Ocean front Apartment Building turned to rubble overnight. We know at least one person has died. 55 of the 136 units this portion of the building destroyed. And that portion of the building Still Standing could collapse as the desperate search continues. This is the moment, those 55 units came crashing down. Look at that. Just stunning. The Surveillance Video was from around 1 30 a. M. Local time. So as you can imagine, a lot of people were probably likely just sleeping. And moments later, there was a remarkable rescue. Crews pulled a young boy from the mangled debris. The boy talking with his rescuers before he was carried off. And earlier cnn spoke with a man who rushed to the scene after the collapse, and he heard the boy screaming. I could hear Somebody Yelling and screaming. Myself and another individual decided to get closer. It was at that point i could begin to hear him clearly and hear by his voice that he was a little boy. Couldnt have been more than in his preteens. So then i saw an arm sticking out of the wreckage, and he was screaming can you see me . We started to kind of climb up to him to try and see if we could get him free. But there was it was too heavy, too much rebar, stuff like that. It was going to take quite a bit of effort to get him out. He was screaming dont leave me. Dont leave me. He went onto say that boy told him he was with his mom. He couldnt see or hear her calling for help. We are live on the scene. This is, again, in Surf Side Florida where Authorities Say this search could take more than a week. Leyla, we know youve been dealing with weather. They wrapped up a presser nearby. What are you learning . Reporter the governor toured the area. He says that tv just doesnt do it justice. And earlier today, i want to point out, he said he is hopeful but bracing for bad news, given the destruction. He is one of many officials that have been here trying to get to the bottom of what caused this building to collapse. But lets go over the numbers of what we know thus far. According to a County Commissioner, there are at least 51 individuals Unaccounted For. That is based on reports to a hotline that the county established. We know they rescued 35 people, two of whom were under the rubble. You heard the story of one of them with that little boy. We got here overnight when we could still see firefighters going in with flashlights and trying to get people from their balconies. We spoke to one man who was inside, tried to get out. Couldnt open the door. And man, the relief he described when a firefighter finally got to him, i want you to hear a little bit of our conversation. I looked down the hallway, and its a very long hallway. Probably 100 yards. 75 yards. And there was nothing there. It was just a pile of dust and rubble and paint falling from the ceilings. I thought the whole building was going to just collapse. Once we were in the cherry picker, a feeling of relief came over me that was incredible, that i survived this tragedy. The building was it was still shaking. It seemed like it was very unsteady. I just, knowing what it looked like outside my door, i thought that any minute we could be that same pile of rubble. This was a building built in the 80s. There was some sort of roof work going on, and the County Commissioner told us that they had an inspection for the 40year standards thats typical for buildings. Again, built in the 80s. 12 stories and 130 units. Of those units, 55 collapsed. Nearly half of the units collapsed, explaining why there is such a massive effort underway right now to try and rescue anyone who may be under the debris. An effort they anticipate days, possibly more than a week to do all of that. Thank you for your ongoing reporting from the scene. With us now is the mayor of the town right next to surf side. Mayor, you just got back from the site. What went through your mind when you arrived . I just got back from the site with the governor. Our senators and mayor was there last night at 2 00 in the morning. Its devastating. The site is devastating. You see the entire building or half of the building just in a pile of rubble. And its really heart breaking. And just talk to us a little bit more about what you witnessed. Because we heard from the governor that the pictures just dont do it justice. He said it was traumatic to be on scene there. What stood out to you . What stood out was the quiet. I mean, this is a large building. A condominium on the beach. You see a large pile of rubble where half the building stood, and just silence today. And if you juxtapose the images of what you see today from what was standing there yesterday, i could do that in my mind. I used to live in that building as a child. To see the building and just sitting there and silence, and you know the unfortunate truth that there are many people in that rubble, and all you hear is silence. Its deafening. Yo wyou used to live in this building as a child . The building has only been around since 1981 is what we learned. What kind of condition do you remember it being in, and do you know how often buildings like this would be inspected . Im a year older than the building. I lived there from 1981 to 1991. The building is generally at least from the outside, seems to be in good condition. Its a wellknown, well hp respected building. Obviously