Crimes. The gun violence archive finds that there have been nearly 300 Mass Shootings, meaning at least four people shot at once, since this year began. Cnn chief White House Correspondent Kaitlin Collins is with us now. So give us a look at what we expect to hear from the president. Reporter i think, number one, the fact that were hearing from President Biden taking the entire day at the white house to focus on this publicly shows that the white house is wanting to look like President Biden is on top of this, that he is taking steps to address the spike in Violent Crime that youve seen happening in several cities across the u. S. So thats why hes sitting down with the attorney general, with those Law Enforcement agencies and mayors to talk about this. Whats important, though, is what were going to hear from President Biden is he is viewing all of this through the lens of gun violence. That is primarily going to be his focus when he comes out a few moments from now to address this. One of the steps he is expected to take, you were noting he is going to take executive action. He is going to direct the bureau of alcohol, tobacco and firearms to revoke gun dealers licenses on a first offense basis. If they do allow the sale of a firearm to proceed without conducting a Background Check or a few other steps, they will call on them to revoke their licenses. Hes also going to let states and localities who have gotten some of that covid19 relief money to hire Police Officers, to pay Police Officers overtime, to use it for communitybased initiatives because they believe thats another step to help reduce the uptick in Violent Crime that weve seen. We should note this is coming as there is a divide in the Democratic Party over how to address this. Of course youve not only seen liberal progressives talk about defunding the police, something President Biden was against on the 2020 Campaign Trail but it comes at a sensitive moment where so Many Democrats are pushing for police reform, Police Overhaul and now theyre having to balance it with what to do about this rise and uptick in Violent Crime. Republicans are trying to take advantage of it, tying the two of those together, those calls to defund the police with the uptick in Violent Crime. I think thats going to be the context and background of President Bidens speech later today, but also his own role in policing and in crime bills that passed in the 90s when he was a senator and often came to signing ceremonies with then president clinton in 1994. That is all going to be the context for this. Now he is president and he is the one leading on this issue and white house aides are worried this trend could only increase in the summer so they want to make sure it looks like President Biden is on top of it. So in the first three months of this year, 32 cities or counties in some of the nations Largest Police jurisdictions have seen increases in both homicides and aggravated assaults compared to the very same time period last year. The surge in violence is also hitting smaller cities. So obviously these are not just statistics. Theyre tragedies for families and for communities. Just one example, on monday night, milton grant, a father of twins, was killed in a New York City robbery. Listen to this story. So grant was sitting in his car. He was on the phone speaking to a friend. Three suspects walk up to this black bmw. They pull out guns, they try to rob him. And then when grant tried to drive away, he was shot in the head. Then he crashes his car. Then Surveillance Video shows someone steal grants watch and ring and chain as he laid there in the car. His fiancee spoke to cnn. My fiance was a great father. He was a family man. He put his kids first and his family first. And now i have to tell my little ones that their father is not returning home any time soon. I never thought that my husband would be taken from me in this way. We talked about having forever together, about raising our kids and for someone to just murder him, essentially murder him for his belongings instead of working hard for getting his own is just its a slap in the face. Those suspects have not been caught. Cnn Shimon Prokupecz is here to talk about what were seeing in new york. When we see the numbers, shimmon, we have to remember that there is a family, there is a story like that behind all of those numbers. Reporter families, kids, innocent victims caught in the crossfire between rival gangs shooting at each other. That is something that is very common now across the city. As Law Enforcement here are very concerned. The key thing in all of this is guns. Its all about guns. Thats why were seeing the Biden Administration do what theyre doing, having the atf join in this task force, this force theyre going to put together to try and stem the flow of guns throughout all these different neighborhoods across cities along every part of this country that is seeing so many guns on the streets of their cities. A Law Enforcement official ive talked to said they havent seen this many guns in probably 15 years on the streets across cities. So what theyre doing is, what were going to hear from the Biden Administration, theyre going to have a