Up to their knees and their waist. They are crawling into crevices through the rubble looking for possible survivors. Officials say they have heard sounds from underneath this debris, but they cannot confirm hearing any voices at this time. Officials say President Biden is receiving updates on this. He is expected to address this later today at the white house. Lets go to our colleagues in florida. Dr. Sanjay gupta there. Rosa, lets begin with you. What more have we learned this morning especially about the number unaccounted for . Reporter you know, poppy, we were expecting this to happen. I know Governor Desantis mentioned it yesterday, that they knew that more bad news was going to be coming in the coming hours, and we learned that overnight three more bodies were pulled from the rubble. That, of course, brings the death toll to four. We are also learning about the challenges that firefighters were facing overnight. Fires that not only started, but then were reignited. And so that just, sanjay, tells us, gives us a glimpse of really what is going on behind us and the dangers that these firefighters are facing to try to save lives. Its really risky work. And at the same time, i mean, theres a lot of people who they say are unaccounted for. The building may be fully occupied, but that doesnt necessarily mean there was everyone there. People come for certain months of the year and things like that. That adds to the challenge as well. Sanjay, we are more about 30 hours out from when this went down. Tell us about survival factors in conditions like this. Listen, having covered these kinds of events before around the world, you often get positive surprises as late as days later. From a medical perspective, though, what should we be aware of at this point this many hours out . I really do think it is too early to say. I dont think that thats trying to be euphemistic at all. People can survive. You think about the obvious things. Somebody obviously has significantly traumatic injuries. They cannot survive that. Thats one factor. But the people who survive the initial collapse, youre talking about the things you would imagine. Are they in a void where they could have access to oxygen, air . Could they potentially get water . Were not at that point yet. That would be a concern, but its been raining here. Things like that come into play. And then if they are found, then exactly how that rescue takes place is really important. It is complicated. They talk about breaking into areas, breaching those areas, shoring up the areas. Basically, if someone has pressure, for example, on a landmark part of their body, its not as simple as lifting that rubble off of them. Sometimes they have to be amputations in the field. Its tough to talk about, guys. I dont mean to sound too clinical. They will put in ivs there to push fluids through. Certain toxins can be released into the bloodstream. All of these factors in play. Rosa and i have been talking, there are Trauma Surgeons on the scene for those exact purposes. You talk about Search And Rescue, but also taking care of the workers themselves. Rosa, its just so startling to hear what sanjay said, but he knows. He knows what it takes and what these folks are doing beyond just trying to locate any possible survivors, trying to save them potentially when they are located. What did we just hear, rosa, from the officials in that Press Briefing about the Search And Rescue . Reporter you know, poppy, they talked about the dangerous work that is going on behind us. These firefighters are going inch by inch, every single piece of rubble that they remove is a danger. Thats why theyre working with engineers because every Single Movement that they make could be lifesaving or it could be catastrophic. And they talked about this painstaking work. Take a listen. We have hope, and every time that we hear a sound, we concentrate in that area. So we send additional teams, utilizing the devices, utilizing canine, utilizing personnel. So as we continue to hear those sounds, we concentrate in those areas. When was the last time your crews heard a sound out there . Throughout the night. Reporter this work is being done at extreme risk to these individuals. Debris is falling on them as they do their work. We have Structural Engineers onsite to assure that they will not be injured, but they, they are proceeding because they are so motivated and they are taking extraordinary risk. Reporter and its important to note that the members of this task force here in Miamidade County have traveled the world doing this, sanjay. These are experts. These are people that know exactly what theyre doing. And from what officials told us earlier this morning, theyre bringing in more resources from naples, from orlando, from other places to supplement the work so that it can continue 24 hours. And they can only work 15 minutes at a time, im told. Because 88 pounds of equipment theyre carrying, it is laborious. Very challenging. People from maryland here now. The resources are here, but the work, it is that difficult. Dr. Sanjay gupta, rosa flores, so good to have you. Were joined now by andy hyatt, hes the town manager for surf side, florida. Andy, thanks so much for joining us. You have so much on your plate here as those rescuers