there are issues there that werent visible to the naked eye, and im confident the authorities and the engineers are going to be able to find out what that was and the cause of this devastation. Can you tell us a little bit more about this community and the types of residents who are living in this building . Sure. So this community is three small municipalities. Its all one community. Its a large jewish community. Its largely Senior Citizens in this building and young families, unfortunately. And its a very tight knit community. My phone has been ringing off the hook since 2 00 in the morning with people looking for loved ones and Family Members. And unfortunately, all of us in Local Government who live in this community as well, we also know people that are there in the building that were affected. And its something that hits close to home. Do you know anybody who is missing right now or Unaccounted For . Yeah, i know various people who are Unaccounted For, and im not the only one. This is a tight knit community. But i can say theres also a moment where you can see how incredible our Law Enforcement is, our First Responders are. These are multijurisdictional efforts. Its 2 00 in the morning when i was on the scene. We have county fire and state folks that are here and everybody is working hand in hand at top levels, and really thats something that despite the devastation, it should bring some level of security to the residents here that the government here in South Florida is working. The pictures are just horrific. I cant even imagine in the level of precision that has to take place in going through the debris in order to not cause further harm, and with the building Still Standing nearby, there are so many risks involved. Were told they brought in dogs and have equipment and are working as diligently as possible to save as many lives as possible. Mayor from nearby town of bell harbor, thank you so much for joining us. He is on the phone. He is a Forensic Consulting engineer. He handles structural defect cases. Craig, you know, i assume youve seen the video. You were looking at some of the pictures with us. What is your reaction to what you have seen in this collapse . Does it tell you anything . Its concerning. In conjunction with what you mentioned, also some reports briefly. One thing i understand is that one of our main concerns is the construction of a new structure adjacent to the building where the partial collapse occurred. And a lot of these cases, monitoring is supposed to be done, but any invasive work thats done that could affect the ground. Ie, the ground of a new building thats coming in as well as the protection of the structures such as the subject structure, building that suffered the partial collapse. What i mean is to elaborate somewhat is that certain frequencies, it can effect in the vibration of the ground can effect an adjacent structure so much that the foundation can suffer and sustain damage and weakness. And if the foundation is affected or the ground below the foundation, thats going to effect the upper levels of the building. It is possible i dont know if it is at this point, i dont have enough information to derive an opinion if that was a contributing factor, but reading that resonated with me. A lot of the valuations where the proper procedures werent followed, you know, to monitor the new construction work. Thats one thing. Let me ask you. I dont know if we have been able to confirm the nearby construction work, but i think your point being that what is happening to buildings nearby, not just whats happening with this building specifically, but a nearby building under construction, could impact the other buildings in its vicinity. So that is important to know. That could become part of the investigation here. I also am curious to get your thoughts on the description that the mayor gave us from earlier today. So take a listen to this. Sure. Its not really an older building. It was an 80s building. Theres no reason for this building to go down like that unless someone literally pulls out the supports from underneath or they get washed out or theres a sink hole or Something Like that. It just went down. Craig, what do you think . Well, someone pulling out supports, i koutdoubt in a. Thats not likely. Something else that affected the ground below the foundation . Yeah, back to my previous point. The adjacent construction would most likely effect this building and possibly others. That was probably a contributing factor. 40yearold, an older building . Built in the 80s . Its not an older building, per se, but from a Building Code standpoint, inspection standpoint, my concern is the time period between the 40year period, in other words, Wen The Certification is done, the building is done. The certifications, that architects and engineers i believe, they werent done yet. There were some issues, i think at the garage level underground. My concern is that that time period is too large of a gap. I know i referenced one other state in new jersey. Under theire administrative cod, multiple dwellings such as an Apartment Building, theyre mandated to be inspected at least every five years. That happens most of the time. I think that South Florida should consider shortening that gap. Im not saying it would have prevented this situation, but