Block away. Residents are being told to evacuate out of an abundance of caution. Officials say theres still hope of finding survivor, but Cnns Wolf Blitzer can tell us on the ground in surfside. Wolf, its getting more desperate by the hour. And this big revelation today, which is not going to come as any comfort to anybody on the ground there that an engineer warned three years ago that there were major structural issues with the building. Wolf, that is devastating news. Reporter its devastating, and its so heartbreaking to so many of the families, loved ones who are gathered, waiting, hoping, and praying right now. Experts say it may take months to get to the bottom of what happened here in surfside, florida. Back in 2018, managers were urged to make repairs and we understand that work was set to begin soon. Were going to have much more on that coming up in a few moments. But lets begin with the latebreaking developments on the rescue efforts. Fires and rain are making this very difficult for emergency responders. Cnns randi kaye is near where crews are continuing their search for survivors. Randi, youve been here for quite a while. Update our viewers on the very latest. Reporter for the last few days, wolf, weve had torrential rains, heavy smoke, and the fires continue to burn inside that rubble. Theyre trying to put it out, but its hampering searchandrescue earth efforts. I heard its difficult to control. They dug a trench to try to isolate some areas that they can still safely do some search and rescue. That is a top priority, but they have to stay away from the burning fires. 159 still unaccounted for, possibly in that rubble. Many were associated with a synagogue up the road. I spoke with the rabbi from that synagogue. He said at least 20 people from his synagogue have not been heard from ranging in age from 20 years old to 60 years old, and some of those missing include the parents of a Childhood Friend of the rabbi. He had to explain to his own young son how his grandparents are missing. Listen to this. I was at his house at 1 45 in the morning, and he says, what am i telling my son . He wants to know how we can go to sleep when our grandfather and grandmother are lying in the rubble, in dirt. Why are we not there . Why are we not pulling off the Cement Blocks and bricks . There are no words. You just gish him a hug. Give him a hug, a kiss, and say were here as a family together. Reporter and, wolf, many have expressed frustration. Many have said lets get more in there. Lets dig through the rubble, desperate to find survivors, wolf. Reporter amidst all of this, randi, were learning more about this buildings history and concerns that it wasnt necessarily structurally sound. What can you tell us about that . Yeah. Were talking about this 2018 Structural Field survey report. Its 3 years old, but whats important to know is what they cited was sizable cracks below the concrete pool. Rescue crews were working in the last couple of days. Abundant cracking in the garage, columns, the beams, the walls, and they noted that previous Garage Repairs were failing. So none of this had been taken care of since 2014. Its important to note this report did not indicate that the building was facing imminent collapse or at risk of collapse. I do want to make that clear. And now the surfside mayor is saying hes not sure how the building handled the reports and what they did if anything with the cracks. Hes calling on the Sister Building to be evacuated because it was built around the same time with the same materials and same developer, and he thinks it needs a full investigation, wolf. Reporter out of an abundance of caution, thats what a lot of folks are recommending. Lets discuss this more with dave downie, a former miamidade fire chief part of the urban search and rescuecommittee. Thanks very much for journeying us. Whats your reaction to this report, three years ago the engineers found serious structural problems with the building . Im just hearing the details this afternoon. Ive been out here working most of the day. It seems though things were reported back in 2018, but i dont have the details of what the investigation reveals or what the significant damage was. Tell us whats going on right now. They say the searchandrescue operation is still under way, but a lot of folks are giving up hope. We want everybody to maintain hope. The rescuers have hope. Were still in rescue mode. There have been a lot of setbacks. The fire has complicated things. The teams are working on the rubble. Theyre now starting to systematically delayer the building, very surgically removing floor by floor in order to look for void spaces. Were still in rescue mode. We still hope for survivors, and until such time as were confident there are no more survivors, we will continue that way. Theyre going continue to search and search and search. Theyre going to continue to search. At some point when we transition to recovery, the same rescuers are still going to be there because our goal is to bring closure to all these families. We hope we bring home survivors, but we want to bring home survivors. Some suggestion people might survive a week, ten days after a disaster like this. Is that realistic . I can tell you personally i led the team in haiti, and we rescued a small baby eight days after an earthquake. A very different type of collapse, but there are definitely cases where people have survived multiple days. There are a lot of factors that come into that, the type of collapse, the void spaces, the element usere dealing with. Were going to maintain hope until were sure there are no survivors. Tell us whats going through the minds of the men and women who are involved in this searchandrescue operation right now. It must be so difficult, so painful. Well, theyre focused. You know, theyre focused on their task. Theyre focused on their job. They understand the risk. The risk is being measured. But theyre taking considerable risk. With this heat and humidity, they work 12hour shifts, and theyre cycling a half hour at a time on work. Theyre wearing heavier equipment. Because of the smoke, theyre wearing respirators, which complicates their work on the pile. Every one of them ive talked to, theyve been on the pile. Theyre doing everything they can to try to recover survivors. Yesterday i spoke with chief andy alvarez. I dont know if you know him. I know him very well. His job is to give orders to these people to go out there and potentially risk their own lives in this searchandrescue operation. Its an incredible level of stress. I can tell you, i was a team leader in haiti, and i never was under no Stress Knowing what harms way i was trying to put the rescuers in to, but we do it based on our training, based on our experience, taking calculated risks. You understand the frustration that the families and loved ones are going through right now. Theyre living through hell. I can only imagine. I feel for these families. Ive been involved in searchandrescue for over 30 years. Its always heartbreaking. The stories are heartbreaking. Thats why we stay so positive, to try to help as much as we can, but i understand the frustration. I mean theres the unknown, you know. You look at that structure. But people still are hoping that their loved ones can make it through this. Local time, police and fire arrived at the scene of this wreck where they found four dead and a man in dire condition. He was taken to the hospital where he later died. They range in age from 40 to 60, and Police Believe that one of those victims was the pilot. The details of this crash are just absolutely awful.
