Off the House Republican hearing into their newly launched hearing into President Biden as congress is sprinting into a Government Shutdown even as some republicans are speaking out against the inquiry, and where is the evidence . Any moment now, the House Republicans are getting ready to launch into an effort that some republicans are calling essential, and some republicans are calling it relying on the imagined history, and the first step of the Impeachment Inquiry. So for months they have been relying and the hunter biden Business Dealings, and finding ties that President Biden benefitted from the deals, but they have not released any evidence of that so far. This is coming as congress has just two days to negotiate a deal and avert a Government Shutdown. We are joined by cnns sara murray and jeremy diamond. And sara, i will start with you, and what are we expected to start with the hearing . We will not expect new facts, and we will see, and i could be surprised, but they are going to set out the basis of the Impeachment Framework and they gave out a framework last night of what the parameters of the Impeachment Parameters are, and it is four questions. The first three pertain to the notion of whether joe biden provided access or whether he provided perception of access and whether he took any official action because of the foreign interests or foreign money related to hunter biden, other member of his family and then the last question there is whether joe biden ever intervened at all in the ongoing criminal investigations into hunter biden, and as you pointed out, these are not new questions for the republicans to ask. James comer who is the chairman of Oversight Committee since the republicans got control of the gavel, and he has not been able to prove that he received any evidence, and some say that this impeachment will allow them to get more documents and information to better answer the questions, but you will see the democrats hammering the republicans over focusing on this Impeachment Inquiry rather than the impending shutdown. Jeremy, how is the white house talking about this, and they are clearly dismissing it, but what is the response to this Impeachment Push right now . Well, they see a few different opportunities here with the Impeachment Hearing, and that is first of all they believe that the republicans are going to get ahead of the skis, and they are going to go too far and face the political blowback, because they believe that the American Public will see this as a bipartisan process and not something to yield any kind of substantive incriminating evidence against the president. They see it as an opportunity to draw a stark contrast of what the House Republicans are focused on and what the the Oversight Committee james comber is going to gavel in and what he says. Since our taking over as the majority, we have been looking into how President Joe Biden has been looking into taking his oversight into and participation into the corrupt business seems, and he has been lying to the American People that he never spoke to the family about his Business Dealings and he lied to the American People about the absolute wall between his official government duties and the personal life. Lets be clear, there was no wall. The door was wide open to those who purchased what a Business Associate described as the biden brand. Evidence reveals that then joe biden developed and dine and developed familys business foreign targets including oligarchs what sent gifts to his family and his son. To date, the house Oversight Committee has uncovered how the biden and associates created over 20 Shell Companies created when joe biden was Vice President and raked in over 20 million between 2014 and 2019. We have also identified nine biden Family Members who have participated in or benefited from these shady business schemes. Now, what were the Bidens Selling to make all of this money . Yesterday the house ways and Means Committee released documents. And so now you are hearing from the different chairs about this. When we hear from Ranking Member james raskin, we will hear from him as we heard from the chair james comer. I want to bring in elie honig, and counselor, i want to establish since it is an Impeachment Inquiry and not talking about the law. Impeachment as we have learned in the last two years, it is what congress decides is a high crime and misdemeanor, and i will ask you a legal question here. What the committee is trying do, and the republicans on the committee is to suggest that as james comer said at the outset, There Is A Mountain of evidence that joe biden abused the Public Office for financial gain, and what evidence or they have or would they need to produce to produce a case, and elie they would have than the trump hotel a block down the block when President Trump was in the office and travel to the hotel and talk about how nice it was, and where is the line . That is the same question i would pose. The same Quote Mountain of evidence, and thousands of documents and bank records and emails and photographs, and good. A hearing and dont rely on sleight of evidence if there is a connection of joe biden and the dealings of his son hunter biden, lets see it. They have been investigating this for months and now a hearing, and this is the time and the place. They say they have the documents, and another thing, john, there is a little bit of the Sleight Of Hand in the way that Representative Comer was talking about this. He said and i wrote it down that many knee was sent to the family to, the son, to bidens, and to the buy zenidens and the associ and that is where this bridge exist, and they have not bridged the millions of dollars that hunter biden made from foreign entities and any connection financially or connection directly, and if they have that connection, good. And one specific reference Chairman Comer said was to the wires revealed overnight, and number