task force they put together to try and stop some of the trafficking of these weapons. Here in New York City, shootings, were seeing this across the country, up 73 . Other kinds of Violent Crime as well. A lot of this is being blamed on guns. They are saying Law Enforcement, Police Officers, all across the country saying what is happening is just that there are too many guns on the streets across the country. Because when you have a gun, a robbery turns into something that we just saw. It can turn into a horrible, deadly tragedy. Shimon, thank you so much. Lets turn now to alfredo ramirez, the director of Miamidade Police in florida. Director ramirez, do you agree that this is we must start this conversation with guns . Good afternoon. There is a whole load of issues that we are experiencing with the violence that were seeing out there, the pandemic. We have the illegal possession of firearms. We did this operation and in that operation so far weve seized 284 illegal possessed firearms. Another issue that were having is social media. People are getting into these Violent Attacks over nontangible things. Its songs, its youre hanging around with the wrong person, the brazenness of the shooting, the lack of caring for humanity. Those who go after their target and if anybody else is standing around, they wont hesitate to shoot them too. This is a sociological issue. This is an issue we need to address as a nation. Its going to take Law Enforcement, community officials, leaders, all of us together to keep our youth from reacting to situations in such a violent manner. Director ramirez, specifically in miami, can you just give us an update . We all saw the video of that Mass Shooting at a banquet hall where three people were killed, 20 others were shot. I believe we have the Surveillance Video to remind our viewers of what happened. These gunmen pulled up, and within i mean seconds these masked gunmen within seconds were able to mow down scores of people. Have you apprehended these suspects yet . At this time we have not but i can assure you that our detectives are working very hard. Yesterday i was briefed with my detectives along with other cases that were working and the community is stepping up giving us information. As you know with these type of shootings, we have to get all our ducks in a row. There is a fear factor with coming forward. But detectives are doing a great job. I cant get into the specifics but i was really shocked and disturbed at why these things are happening. Its really you know, its truly a senseless act of violence that people are using their lives, their families are being destroyed over stupidities. It just has to stop and we all have to stand up as a nation and stop it. We cannot have our youth lose their lives over foolishness. Director, we heard from Kaitlin Collins at the white house that the president is going to employ Executive Orders to try to get something done on guns. But more broadly as it relates to the surge that were seeing, what do you want to hear from the president today . Well, obviously the support for Law Enforcement, the resources for Law Enforcement so we can address this issue not only in a Law Enforcement component but also as a socioeconomic component, enrich our communities, get ahold of our youth before we lose them to cell phones and social media. Get guns out of the hands of people who are not supposed to have those guns, illegal possession of firearms, felons that are running around with guns and make sure that people that are violent felons, they need to stay in jail. They cannot be out walking amongst our community because they dont follow the rules, theyre dont care about life. That small percentage of people are the ones that dont want to progress or reassimilate. Theyre just on a path of violence. And our communities and our youth most of all are suffering from this. So i think a comprehensive plan is definitely what is needed. We really appreciate his support. I know my mayor has been up there and shes representing miamidade county. We have a Great Program that were doing down here to stem the violence and i look forward to further dialogue on those. We know that those communitybased programs are part of the conversation. Now we have a Breaking News update. At least four people were injured when a Pedestrian Bridge Clamsed onto a busy interstate in washington, d. C. Pete joins us now with the latest. Pete, what happened . Reporter thankfully all of those injuries were minor, but this is so incredible when you see just how dramatic these images are. These are just coming in from d. C. Fire. D. C. Firefighters tell me that this bridge collapsed onto four vehicles below, three of them cars, one of them a truck. This is happening in a very critical spot. D. C. 295 is a very busy highway that runs through the district of columbia. It connects maryland suburbs on the north and south side. This Pedestrian Bridge runs over d. C. 295. Backups stretch for miles. It is not clear how long this cleanup will take. Also not clear what caused this. Whether or not a truck hit the bridge or whether or not this was some sort of structural failure. Bridges keep coming up again and again in