Hello and a warm welcome to our viewers joining us in the United States and around the world. Im bianca nobilo. And im max foster joining you live from london. Just ahead joe biden will be in michigan to walk the picket line with striking members of the United Auto Workers. Saturday night is to overt a crisis here in washington. Kyiv now climbs to have killed commander of the Black Sea Fleet. Makes perfect sense that ukraine would want to hit strategic targets inside crimea. There are still big groups of people coming in. Loud speaker invite each migrant to sing of their country last hint. Live there london, this is cnn newsroom with max foster and bianca nobilo. It is tuesday, september 26, 9 00 a. M. In london, 4 00 a. M. In detroit where in the coming hours joe biden will join members of the United Auto Workers union on the picket line. The president is splitting his focus from an impending Government Shutdown to support of the autoworkers who are striking for better wages. They are also asking for benefits that they gave up more than a decade a ago when Companies Like ford and General Motors were close to bankruptcy. The president says the workers have earned it. Now the industry is growing back, they should participate. And i look at the significant increase for salaries of the executives and growth, they should benefit. So, yes, i would support it. Mr. Biden will be joined by the president of the United Auto Workers in detroit. The white house has made it clear they are not involved in the negotiations. The president is just lending his support. In washington pressure is building as the shutdown draws ever closer. They are less than five days away when the federal government runs out of Money 3450emeaning departments awill shut down completely. And the president of top aides are not going to forget americans who is to blame. Mr. Biden had no trouble calling out hard line conservatives holding up the progress. This small group dont want the deal and everyone in america could be faced with the pain and pressure of that. Funding the government is one of the most basic fundamental responsibilities of the congress. And if republicans cant do their job, we should stop collecting them. And the government is warning of those at risk of shuttering. Many things could happen including active Military Members and Border Patrol agents going without pay, thousands of nonessential workers could also be furloughed. Nearly 7 million pregnant and new mothers and children would also lose Food Assistance benefits. Farmers would have no access to Government Loans and the countrys National Parks would also close. One lawmaker says it would destroy the progress the u. S. Has made. We are talking about shutting down the government on the heels of a comeback from the Worst Health Care crisis weve had in this country in over 100 years. And we know what that did to the economy. Businesses are back up and running again. We now have a lot of unhappy workers. And we see strides taking place because everybody is trying to get back on even keel, back to where we were before the pandemic. And for us to ultimashut the government down will destroy everything. Biggest hurdle is getting support to pass a new spending bill. Kevin mccarthy says he thinks he has enough votes from republicans to make some progress this week, but lacks enough to push through a short term bill to fund the government. Manu raju has the details for you. Reporter congress is running out of time to avoid a Government Shutdown. 11 59 p. M. Saturday night, that is the deadline to avoid a shutdown. And there is just no agreement yet about how to do just that. In large part because of divisions within the house gop conference. Speaker of the house trying to convince his members to all fall in line behind republican only bill to keep the government open for just a few weeks. But he doesnt have the votes because he has included in this Plan Spending cuts that democrats wont accept, Border Security measures that the democrats wont accept, but the cuts dont go enough for far members on his far right which means that he doesnt have the 218 votes to get this out of his chamber. He can only afford to lose four republicans on any party line vote. At the moment he is losing about 7 maybe up to 10 members on a short term spending bill. So what is the speakers plan . He is still trying to pressure the same measures to come on his side. This as the Senate Leadership is working on a different plan to keep the government open with hardly anytime to reconcile differences. I asked the speaker about what is looming over all this. Threats from his far right that he could lose his job as speaker if he were to cut a deal with democrats to keep the government open. I asked how much that is Driving Hig D his Decision Making over handling of the spending talks. How much is the fact that if you do cut a deal with democrats there could be a vote to push you out, how much of that is driving your Decision Making . Nothing drives my Decision Making. If that was driving my decision, wouldnt that have driven it 15 times before . My reporter but you could cut a deal with democrats and that could be the end of it. Did i cut a deal then . Reporter when . 