But just so amazing to watch. This is a young team that came up through the farm system. Cant wait to see it in october. Thanks for joining us. Have a wonderful weekend. Cnn this morning starts right now. Good morning, everyone. Glad youre wir us. It is Friday September 29th and right now the government is open for now, but we are on the brink of a shutdown with no deal in sight to stop it after a night of failure on capitol hill. The clock is ticking away with less than two days left. Heres what happened while you were sleeping. This vote, the yea, 191, nays, 297. The motion is not passed and lays on the table. Chaos and division among House Republicans on full display. One of their own Spending Bills went down in flames after 27 lawmakers voted against it. Just hours from now Speaker Mccarthy trying to hold a lastditch vote on his stopgap bill to keep the government funded temporarily, but it does not look like he has enough votes in his own party for that. Facing rebellion and a threat of losing his job this morning. Why a shutdown matters for you. Nearly 4 million federal employees will stop being paid including more than 1 million active duty troops, Essential Workers will keep working without pay while others will be furloughed. The white house is warning a shutdown could lead to huge Travel Delays and training for desperate air Traffic Controllers will stop. The irs will stop processing most tax refunds and harder to get in touch with the agency if you need help with your taxes. Food stamps for millions of americans in danger along with Housing Assistance for the elderly, disable and other lowincome tenants who rely on that aid. A serious impact on health and safety. Fda could be forced to delay Food Safety Inspections across the country, and for students, federal loans and Financial Aid programs likely disrupted, a majority of National Parks expected to close if the government shuts down. In previous shutdowns, d. C. Has literally become a mess. Back in 2018 and 2019 we saw trash cans overflowing, garbage scattered across the National Mall right by the u. S. Capitol and washingtons iconic monument as the shutdown dragged on. Wont be able to enjoy social medias fat bear week supposed to start on wednesday and told the bears were keep getting fat. Thats a joke. A lot of serious stuff here. All right, phil . Poppy, the consequences fat bear week nothing to joke about, by wait. Very entertaining, but the consequencesen real. So, too, how we got here. This is important to underscore this is a very different level of dysfunction than weve seen. Keep in mind Kevin Mccarthy, Speaker Of The House, had control of his Conference Since january when elected speaker after this the honorable Kevin Mccarthy of the state of california has received 203. 203. 202. 201. 201. 201. 201. 201. 200. 200. 200. 213. 214. 216. Having received a majority of the votes cast is duly elected Speaker Of The House of representatives. Not one, not two, but 15 votes for mccarthy to secure the votes to become speaker. The longest contest in 164 years. If you want to understand whats really gotten capitol hill, gotten House Republicans towards this Government Shutdown, thats a good place to start. That ended with this, obviously. The speakers gavel, for Kevin Mccarthy underscoring that hes willing to grind it out to find an outcome. Something hes tried to do throughout the course of the last nine months. But this leadup and moment to this moment is important to understand why were in the place we are right now. First, of course, there was the problem mccarthy had counting the votes just in and of themselves. Take a listen. Do you think you have the votes to be elected speaker tonight . Yes, i do. Yes. Youll be able to flip rosendale and crane. Aislill have the votes. What were their concerns . Because i can count. He can count but not directly. Went on to fail several after because he said he could count. One issue. A very fluid conference, such a slim conference and slim majority complicated. This is important to a large degree. What mccarthy had to give. Hardline conservative republicans to secure their votes. Here are some of the concessions. I point out a few that really matter. One member can call for a motion to oust the speaker. Critical point. A pair of debt ceiling increases with spending cuts that led to another Critical Movement here. Move all Appropriation Billss Problem now. Half Discretionary Spending at 2022 levels impossible when you only control one of the houses. Why does that matter, think through how this actually works, this is the threat hanging over mccarthy, why hes been so willing to work with democrats. Debt ceiling increases with spending cuts has driven them to this moment. Inability to move 12 operation b Apope Oppropriations is why the here. What did a deal save, twoyear spending caps, a bunch of wins in mccarthys view for republicans to raise the debt ceiling. However, even as mccarthy called it historic, House Republicans hardline House Republicans, made clear they had serious problems. Take a listen. Were concerned that the fundamental commitments that allowed Kevin Mccarthy to assumes speakership have been violated as a consequence of the debt limit deal. Now, heres whats different. Obviously thats matt gaetz a thorn in mccarthys side to understate things to some degree over the course of his nine months as Speaker Of The House. There is conservatives raising concerns about bipartisan deals and then hardline conservatives actually doing something on the concerns. Less than a week later before you heard that gaetz sound, this happened after the debt deal. This was the first sign that things were about to get very bad. Inability to pass a procedural motion, failing, not a ton of attention, embarrassment at the time but a sign of what was to come including a multitude of failures over and over and over forward. September 18th, failing, 19th failing on a procedural motion. 