of documents put out overnight, but they were to hunter biden who was living at his residence and made during the time when biden was out of office, and comer said distinctly running for president , and he had between the time of Vice President and president of the United States, and four years if this were a court of law, the laws would apply differently. Yes, so first of all the use of that residence, joe bidens residence as an address for some of the address, there is context the, because hunter biden would use that address frequently, and at times, he was living there, and we are spect to any transfers and bank records that may have come through, okay, lets see, any transfer of a substantial amount of money from hunter biden over to a account that belongs to joe biden, and that is one of the big questions, and the important question of timing. When was joe biden doing any of these actions that we have heard about . Was it during the Vice Presidency or during the years of between the Vice President and presidency and there is a bit of the constitutional question of whether a person can be impeached for something they did before they were in officesh and we will be hearing from some of the constitutional scholars about the differing views of that question, and professor c turley will say yes, and then another attorney would say, no, you can only be impeached for something in office. Stick with us, elie, and jim jordan is speaking, and we will be heading back in for a second, and hear from jamie raskin, the top democrat in the committee, and yes, there could be there are legal questions they are going to pose, and mountains of evidence that james comer says that i will put out, but at the core, this is a political investigation, and do you see if it begins like this, they have launched an Impeachment Inquiry that launches anything towards impeachment of President Biden. There is a heavy lift on not just the oversight, but the Ways And Means to convince the more moderate republican colleagues that there is enough to actually move for a full impeachment. There are moderate republicans who are aware that despite what james comer says in the hearings and the political bombast that they dont have the goods to back up what they are saying. They dont have this smoking gun at this Point Showing that joe biden somehow benefitted from Hunter Bidens Business Dealing Showing that he was involved in the hunter biden criminal prosecution, and all parts of the white house has been denying. So there an evidence barrier that they need to get over, and again, this is james comers baby since he got the gavel on house oversight, and he has been digging, and digging and for some type of evidence that joe biden has been personally benefited, and he has not been able to find it, and we will see if they find it now that they have been more bullish to go directly at the biden family the try to get their bank records rather than going in circles around them, and going to Business Associates and that kind of thing, but again, this first hearing is not about fact witnesses to speak directly to what hunter biden is doing or the finances, but these are sort of the expert witnesses and a legal expert and tax expert and Forensic Accountant who says this transaction is suspicious and that hunter biden plea deal should have never gone forward, but these are not the people doing business with hunter biden and can speak directly to what was going on at that time. Manu, this Impeachment Hearing is happening, and no vote, because Speaker Mccarthy went forward and announced it, but he is doing it, because he thought that it would help him to get a deal to help him stop a Government Shutdown and how is that seen on the hill . It is about the fact that he didnt have the votes to launch the Impeachment Inquiry, and daysan noan the announcement, and he said if there is a Impeachment Inquiry, there would be a vote in the house, and that didnt happen. Okay. Jamie raskins is going to speak now, the top democrat. And engaging in personalities towards president. At ease. Well, considering this is an investigation of joe biden, i assume his name is going to be coming up. The house is not authorizing an Impeachment Inquiry, and with the rules, and saying that the president lied is engaging in personality, and in fact, section 370 says that accusations that the president has committed a crime or that the president has done something illegally is unparliamentary, and acting with the general rules of the house, and it is not authorized. The speaker of the house has authorized the impeachment, and it is authorized. Point of parliamentary inquiry. Does the Ranking Member. One moment when we are done, speaker ocasio cortez. The rules of the committee the chair overrules the point of order, while the Impeachment Rules are not before the committee, and given the rules, those words will not be ruled out of order. So, we have an obvious disagreement there. So we are 62 hours away from the shutting down of the government of the United States, and the republicans are launching an inquiry to impeach the president of the United States, and you dont want cutdown the government of the United States, and come up with an Impeachment Inquiry. This what the actions of the republicans say that the dysfunction of the caucus at work from our colleague of the democrats, clown show, stupidity, failure to lead, lunatics, new low, pathetic, enabling chairman xi, people with serious issue, those folks dont have a plan, shows how broken they are, and individuals who just want to burn the whole place down. Now if i said any of these things, theyd probably take my words down, but these are the republicans talking about republicans. So, lets be clear, this is not partisan warfare that americans are seeing, it is chaotic inticketing between the Repu Republicans and the republicans. It is maga versus extreme maga as if anybody in the real