work, hopefully to find someone still alive. Weve heard that teams have detected sounds. Do we know what those sounds are . Have they heard any signs of life . Well, at this point theyre not sure. A lot of the settling of this building, things like that as things rub together. Structural engineer is there. When things rub together, you never know if it somebody or metal settling. Its a tall task ahead. A lot of Due Diligence is going on down there. Its painstakingly laborious and its going to take quite a while to timely reach every single person. But they will not rest until you have said that exactly that. It could take upwards of a week or more to have, you know, final number here. It was so startling less than not hour an hour ago, 159 people missing at this point in time. It does not mean theyre all dead, but they dont know where they are. Is it possible, knowing the occupancy of that building, to your best estimate given people could have had others visiting them or not have been in their apartments at the time, that that number could go up . Well, i think this time of the year, especially, you know, post covid crisis that we were in, youve got a lot of people traveling. Theres no Cruise Industry right now, so a lot of families are deciding to take trips and vacations. Some are coming here. So we dont know the exact number that were in the building. We know that it was about 80 occupied, but that doesnt mean that there was 80 occupied with people. The condo units had leases or people, owners there. We know that some families around here travel quite a bit. New york and other areas of the northeast. So it being june, you know, you might be seeing more people that have left to go on vacation or come back. Hopefully the prior is the case, that several have left. But by the same token, wherever they may be, im getting texts from family in europe and things like that. The news is worldwide. Obviously with cnn and other channels, this news is out there, so people will know whats happened. Thats a little concerning that we dont get the calls that, hey, im okay, im in california. Or im in new york or whatever. So, that is a little concerning. Andy, cnn had a researcher on last hour who quoted research thats been reported elsewhere about evidence of subsidence in this area, basically rough equivalent of sinking of this structure. And i wonder prior to this, and its far to early to determine cause with any definitiveness at this point, but prior to this accident here, were there any concerns expressed about this building or this area . And today are there concerns about other buildings in the area . Well, as of the day before yesterday, no, there had not been really any concerns. Our Building Official had been on the roof. They were doing some roofing work there, and it was fine. There was no heavy equipment on the roof. There was no reason to think that anything related to the roof could contribute to Something Like this. There are Structural Engineers that work with the miamidade fire and rescue that would be going through this building. We also will be hiring and have well be contracting with a Structural Engineer, Nationally ReknownedStructural Engineer to come and help us. Were going to take it a little further and start looking at other buildings. An ounce of prevention is worth a pound of cure obviously. Were going to do our Due Diligence in that area. Thats such an important point. There was a sister building to this one as well. No reason to think its not safe, but, andy, given what jim pointed out is so important, this professor from Florida International university of the environment did tell cnn it was back in the 90s that he found from this study that the south condo showed signs of sinking. Were you and City Officials i know youre pretty new to this position, but were City Officials aware of that and concerned about it . Not to my knowledge. As you said, im pretty new to this position. But we are looking into that. Were checking all of our records. Weve recently hired a new Building Official. He started about three, four months ago. Were doing a lot of searching to make sure to see if theres anything that had been missed by anybody. We just were made aware of this report yesterday. So that was that was a little startling. Were looking into that. We want to make sure we do cover all of our angles and we do the right things to make sure that the building, as we knew it, was in a safe condition. Obviously it was not, but at this point we do not know, you know, what contributed, but in time that will surface. Andy, were so sorry. Were so sorry for your whole community. Adds we place those devices to look for voids, we start looking for additional victims. We are looking we are listening for sounds. Its not specifically human sounds. It could be tapping, it could be steel, you know, kind of twisting. It could be some of the debris kind of raining down. So we concentrate in those areas from below, we continue with using light machinery, saws, jackhammers as we continue to tunnel through underneath. Officials say they are hopeful that they may find some people still alive in the rubble. Lets bring in former fema director david paulis, and the fire chief of Miamidade County. Im so sorry, because this was home for you and youre not