21st not even getting to that bill underscoring the moment theyre in particularly because it happened about a month before a spending deadline just to overcome a Shutdown Threat and had nothing to do with addressing that Shutdown Threat. So where does that actually leave things now . This San Pont Point here. Look at the stopgap Bill Mccarthy is trying to put on the floor today, theres a reality. He doesnt have the votes. Going into this day where their one proposal, not even to keep the government open just to start negotiations with the senate, with the white house, they dont have the votes. Hard no votes from at least six, seven, eight republicans likely no votes from an additional four and why does this connect to those speaker votes back in january of this year . Well, matt gaetz never voted for mccarthy. Rosendale never voted for gaetz. Crane, never, Lauren Boebert never voted for mccarthy. Connects and see it coming from back in january. Back in january when it ended mccarthy had this to say about the process. Take a listen. So its better that we go through this process right now so we can achieve the things we want to achieve for the american public. What our commitment was. So if this takes a little longer and doesnt meet your deadline, thats okay. Because its not how you start its how you finish. If we finish well well be very successful. That was the optimistic and not isolated view of what that 15 vote speaker battle would actually mean for this conference going forward. Flashforward to yesterday where republican, still struggling just to pass their own stopgap resolution. This is What Mccarthy said. Actually gave a plan b if this falls apart . Yeah. Why do i tell you . What do you mean . In this job you got to have a, b, c, d, e, f, g. What letter are you on now . I havent spelled my name out completely. Maintaining humor underscoring how you finish framed back in january, right now success, which is what he was pointing towards, is a long way away. Poppy . Phil, thank you for all that. A lot happening on capitol hill. Lets Fwling Our Lauren Fox with more. Is there a plan b, c, d, e, f, g, this morning or just plan a and it looks like its going to fail . Reporter i dont know what letter of the alphabet we are on at this point. What you can expect today in house of representatives. Rules committee Recon Convenience around 8 00 a. M. This morning trying to finish up the rule that would have a shortterm Spending Bill head to the house floor. The problem with this shortterm Spending Bill as phil laid out beautifully is the reality the votes are not there at this moment. Then around 11 15, 11 30 this morning the house will move a procedural vote to put that bill on the floor. Heres where things get dicey for House Speaker Kevin Mccarthy. Its a procedural vote, majority puts up the votes, they pass and larger question on the underlying bill. In this case and as has been the case over the last several weeks as hardliners have dug in, those procedural votes are getting harder and harder for Kevin Mccarthy. So expect that if the votes dont pass on that procedural vote you cant move to the next step. Putting the final bill on the floor. A very big day for House Speaker Kevin Mccarthy. He knows he likely does not have the votes for this shortterm bill and meaning basically choosing what does he do next . Turn to democrats . Try to work with them knowing that if he does that likely means end of his speakership. Poppy . Thats the question. Do you believe there will be a vote to vacate him . A motion to vacate the vote . Reporter all indications from hardliners, they are preparing for that. One of the challenges for them, though, poppy, is that who are they going to run to replace Kevin Mccarthy . Who actually wants this job of corralling this very divided republican conference right now . And one of the key things that you can look to is, there have been some names floated. Republican whip tom emmer told our colleagues he doesnt want the job. Dont look at him. Dont think he would take the job. He doesnt want the job. There are other names floating out there. Mark green, someone else he says he doesnt want the job. And leader of Republican Study Committee has an influence in this conference, but does he want the job . This is a very hard position because at any moment any member can turn on you and bring a motion to try and oust you from your job, poppy. The deal they immediate. Well see what happens. Thank you for your reporting. Back to you. Over to the white house preparations made for that Government Shutdown now seems all but inevitable. Priscilla alvarez