Fires, shifting materials, Twisted Steel and water up to their waist at some points. Yeah, theyre searching for people in there. Theyre searching for mothers and fathers and brothers and sisters, children. Officials say they have heard sounds from underneath the debris. They are not confirming exactly what those sounds are. They said it is very possible the debris moving, metal, concrete, et cetera. But, with that news, Family Members are doing their best to hold on to hope. There is hope. Its just dwindling by the minute. There is a certain hope in the air but it is a very strange kind of a feeling. Ive rarely had this feeling except in the war zone. Were dealing day by day, theyre now finding more and more people and i hope and pray theyre found soon and everything is good. Those poor, poor people. Officials say that President Biden has been receiving updates on this. Hes expected to address the tragedy there later today at the white house. We dont know yet if he will then go on to visit the site. We are following several angles of the story this morning. Rosa flores is the at site of the collapse and Nick Valencia is at the Community Center and rosa lets begin with you. A little bit of hope when we hear rescuers say they do hear sounds. They do say it is likely sounds of the structure. Have you learned anything new this morning on the progress of that search . Reporter you know, jim, what were learning is about the painstaking work that these firefighters are doing. And this partially collapsed structure that is behind me, were learning from officials that these firefighters are working in 15minute increments, theyre caring about 80 pounds of gear. They are crawling through some of these tunnels that they are creating to try to get to those sounds that you were talking about. Now to do that, they have to shore up these areas. Theyre working with Structural Engineers and they have doctors with them were learned. Why . Because they want to make sure if they do find an individual, they could provide medical care as soon as possible. Were also learning about some of the challenges that theyve been facing overnight. I was here at 10 00 last night, it started pouring. This morning, same thing. Weve had multiple showers and then gusts of wind. Those are factors that complicate this search. It adds more water to the structure, which adds more weight. It also, when were talking about winds, when you see the pictures of these this partially collapsed building, youll see there are pieces of concrete that are still dangling, mangled rebar. And so it complicates this search to a level that is very concerning and very dangerous. Some of the Public Officials here talked to us about that. Take a listen. We have hope. And every time that we hear sound, we concentrate in that area. So we send additional teams utilizing the devices, utilizing k9 and personnel. So as we continue to hear the sounds we concentrate in those areas. When was last time you heard sound out there. Throughout the night. This is been done at extreme risk to these individuals. Debris is falling on them as they do their work. We have Structural Engineers on site to assure that they will not be injured. But they are proceeding because they are so motivated and they are taking extraordinary risk. Reporter jim and poppy, it is important to note that the members of the miamidade Fire Rescue Task one force, these people have traveled the world responding to disasters like this one. This time and for the first time weve learned that this time it is at home. It is here in their own backyard that theyre having to sift through the rubble hoping to find life. Jim and poppy. But many of the families of the 159 people that they still could not account for, say they are holding on to some hope that their loved one may be alive. And then im hopeful, but then time night comes, yesterday at night the rain and you start thinking if they are alive down there, what is going on, how how are they in there. Is there a possibility that theyre alive . Truthfully, look at this mess. I mean, what are the chances . Nick valencia is at the surfside Community Center where many familiars are gathering. And nick, i wonder in times like this, how do families keep it together. Poppy talked to a daughter in the last hour. I imagine myself in the same situation and frankly cant imagine it. So what are the families telling you now and what are they being told . We wanted to you hear directly from them this morning, jim and poppy. Which is why i want to bring in abigail. Her two friends and i want to get this andres and fabio, 45 and 43yearold along with their 6yearold daughter, sofia nunes are reported missing according to abigail. They had fled argentina because of the coronavirus pandemic there to arrive in miami and had been here for the last several months. Abigail was telling me here a short time ago that it was the night of, right before the collapse happened, about 9 00, 10 00, they went into an apartment of a friend and it was at 1 00 that she got the message. Abigail only speaks spanish so im going to try my best to translate. How are you . She said theyre not getting information. She wanted hard information. Reliable information. Theyre not getting it right now. What are they telling you . [ speaking Foreign Language ] she said they give say number for you inside but not giving you any information when you call that number. She said and res was a surgeon and humble and generous man. They come here fleeing the coronavirus pandemic in argentina in their native country. Are you sure they were inside . Apartment 803. She said shes really worried about the 6yearold sofia, that if you get any information, if possible, she wants to be clear to show the photo in case anyone out there, any Emergency Responders could see [ speaking Foreign Language ] she said she decided to do this interview because if there is anyone in the hospital who has seen these two and their daughter, if there is any one of the First Responders that have come across them, please get in contact with her. One more question. Do you still have hope . [ speaking Foreign Language ] she said hope is the last thing that you lose in this situation and for right knew she still has it. Abigail, thank