far away in fort lauderdale, director. Thank you for being with us this morning. Thank you, poppy. Its a tough time for everyone right now. There is hope. We heard that from multiple officials this morning, and weve heard a lot in the last 12 hours or so about these voids. That even though it was sort of this pancake collapse, there are substantial voids between the levels of concrete, which means a little bit better chance of survival. Do you understand from all of your previous work how long someone could ostensibly survive in a void like that . You know, weve seen people survive for a couple days, three days, sometimes longer. Its unusual, but its obvious to me that they have not given up, theyre not going to give up. They are listening for sounds. When you hear sound, it could be debris shifting, it could be Metal Twisting as you heard before. But theyre going to look in those areas. Generally if you hear some type of sound, that means theyll head to that, there could be a void there. They are committed, actually committed, really putting their lives on the line. This whole rubble pile is not stable. The existing building is standing, its not stable. They are being very careful. Its a dangerous situation to put themselves in. They are committed to find anybody alive if they can possibly do that. Mr. Paulson, this is a catastrophic collapse. An entire building disappeared in a Cloud Of Dust in seconds overnight two nights ago. How can this happen, i think is a very basic question. And what level of inspections takes place in buildings like this . A building not particularly old, 40 years old. Are these buildings that are regularly inspected . Is there any history of this there . Is there any danger known in the ground . We heard a researcher talking about subsidence there, a sinking of the ground. Was there any warning is the basic question. The answer is no, none that ive seen. A 40yearold building like that is not very old. You know, but they do have a law here in florida where every 40 years, a building has to be inspected, as you heard, for electrical, plumbing, integrity. They were in the process of doing that. We havent seen the report yet, so well see what that report says. I dont think anybody could have predicted something as catastrophic as this could have happened. Generally you get some type of warning ahead of time that theres a crack or a shift in the building. And the building is evacuated and its reassessed. There was no indication there was any of that so far. As we go through this through the next weeks and months, hopefully well find out what happened because theres other buildings that are in the same area. There were buildings exactly the same way. We need to get to the bottom of that. Absolutely. And to jims point about inspections, actually we just heard from an official that yesterday excuse me, the day prior, so that would be two days ago, this building passed inspection, a multiweek thorough inspection is the way it was described. How could that be . I mean, these inspections i know nothing about them. You know a lot more. They must check everything, including how sturdy a structure is, no . I think were going to have to wait and see why the building came down. Was it something that they could not get to . Like i said, we havent seen the Trouble Report yet. But, yeah, that would bring into question if they did an inspection, what did they miss or was it something was it something deep in the foundation we could not see. Until we find out why the building came down, why the building failed, we really cant answer those questions yet. But there are good questions, poppy. Actually good questions that need to be answered. These search crews, they maintain hope. They work hard. Theyre taking risks as we speak in what remains a dangerous structure above their heads. How long does that effort continue in your experience . You know, this is a very dedicated fire department. They will not come out until they absolutely pull out of the building. They will look for people as long as there is hope anybody could be alive in there. Thats how they operate. Thats how they operated when i was there. They are very committed, they professional and well Trained Department to deal with this type of situation there, jim. Weve seen a lot of pictures of her with your daughter, her beloved granddaughter scarlet who is 4 years old, and i understand that the last you heard from her was wednesday night and she was texting you that she had finally found this disney dress that scarlet wanted so much. Yes, yes. She wanted this dress and my mom found it online and came back in my daughters size, which is a 4. My mom bought it. That was the last i heard from her at 9 00 something. She was so excited. I just want my mom to give it to her. She may still i know that you you are hopeful. Of course. I have to be hopeful. You know, i want to be with her. I love her. What do you want people to know about her . Because you told me in the break she was sort of like everyones mom, like shes that mom that everyone knows. Yeah, you know, obviously i never thought that id be in this situation. I havent told my kids yet. My youngest daughter is 2. She doesnt really comprehend. But scarlet does and scarlets 4. My mom helps me a lot. Im a working