Anything but it is terrifying. Lets play it. You see first one section of the Building Collapsed and then seconds later another section of the building just collapsed and then the smoke rising from the rubble right after that. One eyewitness describing the scene as horrific. And you understand why they say that after you see that Surveillance Video. At least one person has died. More than 50 people are unaccounted for right now. Dozens of fire trucks and crews have been on the scene since early this morning. Fire and rescue confirm that two people have been pulled from the rubble alive. We have video of what appears to be one of them. A young boy being pulled out very early this morning. Now cnns Layla Santiago is live in surfside, florida. What is the latest there . Reporter that number that just came in, the 51 people who have been reported to the Hotline Set Up by the county for Family Members and loved ones to say, hey, we havent been able to reach someone that may have been in that building. Now lets go over a few other numbers. Because that number is the latest new figure that gives us an understanding, a better understanding of what rescue units are dealing with. But we also know there are 130 units in there. Nearly half of them, were talking about 55, collapsed when that partial collapse took place. Ive spoken to people who describe it as the sound of a bomb that went off. One woman said it sounded like the engine of a plane. We know that 35 people were rescued. Two people taken from under the rubble. And one of them we know was quite frankly because of heroes. I want to you listen to this. I could hear i could hear Somebody Yelling and screaming. So myself and another individual, we decided to get closer. It was at that point that i could begin to hear him clearly and hear by his voice that he was, you know, a little boy. Couldnt have been more than in his preteens. So then i saw an arm sticking out of the wreckage and he was screaming, can you see me and what not. So we started to kind of climb up to him, to try and see if we could get him free. But it was too heavy, too much rebar and stuff like that. It was going to take quite a bit of effort to get him out. But he was screaming dont leave me, dont leave me, dont leave me. And so we wanted to stay with him and make sure that we got fire and police over there. So i was able to signal Police Officer using the flashlight of my phone and so the Police Officer came over, he got up to him, i was wearing flipflops so it made the climb a little difficult, but they got up to him, he got a perspective and then he got fire over there to start digging him out. Reporter and so theyre hoping for more moments like that. Where they could get to people before it is too late. Coy tell that you the research is very much still active. The portion of the building that is Still Standing has been cleared but they are still very much on scene, trying to search using dogs, using k9 units. I spoke to the mayor a few minutes ago and she said that shes very hopeful that they will that they have all of the resources they need right now. But of course there are challenges. One being a building that is not stable right now. The other being the fact that it is raining. But i can tell you that what struck me when i first arrived was the massive response, more than 80 units responded and ive seen it people from trauma units to the state attorneys office, i saw someone from there. So there is a very big effort to get to the bottom of what happened and to try to save lives at this point. One may be under the debris, but again that just coming in. 51 people unaccounted for and that is coming from miami commissioner that has given us that information. Kate. Tom, were going to play the video of that Surveillance Video that just came into cnn again. And and i just want to get your reaction in seeing this moment of collapse. Tom, can you hear me . Yes. I can. Get your reaction. I know youve seen that video, that Surveillance Video, youre reaction to seeing that video . I was in total shock when i saw it because my impression of up until that point was a much less significant part of the building that had collapsed. That was an enormous amount of concrete and steel and 12 stories and square foot, the project, the mess that those rescuers have to get through as quickly as possible is enormous and it is its a very scary, i think, what is in front of us is going to be more fatalities, there is just no question about that. How many, you dont know. But there will be more fatalities. 1 30 this morning is when fire and rescue said the first calls came in and crews very quickly flooded the scene. I wonder, if were sitting at 11 06 in the morning, what kind of there is a race against time at a moment and dealing with really bad weather blowing through. Some really big serious thunderstorms. What kind of a race against time are they up against here in order to try to find more survivors . Well, the weight of the collapse is the biggest problem if they have to deal with. And there is concerns certainly about more collapse. But i think even worse than or more important to the rescuers, the search and rescue miamidade firefighters, the rescue they brought in, it is a lot of Special Skills that you need to get through that debris safely without the heavy equipment that they will be bringing in also. So some of that concrete and steel, you just cant move now matter how many firefighters and people you have trying to move it. But they are concerned that