California bracing for heavy rain and floods and a rare threat the state hasnt seen in decades. Some areas could see a years worth of rain in just one day because a hurricane is on its way. The Emergency Management chief resigns in maui as the emergency is still unfolding there. Crews are going through the ashes to try and locate additional victims, and residents are starting to try and piece their lives back together after the wildfires tore them apart. Im going to speak to one woman who lost her home, her business in this tragedy. Im kate bolduan with john berman and sara sidner. This is cnn news central. Happening now, President Biden is hosting an historic Trilateral Summit at camp david. With the president the leaders of japan and south korea. And the goal is clear to counterthreats from china and north korea. Priscilla alvarez live at the white house. What are the deliverables the white house wants out of these meetings . Reporter The Big Picture here, john, is they want to discuss those Regional Security challenges that you just alluded to. They want to discuss economic prosperity, as well as technological advancements. And john, it is the site of this summit that is also of significance and really underscores how important this is. This is going to happen at camp david. A site of historical diplomatic negotiations, and the first time that President Biden is convening foreign leaders at camp david for these talks. Now when we get into the details of this, this would include, according to Senior Administration officials, talks about annual military exercises, discussing intelligence sharing agreements, setting up a threeway hotline for the three to stay in close up to and coordination and organizing an annual Trilateral Summit. President biden has tried to foster these individual relationships with these countries, but this is the opportunity for the three to get together, to put their fraught history aside, and to talk about their shared interests, especially against the backdrop of those mounting Security Concerns with north korea and china. But what it is not, john, is there is no expectation that there would be a formal Alliance Commitment or a collective defense agreement. So the question coming out of this then is how much of this can be institutionalized and maintained not only over the course of this administration and in the near term, but also in the long term. What is clear is that what the point of discussion will be today is their shared interests as they have seen Security Concerns mount in the indo pacific. John . Yeah. Commitment to consult if any of these nations is talented directly in and of itself is fairly significant, and our viewers need to know japan and south korea historically getting them in a room like this is unusual and rare and has been very difficult. Priscilla alvarez, an new york day. Keep us posted. Thank you very much for that. Sara . We will be watching and im sure china will also be watching what happens at that summit. All right. Now to hawaii. Teams of the atf are on the ground in hawaii right now joining the investigation into what caused this these deadly fires. Just one of many developments coming out of maui. Overnight, the administrator of the Emergency Management agency resigned citing health reasons. Hes been criticized for not activating sirens to warn residents about the wildfire danger. A day before he stepped down, he defended that decision claiming that if residents heard the sirens, they would have fled to the mountains where the fire was more severe because theyre usually used for tsunamis. One State Senator ridiculed that claim. Ive heard the line that, oh, people would have panicked and ran up to the mountains because its a tsunami siren. The reaction of the community to that is utter disbelief. Its insulting that think that people would be that clueless that they wouldnt know that Sirens Blasting was because of the fire. For days youve been seeing the pictures of the fires that devastated lahaina, killing so far 111 people. There is still, though, more than 1,000 residents unaccounted for. The mayor of maui county tells cnn 45 of the scorched area has been searched. Joining me now is jeremy lee, reporters with cnn affiliate kitv. Thank you so much for joining us. Can you give us some sense of whats Happening Now and how residents are reacting to some of the new news that is coming about as the atf is there and that the official has stepped down who was supposed to be overseeing the emergency there. I spoke to a lot of residents and people who had to evacuate and flee that fire, and they told me the idea that they would have headed for the hills on hearing the siren was preposterous. There was a huge black cloud hanging over all of lahaina, coming toward them, pushing them north. So they its not a claim that they really understand. Now a lot has changed in the last 2 had hours. Weve 24 hours. B weve been cut off, ive been here for the last week, not only from the highway but communication. Just recently a lot head changed in the last 24 hours. More trucks like this, this is a starlink truck, have shown up at various hubs. Im at the plaza, a distribution and collection hub assisting those who have evacuated. Also, that highway, the highway which connects the mass that juts out from the main body of maui, its just a twolane highway, one lane in each direction, that was shut down for a number of days making it impossible for us to not only communicate but to get in and out of the region north of lahaina, including the Visitor Destinations of napeli, where i am now, up to kapalua. Jeremy lee, thank you so much for that. Thank you for giving us an update on communications there and the fact that that road, important road, is open now. Appreciate your time. Kate . And as we are learning, everyone on maui has their own story of loss in this tragedy. Joining us now is