mom. During covid my mom chose to be in florida so she could help me with school, help me with pickups and drop offs and dinner and, you know, my mom has attended many play dates, dance classes, everything, everything you could possibly imagine. And so not only does my mom have a special bond with her, but the other kids that we hang out with, they love grandma judy. And everybody calls her grandma judy, and, you know, i dont even know how to begin to communicate whats happening. I dont even know. I wouldnt, i wouldnt know either, and i know that in addition to all the other things that she did for you, she would often be the one to get to school early. Im always late to School Pickup. She would be the one early to School Pickup for your kids. My moms job was to be a mom and grandma, you know. Her job was her family, and she would get there an hour early consistently. You can ask anybody at the school. Everybody knew her car. Everybody knew her leggings. My mom is really skinny. She wears fun skinny leggings with all different color patterns. Shes always the first one in the line. She would get really upset if she was second or third. What time do these people come . She would get there like an hour early. Because she loved it. She wanted scarlet to see her first when she came out of the car. That was important to my mom. And my mom did that for me as a child. I remember being in Middle School and my mom being the first one there and waiting. You know, that was my mom. My mom wanted to be very present. And she was. She is. She is. In just hours, former minneapolis Police OfficerDerek Chauvin is set to be sentenced in the murder of george floyd. He was, youll remember, convicted in april on three counts, including Second Degree unintentional murder. His sentencing comes 13 months to the day that chauvin pressed his knee on George Floyds neck and back for 9 minutes 29 seconds, and he now faces decades in prison. Our omar jimenez has been covering the story since the very beginning and he joins us this morning from minneapolis. Omar, thank you for being there. The prosecution is pushing for 30 years here. The defense basically wants probation and time served. And we know either judge cahill does have a history of sentencing people with murder convictions. What is expected to happen today in the courtroom . Reporter yeah, jim and poppy. Well, there are a number of things that were expecting to see. First from a procedural side of things, weve already gotten arguments as you alluded to from prosecutors and the defense about what they want to see happen. Prosecutors, of course, are pushing for a 30year sentence, while the defense is pushing for as little as probation or at the very probation and time served. At the very least, the lower end of the sentencing guidelines. Which for someone like chauvin starts around 12 1 2 years and goes up to 15. But the crucial portion of this was back in may, judge peter cahill ruled on a number of factors, whats called Aggravating Factors that could boost that number up towards the statutory maximum of 40 years. Now, some of those factors, as you begin to read them off, are that he abused a position of trust and authority, chauvin did. That chauvin acted with cruelty. He acted with three others who participated in the crime, and that he committed the offenses in the presence of children. Again, all factors that could boost that sentence. And we look at judge peter cahills history. He truly has hit the full range of this. In the past 13 years he sentenced six people for Second Degree murder convictions, hitting all from that 12 1 2 years all the way up to the statutory maximum of 40. But even beyond today, even though this is the close of one chapter that has brought this city across the United States so much of the course of the past 13 months, we are still far from the end of this story and all of it begins at 2 30 p. M. Eastern time here in minneapolis. Again, the close of a very significant chapter. And story. Omar, thank you. Joining us to discuss is tara brown, George Floyds cousin. Apologies again, tara, for having lost my voice the way i have. I want to ask about how you and your family are today. It is 13 months to the day since you lost george floyd. Derek chauvin, his killer, will be sentenced. Do you feel that today is a day where you are achieving some measure of justice . Yes, we definitely feel like were receiving some measure of justice. Weve been anxiously awaiting this day, and i fully expect that today will be a very emotional day for us. And were just hoping that were wanting to see him get the maximum sentence. Its really notable, tara, that this sentencing comes also on a day when bipartisan lawmakers have announced at least a framework for an agreement on Police Reform in washington, d. C. Well see if it gets over the final hurdle, but thats a big deal. A lot of your family has been to the white house, has been talking to congress about doing something. And i remember when you said that George Floyds death, quote, the way he died will build the legacy of change. Are you hopeful this could be that change or a part of that change . Yes, i am very hopeful, and im happy to see that these things are still moving forward at this point. There has been some change so far, and im