you very much. As could you tell, it is a very emotional scene here this morning, jim and poppy. Theyre not getting much information from what abigail tells me. They spent the last 24 hours, it is a tireless last 24 hours for the Family Members who are just trying to get any ounce of information. But the one thing that they are holding out for is hope and until they get firm and reliable information of what is happened, to those that remain unaccounted for, theyre going to cling to that hope. President biden is expected to speak today about the ongoing Search And Rescue efforts at the Building Collapse. Overnight the president authorized an Emergency Declaration following discu discussions between the white house and ron desantis. Lets go to the white house. The president has been very clear, fema will do whatever you need and i believe hes going to address all of this later this afternoon. What could you tell us . Reporter well, poppy, this is one of those moments where from the president on down, everyone feels a sense on a human level of helplessness about the plight of those families. But the one thing a president ial administration can do is authorize the resources through fema, yesterday the president said that as of late in the afternoon, he had not spoken to Florida Governor desantis, was waiting for that contact. That contact came later in the evening. And he did overnight authorize Emergency Assistance through fema. And so what that means is teams on ground, it means direct cash, Financial Assistance over the longer term, it will mean Loan Assistance and all sorts of logistical help that fema could help coordinate through state and local authorities. And we also expect for the president to speak on this later today. Hes going to be meeting with the afghan president at the oval office. We expect to see him before cameras and you could expect him either at that moment or separately to address this tragedy. And of course, the expression of grief and empathy is something that joe biden is very familiar with and something that he is displayed throughout the tragedies that hes suffered in his life and that he has experienced as a public official on behalf of constituents, so yes, well hear from him later today. Tina paul joins me this morning, Madam Vice Mayor im deeply sorry and i know our words cannot do much, but is there any update. The last we heard is 159 still unaccounted for. That is correct. That is last update that i have received as well. I raced over here to get to the meeting and i passed by a lot of media and people waiting around the Community Center which is across the street from us. This is a really tight community. I mean weve heard from so many people from your community Yesterday And Today and i wonder about you. Are you personally impacted . Do you know anyone who may have been in the building . Thank you, poppy. I am personally impacted in that i know two people that escaped from the building, one is a former commissioner who i served with for four years previously and his wife. And there are two couples that are still unaccounted for that i know from the community that ive known for serve years. Even if i dont know the people, theyre my community so it matters. Weve heard from families holding out hope that a loved one is alive and it is possible, there are voids that have been formed an some space that weve seen First Responders crawling through to try to access anyone who may be alive. What is the best way for them to get answers, because there are some frustration among some and there is no criticism but theyre wondering where to go and who to call. Right. And i think, if they call us, well get the information to them. Ive had people call me independently and ive put theyre names on list that we have collected of the people that are still unaccounted for. And we will find the information for them as best we can. Ive been companies have reached out to me with equipment they want to donate for us to help with the excavation. We have equipment brought in yesterday from one of those sources and there are two other sources that have reached out to me. There is a team from mexico that is also trying to work at the site but they have to go through the proper channels with the Miamidade County and such. And i said if there is anything we can do to help them, if they need authorization from us, were willing to do that. Well put that number on the screen. That people can call. But again it is 3056141819 or they could go to i believe it is miamidade. Gov emergency. You told vice mayor the Washington Post that this collapse came a day after this building passed inspection. Is that correct . And what kind of inspection . Full structural down to the Foundation Inspection . No. What i had said was what was told to me is they had passed the roof inspection. That is what i was aware of prior to learning they were undergoing the 40year certification which is not unusual. That is what condos have to do when they reach that age. So, you know, i was told they passed a roof inspection. I knew the roof work was going on. That is the only work i was aware of because we h received a complaint from one of the missing couples that it was being brought up right by their windows and the smell was overwhelming for them even with the Windows Closed and we were trying to work with the have our Building Official work with the site to see where they could reelect tar so it wouldnt be so close to them. The New York Times this morning is reporting that in 2015 one of the residents of the building filed a lawsuit alleging poor maintenance of the building and structural concerns. Do you have any im not asking you to weigh in on that lawsuit. But do you have any sense of the maintenance of this building from a structural standpoint . Unfortunately, i dont. I didnt receive any complaints from the building other than about the tar issue which was about a month or two ago. So i wasnt aware of a lawsuit there. But i wouldnt be. That is something between the bui building and the resident who filed it. And if we could, on the extraordinary work that weve seen, an control room if youre able to pull up the harrowing video of the First Responders wading through water between the floors