Are following Breaking News from south florida. It is devastating really. Its deadly. Theres been a highrise building that has collapsed in the city of surf side. This is just north of miami beach for context there. And what youre looking at here are live aerial pictures from the scene. You see that Swimming Pool on the left . This part of the building that has fallen down stretched all the way alongside that Swimming Pool. So were talking about a very large chunk of this building that fell down overnight. There is a huge pile of debris, 12 stories in this apartment building. Balconies that had been sawed in half, and were told that at least one person has died. About 100 units in this building, think of it, 39 years old. The collapse happened before 2 00 a. M. New video shows rescue crews pulling a young boy from the rubble. More than 80 Emergency Teams are on the groundworking to find survivors. We have some sort of before and after video. This is what the building looked like before the collapse. And then you can see what it looks like now. Again, the fear is this happened before 2 00 a. M. , so how many people might have been sleeping inside at the time. Want to bring in cnns Leyla Santiago on the scene for us in surf side. Leyla, give us the very latest. Reporter well, john, as you mentioned, we have confirmed that one person was transported to the hospital and died at the hospital. I want to give you a better understanding from our Vantage Point what this looks like here. This is the building. It was built in the 80s. We understand there was some roof work that was being done at the time. What sort of role that plays is still unclear and what caused this is unclear. We know there are at least ten people treated here when this initially happened. This is an area thats known as an upscale beach community, old and new buildings. I spoke to the mayor about it. He said this is something that just doesnt happen in the united states. Buildings just dont collapse. He just held a press conference. I want you to listen to what else he had to say. Those guys, those guys deserve all of our respect and credit and anything else we can give them because theyre real heroes. They risked their lives. Its amazing. We ought to be very proud. Talk about the building itself. We are hearing its an old building. Its not really an older building. It was an 80s building. So, again, i did Art Deco Renovations in south beach. Thats how i started. Those are old buildings, from the 20s. This is from the 80s. Theres no reason for the building to go down like that unless someone literally pulls out the supports from underneath. Or they get washed out or there is a sinkhole or Something Like that, because it just went down. Was there roof work being done on the building . Theres roof work being done all the time. Its hard to imagine that could have been the impetus for such a catastrophic collapse. Im sure it probably wasnt. [ Inaudible Question ] the roof work, listen, i jog by that building every day, and i know they had a crane out there. They were lifting stuff up. So as far as i know they were still in the process of doing the work. When was the last inspection on this building . We do inspections all the time. Our building inspector, whenever we do work on a building especially for the roof job, im sure there was an application, an inspection, there was an understanding about how it was going to be staged and how the work was going to be done. So, you know, as you know, we do 40year inspections here in florida. So im not quite sure if there was a 40year inspection on this building. The bottom line is thats not an old building. 40year inspection or not, that kind of thing should not be happening. And how heavy was the equipment that was being put on top of the roof . Thats a good question and we need to get the answer for that. Im sorry, im sorry. [ Inaudible Question ] you know, we talked to the Building Manager about that, and they dont log owners when they come in and out, but they log guests. So we do have a log of guests, but we dont have a log of owners and the Building Manager is has intimated to me that the building was substantially full. Minimally, how many people are its unclear right now because those people dont necessarily report in. Theyre just owners and were just going to have to go through the process over the next couple days to try to piece that together. Are we talking 40 people or were talking a lot of units. A third of the building was 100 units. It could be at least 30 units. Whats the name of the building . Champlagne tower south. [ Inaudible Question ] we treated two pen people on site. Two people were transported. One of the two has passed away. We are at the community center. [ Inaudible Question ] that is correct. Mr. Mayor, the population is that true . No idea. The person that died, was he on a top floor . I dont have that specific information. But i do know the heroic First Responders have cleared the building, so that means theyve gone into the units that exist now and have made sure that theres nobody else in the building that needs to be taken out. To be clear, is there still an active search for potential survivors . Yeah, i think you know, we had the dogs out in the middle of the night last night and it was very difficult in the dark to try to get the dogs up on the pile of rubble. But were reigniting