jess menina. Thank you so much for joining us. Were going to show pictures to everyone that you sent to us. You lost both your home and your business, which was a popular gift shop in maui. First, what has the last week been like for you . Theres honestly no words. We lost everything, so its been trying to navigate and stick together. All of our community is spread everywhere, all over the island. Its been hard, like your reporter said before, to be in contact with anybody on the west side at all. There were days that we didnt know if our families survived because we evacuated two completely different ways out of that twolane highway. So its been trying to piece our life back together and a lot of confusion. Theres still, as theres still maybe 1,000 or so people unaccounted for for the fires. You mentioned that it was days when you couldnt even be in touch with some of your family. I know that you mentioned to my producers how fearful you are now for some of your daughters friends. What are you hearing . Unfortunately, the winds were so bad that day that school was canceled for a lot of children. Fortunately my daughter was supposed to be starting on wednesday, the 9th, at king kameamea schedule. For others their children had to stay at home while they went to work. And as said before, the sirens were not let off. A lot of these people, not justice children, but elderly people had no idea what was going on. They could have had tvs on, they were home alone. I cant even imagine the heartbreak thats still going to come out. That just puts a pit in your stomach of what we could be learning in the coming days. Weeks, months, they say, it could even take to identify some of the remains that they are finding. You mentioned the warnings, were hearing it from other residents on the island, raising questions of why people why those outdoor sirens werent set off, why people were not able to get more of a warning. What kind of warning did you g get . Absolutely nothing. The winds woke us up at 4 00 a. M. That morning. They were not like any winds anybody in the years that have lived in maui has ever experienced. They were blowing things else off the roof, 200yearold plumeria trees rerooted, it blew the fence over. We decided to stay indoors. We were actually making vision boards, which is how my Storefsto Storefront On Maui became a thing. I drew it on a vision board ten years ago and just won best gift s store on maui. We looked outside and saw the smoke. This isnt the first fire weve had in the last six months, so we evacuated, six months ago, so we knew what to grab and what to do. We made a decision that it was time to leave. Our neighbors thought we were crazy. They thought the winds were going to be blowing, it would never come to lahaina. And we were all wrong. Theres a lot of what ifs that you think through in these after these tragedies. And what if you hadnt made that decision so quickly to get out . Thank god you trusted your instinct. I believe we would have been trapped, 100 . Yeah. There has been some criticism not just of the fact that there wasnt warnings, but now in the aftermath of this tragedy from some in the community about what they see as a slow and lacking response after all of this, from the government and from folks trying to help. President bidens going to be coming to hawaii on monday, and im wondering what you want him to see or what you want him to hear. I just hope that more of the truth comes out. A lot of whats being shown on the news isnt really whats happening here in maui. A lot of donations and things are being blocked by the red cross and fema, and so the ohana, the whole island of maui, has come together to help each other. I think everyones a little bit let down at the lack of response from our government. I cant really speak to anything that would be said to biden. Were all a little let down, honestly. I want to ask you, the fema administrator, she was on the ground i think they said 72 hours after after the fires started. She was on cnn on wednesday and asked about some of the questions around the response so far. She said she said this, jess, she said, there are a lot of Rou Resources on the island, but we have to be able to get substitute the community and help get that message out there. What do you think of that . I think theres a huge lack of communication. I think the people of this island are there has never been more community that ive seen in my life which is why i opened my shops here to cater that. The people have rallied together far more than any government has so far. Our walmarts and targets are empty because all of our people here on maui have gone to buy brandnew supplies for all of us who have lost stuff. And if it wasnt for them and these Donation Centers that fema and red cross have not set up, or our personal donations, we do have gofundmes and venmos set up, all of us personally, i wouldnt have food on my table. Its not direct money or direct funds or or food and donations like we really kind of need to see, and the maui people have come together in tremendous ways to make that happen. Jess, im so sorry that were meeting under these circumstances. You and your family and community, youve lost so much. Figuring out whats next is even it a tough thing to even ask. But i think when you talk about vision boards, theres a vision board needed for sure for so many people right now. Thank you so much for coming on. Thank you. Thank you. If you want to learn more about how you can help the victims of these wildfires, you can go to cnn. Com impact. John . This morning, a major categoryfour hurricane named hilary is headed toward california with winds of 145 miles per hour. Youre looking at live pictures. You see the dark clouds of this storm, menacing Cabo San Lucas now. The storm will pass over the peninsula and head right toward california. It is expected to weaken, but even so, a