here of the collapsed building. You could speak to the work theyre doing and every step they take puts them in more danger but they continue . That is what 2they do. And it is quite amazing and extraordinary. And i know our staff has been working around the clock. Our public works director has been out there. He was out there last night operating a lot of the equipment that was brought in and assisting. And that is just what they do. And im grateful for that. And the issue is that it is delicate because the structure is partially collapsed so you still have part of it standing and we dont know how safe that is. That is why the hotel across the way was evacuated as well. So at our Community Center we had two groups of people. We had hotel guests that were trying to go back home and some were still on vacation and we had the residents of the building, which is, you know, more critical because theyve lost their homes. And their Family Members. Well vice mayor of surfside, florida, tina paul, thank you for your time, i know you are extraordinarily busy so we appreciate you giving us some of those updates. Any lives, theyre trying to save lives and that is clearly the most important thing. We also have a number of people that have been displaced, theyre never going back. The people that got out will never go back and live in that building of course. So some of them have lost everything that they have. Right now rescue crews are searching nonstop for any potential survivors of the deadly Condominium Collapse in surfside, florida. At least four people are dead. This morning we know 159 are still unaccounted for. Among the mitzing are missing are people from Latin American countries. And a missing 6yearold girl among them. Authorities have confirmed that nationals from these countries lived or were staying in the building at the time of the collapse. Cnns matt rivers joins us live from mexico city. Tell us more. The impact of this stretches out well beyond americas borders. Reporter yeah, jim and poppy. The more time that goes by since this partial collapse, were learning this is not just an american tragedy. That this is effecting multiple countries across the Western Hemisphere so far. Let me give you the breakdown that we have so far from different governments here. Weve got nine argentinian citizens, six from paraguay, six from colombia and and one from chile. And that might continue to happen today in terms of the number of International Citis involved. Were getting information on who some of the people are including the paraguay first ladys sister. Her sister and her sisters family are among the missing at this point. Including three young children. We know that the first lady of paraguay has now traveled to miami. She is in miami at this point as the Search And Rescue efforts continue. We also know from a relative that the chilean citizen reported missing is a relative of former president michelle batchle. So these people have different ties to across america and there are many different people from South American countries that live permanently or stay in a second apartment in this part of South Florida. As we learn more and the Rescue Efforts continue, there is every chance that more citizens from different South American countries will be confirmed as among the missing. Jim and poppy. Matt, is there communication between the u. S. And mexican governments and the governments of other countries on this . They must be seeking information about their citizens and i wonder if that information is going back and forth . Reporter yeah, and it absolutely is. Weve heard from multiple different foreign ministries that theyre in con stants contact through the u. S. Main with consulates because there are so many different citizens that live in South Florida. There is a lot of countries that have consulates and that is the primary method of communication to the point that these different consulates are contacted Area Hospitals in South Florida to try and do their own research, to try and identify where their citizens are, if they made it out of the rubble, made it into a hospital. That is the primary way that these countries are communicating with the United States. But just like so Many American families are waiting for news, the exact same thing is happening for people across south america. Matt rivers in mexico city, thanks very much. So what happened here . How does a residential building in 21st Century America disappear into a Cloud Of Dust with dozens of people inside. Joining me now to share his insight is an architect, kobe carp. A member of the American Institute of architects. Thank you so much for joining us this morning. Thank you so much for having me. Listen, this is a catastrophic failure. And were still in Search And Rescue phase and those efforts need to be exhausted before we get to these questions as to what possibly could have caused this. But those questions will indeed demand answers. As you look at this, without making definitive explanations or theories, what are the kinds of things that could cause a su collapse like this. Number one, thank you very much, as our prayers and our thoughts and our hearts go out to the victims. This is a community in the neighborhood and this is a very unique event. Whereby the structure that is a commonly used structure here in South Florida, concrete, reinforced slaps, columns and walls had a major devastating effect. This is a common structure that we have repeatedly used over the decades since the 1920s. And it is probably the way it looks right now collision of effects of potentially working on the roof, potentially the nonmaintenance for certain parts of building, where the connections come together and fail and create the Pancake Effect that happened that collapsed the whole building. As youve been speaking, were seeing what are live pictures of Excavation Taking place at the site here. Mr. Carp, there is a researcher at Florida International university nearby who had done some research on this area including this building. And found signs of subsidence, sinking of the structure, not a lot. A couple of millimeters a year but given the way structures work, he said that could have had an effect. Would that kind of