is there for us. The white house made clear they feel like they have a deal. Right . The deal signed for the debt limit. Should not even be a question right now, but republicans on capitol hill theyve been focused on Border Security, senators trying to figure out some time of Border Security measure to really thread the needle here. Does the white house feel they have to respond on the border, which is a real issue . Reporter responding by noting what exactly a shutdown means for the Border Patrol agents that republicans are talking about. That means thousands of Border Patrol agents are going without pay and will continue to carry out their Law Enforcement duties but wont get paid for it. The other note the white house is making is that the cities in the interior as well as the border wont get the federal funds they need to shelter migrants. So the white house is taking the opportunity here to note the consequences of what a shutdown would look like for the border, but, of course, phil, this is a delicate time for the white house what it comes to the u. S. Mexico border. Border crossings going up, a political fraught issue at forefront and caused concern within the white house, but the opportunity theyre seeing now is noting that the gop proposals could potentially result in eliminated cbp personnel as well as the fact that in the event of a shutdown a lot of these folks have to work without pay. Great point. In terms of the white house itself having covered a lot of these interesting to see how staff is trying to prepare. Seen my email inbox shown from a communications perspective, certainly fully engaged on Rapid Response to frame this. How are they preparing for what now seems like a inevitability . Reporter a steady drumbeat of press releases all focused on what would happen in the event of the shutdown and what does it mean for americans . Today, for example, the focus is on Small Businesses and the fact that the Small Business administration would stop processing new business loans, but then theres also the very real impacts of theyre not being enough funds for recovery efforts. Fema funds we talked about before. Focus right now is simply on any sort of response in the event of a natural disaster. Not so much the Recovery Projects because theyre so slim on funds. Then, too, the risk of millions of women and children going without Food Assistance and, of course, phil, millions of federal workers not getting paid. To give awe glimpse what that looks likeness the white house, phil, senior aides having to learn jobs of junior aides to get by in the event of a shutdown when those workers are furloughed. Learning that the junior aides actually work on a lot of stuff and use computers and technology, can be complicated for us older people sometimes. Appreciate your reporting as always. Poppy . Security preparations under way as former president trumps 250 Million Dollar civil lawsuit. That trial begins here in new york monday. Talk about key witnesses who could take the stand. And mind blowing. An unmitigated disaster, how one republican source described the first Impeachment Inquiry against republican. Well play the testimony that clearly undercut the republicans own argument. Stay with us. Look at the nations capitol currently open for now. Look at that. Less than two days away from a Government Shutdown yet yesterday House Republicans spent six of those precious hours leading an Impeachment Inquiry against President Biden. Republicans attempting to make the case the president profited from his son hunters business dealings. Heres a bit of what their own republican witnesses said on the stand. Are you presenting any firsthand witness account of crimes committed by the president of the United States . No, im not. I am not. I have not. I do not believe that the Current Evidence would support articles of impeachment. Im not here today to even suggest there was corruption, fraud or any wrongdoing. One senior republican aide described the hearing as an unmitigated disaster. Saying you want witnesses that support your case. This is mindblowing. House oversight chair comer will issue subpoenas for Hunter Bidens bank records. Joining us, senior Political Analyst and editor and senior cnn analyst. Start with you. The opening hearing of an Impeachment Inquiry is not necessarily laying out the smoking guns and have everyone decide that everyones guilty. Republicans control the witnesses, framing of the hearing and they got run over yesterday. Thats not my saying that. Thats members of House Republican leadership, their advisers, saying that repeatedly. How . What a complete disaster and embarrassment. Right, phil. The first one is not where you make the case but you have to have something. You dont want your own witnesses essentially turning on you, as you just saw. For contrast. In the Impeachment Inquiry stage for Donald Trumps first Impeachment Hearing during that process we first firstperson testimony from marie y yovanovitch, bill taylor, people who became familiar giving you direct evidence that was relevant to impeachment. Here, theyre still looking, and, god bless them. You have, they have the house majority. Do wa you want. Subpoena what you want. Investigate what you want, but i think they got a little, quite a bit