that effort right now. Thats ongoing full strength. So youre searching of the nondamaged units is done . I think so. [ Inaudible Question ] absolutely. I think we need to bring heavy equipment in. Its that part of it is heartbreaking. Mayor, your thoughts, hard to put into words what weve seen. Its less likely than a lightning strike. Its less likely than a lightning strike. It just does president happen. You dont see buildings falling down in america. Here we had a building literally fall down. Just doesnt happen. How many people were in the renovation . I think we have 15 family units that walked out on their own. And like i said earlier, we had ten that were treated earlier this morning and we had two that were taken to the hospital. Medically treated only the scene . Medically treated on scene. I believe they found last time i was over there, they had found one person in the building. They were looking and they brought that person out. I dont know what condition that person was in. Has anything like this ever happened before . Ive lived here all my life. Ive never seen anything happen like this in florida. Do you have any indication listen, i think we need to find out what the answer is. I dont know if i could characterize it at all right now, except that we have a building thats falling down. [ Inaudible Question ] i think they should be contacting the town of surf side if they knew their loved ones were here in the building so that we can start to piece this thing together, because were going to have to know that theyre safely out of the building or if they were in the building, we need to account for them. Whats the name of the hotel that has to be evacuated . I think its called the Blue Green Hotel thats right next door. Mr. Mayor, total focus now is on the search. The larger question about the safety of the surrounding buildings here and elsewhere, what will that effort commence in surf side and likely all across we are going to obviously keep everybody a safe distance away from the building, number one. Thats why were not letting those people go back into the hotel thats to the north. Because its too close. The building to the south is far enough away. The experts believe its not in danger should the rest of the building collapse. So were going to take this one step at a time. Miamidade county is leading us. They have their engineers, fire people, their First Responders and were all following their lead. Thats the mayor of surf side, florida, explaining what happened there overnight where this condo, big chunk of it, just collapsed. And we did learn one new piece of information. What particularly was that . The roof, that there was construction on the roof. Right, there was construction on the roof. One of the reporters asked him how heavy was the equipment. But he didnt be know the answer to that. So thats going to be something that theyre really looking into here. Its a very big question. He said in his mind not heavy enough to cause the building collapse. Well get more information and bring it to you when it comes in. Cnn has learned the Justice Department is shying away from Filing Sedition charges that stormed the capitol on january 6. Merrick garland is advising prosecutors to use similar laws to make sure cases are on firm ground. Lets bring in senior justice reporter evan perez. Evan, what is the concern with charging suspects with sedition . Reporter brianna, the issue for justice Kdepartment Officias is sedition is rarely used. It was used during the obama administration. It was charged against a group in michigan. It was used against puerto rican separatists. Certainly in early january after the insurrection, michael sherwin, the acting d. C. U. S. Attorney, told us that this was something he was pursuing and subsequently said that he was he believed that there were facts to support this. It really drove home the gravity of what happened on january 6. Listen to him on 60 minutes describing this. Sedition occurs when nino poses by force the authority of the united states, or by force hinders or delays the execution of any law of the united states. Seems like a very low bar. And i wonder why youre not charging that now. Okay. So, i dont think its a low bar, scott, but i will tell you this. I personally believe the evidence is trending towards that, and probably meets those elements. Do you anticipate Sedition Charges against some of these suspects . I believe the facts do support those charges. Reporter and, brianna, the Attorney General garland, theyve come to view this differently. They view the fact that there are other charges that theyve brought that bring potentially 20 years, which is what the Sedition Conspiracy Charge would bring. For instance, 200 people have been charged with obstruction obstructing a congressional proceeding. Three people have already pleaded guilty to conspiracy as part of the Oath Keepers Group to try to block the certification of joe bidens victory. And, you know, we pressed the Attorney GeneralMerrick Garland just this week he came to visit us in the press room at the Justice Department. We asked him why havent there been these Sedition Charges after there has been so much talk about it. He declined to say. He said they are looking at all the panoply of laws that are available. Hes a former judge and some people say hes risk averse. He wants to make sure the cases