thing, again, without making a definitive conclusion, put stress on a structure like this that could potentially lead to collapse . That is a very good point. Settlement is a natural occurrence where the buildings settle. The problem can happen if the Cem Settlement is not equal, it is not the same. Then people in the building would see cracks in their floors, the table would not be flat, things would roll off. You would see cracks in your walls. You look up in the ceiling and you see cracks in the ceiling. Those are the kind of things that individuals who live in the building would see and then report to the Condominium Association for repair and maintenance of the building and it sounds like some things did occur if they were not maintained and dealt with. Question, if im living next door to this building, right, or in a similar building nearby, how should i be looking at this . How should residents in the area and should there be concern at least as a precautionary measure about the stability of other buildings in the area, if it is not specific to this one structure, right . If it is something about the foundation, the grounds around where this building came down. It is a valid concern. We do have friends and family who sleep in this buildings on a daily basis. Im deeply hopeful that us as a community as weve gotten together after Hurricane Andrew in 1992, well get together here. After Hurricane Andrew we found out that certain structures were not designed for Hurricane Impact and we became the forefront of that. I think were looking at the same thing here. Think were looking at relooking at how we look at existing structures. Theyre ability to be maintained on an ongoing basis. Weve done it in the past. We have beautiful Historic Buildings built in the 1920s here in miami beach that we have restored and reserved and theyre standing and then we have this event, 40 years old and that is and i believe im optimistic that we as a community with the resources that we have here, we have very good inspections, we have very Good Community that will deal with this and a very Good Government that has dealt with it in the past. 159 people, if it is that high, should not go to sleep with fear of the building coming down on their heads. Do we know what shell do today . Reporter well she just arrived a few minutes ago here at the Border Patrol facility in el paso. This is a Central Processing Center and her team said she come here versus another part of the border because they see el paso as having a range of dynamic as the u. S. Mexico border and the legal goods trade that happens here as well as the illegal immigration that also happens here. El paso is an area where you have seen a surge in migrants coming from central america, but not as much as Rio Grande Valley and youre seeing criticism from republicans who say that she should have perhaps visited there. But shes meeting with Border Patrol officials and accompanied by the secretary of Homeland Security as well as congresswoman Veronica Escobar from this district in el paso and dick durbin the chairman of the Senate Judicial committee. And shes meeting with faithbased groups that work with migrants here in el paso. Shes seeing a range of issues h here. She is trying to quell some of the criticism for having not yet visited the border as Vice President. As you know, republicans have sought to paint Vice President harris as the border czar. Even though she has been focused on the root causes of migration and then of course she stepped in it during that trip to guatemala when she offered a flip answer to the question of why she had not yet visited the border, comparing it to not having yet been to europe as Vice President. So certainly her team is looking to put that aside. But the Vice President saying today as she arrived in el paso that she always did plan to come to the border but she wanted to do it after having visited guatemala and mexico to view the root causes up close and now shes seeing what she said are the effects of those root causes which is that surge in migration. And lastly, this is also where Family Separation Policy Saw its first test in 2017. There was a pilot program. And there is an attempt to contrast the Immigration Policies and Border Security policies of the Biden Harris Administration versus what happened under former President Trump. Lets bring in ryan lizza to discuss Chief Washington correspondent and White House Reporter for the Wall Street Journal. Good morning to both of you here. This comes in the midst of really important agenda items, sabrina, for the biden white house, including what they hope is an Infrastructure Deal that will hold. What is your takeaway here from this trip that the Vice President is making at a moment like this . Well, the white house is saying that this trip is not political but it is impossible to ignore that it is coming after weeks in which Vice President harris was questioned about when she will make a trip to the border. And so it is a reflection in some ways of the pressure that the Biden Administration is under amid a recent surge of migrants at the southern border. But as jeremy pointed out, part of why the Vice President s office said she is in el paso is to try and change the narrative around immigration specifically going to a place that they say was where the Trump Administration Family Separation Policy was piloted as well as where there hasnt been a surge of migrants in the same at the same level as some other parts of the border. So i think trying to change the narrative around the idea there is a crisis. But they have been focusing more on longterm solutions and trying to address root causes. That migrants are showing up because of poverty and violence and of course in the interim, they have to figure out how to handle the more immediate politics and how to process the people who are coming. But this is a problem that is vexed many administrations before and so youre seeing that dynamic play out very early in the Biden Administration where it is a very complex issue to overcome this the challenges of the Immigration System here in the United States and i think that is what were going to see Vice President harris talk about today. Ryan lizza, infrastructure. We had a