storm like this hitting where it is forecast to, it is extremely rare and extremely threatening. There are new flood alerts going out to places that have never been issued flood alerts like this before in the history of recording flood alerts. Meteorologist Allison Chinchar joins us now with the forecast here. What are you seeing . Right. We want to give you the update because we just got a brandnew update at the top of the hour from the National Hurricane center. And for the first time, the National Hurricane center has issued its very first Tropical Storm watch ever for the state of california. This is for mostly Southern California. It does include san diego, but stops just short of los angeles, continuing through orange county, not quite up through los angeles county. But its one of many watches and warnings that are out as you stretch through baja, california, down there, and its anticipation of the forward movement. Still a category four now. Winds sustained at 145 miles per hour, moving to the northwest at about ten miles per hour. We do anticipate this storm is going to maintain its strengths for a little bit longer before finally starting to weaken as it makes its way up along the baja, california, coast, before finally pushing into california. Most likely its just a Tropical Storm. The main reason for that is its going to be heading into much cooler water. And thats really going to allow for hilary to weaken considerably as we push into the weekend. The biggest concern out of this storm is going to be the rainfall across the southwestern u. S. You have the extremely rare high risk warning across portions of california, a much wider scope of a moderate risk that includes las vegas, stretching into san diego. The main concern is that rain. Widespread, two to four inches of rain total. But there will be some areas that could pick up eight to even ten inches of rain. And look at what happened to death valley, california, when they had just an inch and a half of rain last year. So we are definitely looking at some significant impacts from this through the weekend. Did i hear you right, this is the firstever Tropical Storm alert issued for Southern California . It is, in fact, the very first Tropical Storm watch ever issued for the state of california by the National Hurricane center, yes. Okay. Historic. Again, even if this does weaken, this is something this region does not see and reason to be careful. Thank you very much. Sara . Absolutely true. Having lived there, this is rare. All right. Not really, but you get the sense they could if they would. That is the new proposal from attorneys for donald trump for when they want to begin the trial, the federal trial, and charges to overturn the 2020 election. Federal prosecutors proposed january, 2024. The trump team wants april, 2026. With us now, Defense Attorney and former federal prosecutor shan wu. This a big gap there. Let me read you what the Trump Team Put forward. They said assuming we could begin reviewing documents today we would need to proceed at a case of 99 pages per day to fortune by the proposed date for jury selection. That is the entirety of tolstoys war in peace kaffir to cover 70 times a day from now until jury selection. Your take on that proposal . I think theyre hoping that the judge will split or fraction the baby and that gets them to the point where they want to get. Thats kind of a ridiculous proposal to delay it two years. I mean, they may as well say stay the case until post presidency. That would be more honest on their part. All those analogies and models they put forth about this impossible amount of paper to read, first of all, this is not paper. This is the 21st century. Since the last 20th century theyve been doing electronic discovery, and there is methods of going through it, doing keyword searches. This is not like the days where you had boxes and boxes of paper and theyre looking at each individual one. Theres also tons and tons of duplicates in there. For example, multiple copies of the same email, which is why you use electronic discovery. Thats really just an e exaggeration and good posturing. Any sophisticated judge and this judge is experienced will see through that rights away. One of the arguments the trump team is making is he has so many trials its hard to coordinate and they overlap and you need to space them way out over time. I think i learned this in the Washington Post overnight that judges in these cases, they can talk to each other. They can check in with each other and perhaps coordinate to an extent the schedules, yes . How would that work . Oh, absolutely. Theres nothing prevents them from speaking to each other. Its not as though that prejudices the merits of the case. Prosecutors can talk to each other, too, just on scheduling coordination or more substantive issues. I think this has some legitimacy to it because there are genuine court dates, genuine scheduling issues that have to evolve. I think the manhattan da, alvin bragg, already indicated he was willing to step aside to let the feds go first. I dont know that that conversations happened with fani willis in georgia. I dont know that i think its completely unrealistic her case could get to trial faster than jack smiths Election Interference Case because hers is so big and comprehensive. But the judges speaking to each other whether state judge talking to the federal judge or state and federal judges talking to each other, thats just a natural part of judicial administration. I guess my question is does it go from can to should . Should judge i Eileen Cannon overseeing the maralago documents case, should she speak to tanya chutkan, the obamaappointed judge overseeing the case of 2020. Should they talk . That would make sense to do. Theyre obviously notin obligat. If everyone goes their separate ways and set their dates and want to hold them counselor let me