are won. You already see republicans trying to minimize what happened there. You can see the thinking inside the Justice Department to go a more safe route in these cases. Yeah, but will there also be sear yourself charges . They are serious charges. Reporter yes. Evan perez, thank you. Other right wing figures are whitewashing january 6. The judge said of these republican lawmakers, quote, i dont know what planet they were on. This wasnt a peaceful demonstration. It wasnt an accident that had turned violent. The attempt of some congressmen to rewrite history that these were tourists walking through the capitol is utter nonsense. Joining us now is republican congressman Tony Gonzalez of texas. Congressman, thank you so much for being with us. Just so viewers know, you voted for the Bipartisan Commission to investigate what happened on january 6. You were part of that group of members who were trying to barricade the door on january 6 to protect yourself and others there. So, i wonder if i could just get your reaction to what that judge said. Look, january 6 was a terrible day, and it should never happen again. And we have to review that to make sure it never happens again. In the same breath, i dont wake up thinking about january 6. I dont go to bed thinking about january 6. I worry about securing our southern border. I get that. One more question. When your colleague andrew were said people were Walking Around the capitol as a tourist visit, what do you think about that . That was a dark day in history. I served five years in iraq and afghanistan. That day reminded me of the chaos abroad. It should never happen in our capitol. That wasnt a tourist visit. You and i both know that. Congressman, the Vice President clarissa announced she is going to visit the border in person, her first trip there as Vice President. Shes been there before certainly. Shes going to the el paso area, an area broadly speaking, you represent the largest area of border than any member of congress. What do you want her to see on this visit . Im glad the Vice President realizes the Border Crisis is real. I wish she would spend more than just a couple of hours in el paso. Ideally this is the first of many visits. The border is very diverse. El paso is el paso sector is different than del rio sector or laredo or big ben sector. The other thing i would say, too, the Administration Needs to work with congress. This isnt a republican issue or democrat issue. We have to come together to solve our nations problems, securing our border are part of those problems. Ideally this is the first of many visits the administration makes. So and i know you said there are myriad issues and theyre complicated, different issues in different places. If there is one thing that could come to light she should see in this visit, what would it be . There are a few things. The one that is eye opening is the number of migrants that are passing away. My district is over 40 of the southern border. I recently visited with many of my County Judges and they were asking me for more body bags. Its those type of very real instances that i think the takeaway needs to be, that, and we need to support our Border Patrol. They are doing gods work on the front lines. We need to get them out of the Processing Centers and back out into the field. We learned overnight that the man who has been leading the Border Patrol, rodney scott, is stepping aside. I think largely at the request of the Biden Administration. There were some people who were surprised he stayed on so long after the change in administration. Whats your take on that change, and what do you hope to see Going Forward there . You know, i spent a lot of time as a child playing sports and there is a saying kind of next man up. And the Deputy Chief Raul Ortiz is a strong leader, and i think hes going to be able to at least in a temporary role lead the Border Patrol agency Going Forward. Hes from the del rio area. He understands the border firsthand. While were losing a good leader, there is an opportunity to fill that void with the next man up. Last question. Whats the Biden Administration doing right, and whats something you think they could do differently on the border . You know, i think theyre starting to open up their eyes that they cant go it alone, whether thats the infrastructure package, whether thats the Border Crisis, whether thats the cyberattacks that weve seen. Its important for this administration to realize we have to come together. We have to work with republicans and democrats, congress alike to solve our nations problems. I would like to see more of that, more bipartisan, real discussions on folks that are willing to roll up their sleeves and work together. Im one of those folks. I wish they would reach out more. Thank you for being here. Maybe you have news for us. First, whats in this deal . Well, i can tell you that i saw a review of it just a day or two ago. And there are still questions unanswered on the revenue sources. I think the Spending Side of the equation is generally agreed to. But it is not as complete as the biden infrastructure plan, which i support, but it is a step in that direction. When it comes to the revenue side, thats what we are wrestling with. I wont be attending this meeting. Ive got a Senate JudiciaryCommittee Meeting im chairing this morning. Ill get to Senate Judiciary in a