happy to see that things are changing. But were hoping, really hoping that at the federal level they will pass this bill for us. Derek chauvin did not, of course, speak at his trial. He turned down what is his right to testify there. He could make a Statement Today in court. We dont know if he will. Is there anything youd like to hear from him . Would you like to hear from him . Ive thought about that, and i dont know that there is anything that he would be able to say that would, you know, make me feel any better about what happened. But i would love to hear from him if he would be willing to say anything, i would love to hear him say, you know, anything that would apologize or anything. But i dont expect it, i dont expect to see it. His legacy lives on for sure through all of you, but really also through his daughter. The world remembers that day when she said, just after he was murdered, you know, my daddy changed the world. Can you tell us and remind us about her and how he has carried on through her . Wow, she, she definitely is his were so proud of her and how shes, you know, handling things. She still, you know, she doesnt have a full understanding of everything thats happening, but she knows that she loves her daddy and shes very proud of, you know, the way that everybody has represented him and so shes pretty well adjusted. Were very proud of her. Well, whatever happens in that courtroom today, we know that principally its a difficult day, a loss. A reminder of loss for your family. There is still pretty high level of optimism here at the white house that this deal, the framework of this deal is still holding. And the deal is an agreement between a group of republican senators and a group of democratic senators. We saw the scene out here outside of the west wing yesterday which weve not seen in many, many years. In fact, i had to really think back to a couple of administrations ago when we saw a Bipartisan Group of senators whether the president standing there saying theyve reached a deal. But youre right, the president did go on to say this deal will only hold if democrats were to do the rest of his plans on the american jobs and family plan, that soft infrastructure if you will. So the biggest takeaway is none of this will happen until likely the end of summer or beginning of fall. So this gives a lot of time for this to be picked apart and analyzed and are republicans willing to give President Biden a win. But it also certainly has something in it for them to get something accomplished on infrastructure. But Jennifer Granholm was on cnns new day saying none of this should be a surprise to anyone. Lets watch. This is been in the press, it is been publicly reported. Everybody has known there are two paths to getting the president s full agenda. Lets get saz much as we can in the bipartisan bill and that is what was announced yesterday and then there is another path for the president to get the rest of his agenda through. They dont want to take away a victory from President Biden. But i think the bigger question is what republicans on capitol hill are going to do and certainly lauren has more of the sense of that because weve not yet heard from leader Mitch Mcconnell and he holds many cards on this. Lauren, as you know, that is a lot of time for something to fall apart. Youre already hearing the phrase from some republicans of double cross, whether that is true or not. Ryan lizza made a good point this morning saying that now a vote for the bipartisan deal could be framed as a vote as well for this larger Reconciliation Plan Democrats have, among republicans. Well look, i think this is a little bit of a game of semantics of at this point. Republicans understand all along that democrats were going to move ahead with reconciliation no matter what happened on the bipartisan deeal. But there is a plan to hold this deal together and that in part for republicans is the fact that they get to vote or something on infrastructure and then turn around and blame democrats for raising taxes through their reconciliation bill. For democrats, the president , of course, thinks that bipartisanship is an important messaging tool for his administration. It is also an important legacy item for his administration. So i think there is some interest to hold this together. But lets talk a little bit about the timeline here. Lawmakers in the senate are in a twoweek recess now. Im told Behind The Scenes the next two weeks are about writing legislative text. Because this bipartisan agreement is a framework. It is not a bill. And that is another key test over the next several weeks. When lawmakers return in july, theyll have to start work on the budget resolution. That is the very first step in passing a democratic only bill and that is key because the Budget Committee is made up of joe manchin and bernie sanders. Chuck schumer wants them to come up with a unity budget in the next several weeks so they could move on that when they return in july. Then another recess around the corner so this will take some time to play out. This is not something that will happen in july. We expect it later in the fall. Now we should know that republicans are expressing some resistance to the fact that joe biden is saying these two things need to be tied together.