jump in here. Were listening now with to biden at the beginning of this historic summit at camp david. Lets listen in. Its the firstever standalone summit between the leaders of japan and republiofa. I can think of no better way, no better way to mark our new chapter of our trilateral cooperation than meeting here at camp david. And so strengthening the ties between our democracies has long been a priority for me dating back to when i was Vice President of the United States. Thats because our countries are stronger, and the world is safer let me say that again, our countries are stronger, and the world will be safer as we stand together. And i know this is a belief we all three share. And i want to thank you both for your political courage that brought you here, and im looking forward to having a great meeting but continuing these meetings. You stepped up to do the hard work. I would argue historic work, to forge a foundation from which we can face the future together, the three of us together. And im deeply grateful for your leadership, and i look forward to working with both of you as we begin this new era of cooperation and renew our resolve to serve as a force of good across the indopacific and, quite frankly, around the world, as well. President yun, let me turn this over to you. I would like to extend my gratitude to President Biden for his warm hospitality. Last july we met for the nato summit, and im pleased to be reunited in about a month. At this symbolic venue of camp david in the history of modern diplomacy, our Trilateral Partnership is opening a new chapter which carries great significance in my view. President roosevelt once stated freedom is not a given, but something you fight to win. To make sure that each of our freedoms is neither threatened or damaged, our through nations must tighten our solidarity. Such is also our promise and mandate toward our future generations. A stronger coordination between korea, the u. S. , and japan requires more robust institutional foundations. Moreover, challenges that threaten Regional Security must be addressed by us building up stronger commitment to working together. Today will be remembered as a historic day where we established a Firm Institutional basis and commitments to the Trilateral Partnership. Today i hope we will explore together ways to elevate cooperation between korea, u. S. , and japan to a new plain through indepth discussions. Translator first of all, i would like to express my sympathy once again for the devastating damages caused by the wildfires in maui, hawaii, in order to provide relief to the affected people, japan head decided to offer a total of around 2 million of support. I offer my heartfelt prayer for the earliest possible recovery of the affected areas. May i also once again convey my heartfelt condolences for the passing away of president yuns father. And now, i would like to thank joe for your kind invitation to the two of us to camp david, a place with history. President yun, i have been meeting you almost on a monthly basis since march of this year, but the fact that we, the three leaders, have got together in this way i believe means that we are indeed making a new history as of today. The International Community is at a Turning Point in history. In order to allow the potential of a trilateral strategic collaboration to bloom and to blossom, i wish to take this moment to raise the Security Coordination between japan, rok, and the u. S. To new heights while strengthening the coordination between the japanu. S. And the u. S. Rok alliances, as we deepen our cooperation and response to north korea. I wish to expand and deepen our collaboration in extensive areas including Economic Security, such as critical and emerging technology cooperation, and supply chains resilience. Today i look forward to engaging in frank discussions amongst ourselves in order to declare a new era of japanu. S. Rok partnership. I once again express my gratitude for joes initiative. Thank you. Thank you. Politely ask the press to leave. Thank you for coming in. Mr. President . Mr. President guys, thank you so much so much. Appreciate it. Thank you, guys. All right, guys. Thank you so much. Guys, thank you so much. All right, guys. And they have cut the audio. All business. One way to get us to shut up. Yep. We were listening there to the trilateral, at the top of this historic summit with President Biden and the leaders of South Korea And Japan. And sitting next to importantly to the discussion of what theyre going to be talking about going forward, you saw the Commerce Secretary and Secretary Of State flanking President Biden. Joining us now is max boot, senior fellow with the council on Foreign Relations and columnist for the Washington Post. Max, in your piece you said its hard to exaggerate the significance of this gathering. What did you hear here, and what do you see happening today . Well, i think these are very positive dynamics. Something that would have been hard to imagine even a couple of years ago because of the long history of conflict between south korea and their former colonial masters and japan. So to overcome all those historical differences certainly requires a major commitment and a courageous commitment by president yun of south korea and Prime Minister kashida of japan. I think its to the credit of joe biden that he has made this a priority. And one of the striking things is that, of course, donald trump also got involved in korean negotiations, but he swung for the fences with this unrealistic goal of getting north korea to denuclearize where President Biden has been much more realistic because he has much more experience in the field of diplomacy, and he knows what is achievable. This something that is achievable, and it is, in fact, a significant achievement to bring two of our closest allies in asia closer together to confront the threats