haahead of themselves calli this hearing to a start when they just dont have the evidence. A couple things we dont know. Another hearing. We dont know if they will subpoena President Biden, but we dont know if articles of impeachment will be brought. We know the time spent and chosen to be spent in this moment and chair comer said yesterday this inquiry, this team, et cetera, is deemed essential . Which means they will keep doing this work through a shutdown . Essential for their shortterm political purposes. Not essential to the functioning of government or essential from any constitutional standpoint when it comes to impeachment. They say a mountain of evidence, completely refuted by his own witness whose say theres no direct evidence. He did talk if we have the sound well play it later. Paraphrasing, two wire transfers from china at at an important moment. Right . I think those are things we need more details on. We all its perfectly legitimate to get more information. Yeah. But not at the standard of an Impeachment Inquiry, historic standard. Happened four times. Five if you include nixon. Youre saying, get that first . Get that first. This is a Fishing Expedition for blatant purposes. On the wire transfers, biggest thing. When hunter biden was living with joe biden at his residence. Why biden folks say thats why the address was on it with those transfers. To your point. Things that raise questions and the reality is i think a lot of democrats acknowledged, everything that hunter biden was doing trying to trade on the name while it happens in washington on a regular basis looks really bad. The question, if youre controlling the narrative, controlling the framing, how do you get this far ahead of yourself and end up with Something Like yesterday . A big question going into the Impeachment Inquiry in the first place. What do you do when there is no evidence and if you dont have witnesses that are being presented with any firsthand knowledge of this . I dont think anyone is questioning that hunter biden did accept payments from chinese nationals, but you have to, in exchange for his fathers influence, but you have to be able to prove the president himself also used his power to then benefit his family and enrich his family. So i you know, in talking to a lot of strategists democratic and republican strategists thats the big question. What do they do when they dont find any evidence and what do they do when this does not amount to, if they dont find evidence, what happens if this doesnt really amount to anything substantial . To that point, there was some Con Speck Wis Sleight Of Hand by representative comer. Opening statement kept saying the bidens or The Biden Family but couldnt say in any good faith linking to President Biden and kept talking about the massive, thousands of documents. Fine. Very much have an open mind. Im curious, what do they have . Do any wire transfers link up to anything but, man, look before you leap. Can you give us so good as always explains this with a historical context. Its not normal to have this many impeachment inquires in this short span of time . Not remotely. The first Impeachment Inquiry Andrew Johnson after the civil war. The second, a fastforward 100plus years to richard nixon. Then bill clinton and then two trumps. Right . Both of which, by the way, i would argue hit that standards. Thick is a tit for tat acceleration cycle. President biden giving a speech about threats for democracy. At the Mccain Institute by wait. Bipartisanship. Mccain in arizona. This farcical Impeachment Inquiry by historic standards that tells you everything you need to know about the bizzarro world of politics right now. Historical reference. Very important. To that point, glad you brought this up. Watching the speech yesterday knowing the preparations heading into the speech. Take a listen to something that President Biden said. Im here to speak about another threat to our democracy. That we ar too often ignore. The threat to our political institutions, to our constitution itself and the very character of our nation. Theres an Extremist Movement that does not share the basic beliefs in our democracy. The maga movement. But theres no question Todays Republican Party is driven and intimidated by maga republican extremists. Trump says the constitution gave him the right to do whatever he wants as president. Ive never eves heard a president say that in jest. Fourth speech from the president on democracy, and on the stakes, really, the throughline of his campaign. Announcement from 2019 and to now his campaign in 2024, yet the chaos on capitol hill, impeachment inquire is, the republican campaign, is the message going to be as effective as democrats think in the midterms . I think the president is going to have to do more. Now weve had four years of the Biden Administration and looking forward into 2024. I think this message will resonate, continue to resonate among certainly democrats and his base of supporters, but hes going to have to do more, because there are a lot of dissatisfied voters out there who have seen four years of his administration, dissatisfied with the economy, his handling on immigration. Complaints about his age. Saw that in Washington Post polling just this past week with biden, you