it will move and on top of the rescuers that they have Digging Tunnels under there to try to find survivors. So, of course, we dont know how long people could survive the amount of weight that we had, the debris that we had, the destruction of September 11th was very different. The dust was so heavy nobody could survive. This looks like a typical collapse where you have concrete and steel and people could be alive under there for a long period of time. So what you want to do is get to them without any more movement, without any of the that heavy weight to you dont want that to move and to destroy them now, to kill them now after theyve been lucky enough, we hope, that there are some folks under there that are waiting for someone to get them out as quickly as possible. We know that in miamidade fire and rescue said that they have the heavy equipment, i think he called it paratex, im sure youre more familiar with it than i, but theyre in the process of trying to secure the inside of the building and that leads to what youre talking about. The concerns in the complex challenges that theyre trained in of how quickly to move in with this heavy equipment because im sure folks are thinking why couldnt they just get in there with a bunch of big cranes and lift the heavy Concrete Slabs off of them. And that would be easy if you werent worried about those slabs moving and killing people who are now alive. So you have to do it very slowly, it is time consuming. The 80 units that have responded with, you know, 300, 400 firefighters, not every one of those firefighters have the skills that you need. So you have to bring in more folks like that. You talked before about Urban Search And Rescue teams, miami, i know florida has a couple of them, theyll probably bring in some more. Everybody is working at a feverish pace, but as calmly and professionally as they can. They dont want to move that debris, put the rescuers in danger, and to, you know, have the chance of getting more survivors out. I was really struck this morning, the mayor there said that seeing the firefighters running into this building before anything was flown about how structurally sound or unsound the rest of the building was, reminded the mayor himself of the fdny on 9 11. What do you think when you hear that, tom . I thought the mayor did a great job describing the situation. And hes absolutely right. I got the chilled too, when i just saw that video a few minutes ago when it came down, all i could think of was what we dealt with that day when we had a 30story building that we could not even go in it because we had no people available. But we had gotten everybody out. And we watched that Building Collapse later on in the day. And the idea of just not being able to do anything in the situation like that is really, really difficult. But theyve got as good of a team as you could possibly have down there. They probably need more help and they will be doing it as good as it could be done. You cant ask to be in better hands than what youve got, those guys and folks working down there now. Yeah. Commissioner, thank you for being here. 50 people unaccounted for right now. Reporter kate, i think this is an opportunity for President Biden to recap the details of this plan with the senators involved as hes been going over them with his staff last night and this morning. And also to try to secure the understanding that this is going to get the support of enough republicans to overcome a republican filibuster. Many hurdles remain and im sure manu will lay those out, criticism from the left and from the right. But what this deal does is create the possibility that in fact on the second part of the two track agenda that president has been pursuing, first on the pandemic and second on changing the longterm course of the American Economy that he could end up delivering a substantial portion of what he has requested from the congress, not in one piece but in two pieces. First in this bipartisan deal, if they could get that over the finish line. And then in the larger democrats only deal in reconciliation, the special Budget Process which would address many things that are not addressed in this bipartisan deal. So then, manu, from your perch, how close or how far are they right now from a real finish line, like enough support to over come a filibuster . Reporter it is just too early to say right now. Because they need to draft this legislation and get every side needs to be briefed about it and people need to review it and were still weeks away from those key votes. But if the democrats leadership gets behind it and joe biden gets behind it, it is a good chance of passing. Mitch mcconnell just had a briefing with Top Republicans moments ago about what this was in this plan and according to the senators who came out of that meeting, mcconnell is in listening mode. Hes evaluating it, not saying how he could come down. Some of the details have not been sorted ourt. On the left the pushback has been loud, including from Richard Bloumenthal called this pathetic and paltry, he needs an ironclad commitment that they will move a larger bill along party lines separately or at the same time, that needs to be assured to him before he even considers vote forge voting for a smaller bipartisan deal. Joe manchin told us earlier today he was not in favor of a price tag up to 6 trillion for that larger package that some liberals are talking about and he said he would not make any commitment about moving on that party line approach just