15 rounds let me explain something. Im not different then or before. What drives me is the american people. Im not worried if someone makes a motion, im not worried if somebody votes no. Im going to wake up each and every day with the same thing that drives my opinion of what needs to be done, solving these problems and that is what ill do. And ill work with people who want to get that done. Reporter even if the senate were to reach a quick deal, it would still take some time for the chamber to process that measure. It includes provisions dealing with aid for ukraine for instance that could slow things down because some such as rand paul warning that he could drag things out. But talk of foregoing the aid, punting that to later in the fall and just simply keeping the government open just for a few more week. But still no guarantee that Speaker Mccarthy will keep a Senate Passed bill on the floor of the house. If he were do that, again he could face the same threat to push him out of the speaker ship. So huge questions looming over washington. Will it shut down, how long could it last, and how will it play politically. A lot of republicans concerned that the gop would get the blame for this as they try to overt the crisis. But unclear at this moment whether they can. Manu raju, cnn, capitol hill. Former u. S. President trump is backing the hard line republicans telling them this that they should shut down washington unless they get everything. He also insisted that the republicans wont be blamed and President Biden will. Trump lashed out at Mitch Mcconnell calling him the weakest and dumbest leader in senate history. This week is expected to become trumps busiest week of campaigning since he launched his bid for reelection. He visited South Carolina on monday which is one of the early nominating states and he will head to michigan wednesday to speak with union workers. But a source says that United Auto Workers didnt invite him and are not involved with the visit. President biden is expected to visited picket line in wayne county, michigan later today. Everything right down the tubes. So i announced that im going to michigan and then he announced 20 minutes later. After michigan trump is scheduled to be in Southern California for the Republicans Convention and then back to iowa on sunday. Kristen holmes has further details. Reporter he wants to be spending time in these early voting states. We didnt see him out on the Campaign Trail for several weeks. They do believe that he has a comfortable lead. Weve seen it in national polls. But they are also looking at some of the polling where the conservatives are saying that, yes, they support former president trump, but they are open to an alternative. So they are pounding the pavement visiting iowa and New Hampshire in the next couple of weeks, South Carolina on multiple occasions, really trying to shore up that support and in some ways rally the troops. The other big thing this week i want to point out is that trip to michigan. That is his team moving actually beyond this primary starting to look at that general election, trying to essentially try and grab these Working Class Voters that they believe they can see gone off siphon off from the democratic party. They are very focused. And one major event will be noticeably absent from trumps schedule and that is the second republican primary debate. He is the undeniable frontrunner and has questioned the point of participating in debates when he holds such a commanding lead over the challengers. Among them his former Vice President , former ambassador to the u. N. And several past and present governors. There is growing concern that u. S. Government shutdown could jeopardize more military aid for ukraine. The Biden Administration has asked for 24 billion through the end of the year. But a source tells cnn that that number could be much smaller if it is part of a short term spending bill. Cnn spoke monday with john kirby from the u. S. National security council. We got a little bit more funding to go, so i think that well be okay for the next few week or so. But without the supplemental request that we asked for, it will absolutely have an effect on our ability to support ukraine. Once we get into the winter, it gets hard for both militaries to maneuver and to operate. And so we want to make sure were getting them everything that we need while they still have good conditions on the ground. Not getting a supplemental question will have an ability of them succeeding on the battlefield. Ukraines navy says russian ships in the plblack sea are stl Launching Attacks despite ukraine claiming that Viktor Sokolov was killed on friday along with 33 other officers. More than 100 service members. Ukraine says the missile and Drone Attacks on odesa region have continued in to today badly damaging Port Infrastructure and an abandoned hotel. More from sam kiley. Or the. Reporter ukraine dismissed it as a pathetic attempt at retaliation, russian bombardment of the port city of odesodesa. Two Warehouse Workers were killed, and an ban doned hotel smashed. But for this, it was routine kyiv claims to have killed the commander of the Black Sea Fleet, admiral Viktor Sokolov. Ukraine says it also killed another 33 russian officers in the Missile Strike against the Fleet Headquarters in sevastopol on friday. Ukrainians have targeted senior russian offices often using intelligence from nato. And specialist units have been tasked by kyiv with these killings. They are aimed at Zapping Morale and undermining command systems. Cnn has no independent confirmation of ukraines claim to have killed the admiral, but it would be its biggest success in this campaign. And part of an ongoing effort to break through russias Defense Lines to ultimately strike at crimea. They have included earlier attacks on putins navy and a bridge to russia itself. First batch of u. S. Donated abrams tanks have also arrived in ukraine. But they are not the strategic weapons that the ukrainians say they need. Translator Defense Packages from the United States include artillery, necessary shells, himars munitions, Additional Air defense system, tactical vehicles and other types of weapons that will prove themselves on the battlefield. Reporter kyiv wants these a t atacms to attack deep behind russian lines to kill more officers and destroy logistics hubs. The u. S. Has yet to announce that they will get these missiles before the winter frizs over the frontlines where they are. Sam kiley, cnn. Ukraine strikes on russian targets in crimea may not seem at first glance to play a major part in its counteroffensive, but they could help kyiv regain territory captured by russia. Once again john kirby for you. Crimea is critical for russias efforts to continue its Occupation North of crimea, north of that peninsula, and