world could tell the difference of the two. What a staggering ineptitude leadership. Now, some people think that the members of the gop caucus are not interested in anything logical and they want to see the world burn as alfred penny worth put it in dark night but i see method to the madness. Donald trump put it last week that it is the last chance to defund these political prosecutions against me and other patriots. You get it . To delay justice, donald trump would cut off paychecks to a couple million Service Members and federal workers and furlough more than 1 million workers and pay them later for having not worked. They would halt Food Assistance to millions of moms and kids and keep nih in my district from enrolling more patients in life and Death Research trials. Trump is convinced that if we shut the government down, he is worth criminal prosecutions on 91 felony and Misdemeanor Prosecutions would be defunded long enough to keep him from having to go before a jury of the peers before the 2024 election, and like flying monkeys on the wicked witch of the west, trumps followers carry the message out, shutdown the prosecutions, shut down the government. But he then published this edict, either impeach the bum or fade into obivion, they did it to us. Of course, the standard of impeachment is not whether they did to us, but whether the president committed High Crimes And Misdemeanors and that is not what counts, but what donald trump wants as representative ken buck, a Freedom Caucus member told cnn the other day saying that President Trump said that we should impeach President Biden, and Kevin Mccarthy said we should continue the Impeachment Inquiry, and this is a result of President Trumps pressure. So we move from the trumpordered Government Shutdown and impeachment process and back into the realitybased world, the world is sitting completely emptyhanded with no evidence of president ial misconduct and no smoking gun, and in fact, no gun, and we have had to slide awkwardly into the inquiry process in which Speaker Mccarthy said was necessary and imperty with a vote, and they went to the Department Of Justice to get an loc judgment, and saying that committee can take the committee from oversight to impeachment without the delegation of the full house of such authority, and loc opinion all right. That is the Ranking Member of the house Oversight Committee, and we heard from him the same amount of time we heard from James Comb Earer a moment ago. And Representative Raskin Is Making Point that they should be dealing with the shutdown and not the inquiry, but he left off with a procedural matter if it was within the house rules to be doing what they are doing, because the house has never actually voted on launching an Impeachment Inquiry, and one of the reasons is because they would not have had enough votes to get it started. I want to go to elie honig to talk about how much more these rules matter and who has weighed in on them in the past, elie . So, john, there is an interesting history here, and the question is does the house need to vote as the full house on a resolution in order to open up the Impeachment Inquiry or declared unilaterally for the speaker of the house, and if we look back through history, there because full house vote on the resolution to open up the Impeachment Inquiry in connection with the nixon and then bill clinton matters, but things changed in 2019 when then Speaker Pelosi did the same thing that Kevin Mccarthy is doing, and saying we are not going to take a full house vote and declare an Impeachment Inquiry and in the time in 2019 as Representative Raskin said, this legal question was posed to doj which was then under the Trump Administration, and doj said, that, yes, you do need to take a complete vote before you can open an inquiry, and that proceeded nonetheless, and the house essentially ignored dojs instance, and it is back on record in the Trump Administration saying that you do need a full vote, and now Kevin Mccarthy is saying that i did the same thing nancy pelosi did, but we are declaring an inquiry, and there is a legal question thatm cops before the courts of do you need a full house vote on a resolution to proceed with the inquiry, and issue subpoenas or enough for the speaker to say so. To present the legal outcome, it is going to change nothing the legal question, because this hearing is going to continue and the many more they pose. Elie, thank you, because raskin fell out of props that he is bringing in. Sara murray is watching this as well. You had laid this out into the lead up of it the approach that the democrats are leading this, and why are you calling the republicans out for foe cushion here when the congress and the infighting of the republicans is going to careen into the shutdown, and you are seeing raskin do just that. That is a big part of what we are hearing from the democrats today is that the republicans are focused on the wrong thing, and urging from republicans like james comer to push it forward even if the republicans are shutdown, and he is going to be hammered by democrats if he does move ahead with the strategy, and this is a part of the democratic strategy that we are going to be seeing, and the other part that we will see is the claim that this is all to sort of distract from Donald Trumps legal problems of which he has many by putting the focus on joe biden, his political opponent as well, and what we have just heard from jamie raskin is getting into the notion that a lot of the allegations the republicans are making against hunter biden and joe biden are coming up before and things that he was peddling years before with the ukraine to donald trump first impeachment, and so there is an effort of democrats to say, there is nothing new to see here, and no new evidence to go over. And i do want to ask you, because this is all happening while we are literally 48 hours away or thereabouts from