yet. So you could see the Difficult Balancing Act that the Democratic Leaders have to do and also the fact that they had to draft legislation. So a lot needs to happen between now and the meantime before it gets to joe bidens desk. But at the moment they are digesting it ant want to see the deals. So they are far from the finish line but every step matters, manu. Speaker pelosi just made an announcement, a select committee to investigate the attack on capitol on january 6. Let me play for everyone what Speaker Pelosi said. Announcing that the house will be establishing a select committee on the january 6 insurrection. Again, january 6 was one of the darkest days in our nations history. Ive said it now three times. It is imparive that we establish the truth of that day. You reported this is coming, manu. What are you hearing about it, now . Reporter yeah, that she is moving forward and that was very clear that this would happen. She denied on tuesday night that she made any decision but we heard from sources that she was expected to do just that. Because of her concerns that this outside Commission Bill in the senate would not get the 60 votes needed. Republicans blocked that bipartisan propose allergy. She considered having a existing House Committee investigate this as well but her view according to sources who spoke to her was those are too unwielding and big and this is a smaller sub group of members. Well see the details an the scope and the time frame and the like who they may ask to come testify. But this will be democratic led and theyll have subpoena power, to schedule hearings here. So a lot will happen between now and the time we eventually get the report and it is unclear how the republicans will react. Kevin mccarthy have not yet said he will name members to this. He most certainly will. But this will be a partisan fight that will last for months. Of course it will. Because they decided to deny the formation of a independent bipartisan commission. Of course this is going to become a political gross fieght on something that should be apolitical, getting to the bottom of what really happened on january 6. Thank you so much. After half of that building year looking at there, a 12story condo Building Collapsed north of miami beach. One person is confirmed dead. But dozens are missing still right now. Cnn justice received Emergency Dispatch Audio from moments after the collapse. Lets listen to this. I need pd on the beach side. I have people coming into the back side. I need them to get everybody out. I think you guys could expedite the resources that are needed right here. Can you bring all of the in front, bring it over here to the north side of the building. And then there is this moment. There is no audio. But you dont need to hear it. One section of that condo Building Collapses and then the second section. This Surveillance Video capturing the moment of the collapse. A woman who was rescued said it felt like an earthquake and someone else living nearby said the Ocean Front Wing of the Building Collapsed like a pancake. Cnns leyla santiago is live at the scene in surfside, florida. Joining us once again. How is the bad weather that blew in very quickly, how is that impacting these efforts . Reporter that is one added challenge for search and rescue teams that are right now in among the debris trying to see what and who they find under this debris that has been left behind by this partial Building Collapse. Coy tell you that the latest information that is just coming in is miamidade commissioner has told cnn that they have 51 individuals unaccounted for. That number stems from reports to a hotline that the county set up. So we know, as you mentioned there are dozens who have not been accounted for. We also know that they have 35 people that they rescued when this Building Collapsed. Two of which were pulled from under the debris. So the search continues, but there are big challenges. They have a building that is very much not stable and they are concerned they have rain that is coming in, but it is a massive response. The mayor said that she feels confident that they have the equipment and the resources they need, that she is hopeful that they will be able to save any lives that they possibly can. Let me tell you a little bit more about this building. This is a building that was built in the 80s. It has 130 units and according to the mayor, nearly half of them collapsed overnight. I spoke to one man who was inside when this happened. He talked about the incredible relief he felt when firefighters got to his balcony. Listen to the rest of this. This rumbling was very different, very strange. And something was not right in this sound. It was too strong, too violent. It almost felt like a shock wave. I looked down the hallway and it is a very long hallway, probably 100 yards, 75 yards, and there was nothing there. It was just a pile of dust and rubble and paint falling from the ceilings. I thought that any minute we could be that same pile of rubble. It just got louder and everybody started to panic and we grabbed our children and started running out of the door and as you went down the stairway for the exit, emergency, everybody was screaming and panicking and once you got down the lobby, it was nothing but dust and debris. Reporter i also spoke to a woman who was walking back home from her job when she said that the Building Collapsed. And what she described was the dust, that the dust took over the area and spread for blocks. We should mention that