from north korea, to confront the threats from china, and to deal with a destabilized world in the wake of the russian invasion of ukraine. I do want to ask you, max, about china and north korea, and particular china. Tensions have risen in that region, and china recently, this year, warned warned korea, south korea, about this. I want to show you what they said. They said, i can assure you those who bet on chinas defeat will definitely regret it. That was the Chinese Ambassador talking to the Opposition Leader of the Democratic Party of korea. It is very clear that china must be worried about this, correct, when they see that this is the first time this has happened ever, this summit bringing together these two nations with the United States . Its absolutely correct. Thats why its such a huge achievement for the u. S. And President Biden because this is the last thing that china wants to see. They want to divide americas allies in asia, not to see them coming together. And i think a lot of this is really due to chinas own behavior because youve seen the bullying from china which is greatly worrying u. S. Allies and other countries in the region. And so not long ago you had president yun saying he wants to see a peaceful resolution of the conflict in the taiwan strait, an issue where previous south korean president s didnt even engaged. Thats something that enraged china because hes basically saying that south korea is opposed to a chinese invasion of taiwan. Thats a big statement, but its indicative of how much china has Alienatesed Korean Public Opinion alienated korean Public Opinion and japanese Public Opinion. Its not justice north korea, its china thats driving countries into a closer al alliance. In terms of deliverables from this summit, one of the things theyre looking to do is schedule an annual meeting between the leaders of these three countries, much like the president of the United States meets with leaders of mexico and canada almost every year. But also what i find most interesting is theyre going to codify this commitment to consult if either one, any of these nations, is threatened in a military way. Its a little bit like article five of nato, you know, collective security, but not exactly because theyre not guaranteeing that these countries will jump into action. But why is a commitment to consult enough, max . Well, i think youre right, john, this is kind of edging toward article five type of relationship. Certainly not there yet. We may never get there. But this is i think its a very important statement for South Korea And Japan to say that their security is mutually interlinked, that they are not independent here, that they the security of one affects the security of the other because theres a lot they can do if theyre working in closer cooperation. For example, if they would just integrate their Ballistic Missile Defense Systems directly with one another, they would have a much more effective defense against missiles from north korea, for example. And thats something thats been very hard to do because of the nationalist feelings in south korea in particular, the antijapanese sentiment. So you know, president yun deserves a lot of credit for trying to move beyond that as does the Prime Minister. And i think what President Biden is trying to do with this summit is to institutionalize this cooperation so that in the future no matter what happens in the politics of south korea, japan, or the United States, that these countries will continue to draw closer together and to consult regularly on mutual threats. And the summit gets under way, and well hear more from the leaders this afternoon. Great to see you, max. Thanks for coming in. Well be right back. Officials on the ukrainian counter offensive. Some are growing increasingly skeptical that recent attacks against russian occupied crimea are effective. Some are going so far as to call it a distraction at best and at worst a waste of critical resources. We have this report. What have you learned here . Reporter john, in recent weeks as ukraine has turned its focus toward Striking Crimea, using missiles in order to strike bridges that have connected crimea with the mainland of ukraine as well as with russia, used artillery to strike things like ammunition depots, command and control nodes, logistic hubs, as ukraine has made this shift in focus it raised some concerns among u. S. Officials who are concerned that russia, or that ukraine has spread itself too thin across multiple areas of attack. We spoke to some Biden Administration officials and u. S. Intelligence and military officials who say it is not clear yet whether the ukrainian strategy of Striking Crimea is having the intended effect the ukrainians want it to. Their goal is to try to isolate crimea and make it more difficult for russia to sustain their Military Operations on the mainland. The u. S. Isnt sure whether it is actually doing that. Behind the scenes Behind Closed Doors members of the Biden Administration as well as the u. S. Military are becoming increasingly concerned that this strategy isnt a great idea. Here is what one Senior Defense official said to us. It has knocked the russians off balance a bit but is not doing anything decisive and would probably be better for everyone for them to just focus on the counteroffensive. At least for now the u. S. Is not actively warning ukraine not to strike crimea but what we can say is the longer the counteroffensive goes on analysts believe the less it is likely to proceed. Any sense of how the ukrainians feel about this . Yes. They see this as part of their counteroffensive, as part of their strategy to try to isolate crimea. The u. S. Not so sure about that. You have to remember. Four ukraine for Ukraine Crimea is part of their country. This is not just a strategic decision but very emotional as well. Terrific reporting. Thank you very much.