moment. Whats in this deal, youll learn it before us, but not yet. Listen, there is a question about whether or not all democrats are on board. You have ten republicans, which if you had 50 democrats means they could withstand any filibuster. But do you have 50 democrats that support it at this point . Thats certainly the key question because i want to support the bipartisan plan. I hope we can reach that point. Certainly if the president feels good about it, that helps. But we also want to make sure that democrats are on board for reconciliation. The next step in the process, it will complete the Infrastructure Request of the white house. And if we have all democrats on board, i think it gives the green light for this bipartisan bill to move as well. Do you need a commitment from the socalled moderate democratic senators, from the manchins and sinemas . There may be others. Does there need to be a commitment from more progressive members that the moderates would vote for reconciliation on that other bill . I think thats a very key element. Weve been talking about that publicly for several weeks. They certainly understand it. I applaud, at least the tangential part of the Biden Administration. There is more work to do the president is asking for. Were making sure all those involved in the bipartisan negotiation are on board for that as well. If, if you manage to get a bipartisan Infrastructure Bill through, does this do two things . One, show that President Biden was right in his patience in waiting for this to happen . And that, two, you know, maybe you can do things without filibuster reform . Well, i can tell you thats what were trying to prove every single day here and there are efforts underway, bipartisan efforts to get this done. Infrastructure is a big, big deal. I mean, consider the fact that under the previous president there was no Infrastructure Bill. There is no agreement reached and i sat in several fruitless meetings in that regard. This i think is a major step forward for the country to rebuild the infrastructure and to put new infrastructure in place, create jobs in the process at a moment we desperately need it to move this economy forward. I think this is a good show of faith bipartisan effort. I applaud my republican friends as well as democrats for their initiative in leading this effort. I want to ask about Police Reform which is happening under the umbrella of the Judiciary Committee which you chair. Today might be a big day there. First of all, do you expect a deal to be announced today . Well, im not sure if were going to announce a deal today, but i do feel very positive. Ive been directly involved in the negotiations with corey booker on the democratic side, tim scott and lindsey graham, bipartisan effort, and its a good faith effort. And theres been a lot of energy put into it by both sides. I think were close. We havent closed the deal. I dont want to announce that until were ready to, but i think weve made a great deal of progress in the last 48 hours. In terms of the hold up, what are the remaining hold ups . I wont get into a checklist on that. I think thats a mistake. I will just say that we are very close, and the elements of disagreement are starting to be reduced to a number that we can see the finish line. Have you reached an agreement on the issue of whether officers or departments can be sued, civilly liable . Were still hammering out the last details on that. Nobody expected this not even her fans that have been ringing the alarm bells for years. Nobody thought the details would be this horrific, even though we all suspected some things going on, someone as rich, as powerful, as privileged as Britney Spears. You just dont hear that this kind of abuse is going on. Obviously happens to other americans, but not famous, rich, white women. So i think just the details, the iud not being taken out. Can we read that real quick . She said, i want to be able to get married and have a baby. I was told i cant get married. I have an iud inside me. But the socalled team wont let me go to the doctor to remove it. They dont want me to have more children. This conservatorship is doing me more harm than good. This is a handmaids tale. This is not the type of thing you hear happening to celebrities and i think thats in part why people are so shocked. It was horrific. It was stunning largely because we havent heard this from her. There are new details. This is hugely legally relevant. It was as if line by line she has an understanding of what conservatorships are supposed to be and legally supposed to be and she was poking holes in that. Theyre not supposed to be able to control your body. Theyre not supposed to be able to tell you, you have to take this drug like lithium, right. And shes basically saying they are. To me she sounded like an activist. I felt like it was a stump peach of kinds poking holes, like you said, in the conservatorship system. She was of sound mind, articulate. Not only speaking about her experience in declarative experiences, this is abusive, i want out, this shouldnt be happening. She said it happens to thousands of americans. And in what state do we have a system where i can go on stage, i can perform, My Albums Go Platinum and yet im paying people to control my life . And i just thought that was such a contrast to the persona of britney we see on instagram which is demuir, she