there is also a small hotel right next to this building. The evacuation has been completed of that building and those folks are now being helped by red cross. Kate. Layla, thank you for your reporting. Well get back to layla as the news develops. I was looking, governor desantsis said a little while ago, were bracing for some bad news given the destruction that we are seeing and the videos and pictures coming in. And the mayor of surfside seemed to subject suggest the same. The way the building just pancaked, it is leading him to think they are not going to be successful in finding people alive. What do you think of that . Well, i mean, i dont know if it might be too soon to think were not going to find people alive. But i know it is not too soon to know for a fact were going to find more people that arent. Not everybody could have survived that and there had to be a lot of people in that building if 55 or 60 units fell at 2 00 in the morning in a building this they havent been able to contact more than 50 people yet. I know there is going to be more fatalities but im really hoping and wish for the rescuers sake and the family sake that there are rescues. And i think there will be. The night of September 11th they told us there would be no survivors and i was in shock that night during Collapse Experts say and tell us that. But it was because of the weight and the compact of the debris and it was so dense that and height. But i think it building, you have hope that there will be people that are underneath some heavy piece of material that they are breathing and if we could get to those folks, i hope were going to they could be right. We dont know. But we need to act as if there hope and that we can save as many people as possible. That is exactly right. You know, um, the mayor said something this morning kind of about what he saw happen. And i want to play for that you to get your take on it. Listen to this. There is no reason for this building to go down like that unless someone literally pulls out the supports from underneath. Or they get washed out or there is a sinkhole or Something Like that. Because it just went down. And now we have since then, commissioner, seen that Surveillance Video of the collapse. I mean, what could have caused this . I really dont know. I wish i had the expertise to give you that answer. To me it looks like a controlled demolition. Which of course it wasnt. When they blow up an old casino or something. Ive seen a building like at the World Trade Center number seven drop from burning all day and, you know, we couldnt put the fire out. Or a building that collapsed because there is a plane crashed floor it or there is an enormous amount of storm or something. How that much of a building could collapse so quickly with no warning, it doesnt make any sense to me. But there are engineers maybe and other people that have that expertise. And we will eventually find out. But it defies logic and all rational thought how you see that Surveillance Video how it went down in the middle of the night. Last night a Bipartisan Group of senators announced a Break Through, an agreement on framework for an Infrastructure Package they believe the democrats and republicans an the white house could support. But as manu raju is reporting, they are a long way from any finish line at this moment. Joining me now is democratic congressman henry kwar from texas. This is still a far way from a finish line. But any kind of bipartisan Break Through is a big deal in this congress. So much of this agreement is still not known. But is this, do you believe, the start of an actual real bipartisan deal . Just the fact that it is bipartisan, that is a good step forward. And i would rather have things that are bipartisan passed through the u. S. Congress instead of just making it democratic or republican proposal. So i am very optimistic about this. It will be interesting to see exactly what they have because ive talked to some of the folks and coming with a Infrastructure Bill is easy. Coming up with how do you pay for that becomes a little bit more difficult. And that really is where the tension and conflict has been of recent. Do you think that really does come down to what the critical piece is that is going to decide if this is going to move ahead or not, how to pay for it . Oh, absolutely. I think that is the most difficult part of it. I mean, we could all come up and talk about highways, we could talk about water projects, we could talk about the infrastructure that we need to address, that could be worked out, what amount, but how do you pay for it is the most difficult. Ive seen that. Ive seen so over the years with different chairmans of the infrastructure, transportation and infrastructure, they could come up with a bill but how do you pay for it is the most difficult part of it. Lets talk about the Immigration Crisis at the border right now. Kamala harris is headed to the border tomorrow. Something you have been asking her to do for months. I heard you say this morning that you think that shes going to the wrong location. What do you mean . Well, i wouldnt call it the wrong location. Im glad that shes going down to the border. But if you want to see the real activity, you have to go down to my district, which is the rio grande valley. That is where the kids are coming in, that is where the family units are coming in, that is where they are coming in, we have people from almost 150 countries are coming in. So if you want to go up there, you have to sit down where