being overly cautious, particularly when it comes to air travel. we're learning about what into the decision by the cdc. joining me now is jeremy diamond at the house with much more on this. what are you learning? >> reporter: well it appears that the cdc did consider the possibility of changing these travel restrictions, but ultimately decided not to do that. two federal health officials telling kaitlan collins that the possibility of changing travel recommendations was discussed but there was never really any real momentum behind the idea of changing those travel restrictions right now. but right now really is the operative word here because these are interim guidelines by the cdc. and the cdc director rashiel walensky made that very clear yesterday as she announced the new guidelines. we saw new guidelines here in terms of how individuals who have been vaccinated could interact with one another as well as others in low risk settings in terms of removing masks but they did not change the guidelines in terms of recommending against travel for individuals including those individuals who have been vaccinated. that of course will result in quite a bit of pushback and some saying that the cdc is being overly cautious but again these are interim guidelines and it is very likely that you'll see the guidelines loosened and changed over time as a larger share of the population is vaccinated and as we learn how much people that are vaccinateds could still potentially transmit the virus to others, kate. >> that is a key part of it. great to see you. so the travel industry is not happy with what the cdc announced yesterday. let me bring in pete muntean with what he's hearing from his sources. what are you hearing from industry leaders? >> well the industry is really pushing back here because airlines have long thought that vaccines were the ticket in bringing people back to travel. what is so interesting here is the confusion about the cdc guidelines because the cdc has said fully vaccinated people should still not travel even though it said in the same breath that they could meet with other fully vaccinated people face-to-face and unvaccinated people so long as they are low risk. airlines insist that flying is safe regardle and 27 travel groups just sent a letter to the white house to say that vaccinations should not become a requirement for domestic or international travel and that the white house should work with the industry to come up with a digital health passport to show a passenger's record of coronavirus tests and vaccinations. all of this comes during a big time for air travel levels. the last five days have been the busiest five-day period for air travel since the holidays. 1.1 million people flu yesterday. that means about 5.6 million people have flown in five days and this is led health experts to really worry with spring break trips on the horizon, kate. >> that is really interesting. thanks. joining me now is dr. cregg spencer, director of global health at columbia university medical center. it is good to see you again. >> thanks for having me. >> cdc right now still discouraging travel for fully vaccinated people. do you think that it is safe for fully vaccinated people to travel? what do you think? >> that is a great question. first i want to start by saying that i'm happy that the cdc came out with this guidance. we know it mixes the science with the reality. people who have been vaccinated, may know the vaccines are greet and are meeting and hugging and doing so many of us have wanted for such a long time. i understand why the cdc is being cautious here. it is great that we have had a vaccine rollout that has sped up a lot. but think about this, it is less than two months and anyone has been fully vaccinated and right now less than 10% of americans are vaccinated meaning at least two weeks after the johnson & johnson single dose or two weeks after the second dose of moderna or pfizer and that means if you're on a plane or in -- or anywhere else, right now we have around 60,000 cases per day and even though it is not as bad as it was just two months ago, there are still 2,000 people dying per day and there are still concern that we could have more cases in the coming weeks, especially with an increase in travel, concern about variants that are spreading, and no guarantee just because we're ramping up our vaccine levels that we're completely out of the woods. i expect in the coming weeks and months we'll likely have in some change in the cdc guidance but i recognize why they're trying to go slower here with travel around the corner. >> so when you hear other health experts say they believe this was overly cautious, they could have gone further in this initial kind of announcement, you think not so? >> i think that it was great that they came out with this guidance. this is real welcome. look, i know we all want to travel. i travel many times a year, internationally, i want to see my family. i'm vaccinated, would i feel comfortable, i would but wife is not vaccinated and we have two kids. we can't assume that someone on the plane is not sick and again we don't know what the actual ability to vaccines to prevent vaccination is and with you expect it is significant but we don't know that right now and it is harder for the cdc to walk back guidance -- >> i think that is the key. i think what you're seeing is the key. we've seen with restrictions, it is really hard to walk things back even when you continue to say