know, trailing trump by at least ten points. Yeah. It will be a central theme but a record now. Different than 2020 he has to talk about. Guys, appreciate it, as always. Thanks so much. Happening today, more autoworkers could walk off the job. That could happen Wirththin Hou this morning. The latest, and what employees are told about politicians getting involved. New talks of racist talks at tesla. Details against the electric carmaker. Thats next. Every day, businesses everywhere are asking is it possible . With comcast business. It is. Is it possible to use predictive monitoring to address Operations Issues . We can help with that. Can we provide health care virtually anywhere . We can help with that, too. Is it possible to survey foot traffic across all of our locations . Yeah absolutely. With the advanced connectivity and intelligence of global secure networking from comcast business. Its not just possible. Its happening. Twoweek Long Auto Strike could expand more today Pap Union Source tells cnn United Autoworkers president Shawn Fain Set to update workers at 10 00 a. M. Eastern. If the union decides not enough progress in the talks announcing new targets for the strike meaning getting bigger. Walking off the job and on the picket line today at noon. A great publication, detroit free press. Great to have you. Good morning. Struck yesterday reading this piece you did. You got the transcript of bill ford, not only president of ford, has been at the Negotiating Table for every Union Negotiation since 1982. The year i was born. A long time ago and what he said about politicians was striking. Tell us. Well, i mean, one thing for automakers to welcome politicians from both parties not outside negotiations but this has just been, a really rough negotiation cycle, and i think politicians coming in from both sides of the aisle, its not helpful. Thats basically what theyre saying. Things are very difficult behind the scenes. So making things more difficult in front of the camera is just not helping the process at all. Thats very unlike him. He generally doesnt step up and speak never does. Part of the quote, grateful for employees everything they do and continue to dot for our company. What angers me, politicians, a circus we dont need because it doesnt help our employees. It doesnt help our company. Yeah. It is striking, and now out there in the public. The thought this will help the negotiations . Well, i think that right now things are, you know, we hear things are moving forward. Then slide backward. Remember, i mean, this is detroit and this is all over the country, but i recently moved back from california, and in Silicon Valley people were, you know, earning great jobs and living in vans driving two hours to afford housing. Here in the west, uaw saying thats what were fighting against. So while were expecting an announcement at noon today, i think it may be different than the past two weeks, because also the uaw has Just Announced that theres a solidarity convoy at noon, asking people who have vehicles currently out of production, the bronco, the jeep, the chevy oh, and the vehicles. Yeah. No. Its colorado and okay, okay. And those are the vehicles that are going to meet and do the convoy. That tells you, he normally does an event that calls for striking at noon, but this is a different thing at noon today. So were expecting something unexpected. We dont know what to expect. I feel like thats a great kind of window into the fain era and this is a different negotiation were used to. Concern about issues, concerns with the leadership which has been a very different strategy than seen before or is Everything Rock solid for fain and his team . What i do is washing the strike lines, i walk all different strike lines with the workers. I have to tell you they are standing solid with this man. Hes a brand new leader elected in march, and very aggressive. But again and again they say that they believe in the strategy. They believe hes watching their back. Whats interesting is how much they talk about loving these companies. I mean, they actually use the word love e. When i say how can you love a company and be striking . Youre shutting things down. The Union Workers say, just now is the time. Now is our time. Just try to, you know, get things back that weve lost and make our way for the future. And fains ability to bridge that gap between leadership and still loving the company. Its been, its his superpower to some degree. From what youre saying, hearing, on the actual picket line so critically important. Thanks for your time. Appreciate it. Thank you. Fascinating. Watch what happens at noon especially today. All right, developing now, though. Disturbing claims of racism against tesla. The equal Employment Opportunity commission filed a lawsuit. Timed it overnight alleges Theatic Lickmaker allowed repeated racism towards black employees at its plant in fremont, california. Racist words when speaking to black employees at the factory. Not the first time these allegations have been made against that same tesla facility. Earlier this year tesla ordered to pay 3 million after a civil suit by a black Elevator Operator at the plant claimed he was subjected to frequent racist abuse. Cnn spoke with him when he filed the suit last