infrastructure talks. But reports from across the country and across the world say that this Delta Variant, first of all, is much more transmissable so its more easily passed from one person to another if those folks arent vaccinated. Second, it comes on more suddenly so whereas with traditional covid19, we said it was one or two weeks, maybe even three weeks after infection before you got hospitalized. With the Delta Variant, weve seen people are getting sicker more quickly. The third part is, is that it seems that theyre just getting more sick, period. The Delta Variant is not just more transmissable but result in worse outcomes, higher likelihood of hospitalization and death. Its still a new variant so were tracking it closely and will have more definitive answers hopefully in the next two weeks. Theres a new cnn analysis that shows that, yes, the number of covid deaths are dropping but those who are dying are younger and more of them disproportionately are black. Black people 12. 5 of the population. During the peak of the pandemic, 15 were black. Now in may 19 are black. Theyre younger as well. Why is this happening . We know that theyre not getting a vaccine, younger people at the rate of the rest of the population, but how do you stop it . How do you change it . So the really simple answer here is vaccines. Whos getting sick . Its people who have not been vaccinated. Who hasnt been vaccinated . Its folks that are younger. We know that that Vaccination Rate in age 29 and below is much lower than in age 30 plus. And unfortunately there are still huge racial and ethnic as well as geographic disparities in whos gotten the vaccine in the arm. Thats both because of continued issues with access. So its more difficult for folks living in urban or rural areas to get transportation to find a vaccine clinic. And because of issues around trust. We know that black and brown communities understandably have a greater distrust of the medical system. Its so important for us to work with Community Organizations to increase those Vaccination Rates and then we wont see these rising rates of covid in general or rising rates of the Delta Variant. Thats how conservatorship works, down to her Kitchen Cabinet colors, who she sees, who she hangs out with, who are her friends, what money she spends. To your point as well, britney has done a lot in those 13 years that shes been under this conservatorship. Shes released four albums, two of them have gone platinum. She did a fouryear vegas residency that made 138 million. She also was a judge on american idol, she was a judge on x factor. So when people look at that from the outside in, they say is this someone who needs to be under a conservatorship if you can walk through life like this and do all of these things . Why do you need to be controlled like this . Britney is one of those people. So this afternoon well hear her speak out for the first time and try to get that conservatorship back from her father. Weve seen her mother join this fight with her. Her boyfriend just had a free britney shirt on on social media yesterday so there is a Groundswell Growing to try to get britney her life back to her. Lets talk about that groundswell because a lot of what were learning is first highlighted by fans, many of whom were dismissed as obsessed with this pop star. But through the podcast of tess barker, barbara gray, the starting of this freebritney, its really shone a light on her plight. And it has forced a lot of us to look back at that time. Victor, i was a local News Reporter in los angeles back in that 20072008 time. I remember being outside of her neighborhood every single morning. It really was a lot on her, especially when she was going through a really tough time. So while we looked at it as, oh, were doing our jobs, i think her fans really saw through a lot of that and saw this is something that Everybody Needs to take a step back from. Now when we look back and see how she was treated and see how some of that could have contributed like putting that over the edge, we have to reevaluate what was going on then and i think the fans saw that a lot. We did dismiss them as Obsesse Britney fans but it was more we see what this is doing to her and we just want britney to be okay. I think a lot of people now are saying, yeah, maybe they were right at the time. Youre so right. I think a lot of people in the media also dismissed her as a commodity, a girl. You know, not to be taken seriously but this is a serious situation. Ill just read a portion of the court report that has now been released. It says britney articulated she feels the conservatorship has become an oppressive and controlling tool used against her. She is sick of being taken advantage of. She is the one working and earning her money but everyone around her is on her payroll. When you just say, victor and i, our eyebrows went up for the 138 million for just the vegas residency. Does that money still exist . Can she get that money back . Well, lets hope it does still exist. I know that her father in the conservatorship does get 1. 