speaks in a baby voice, she twirls in little outfits. This is britney in control. This is britney angry. It felt like the 13 years of silence were just pouring out of her. And she explained some of that. I wondered why didnt she Say Something before. She talks about being in denial. That shes embarrassed by not having this kind of control. However, there is this Free Britney Movement which has gained so much steam since the New York Times documentary. And a lot of what they have said is essentially this, but we hadnt heard that from britney. So i think there were a lot of people who said, come on, what is this movement . It sounds like this movement may have nailed it, at least according to what were hearing from britney. They were completely vindicated, i think the Free Britney Movement feels like for years people said youre conspiracy theorists. You just look at instagram for cries for help. You treat it like a piece of morri morse code. This is insane, youre amateurs. You dont have credentials to be doing investigation. And everything they said was right and more. I still think their methods were probably suspect, but they did turnout to be completely validated in what they said. I mean, whats next at this point . One of the things that surprised me is for as much as she does know about whats clearly happened to her and conservatorships in general, she didnt realize she had the power to petition specifically. How can that be . What was this lawyer telling her for the last however many years . We have to remember she was not allowed the right to her own lawyer. She was denied that right initially when the conservatorship was put in place. This is someone Court Appointed who was paid a lot of money to represent her. This is lucrative. If you speak to people in the Free Britney Movement, hes the villain of the story. And the narrative would be or their thoughts would be he didnt tell her because its not beneficial for him to see this situation dissolve. How is it that there are so many people look, whatever, and im sure well hear another side of this story. But so many people, everyone in control of this conservatorship has a conflict of interest. Yes. Right . There is money in it for them. And that is problematic that there isnt someone who does president have doesnt have a dog in this fight. That speaks to the wider issue britney spoke to yesterday. In every conservatorship there seems to be some sort of conflict. I mean, the people being paid are being paid by the conservatee. You dont often get to choose your own lawyer. Its a very flawed system, whether its Grandma Josephine in cleveland or Britney Spears. There are supposed to be court investigators. Well see how much more active they become in this now. Yeah. I mean, the world is watching. I think that maybe in other cases this sort of thing could be swept under the rug. But everyones heard the testimony. Theyve got to act. The judge said, i hear you. Thats essentially what the judge said. I hear you. It took a lot of courage. Well see what happens moving forward. It was a crowded field to unseat the popular bill de blasio. Candidates captured 67 of the primary vote. Progressives captured 30 . In and this broadly parallels. Lets dig a little deeper. The clear leader at this Point Erik Adams is a former Police Officer and current Brooklyn Borough president who promised to be tough on crime, rejecting calls to defund the police. And that message resonated because Violent Crime is on the rise in New York City. Get this. Last year New York City saw 97 increase in shootings and a 45 rise in murder. And its continued to spike in 2021. Thats much higher than when de blasio took office, though its well below the citys murder peak in the 1990s under mayor dink ins. That may account for why dinkins successor took over, before the attacks of 9 11. Independent mayor Mike Bloomberg served three terms. De blasio was elected in two landslides. Thats true. Those were general elections with low turnout. Thats how elections get skewed when races are effective decided in close primaries. Its no secret the trump years decimated republicans in the big cities. They aint coming back any time soon. The result, cities like new york have gone from competitive general elections to being oneparty towns. The fact de blasio won the democratic nomination with 40 of the vote, but only 22 of democrats participated in that election. And so follow me here. As the New York Times sam roberts pointed out, it meant only 3 of new yorkers voted for de blasio despite being put on a glide path to city hall. And while turnout is up this time around, still only roughly a quarter of democrats participated in this weeks primary. With adams currently having less votes than de blasio did in his primary years ago. Thankfully new york had rank Choice Voting. System used like in london where voters rank their top five choices. This ensures a more representative outcome. Its a step in the right direction. But its not enough. Even though curtis lee was the republican nominee, well see a far number of voters deciding the mayor of americas largest city than when we had a competitive open election in years like 2001. New york city should embrace open primaries allowing all registered voters to vote including the citys 1 million independent voters who are effectively disenfranchised in close partisan primaries.
