>> reporter: well, the president has a busy week. all, as you said, with a laser focus how to implement this massive covid relief bill. we'll hear from him later on today at the white house. as the question remains who is he going to pick to oversee the implementation? they're reporting it'll be a former economic official under the clinton and obama administration. we have to remember, laura, that president biden held this job basically in 2009 during that stimulus bill. he knows what he is looking for. now later this week, we'll see the white house all in full force crossing the country to push the message of the covid relief bill and what it can do for americans. white house official previewed that for us yesterday. >> there's so many things in this bill that meemts the moment we're in that he is going to hit the road as well with the vice president and the first lady and the second gentleman respectively. they'll chris cross the country and talk about the plan. talk about how we're going to implement this plan. >> reporter: now we will see president biden and delaware county, pennsylvania on tuesday. before that, today we'll see vice president harrison his first domestic trip in las vegas really touting the bill. she'll visit multiple stops including a federal mass vaccination site and alongside her husband. tomorrow she'll be in denver. tomorrow we'll see president biden starting his trip. that will end up in both of them in georgia on friday. >> thank you so much. that new $1.9 trillion covid relief package is just so big. so unprecedented. there are concerns and risks super charging the economy so much it sparks inflation. but treasury secretary janet yellen said it's not the most significant risk. >> the most significant risk we face is a work force that is scarred by a long period of unemployment. people being out of work. >> essentially hypothetical risk of inflation a very real problem for working families. the newly minted law is a historic rescue of the families and low-income americans. yellen said it may raise prices but it may be temporary as the economy recovers. >> a sustained high inflation like we had in the 1970s. i absolutely don't expect that. >> and yellen added the fed has the tools to address it. over the fed, the fed chief has dismissed those concerns over inflation. and likely will again when the central bank heat -- meets this week. powell focussed on jobs. the u.s. economy is down 9.5 million jobs since february 2020, laura. president biden weighing in for the first time on the growing list of harassment claims against new york governor andrew cuomo. >> governor andrew cuomo should resign? "early start" continues now. good morning everyone. this is "early start." i'm laura jarret. >> happy monday morning! i'm christine romans. it's 29 minutes past the hour on this day, the ides of march. and this morning more shots in arms than ever before. one in five americans have received one dose of vaccine. many still can't get the vaccine. >> i think there are two separate issues. i think we look at the fact that black americans have been getting vaccinated at lower numbers and this is a hesitancy issue. it's not a hesitancy issue. it's an access issue. we are not providing access to vaccines in the black community at the same rate as in white communities. >> then the problem of who won't get the vaccine. republicans. especially men. recent polling shows as many as half of people say they wouldn't -- they would decline the vaccine. dr. anthony fauci said former president trump needs to speak up. >> he's a very widely popular person among republicans. if he came out and said go and get vaccinated, it's important for your health, the health of your family, and the health of the country, it seems absolutely inevitable that the vast majority of people who are his close followers would listen to him. >> remember, the former president got his vaccine. he did it in secret and then didn't join the four other former presidents for a psa urging americans to get theirs. >> an official said the biden administration is on the launch of a education. there's a risk with saint break and saint patrick's day. miami beach filled with people and not a lot of masks. cnn reporters are covering the pandemic from cost to coast. >> i'm in meech miami beach, florida where signs say vacation responsibly. a city official said about a hundred people arrested including an incident on friday night when two police officers were injured as they try to disperse a large crowd. some of the issues are typical of spring break season but policing during a pandemic is twice as difficult, they said. and the florida governor doesn't allow local jurisdictions to fine anyone for not wearing a mask, the city has ambassadors giving out free masks in hopes that people will wear them. in los angeles county, sarn ben dino, orange, and ten other counties are moving from the most strict covid-19 tier into red. they can open up indoors at 25% capacity. also opening up on a limbed basis. museums, movie theaters, and gymnasiums. and the restaurant component is rather large in california because 1.8 million workers make their living from food service or restaurant jobs. >> reporter: and starting today, minnesota is peeling back covid-19 restrictions. the governor said it's becoming safer for minnesotans to return to their regular