year. Even, you know, my experience. I want to say, let it be less about my experience and let it be more about the workers thats going through what theyre going through right now. You know, because its like, my experience is over with. I was able to move on but we still have workers thats there. Ive been saying im going to keep saying what im not the only one to say anything. This most recent lawsuit makes no specific monetary demands but asks a jury make tesla pay the alleged victims for conduct subjected to and other damages. Tesla hasnt responded, asking for a response. Keep you posted. Less than 42 hours before the government shuts down and a new warning this morning about the impact of a shutdown on the u. S. Credit rating. By the way, could this push us into a recession . All of that, straight ahead. New this morning, the white house warning a Government Shutdown would deny more than 100 Million Dollars in critical finances to american Small Business every day because they would stop processing the loans and a shutdown seems certain. Auto workers ongoing strike, rising oil prices. By the way, start paying Student Loans october 1st and the Child Care Cliff weve been talking about all week. This week Investor Services raising a possibility of a shutdown also if there wasnt enough hurting our credit rating. How much chaos in washington would damage the economy . With us no a Chief Economist at moodys. Good morning. Good to see you. Youve put out this morning about sort of a credit watch negative. If that happens coupled with the rest of this, what will this shutdown feel like for every american . Well, poppy, i mean, initially its not a big deal. I mean, weve been through many shutdowns. 22 in all. 11 of those had government furloughs. A few days, if its a week or two, obviously its a problem for those federal employees furloughed but its not a big deal for the rest of us. If it extends much beyond that, say it goes a month, which was the length of the shutdown back in 201819, then things start to happen. It affects, on potential home buyer, i want to, i need Flood Insurance from the federal government, cant get that and cant close on my home. The fda cant do inspections of Food Processing plants or pharmaceutical facilities and that disrupts the food supply. Environmental protection agency. You mentioned the Small Business administration and ultimately some of these furloughed employees, and Essential Workers that go to work will stop going to work, because they need to make a living. Theyve got bills to pay. Thats like tsa agents or air traffic control. With each passing daybecomes more disruptive and more of a problem for the economy. An interesting point. Poppy laid out, so many different factors. Youve gone into detail on all of them, and how youve watched this play out and your projections. One thing im trying to figure out from a Bigger Picture perspective as the threats exist, surging to highest level in 238 years, mortgages. Buying cars unaffordable for the american. Expectations beaten every step of the way from recovery from the pandemic. Why are we here right now for consumers . Well, you know, you make a great point. The economys amazingly resilient. Lots of slings and arrows yet here we are with 3. 8 unemployment rate. Managing through kind of, but these headwinds keep popping up. Uaw strike is, thats an issue. With each passing day. Mortgage rates at 7. 5 is an issue. Oil prices now above 90 a barrel. Paying more than 4 for a gallon of regular unleaded starts to bite. Of course, you mentioned student loan payments. So theres just a lot of stuff happening. Yet through it all the economy remains resilient, having said that, you know, we shouldnt do things that we can, that would harm the economy, that we dont need to, like shutting the government down. I mean that may not be a big deal but a couple three weeks but could be a big deal given other issues were struggling with. All of these other headwinds. In terms of advice what people at home should do. What the president of the Minneapolis Fed has a vote. Neel kashkari cold is this week. Dont take on more debt right now. A big thing. Credit card Interest Rates have gone up quite a bit. Bigger balances more and more painful to service those debts. To the extent possible have longerterm, if you have loans, longerterm home loans are better. Do you agree with all that, for people watching at home . Oh, sure. Interest rates are really high. Dont want to Borough Money particularly on a credit card, paying over 20 . Thats a tough financial treadmitt to get on. Just dont do that. Of course, the other thing is, you need to be a good shopper. I think, you know, back before inflation took off a couple three years ago got into the habit of shopping, being careful about it because there was no inflation. Wasnt an issue. Now with inflation much higher we have to be much more judicious. Businesses Pay Attention to that. If people stop shopping because prices are too high they stop raising prices. I think its really important we become good consumers again. Interesting. Our behavior can affect and people had a lot more coming out of the pandemic. A lot more in savings. Behavioral impact is fascinating. Nobody covers it better than you. Thank you, as always. Sure thing.
