woman who she left on her own terms. Shes my neighbor, my friend, my family loved her, personally, politically, in every way. We used to always say if diane and i ran against each other, my daughter nancy would probably vote for diane. That is the love that existed. But love is a good word for her because she loved people, she loved california, she loved america and to bring her home in the grand way that we did, thank you President Biden, draped in the flag, she was such a patriot. Joining me now is another feinstein congressional friend, former senator Barbara Boxer. So good to see you. I mean, you and the late senator made history together in 1992. It wasnt that long ago that you and i were talking about that and you were reviewing those thoughts and feelings and what it was like to be, you know, the first two women elected to the u. S. Senate from california as the first to elect a pair of female senators from any state and a lot of people called it the year of the women. What are your thoughts and feelings now . Your good friend and former colleague now in her passing . Well, my thoughts are these, a, shes getting that sendoff that she deserves. This is a woman who never stopped working for one second. She told me this job, she said, its my calling. When i went to tell her i wasnt going to run in 2016, she was mad at me. She said youre the chairman of the environment committee, you can get public works done and, you know, youre the chairman of ethics. Why are you leaving . I said, well, diane, that for me is good. Im going to do other things with my life. But she said to me, barbara, my work is a calling. She meant that. And you saw that. And in the worst of times healthwise, she put one foot in front of the other with great difficulty. I think that she would be pleased to hear what, you know, the stories were all telling about her effectiveness and her kindness and her toughness. And i also think she would have been pleased that a Government Shutdown was averted. Now that may sound funny but, listen, her last vote was to keep the government going. So that was senator feinstein. Common sense needs to prevail. And that of the day before her passing. And here we are looking at pictures of the two of you back in 1992. You know, i wonder how often you think about what the two of you did. You know, how you made an imprint on history and how you really laid the groundwork for so many other women, whether it be in the body of the u. S. Senate or just women who felt like they were making their way and owning whatever place they made for themselves. You know, my daughter nicole often tells me, mom, dont forget about dont another get about what you guys did together. And shes right to remind me because when i see those that video, it brings back the memories. People dont realize what prejudice there was back then again women. People would say we were running at the same time, which is very unusual because of technical reasons, two seats were open. And people would say to us, oh, i could vote for one woman but i couldnt vote for two. And, oh, i could vote for one woman from the bay area and not two. And then the final blow, i could vote for one jewish woman, not two. And we would say to them did you ever think about voting for two protestant men . What difference does it make . So we tried to use our sense of humor. She always said 2 for the fat content of milk but its not good to have 2 of women in the senate. We held hands all the way through. And whats interesting, frederica, is we came from different factions of the democratic party. As a matter of fact, ten years prior when i ran for the house, she supported another woman, a different woman, a wonderful woman. But i won that race. But even with that background, we knew fate had thrown us together and we were bound and determined to work for california side by side. So even with your political differences, what do you believe the key was in how the two of you could Work Together would even develop this kind of sister hood, right, and feel like we dont have to emboldy one point of view, one police call polil persuasion to Work Together . We talked about it a lot. We went out to dinner and said, look, its rare we dont agree, were going to talk about, and well let the issues fall where they fall. Im only five feet tall, barely and to me receives a giant, she was probably 57 or something. So we used to kid around and say to her, ill take the short senators and lobby them for california, you take the tall ones. But the fact that we did have different coalitions in the senate really helped our state because when we got there, you cant believe this, in 1993 when we got sworn in there was an expression that around, abc, anybody about california. There was prejudice against our state. We had silicon valley, we had hollywood and [ [ no audio ] cough c of course we had a huge number of problems and by the time i left, we didnt see that kind of prejudice against our state. And i wonder now, the beautiful reflections on your former colleague, i wonder what do you believe the criteria should be . Who should be her successor, even though that might be temporary . You know, gavin newsom has stated hes going to appoint an africanamerican to fill out the term and he will do so. We have a very interesting race going on with three leading democratic candidates. Its a great field and the people are going to decide this. You got to put this in the hands of the people. Senator Barbara Boxer, thank you so much for sharing your reflections and our hearts go out to everyone who celebrated and had the honor of knowing the great Dianne Feinstein. Thank you. Well be right back. All right. This hour former u. S. President donald trump is campaigning in iowa. It comes a day before trump is due in new York Civil Court for his fraud trial after a state Appellate Court denied a motion to stay the trial last week. A Law Enforcement official telling cnn the former president is expected to attend the trial tomorrow. Trump so far has said he may attend. Lets go to cnns elena treene traveling with the president. Whats happening . Hes campaigning hard today. Is he making his way to new york in time for tomorrow . Reporter well, thats still to be seen, fred. From our understanding, they have left the door open to whether hes going to be in new york this week, but today his focus is on iowa. Listen, fred. Donald trump is trying to make this race seem like a 2024 rematch of trump versus biden, but his campaign is not slowing down when it comes to campaigning in the early primary states, specifically here in iowa. Weve seen donald trump has been relatively modest about campaigning in iowa so far, especially when you compare it to his republican challengers who have been visiting the state relentless by but thats starting to change. Today is one of two stops trump will be making in iowa alone. He also expected to visit the state later this month for a third time. Hes really ramping up his travel here in these early states. When i talk to his campaign, his advisers tell me that even though donald trump is polling very well right now and dominating the field compared to his republican challengers, they are afraid of getting complacent and they dont want him to slow down. Hes telling me they need to win in ohio and New Hampshire and south carolina, and theyre hoping if he can win in the early states, the momentum will carry over. Hes going to be talking to voters and using that typical trump rhetoric and use some iowa specific language, talking about agriculture and wanting voters to keep the energy up and come out and vote on january 15th for the first iowa caucus. It looks pretty electric hi behind you there. Is there anyone speaking before the president or are they all riled up for his arrival . Look, this is a very typical Trump Campaign rally. You have people dancing and cheering. The president will be taking the former president will be taking the stage here soon and a lot of people are excited. I will say i did talk to some Trump Supporters and rally goers before they entered the event. One voter told me shes gone to a lot of Different Campaign speeches by people like nikki haley, tim scott, ron desantis, not just for former president donald trump. She said as of now her mind is not made up. I think youre going to hear a lot of donald trump trying to convince people like pat inman to vote for her come january. All right.