that the science is evolving and we're learning more and we'll adjust guidance as we learn more, it is hard to change and pivot because the public want to get their set of rules and they want to move on with her lives. >> and the reality is that in a couple of months, the overwhelming majority of people that have access to a vaccine and we'll have a significant portion of the community that is vaccinated and this will be much less of an issue. it wouldn't be a topic of discussion for many communities and for much of the travel that people want to do over the summer. >> cnn has an analysis out today that 65% of americans 65 and over have received one dose of a vaccine and the country is -- the head of the country largest nursing home organization that i spoke with last week said something really amazing. that they are seeing zero new cases of covid in their facilities right now. listen to this. >> it is absolutely astonishing. we all thought that the vaccine would reduce cases i don't think any of us thought that we would have zero cases but that is almost all of the cases across the country. it is amazing and fantastic. >> it is amazing and fantastic. and it has me kind of thinking, do you think there could now be a focus shift to younger populations, because as we know they get less sick generally speaking but are transmitting the virus. >> yeah. i think it is important to recognize that for all of the criticism that this vaccine rollout has had in the u.s., look at what we're doing right now and look at who was prioritized early on. we're reaping the benefits to vaccinated in long-term care facilities at the end of december and you're seeing such a small number of cases and deaths in communities can a made up 35% to 40% of the deaths prior to the vaccine. this is fantastic. this is great. i'm glad that we have broad coverage for older groups, 75 and 65 and above and those with chronic conditions. in the next month or two we're going to have more vaccine than we even know what to do with, right? it is not 100% certain that every single person is going to want to be vaccinated. so we'll going to switch from some areas which we're already seeing already having excess demand versus supply to probably having more supply than demand. i think it is going to be really important to get this pandemic under control so people could fly and do all of the things we want to do over the summer to start focusing on more vaccine rolling out in the coming weeks and months. >> it is wonderful to hear your optimism and a smile creeping up on your face about what it looks like on the horizon. good to see you. thank you. i want to go now to minneapolis where jury selection is underway in the trial of former police officer derek chauvin. he's accused of killing george floyd last may. it was also supposed to really ramp up and begin yesterday but was abrauptly delayed over continued questions about an additional charge against chauvin. let's go to omar jimenez. what is happening there so far today? >> reporter: kate, well for starters, jury selection is underway. it was expecting to be able to say these words yesterday at this point. but 24 hours later after that day-long delay, here we are. now derek chauvin is in court. he filed in early this morning. even an hour before jury selection began because his attorneys an the prosecutors were working out this pretrial motion with the judge before the jury was actually called in. so everyone is seated in there. masks up as they begin to question some of the jurors. now to remind you what he's been charged with. he's facing second-degree unintentional murder charges and facing second-degree manslaughter charges. the third-degree murder charge is what is so much in question right now. it was initially filed in the criminal complaint last year and it was dropped by the judge in october. then the -- an appeals report ruled that the district court should reconsider readding this charge and just a few moments ago we learned or a few hours ago at this point we learned that the attorneys for chauvin filed a petition with the state supreme court over whether the district court will have jurisdiction to potentially bring this charge back in. so while all of that is happening, prosecutors did not want to proceed with the jury selection process until that was resolved and that was why we saw the delay but the judge in this case said we are going to continue while we wait for that appeal and no word from that appeals court yet, kate. >> omar, thank you very much. coming up for us, it was -- it will be one of the largest and most consequential bills to be passed by congress ifn a very long time. congress is getting ready to vote on the covid relief bill. when families could expect to start seeing some of this aid. that's next. plus prince charles is asked about the huge criticism leveled by prince harry and meghan markle in their interview with oprah. the prince's response is ahead. y for what you need? you're filming in 8k. that's cinema quality. so... you can pull photos straight from video. impressive. but will it last a whole trip? you'll have battery all day. and then more. this is different. told you. ♪ as congress is set to give approval to president biden's massive covid relief bill, it is truly striking how much has gone into fighting this pandemic in the last year. when this $1.9 trillion package does become law, that will be something like $6 trillion that the federal government has thrown at this