lives. bars and restaurants can now operate at 75% capacity. gyms and fitness centers can operate at 50% capacity. no requirements for barbershops and salons but mask wearing and social distancing is required. >> reporter: you could say it's a new age in georgia as new eligibility age for those to get the coronavirus vaccine. starting today georgians as young as 55, potentially as young as 16, if you have certain medical conditions, are now able to get vaccinated. if you are wondering, those medical conditions include things like cancer, heart disease, diabetes, high blood pressure, obesity. they have increased the number of mass vaccination sites. >> thank you so much for the updates on the virus. president biden will speak at the white house later today about implementing his coronavirus relief package then hit the road to answer american's questions about the plan. cnn's jasmine wright is live at the white house for us. jasmine, good morning. what do you expect to see from the president this week? >> reporter: well, laura, the president has a busy week. it's going to focus, focus, focus, on implementation. we'll hear from president biden, as you said, later on today. when he talks about the implementation process. we are hoping or, excuse me, waiting for him to say who he's going to pick to oversee that role. that's something that biden held in 2009 during the stimulus under president obama. he knows what he's looking for. media reports say he picked gene sterling, a former economic official under both clinton and obama. that is something we're going to wait to see. before then, we'll see president biden -- excuse me, tomorrow we'll see president biden take the country and touting his covid relief bill. before tomorrow we'll see vice president harrison his first domestic trip in las vegas trying to get the 100 million shots into people's arms. vice president harris will visit a mass vaccination site and we'll see them throughout the week crossing the country to promote the bill. right now it's popular but educate americans on exactly what is inside. >> we also see the president trying to get his arms around important foreign policy matters. this weekend he penned a rare op-ed with other leaders of countries he met with virtually on friday. namely india, australia, and japan. what did they say? >> reporter: those four leaders, formerly known as the quad, wrote the op-ed in the "washington post" they're committing to a free, open, and secure region. we saw them friday for the first summit and they promised they'll continue to do things. i think what we can think about this, it's how folks are seeing this and what they represent. potentially they represent a sort of counter weight against china and what folks see as their growing alleged aggression and influence in the region. let's take vaccines. something president biden said was on the agenda. this group has committed to up 1 billion vaccines by 2022 in that region. right now we know that china has been instrumental in giving out vaccines in that region to countries. obviously, this is one of the ways the group, the quad, is looking to cut in on the market. we're going to see them do other things like on technology and climate. laura? >> jasmine, thank you so much. i appreciate it. all right. now the $1.9 trillion relief plan is the law of the land, some americans are already seeing stimulus checks hit their bank accounts. now if your bank information is on file with the irs, funds were directly deposited over the weekend. everyone else will see checks or prepaid credit cards. you may see it as pending. it doesn't mean the banks are holding your money. it takes a few days to process, as they're telling us. chase and wells fargo told customers the money will be assessable as soon as wednesday. americans can check the status of their payment on the irs website. the help can't come soon enough for millions. families can expect thousands of dollars in relief. the full $1400 for those making up to $75,000 phases out at $80,000. it families get an extra $1400 per dependent. unlike previous rounds it includes adult dependent, elderly parent or college-age child. it goes to the taxpayer and not to the kid or grandmother. the number of migrant children in border patrol custody keeps climbing. now at 4,000. many without their parents in facilities simply not suitable for children. now the biden administration is sending in fema to help. cnn pricilla alvarez live now. what is fema's mission at the border? >> reporter: fema is going to help place unaccompanied children into shelters. as you mentioned, there are more than 4,000 in border patrol custody. these are facilities intended for adults not designed to care for children. that is the issue the administration keeps facing here. they're having children crossing the u.s./mexico border alone at accelerated paces and not able to keep up to place them in shelters. fema is going to step in here to help move that process along. and we should note, laura, that fema has stepped in before in situations where there was surges along the u.s./mexico border. >> pricilla, it seems, also, that the perception had been that border enforcement was going to be more humane under the biden administration. some of his officials you've seen talk about this. what exactly, then, will stop people from trying to cross into the u.s.?