moment outside of the west wing yesterday. Whether is the last time we saw democratic and republican senators announcing with the president announcing a deal, soon after President Biden and nancy pelosi said they wont advance the bipartisan agreement until they have the second chapter, a larger reconciliation plan for their priorities. You made a Wise Point On Twitter saying now any republican vote for the first will be viewed as a vote for the second as well. I wonder, did the white house just blow up this deal . You know, first of all, Wise Point On Twitter. That is that rarely happens. I think this is a big, big problem for this deal. This is what people in the conservative world are talking about right now. This is the first thing that Mitch Mcconnell seized on. And then very importantly, i talked to senator Lindsey Graham last night, now remember Lindsey Graham was one of 11 republican senators who put out a statement endorsing the original bipartisan framework, right. So that is what they worked through all this week to conclude that framework and get dot the is and most of the ts. And yesterday Lindsey Graham was positive when he saw the agreement. He was sticking with that group of 11 republicans. After bidens comments, he pulled out. And last night i talked to him and he said youd have to be an idiot, a little more colorful than that is what he said, to support the bipartisan agreement if its contingent on the reconciliation bill. So that is going to be a big problem, the Wall Street Journal Editorial Page has come out against this now saying that biden double crossed republicans. And we havent heard from some of the other republicans that werent at the white house yesterday like Lindsey Graham, initially endorsed this deal and what those five other republicans say will be very, very important because the five at the white house and the five that havent spoken up, that will get you ten republicans if that number falls below ten, the deal is over. And ryan, you make such a great point. But it is not just the it is not just the republicans. I mean, you have to then get manchin and Sinema On Board with the 4 to 6 trillion sanders plan through reconciliation which we know how they feel about doing a lot without any bipartisan support. And it was just interesting that New Hampshire senator Jeanne Shaheen this morning is quoted as saying i hope that we trust each other a little bit more than that. Because this is the first action by the Justice Department to take out to take on all of these any of these laws that have now been passing in republicanled legislatures, republicanled states. That democrats say are severely restricting the rights of voters, particularly minorities voters and in this case the Justice Department is filing its own lawsuit, this law, The State Of Georgia is already facing lawsuits from Voting Rights groups, civil Rights Groups and now the Justice Department instead of just joining those lawsuits, is filing its own lawsuit against The State Of Georgia. That is being filed right about now. And again, this is takes on these restrictions as you remember in these georgia was one of the first to pass these laws and the state took essentially more control over the Election Systems from some of the Election Officials that angered President Trump, angered a lot of republicans for frankly handling the the election in the way that it is supposed to be handled. So well see what more the attorney general said about other states because we know a number of other states have also passed similar laws. And well learn more about this lawsuit, jim and poppy. There is another piece to this action, is there not. And that is that the doj is launching a task force to address the rise in threats against Election Officials which weve seen in georgia, for instance republican officials such as the secretary of state. Right, exactly, jim. This is another separate action that has been sent out, a memo has been sent out by lisa monaco, the Deputy Attorney general to prosecutors and to its fbi around the country, the memo said that there has been a significant increase in the threat of violence against americans who administer free and Fair Elections throughout our nation. And it directs these offices around the country to essentially participate in this task force which is aimed at trying to protect Elections Officials as you mentioned. A lot of threats. Certainly the georgia officials who rebuffed President Trump and rebuffed some of those efforts to try to turn over what the will of the people was in that election, have faced incredible number of threats and the same thing has happened in states around the country. So that is what the Justice Department is also announcing today. Jim and poppy. Two really significant developmentsef, evan perez. And stay with us as we bring in elliott williams. So elliott, here is where my mind goes. A lot of the talk and my thought was the only way you could supercede what states like georgia have done, what texas is about to do, is federal legislation like sb1 or hr1. But does that change that then. If the doj prevails . Well, no it doesnt change that. The federal government has a right to sue states when they engage in practices that are found to violate the constitution or violate equal protection rules under the constitution and so on. I think frankly i think the bigger question is there has been a lot of talk over the last couple of weeks, over whether Merrick Garland and the current Justice Department is brought a shift in tone or practice to the department. And suing a state for civil Rights Violations around voting is precisely the kind of activity that we could have expected from in a big shift from the Trump Administration. And so certainly not to politicize this at all. But it is almost a Message Debunking the arguments of many who have been criticizing the current Justice Department and saying theyre not going far enough. Quickly, elliott williams, Justice Department could sue be they still have to win that case in court. The Trump Administration sued and lost in court. How long does this play out . Months if not longer. If the parties could agree and come to settlements outside of bringing this all the way to a verdict from a judge.