if it was shortened, then, say, lets the flexible side, every ten years as opposed to 40 years, maybe some problems could have been resolved then. Exactly. Maybe cracks are indicative. When i look at a potential for problem or failure, windows and doors that open and close properly, im concerned about certain types of cracks. And foundation. Craig, thank you. You have obviously a tremendous amount of expertise and all of this. We heard from both members of the negotiating group, both democrats and republicans. Whats in this deal . Well, we get that we have the general topline numbers but not all the details. We expect to hear more of the details later this afternoon. Overall, this suspends over 1 trillion over the next five years, about half of that going, actually new money. The total amount over eight years, about 1. 2 trillion. Theyre saying this will not raise taxes. They say it will be paid for by a variety of ways, whether redirecting money that is enacted through the covid relief law. The financing the package led todays of negotiation. They reached an agreement. Well wait to see the details. What the Democratic Leaders are moving forward here is a twotrack approach. One, the smaller plan that is supported by the Bipartisan Group of senators as well as moderates from both parties. And then to a much larger plan, potentially up to 6 trillion in the eyes of some liberals including the one leading the charge, bernie sanders. That includes a swath of President Bidens priorities and then some, dealing with health care and the rest. Theyre trying to tell the left, okay, get behind this plan that the moderates cut. And because your priorities are on the larger plan, and trying to get it all done over the summer and potentially into the fall. Theres already pushback on both sides. Some on the left saying this deal, this bipartisan deal, simply does not go far enough. And some of the moderate members like joe manchin say im not going to agree to the larger deal until i learn more about whats in it . To say one is being held hostage to the other doesnt seem fair to me. We have to see whats in the plan before i can say yes, you vote for this and ill vote for that. Thats not what i have signed up for. Way too small. Pal tri, pathetic. I need a clear ironclad assurance there will be an ade adequate, robust package. Thats the real challenge for Democratic Leaders. Theyre trying to get both wings of their party in line here, and in an important announcement today, nancy pelosi said they would not move on this bipartisan deal until the democrats in the senate, the senators vote to approve that democratic only approach, so a lot needs to happen here before this ultimately becomes law including getting democrats to fall in line. Well, and Mitch Mcconnell is staying silent when he was asked whether he supports this bipartisan deal after the big announcement was made. Phil, this is obviously at this point just a framework. What hurdles do you see still need to be overcome to get this across the finish line . You know, manu laid out the high waire act. There are significant issues. You need to put in this framework and get the text to get signed off by at least 60 senators and 218 members of the house. Thats not a sure thing at this point. I think you almost need to pull back a little bit and kind of grasp where the white house is on this right now. And why the president has not only walked out to unexpectedly to talk to us just a short while ago but is about to deliver significant remarks. They understand what this means in terms of the strategic process that theyve laid out. They made clear despite progressive pressure to stop negotiations with republicans to move on and try to do things unu unil unilaterally, they wanted a bipartisan agreement. Its also kind of a broader perspective i repeatedly heard about the president talking about the country needing to do something in a bipartisan manner to show it was still possible. We heard it during the president s trip in europe, trying to show that democracy can still work. It seems kind of highminded and maybe too 30,000 foot, but that was an animating feature of how the president approached this. Im told he brought it up during the closed door session a while ago. You look at the process going forward, its complicated and the president is going to need to lean in hard to ensure that all democrats get on board. You get enough republicans on the bipartisan deal, and then you ensure the president s agenda stays in line for the second piece of this. Its going to be a lift. Amanda, we just got some new data out of your state. 