a Government Shutdown and where are we on that, and are people talking about that more or concerned about this being a distr distraction . The thing that the speaker has tried to convince some of the hardline members who have agreed to a short tterm agreemt if there is a Government Shutdown that perhaps the federal agents would respond to the inquiries, and if there is a shutdown, and that argument has simply not worked with some of the members and the same members who are demanding the speakers cuts, and pushing for what they are simply not going to agree to the shortterm bill, and that is the speakers plan is to go with the speakers plan, and so at the moment, the speaker had a meeting behind the closed doors of the speaker between him and matt gaetz who is threatening the speakers hold on power, and the speaker has made clear he wants a bill on the republicanonly bill to keep the Government Open for weeks, but the problem is that he does not have the vote to do it, because the democrats are opposed to the border cuts and the hardline members are saying absolutely not. It should be deeper spending cuts, and they dont agree with keeping the Government Open for a short period of time, and this is a likely prospect of a time after 11 59 p. M. And so that is going to be bipartisan lines to keep the Government Open is going to go nowhere in the republican part of the house, and there is no support for that, because of the provisions in there for funding in ukraine, and now that the focus is on the Impeachm Mment Inquiry of the house, and it is distracting the fight of the house, and to focus on the house divisions of the house and senate gop, and keeping Government Open, which is creating by chaos for the speaker at this moment. And jamie raskin was trying to exploit it with visual aids and posterboards right behind them with the republican quotes. So thank you, manu and elie. This is going to go six hours, and every member, and this is a huge committee, and while we hear what is happening at the top, this is going to grab the attention of at least this committee for multiple hours to come. As sara points out, and as we are ticking towards a shutdown. All right. Coming up, the lights went on, and the gloves came off at the second republican president ial debate, but did any of them come close to taking down the frontrunner donald trump . That is ahead. Okay. The important question this morning, did anything that happened in the Republican Debate with seven candidates on stage, did anything that happened do anything to change the trajectory of the race . Donald trump is ahead, way ahead. Last night, for the first time for at least some of the candidates they did address the issue of trump more directly. Listen. And you know who else is missing in action . Donald trump is missing in action. He should be on this stage tonight, and he owes it to you to defend his record. Donald trump, i know you are watching, you cant help yourself, and you are duck these things, and i will tell you what is happening, nobody else is going to be happening up here anymore, we will call you donald duck. And joining us is lonnie chen, and also cnn senior political commentator. So i took up all of the polls with all seven candidates their numbers added up, 37 b and he is beating the field by 37 , and congressmen, we will get to who had the best moment, but did anything happen to change the fundamental structure of this race to make it likely that any of them beat donald trump . I wish i could tell you yes, but no. The Opposition Force running against donald trump has to thin out so you can see one person growing in numbers, and then the discussion is twoperson race, and it is not going to happen any time soon, and so whatever happened last night, 58 to 37, and shuffled the chairs aon the titanic. Lonnie f the goal lonnie, if the goal is to beat donald trump, did they draw a contrast . Well, you are looking at 93 of the stuff, and the question is where are you drawing bright lines . You saw it last night with respect to ukraine, and the record of the Trump Administration of spending, and they added a ton of debt and deficits, and you saw the effort with folks like nikki haley and tim scott to draw the contrast. But at the end of the day, the congressman is right, they are fighting to be the last person standing against donald trump, and then it is interesting, but until then, you have to hang in there and do your best to stand out. I wanted to pay one moment from governor nikki haley when she chose to talk more about vivek ramaswamy, and she really leaned into him when he was talki talking, and i cannot remember if it was Digital Privacy or kids using social media, but that is what Governor Haley said. Honestly, every time i hear you, i feel dumber for what you say. And medicines are made in china and not america, and you want kids to get on the social media that is dangerous for all of us, and you were in business with china that gave hunter biden 5 million, and we cant trust you. And now what about that, because they love the go after rory mcilroy, vivek ramaswamy, and what she really wants to do is to go fight and this is the imagery . Well, she wanted to be seen as a fighter, and there is some cold hard polling that shows that ramaswany has the polling, and there is the imagery and the reality that a lot of candidates dont care for him, and they dont like what he represents, and they are doing what they can to take him down a few notches, and haley was effective at that, and ramaswany looked like a imposter at times. So it is some of the factors that looked like why he was an indeed not as strong last night. What about you, congressman . Well, nikki haley is gaining momentum, and in the 37, but it has to consolidate. And there was ron desantis had to come out, and haley and kind of tim scott and christie looked strong, and vivek was looking poorly, but nickki haley and wht she saw in