the activity is at. But again it is a first step. Im not criticizing her. Im glad shes going to the border. But the real activity is 800 miles plus from el paso. And look, i have tracked, youve been very outspoken and youre not happy with how the Biden Administration has handled not only this visit but the problem more broadly to this point. What do you want to see the administration from the administration, congressman . What do you want to hear from Kamala Harris . Look, ive been very supportive of a president , President Biden, the way theyve been handling so many other things, vaccines and so many other things including infrastructure. Ive been very supportive. But on the border, again, i speak from somebody that doesnt go and spend a couple of hours and think that i know more than people that have lifetime experiences and im not talking about myself. Im talking about the mayors, judges, the land owners, the board patrol and the men and women down there. And i want them to understand that when democrats talk about the issue, they only talk about the push factors what, happens in central america. Republicans only talk about the pull factors and my opinion, i think we need to talk about the push and the pull factors. One of the pull factors for example, have you noticed that no democrat really talks about deportation. Our law calls for deportation. We only see people coming in but the law said that if people stay, they stay. But if people are not allowed to stay under our asylum, they need to be deported. Ill say this final point. If you have 100 people that ask for asylum, about 88 , maybe 85 are going to be rejected and only 12 will be allowed in. So why are we allowing 100 of the people in when the law said that we should be deporting 85 to 88 of them. Well, this gets to the bigger conversation we should have. But part tlaf is the years long backlog on Immigration Court as sile em cases, taking years for them to get through that. Pretty stunning language in this opinion. This panel found that giuliani made false and misleading statements to the courts, lawmakers and the public at large in his capacity as an attorney for former President Trump. And the Trump Campaign in connection with the 2020 election. The court concluded his actions warrant this suspension. Now, prior to this, he has had a lengthy career in new york law. He was first admitted to the bar in 1969 and worked in the justice department. He was the mayor of new york and more recently hes been representing former President Trump in various legal issues. Now, this all came about after the attorney Grievance Panel received numerous complaints and conducted an investigation and here they have decided he should be stripped of his license. Paula, thank you so much for that. Joining me right now is the senior legal analyst for more on this. Ellie, whats your reaction . Well, this is a new low in a stunning fall for Rudy Giuliani. As paula said, there was a time, i know its hard to remember, when Rudy Giuliani was one of the most respected lawyers and prosecutors in the country. He was the head of the u. S. Attorneys office for the Southern District of new york. An office i worked in decades later. Now hes been kicked out temporarily for practicing law in new york state. Thats a big deal. This is based on very clearcut findings by a panel of state judges. This isnt just sort of other lawyers and people that are partisan. A group of people found he made false statements meant to prop up the big lie, endangering the public. How unusual is this . Very unusual. I dont personally know anybody who has ever been suspended from practice like this in new york. It certainly happens, but its very rare. Lawyers the fact is lawyers can get away with quite a bit. Youre a lawyer, your job is to zealously represent your client. A lot of times your client maybe has done wrong, but what you cant do is just lie. You cannot make false, as the court said, and dangerous statements. Particularly if those statements could endanger the Public Interest as this court found giuliani did. This does not happen every day by any stretch. This is a very rare thing and extreme thing for the court to do. Look, and giuliani is under criminal investigation, but this really isnt related to that. This is about giuliani pushing President Trumps big lie. Yeah. This is completely separate. This is one of many problems giuliani has right now. Hes now been suspended from practicing law in the state of new york. He also separately is under criminal investigation by that same federal Prosecutors Office that he used to lead that i mentioned before. The Southern District of new york relating to his work on behalf, potentially, of ukraine. Giuliani has all sorts of problems. This is another one to add to the list. Can he appeal to get his license back . So this is a temporary suspension of giuliani. And the order says if giuliani wants to essentially appeal this, wants to have a full out hear, he has the right to request that. Well see if he requests that or not. That hearing could get really ugly for him. Hell have to make the decision, do i just accept the temporary suspension and let it remain in place, or do i fight it . But then hell have a whole hearing. Not sure he wants to go down that path. Want to venture to guess how giuliani is going to respond to all of this . On the one hand, giuliani is a fighter and always likes to fight back. On the other hand, maybe hes smart enough to realize that hes going to be picking a losing fight here.