then up the eastern side of the country into the donbas. It is a sort of a Staging Ground to help replenish and resource their troops particularly in the southern part of ukraine. So it makes perfect sense that ukraine would want to hit strategic targets inside crimea to try to hamper their ability to use crimea as a staging base for supporting their troops further inland. Clare sebastian has been watching the movements. And it is across ukraine including quite scarily close to the romanian border. Yeah, more overnight attacks. This is near the port town on the danube which is across from a nato country. And ukrainians saying that Border Crossing has been damaged, a Ferry Crossing to romania. Both authorities are saying that that crossing has been closed. So i believe that this is the first time weve seen that happen even though weve seen multiple strikes now on those danube ports which are a critical part of ukraines grain infrastructure. Even more critical since the black sea ports are now effectively blockaded. So possibly a followon from the attack on odesa that we saw on monday which ukraine has painted as retaliation for that attack the Black Sea Fleet headquarters. In terms of the commander who was killed, how significant is that . Really significant. I think you can tell that by how little russia is saying about it. It tends to correlate with the amount of information that they put out. We saw the same thing with the sinking of the warship that we didnt hear about any deaths until the families started complaining that they didnt have any information about their sons and brothers. And the Black Sea Fleet has been stationed in sevastopol since long before the invasion. A symbol of their rightful claim to that peninsula. So a major blow to them there. And the Black Sea Region in crimea is an important theater in this war as ukraine steps up these lornlg range missile attacks. Ukrainian Navy Spokesperson said that attacks from the black sea into ukraine continue. He described it as like a Chicken Running around without its head. So painted a picture of sort of chaos and confusion. We havent independently verified that he has been killed, but that is what the ukrainians are saying. Clare, thank you so much. Still ahead for you, the steps a u. S. Border town are taking to cope with the growing influx migrants. And an indicted u. S. Senator pleads his case to the public as he and his wife face charges that they took hundreds of thousand worst of bribes. And plus tennessees first Transgender Lawmaker will be sworn in soon. Well have the details of her historic win. So far the situation remains the same. There is still no concrete solutions to this issue. Bridge one remains closed just so you all know. Bridge one is closed. Pedestrian traffic is open. So if you walk, you can go through bridge one. The rail as you can see, it is also up and running. That is how the majority of the people are coming in. We need bigger action, better action from our federal government and the Mexican Government as well. This is impacting our safety, impacting our economy. It is just a mess. The mayor of el paso of eagle pass, texas there summing up the crisis at the u. S. mexico borden. He says that he will extend the Emergency Declaration as a Migrant Surge shows no sign of slowing down. And el pasos city Council Voted unanimously monday to purchase a former school that could serve as an additional emergency migrant shelter. Meanwhile one Migrant Shelter Official is warning that the number of Asylum Seekers sleeping on the streets have spiked and continued to grow. And one video of people hoping to reach the United States, these are predominantly venezuelan migrants gathered in the dark at a migrant camp. Thousands of miles from the u. S. Border and about to start one of the most treacherous parts of their trek north. Someone prompts the crowd to sing their National Anthem before they leave. A u. S. Official says they expect the numbers to remain high for now. A report on why they are taking incredible risks to reach america. Reporter the journey for the American Dream starts before dawn. At 4 00 a. M. , these group of migrants is getting ready to cross the darien gap, the stretch of Tropical Forest between colombia and panama. In the darkness a loud speaker invites each migrant to sing the anthems of the countries they have left behind. The voices of the venezuelans resonate the loudest. At sunrise, the gates of these Makeshift Migrant Camp open up and the Group Advances into the forest. Panamanian authorities estimate on average more than 1400 people have crossed this thick stretch of forest every day this year. Already more than double the numbers in 2022. Most of those crossings are venezuelans. But migrants from ecuador, haiti, colombia and also china attend this route. Hundreds of thousands of personal stories, but one shared goal. I have a lump in my throat, but im doing this for my family, for a better future. Reporter the hike lasts several days across rivers and jungle mud. But the prospects of making it to the United States over 2,000 miles north from here is stronger than ever. Longer term mission, i think it is difficult to say right now, but what we can work, what we see in terms of a trend, and the trend is that the numbers will continue increasing. Reporter venezuelans have been leaving their home country for years, but until recently, most headed toward over South American countries. And this year hundreds of thousands are traveling directly towards the United States. Worryingly according to the United Nations a growing number unaccompanied children are attempting the trek on their own, these also ones are following their parents tied together so they dont get lost in the crowd. And a small group gets a passage on the boat. Others heal their feet wounded from the hike before the i dont you w Journey Continues north. From the air these soldiers can only monitor it, but there is no way of stopping it. And for most of these people, there is no way of turning