that clip, and you saw genuine disgust by the c charlatan links and the complete fight against ukraine there, and he is trying to play off the donald trump genuineness, and he is not genuine, but he is trying to pull it off, and i dont know if he can pull it off. And the generation is true to themselves, and one way or another, and lanhee, any reason he should show up to next debate to win, and if there is any reason that he should show up . Well, i dont think so, but it is if the ego is going to allow the cold hard facts to take over. There is not a reason for him to be on the same stage. The Campaign Team has it right in that it is going to put him on a plane with people from a Polling Perspective are not on his plane. But at some point, you hope that he does show up. Because it would be more entertaining for everybody, and second of all, it would allow the candidates to show if they are willing to go after him when he is on the stage or are they going to cower from the potential responsibility. I hope he does show up, but i am not going to show up, and in fact, the ego does not allow him to standby and let people attack him without letting this thing go unresponded to, and this is the only thing to provoke him to join the next debate. And consequently, President Biden is going to arizona to announce that he is getting money for a federal money for mccain, the john mccain library, and democracy, and it is not your advice for democrats, but if you were to advise biden, would you advise him to talk more about democracy and less about strategy . Democracy is truly under threat, and we truly underestimate how important leadership is. And when the president speaks about the leadership, it is what is the message, and it cannot be one and done, but you have to address the things like the border and address the things like crime, and as much as you are talk about the democracy s and which people feel unsafe and agree or not, and look at the maslow hierarchy of needs, safety is way below, and it is the thing that you to satisfy first and the selfactualization and democracy and all of it is important, but they haveed a dress this issue, and for whatever reason, they are paralyzed to do it. A poll showed that it could hit 64 of the respondents to be impacted greatly if a shutdown were to happen. Joining us is the ceo of Blue Star Families. Thank you for joining us this morning. Can you give me a sense, and give the viewers a sense of just how close to the edge some of the military Family Members are living when it comes to being forced to forego just one paycheck. Thank you so much for having us, me, sara, and the threat of the Government Shutdown is crushing to many military families and discouraging most, and it is because people who serve in the military, and by extension their families, are willing to accept a lot of risks and we do it because we love our country and enemy that is threatening us, and where it is diskourning is because it is a threat of enemy from our own u. S. Congress is that from surveys that 1 in 3 u. S. Military families have less than 3,000 in savings, and so if you are missing one paycheck, you dont have enough savings to cover the rent, the day care or the food, and this is a place that we should not be putting our military families in. They are forced to continue the job without getting the pay. I do want you to listen to republican congressman from tennessee, andy ogles who seemed nonchalant about the prospect of the Government Shutdown. Let me listen to you. At the end of the day, the leadership procrastinated and if that means staying with a couple of extra weeks with the shutdown, that is fine. And he says that is fine, and what do you think about the statement, and another congressperson made saying, they will get the backpay, almost like it is not that big of a deal. What do you think about that . It is a very big deal. A lot of the military families are young families and many of military families are unable to feel that second income that many middleclass and Working Class people need, because they have move so often. So families are on the edge, and i got a text from a young enlisted spouse, and e4 enlisted, and missing a paycheck means that we cannot buy groceries and feed our animals and pay our rent so we could lose our apartment. It is important to get the paycheck, because we cannot go two weeks without it. It is a stark and worrisome email that you got. What do the families do, because these shutdowns have happened in the past. The last one was in the Trump Administration, and it went on for quite some time, and what do they do . It is a great amount of distress. There is a bill in congress right now, Congresswoman Keegans from virginia has a pay our troops act, and we urge the congress to pass that, and when the troops are not paid, they are looking for emergency aid. We have to ask our neighbors and our employers to understand the situation that we are in and to try to help us out, but the long term effects is that we are hearing in the pulse poll, 50 said they would be greatly affected but 85 said greatly affected. And some of them said they would consider leaving the military service, and it is not just about back pay, but can they be willing to serve when they cannot trust the civilian leaders to have their backs. I would wonder if you would be able to sit down with members of congress to say to them . Do your job. Our Military Members do their job, and do your job, and pass the budget, and do not shutdown the government, and protect the country. Thank you, kathy rothdouquet, thank you for come on. And a setback for the trump team who has just shuffled the legal team again. Request denied. The judge overseeing Donald Trumps Subversion Case will not be removing herself from the case. The trumps team has been repeatedly calling for the judge to recuse herself, and over some comments she made over the january 6th sentencing.