5 of that money that she made in the vegas residency. Her fortune is reportedly worth about 60 million right now. So when you think about all the money made from the vegas residency, you think about having to pay dancers, paying venues, paying overhead, but she does still have a really big fortune that she has amassed and she still wants to work. So a lot of people think if you have the fortitude, the Mental Fortitude to go through all that, to do a fouryear vegas residency, that you are on stage every single night performing for hours, then you can take care of your own life and your own money. The act would transfer the prosecution of Sexual Assaults from military commanders and put them in the hands of independent military prosecutors. Democratic congresswoman Jackie Speier, one of the sponsors of the bill, made clear why now is the time. Were here today for the Service Members who have spoken out or who have suffered in silence because the message and culture in the military has been clear. Great to be with you, alisyn. Thank you. Congresswoman, why cant military commanders prosecute Sexual Assault crimes in the military . Well, they could if the commanding authority, the convening authority, chooses to move in that direction. But they are not trained as lawyers. They are trained as military leaders. And so just like we wouldnt put a lawyer in charge of a military brigade, we think its time to take these cases out of the Chain Of Command because theres just a conflict of interest. Oftentimes the actual perpetrator is in the Chain Of Command or a good friend of the Chain Of Command. And so many of these cases end up not being prosecuted. In fact very few get prosecuted. And very few of the victims come forward because they fear retaliation and they believe the system is rigged. Senator, i feel like weve been talking about this for years now. The prevalence i know you have, the prevalence of Sexual Assault in the military. Has anything changed . Is it Getting Better . Is it still just as prevalent . Its just as prevalent if not more. And the record of the Command Structure is declining. In fact there was approximately 20,000 cases of Sexual Assault and rape last estimated by the d. O. D. And the number of cases that are actually going to trial and the percentage of cases going to trial and the percentage cases ending in conviction are both going down. So under any measurable, were going in the wrong direction. And so this reform is to professionalize the system, to give the judgment call to a trained military prosecutor, and to make the system fair and less biased because we know in this instance of military Sexual Assault theres a bias against the survivor because enough cases arent Going Forward and not ending in conviction. Defense secretary lloyd austin supports this move it sounds like but general mark millie has some questions and issues. Here was his statement back in may. Removing commanders from Prosecution Decisions may have an adverse effect on readiness, mission accomplishment, good order and discipline, justice, unit cohesion, trust and loyalty between commanders and those they lead. Whats your response . Well, actually theres been a huge Change Of Heart within the military, both Secretary Austin and general milley were in the Armed Services committee this morning. But its the congress that created the uniform code of military justice. We have the right and responsibility to take action where Justice Needs to be done. Senator, while i have you, i want to ask you about the for the people act, the Voting Rights act that 50 republican senators didnt even want to debate this week. I know that democrats are now putting a lot of stock in the john lewis Voting Rights act that will maybe be voted on in the fall. But i wonder as you watch all of these states, primarily republicanled legislatures who are passing restrictive Voting Rights, at least 14 but many more in process, do you worry about what will happen to democracy by then . I do. And our democracy and Voting Rights are under attack in state after state with red governors and legislatures who are determined to make it harder, not easier, to vote. Its one of the reasons why i support fill bibuster reform because we have democrats willing to protect our constitutional right to vote. Unfortunately Mitch Mcconnell and those who follow him are blocking that. So i think this is the kind of issue thats going to require Filibuster Reform so we can pass protections with 51 votes. Senator, what do you say to your colleague who say dont support Filibuster Reform . I think time will show that Mitch Mcconnell and the republicans are not acting in good faith. I think time will show that they are dragging these negotiations out right now over infrastructure and it will not reach a resolution. And so im hopeful that we can have a robust response to covid to make sure resources go to the states and cities and hospitals and schools and Small Businesses across our country so that those resources can go through a Reconciliation Package supported by democrats. Theres no reason why we cant allow for the space for bipartisanship to take place. But if they cant reach agreement, we should move forward because we have to help the country. And on the issue of bipartisanship, the thing that jackie and i are here to talk