back. Despite recent economic reforms, venezuela remains in deep humanitarian crisis with over 80 of the population living below the poverty line according to independent figures. With Living Conditions in venezuela not showing any signs of improving anytime soon and the rest of South America that is already struggling with their own problems, impact of the covid19 crisis, inflations in the last few years, it is only natural that growing number of people are trying to reach what is seen as the only place where they can have better opportunities. President biden is expected to michigan today where he will join striking autoworkers on the picket line. And the saturday deadline looms for congress to avoid a Government Shutdown. Indicted u. S. Senator bob menendez is vehemently denying that he and his wife took hundreds of thousands of dollars in bribes and is refusing escalating demands that he resign. Menendez held a News Conference monday in new jersey. And he said the half Million Dollars in cash federal investigators uncovered was his savings for emergencies and he would be fully exonerated. Menendez and his wife are accused of taking sbrib bribes p three new jersey businessmen and the government of egypt. He has become the third u. S. Senate to demand menendez shut down. New jerseys governor also has done so, but nezmenendez says hs not bunching. Federal prosecutors say that he accepted cash, gold, luxury conve convertible, payment toward his wifes mortgage and other considerations. They and the three businessmen are due in court wednesday. A criminal Defense Attorney tells cnn what prosecutors will have to prove in order to get convictions. What prosecutors are going to have to show is a quid pro quo. So a thing of value which obviously a mercedesbenz and gold bars are, in exchange for what is known as an official act or in this case a preaching of an official act. And that is what is really in this indictment. I think government will have no problems getting over that hurdle. They have shown time and time again in many different ways how menendez both breached his official duty and used his office to influence others in order to, you know, really benefit himself and his other coconspirators. Lauren fox has more on what Senator Menendez is calling his biggest fight yet. Reporter defiant Senator Menendez vowing not to resign as he faces down federal corruption charges. I firmly believe when all the facts are presented, not only will i be exonerated but i still will be new jersey senior senator. Reporter menendez facing a barrage of pressure to step aside. Fellow democratic senator John Fetterman tweeting hes entitled to the Presumption Of Innocence but he cannot continue to wield influence over national policy. The situation is quite unfortunate, but i do believe it is in the best interests for Senator Menendez to resign in this moment. Reporter there are calls menendez says are premature as he offers new explanations rebutting the allegations. Any new jersey voters watching right now who may have concerned that again you are facing scrutiny over corruption, what is your response to them . The response to that is simply that, number one, this inquiry will end up i believe in absolutely nothing. Reporter in an indictment last week, federal prosecutors allege menendez received hundreds of thousands of dollars in bribes. In the form of cash, gold, and a luxury vehicle. In exchange for the senators influence. Prosecutors say that some of that evidence included dna, and fingerprints of one of the business Contacts Menendez allegedly accepted bribes from. For 30 years, i have withdrawn thousands of dollars in cash from my personal Savings Account. Which i have kept for emergencies and because of the history of my family Facing Confiscation in cuba. This may seem old fashioned. But these were monies drawn from my personal Savings Account based on the income that i have lawful derived over those 30 years. Reporter menendez now faces a democratic Primary Challenge from representative andy kim, one of six members of the new jersey congressional delegation calling on him to resign. There are a lot of concerns about his integrity and i think it is important that we do everything that we can to restore faith afor the american people. In terms of resignation, that is a decision to be made by Senator Menendez and the people of new jersey. Lauren fox reporting for us there. And steven jiang is joining us from beijing. This is a deeply volatile region. What impact is this event likely to have on relations between china and the philippines . Reporter well, the chinese actually have just responded to this latest and rather nurn mnuchin by the philippines with the Foreign Ministry official warning the philippines not to provoke incidents and create troubles. This is not surprising given beijing claims sovereignty over almost the entirety of the sea. Even though that is rejected by an International Tribunal and not recognized by the u. S. Government. But nonetheless what china has been able to do that none of the other has been able to in the past few years is through massive Land Reclamation and construction, they have turned previously uninhabited islands to man made islands equipped with so he physicality rated radar and air strips. And so they are increasingly able to project Military Power in this region. In the past weeks and months, weve seen an uptick of publicized incidents between beijing and other claimants. Weve seen the chinese coast guard use Water Cannons and what philippine officials describe as dangerous maneuvers to chase and drive away filipino boats. But from the beijing perspective of course, only thing that has changed is the government in m manila. And they are not happy that the philippines are bringing International Media to witness some of the encounters. But underlying all of that is a concern that the Chinese Military will now abandon their manmade island. So how does anyone change the behavior absent a war. Steven jiang, thank you so much.