54 of Delta Variant cases in colorado have been found in mesa county, where you are. What are you seeing there, and does the number surprise you . Since this variant was first identified here in mesa county on may 5th, we had five cases then. Today we stand at nearly 300. And we also know that because of the way testing and sequencing occurs with these variants, thats not accounting for all the cases that are here. So we are definitely operating under the assumption that its even more widespread than our testing indicates. Erik, we talked to someone at another hospital there in missouri earlier this week. In fact, in your same county, green county. This person said the hospital situation was worse now than at the peak of the winter surge and that his staff was just overwhelmed. Can you paint the picture at your hospital, and do you have all the resources you need . Thanks. Yes, its true. Both hospitals here in town are stretched. We saw a rapid escalation in the inpatient census starting june 1st. We went from 26 to 90. Last year it took us six to seven weeks to escalate that quickly. Today to hit 97, it took us two months to hit that level. The difference between last year and this year is we have traditional business back we didnt have last year during the initial surge. The demand for beds is higher for both covid and noncovid patients. Its definitely a stretch. The staff are right back into the mix of it. And i dont think they were fully recovered from last year. A similar story at the hospitals here. Were all maxed out both in capacity and getting there on energy. Do you have enough beds . Do you have enough ventilators . Do you have enough people, staff . We do at this time. As far as beds, we have continue to do a daily shift from noncovid patients out of beds that can take covid patients. Its a specialized bed and team and equipment to take care of those patients. Mercy health care is part of a big system in the midwest with resources in three states. In other areas where theyre not seeing a surge, we have the ability to reach to our other Mercy Hospital and get equipment and supplies. This is a strain on staffing. This is a shortage of nurses and r Respiratory Therapists. Were able to source some Agency Nurses and Respiratory Therapists and have conversations about how do we back up some of the physicians as well as their panels continue to grow and theyre taking care of more patients. And the state of missouri is lagging behind the rest of the country when it comes to vaccinations and the average the country has. Amanda, in colorado that state is one of only six states that has more than half of all residents fully vaccinated, and yet, its among the states with the highest prevalence of the Delta Variant in the country. How do you explain that . Were seeing pockets in communities where Immunization Rates are lower are experiencing higher rates of illness. Unvaccinated individuals are the most at risk here. The majority of cases, hospitalizations, and deaths are occurring in unvaccinated areas. And individuals. So while colorado as a whole, there are parts that are doing really well. Parts like mesa county are lagging behind. Were encouraging as many people as possible to get the information they need to get vaccinated. Because we do see that vaccination is your best protection against covid19 including these new strains. Mesa county having grown up in colorado for our viewers to give context is a county thats on the far western edge of the state of colorado. Very rural community, kind of on the other side of all the Mountain Range there in colorado. Very far from denver. I just wonder, then, why . Why are people not getting vaccinated . We talked to people about their hesitations. We offer education for folks, and what we hear the majority of the time is people are concerned about the longterm effects. This vaccine hasnt been around all that long. Theyre concerned about missing work, due to some minor and temporary side effects that they might get from the vaccine. So we have those conversations with people. We let them know that while covid itself is new, vaccines and even the Science Behind the way these vaccines were created is not, and so those conversations with people is helping to move the needle and nudge people toward vax ccinatis as the variants continue to affect our community . What has been missing in terms of making sure it does happen . Similar story here. What we hear is the fear of the unknown. Its a new vaccine. Longterm effects of that. Theres still pockets of younger female residents who say theyve heard theres a potential impact on future fertility. The missouri hospital did a poll, about 30 of missourians said they wouldnt pursue a vaccine. Thats the younger population. Those who lack more access to information. Just like amanda said, trying to get out there and let people know its safe and effective, and making it available. Im afraid im going to miss work. Making it available seven days a week so people can when they have the opportunity and know they have down time, have access to the vaccine. Okay. Those are valuable messages i think thats how shed want to be remembered rather than the tr trashy that she was dismissed. Youre right, youre right, she had critics who dismissed her and her book. But i wonder as her daughter, and having this figure as a mother who was this powerhouse, who was a selfproclaimed feminist. What did she teach you about your place in the world . Its interesting as a selfproclaimed feminist, she wrote The World Is Full Of Married Men in 1968, the year before i was born. It was pretty trail blazing at that time. She understood that feminism was political but also very personal. She taught Me And My Sister that feminism, its not subscribed to. Its something that we can develop on our own terms and in our own voice. I think thats what she taught us as woman. Her motto was girls can do anything, thats very much present in the film. But for me, she taught me that selfbelief was really important.