about, we had wide bipartisanship this morning. Some of the most conservative members from the house Armed Services committee joined us who are military veterans. We also on the senate have 66 cosponsors on a bipartisan basis. And so this bill deserves a vote on the u. S. House floor and on the u. S. Senate floor. Unfortunately, we are being opposed by jack reed and others who want to keep the retention of this issue in the Armed Services committee. Unfortunately chairman and ranking members have the Sole Authority after something has passed through the committee in both the house and senate to take it out in conference. So the hope of keeping this legislation together so a murder is treated the same as a rape because in the case of vanessa g guillen, she was murdered. I appreciate you being here to share heidis story. I know thats what she wouldve wanted. Just tell us what her year was like and what her symptoms were like in her daily life. Well, it started with excruciating, unexplained pain in her feet that turned out to be the equivalent of diabetic nerve pain, which made her bedridden by last june. That followed incredibly difficult digestive issues for months, overall body aches, racing heart rate and neurological tremors that were scary, and she had an internal vibration in her body that kept her from sleeping. For the last month, she barely slept more than an hour at a time. It sounds like a living hell, obviously. And this went on for more than a year . It started 13 motnths ago, yeah. Were doctors ever able to figure out why it was like this for her . No. In the beginning, the early test tests were so inaccurate that none of them said she had it. She did get more advanced tests later on that led her to be referred to the longhaul clinic. And the letter that she was accepted ironically arrived the day before she took her own life. This illness is so cruel. Its so unpredictable. Heidi talked about that in her blog. And there were times she believed she had turned a corner. On january 25th, she said, i have had over 40 scary and even crippling long covid symptoms in july. Now, im down to a few frustrating ones, but so much better. And then what happened . She was improving. She decided to get the Moderna Vaccine march 8th, which a lot of longhaulers felt it could improve her symptoms. And im 100 provaccine, im vaccinated, my son is. But in her case, it set her back to where she was last july, and led to the neurological tremors that were very scary. And they made sleeping impossible. It was that last month, she had a brain fog that came on very hard at the end, and made even reading a book almost impossible to retain information. She loved to read, had 500 books on her kindle. I think that was the final straw for her. Yeah. I think youve talked about that, when it deprives you of every not only life pleasure, but life activity, eating, sleeping, reading, functioning, it gets to be too much. Did she talk to you about what her plan was, when things were at the darkest . No. She had indicated that if things got really bad, she didnt know how she could continue. She didnt know how she could keep going. And i just kept saying, you know, just hang on. You know, hang on. Medical science is moving at the quickest rate it ever has. We got a vaccine in a year. But i think she just felt, you know, that she was only going to diminish. She was going to lose the ability to walk, end up in a wheelchair, not be able to bathe herself. And based on the video she left for us, she indicated she wanted to go out while she still had some, i dont know, dignity, i guess. Thats the best way i can explain it. I did ask her to hang on. Nick, im so sorry its okay. That this horrible illness robbed you of her. And what is her message to the viewers . The message to people with long haul is, hang on. Help is on the way. But the government needs to Fund Research right away, and provide Mental Health support services for people like her. Im in contact with one of her friends on one of her support groups, who told me 15 people messaged her to say they were thinking about the same route that heidi took. And thats another person who has to act as a suicide counselor. Shes battling it herself. The government needs to step in now. If 3 Million People out there have long haul covid, as you said, 1 out of 10 people, theres a tsunami coming. And my wife was one of the first, unfortunately. And there probably will be more. But we need to pay attention, and its not just about suicide. Its about people reentering the workforce, this is an economic issue, we have workers who will not be able to go back to their jobs because theyre bedridden. My wife said so many times, i dont know how i could function if i was a single mother. I had to pick up the slack, but i was happy to do it. I said, you on the couch, thats enough for us. Just hang on. I wish the medical community would have taken long haul covid more seriously early on, and maybe the therapeutics would have been here, and maybe she would still be here. Nick, we hear your call. Its totally reasonable to ask for those things. And there are all these symptoms in terms of Mental Health that we need to be attuned to.