crisis and that is in one year. it is amazing. the money is urgently needed by millions of americans. we know that. we've seen that across the country. it is hard to overstate how monumental this piece of legislation is. a lot of focus up to this point has been what is not in the bill oar what has been taken out. but let's focus on what is in the there and what it means. joining me now is cnn chief correspondent manu raju and cnn's chief business correspondent christine romans. manu, what is happening with the bill in terms of timing and in terms of support right now? >> reporter: well, we do expect it to pass. now it is expected to pass tomorrow morning. the house democratic leadership is setting the stage for a vote tomorrow. this came after the house had been waiting since saturday to get formally get the paperwork from the senate over to the house in the aftermath of the party line vote in the senate by 50/49 to advance that $1.9 trillion package. so they'll begin some of the procedural steps today in the final passage vote tomorrow. the democrats are still confident that they do, in fact, have the votes to pass this bill. they have a very narrow majority in the house. they can't afford to lose more than four democratic vote as assuming all members show up and that the expectation is they probably wouldn't lose more than two. there are not concerns that the progressives may revolt in any way because of changes to the bill in the senate, namely the removal of the $15 minimum wage. there is support among the progressive members of the caucus and not expected that more moderate members maybe balk at the price tag. only a couple voted against it last time. but we do expect republicans to vote in opposition in lockstep against this plan, concerns that they have about the size and the scope of this sweeping proposal and it's you mentioned it, kate, such a dramatic amount of money being spent to throw at this crisis, everything from money for schools to vaccines to direct payments to individuals and extending the jobless benefits set to expire in a matter of days. a lot riding on the vote expected tomorrow and then soon heading to joe biden's desk where he'll sign it into law, kate. >> and as manu digs up, let's dig into this bill. >> it was a large part of it. >> reporter: the duchess of sussex father dismissing allegations of racism saying in a television interview he does not think the royal family is racist. >> i think don't the british royal family are racist at all. i don't think the british are racist. >> reporter: as the fallout continues, after prince harry and meghan leveled bombshell accusations against two of the britain's most recognized institutions. royal family and the press. a deluge of stories focused on meghan revealing she's had thoughts of suicide and the allegations of dysfunction and racism in the palace. >> i just didn't want to be alive any more. and that was a very clear and real and frightening constant thought. >> reporter: one paper calls the interview self serving, another nicknamed the couple's rift with the royal family meg-xile and some appeared sympathetic, some uk tabloids are venting anger and on television reaction ranges from shock to dismay. >> it is a two hour trash-a-thon of our royal family, of monarchy. >> many rushing to their defense and calling out including hillary clinton. >> the fact they did not get more support, that the reaction was let's just paper it over and pretend that it didn't happen or it will go away, just keep your head down. well that young woman was not about to keep her head down. >> reporter: the u.s. largely more empathetic, with even a show of support from the white house. >> for anyone to come forward and speak about their own struggles with mental health and tell their own personal story, that takes courage and something that the president believes. >> reporter: but the undercurrent of racism, perhaps the most damning claim and the most interview to rock the royal family since his mother's interview with martin bashear. >> what i was seeing was history repeating itself, or perhaps more definitely far more dangerous because you add in racism. >> reporter: and in the interview with oprah, that unnamed members of family were worried about the skin color of harry and meghan's son. the couple say they if they felt they had the family support, they would have stayed. they say it drove their mental health to the brink, quick to get the splashy headlines. daily mail, harry twists the knife and what have they done. meanwhile on tv, more than 12 million people tuned in to watch the interview last night on british television, that is half of the audience, at that time, everyone is watching it, everyone is talking about it, everyone has got an opinion. >> absolutely. and that kind of leads me to wonder more than i did yesterday, max, how long could the palace go without responding to this? >> yes, i want to clear that up. the scope of this review, of the january 6th task force was to look at the security infrastructure and recommendations for making improvements and making sure that either a january 6th style attack or lesser attack doesn't happen again. it had nothing to do with criminal investigations or conduct of individual members, nothing to do with the conduct of individual insurrectionists or rioters as all. so that member asked a question that was completely outside of the scope of this review and the reviewer said that that was outside of the scope of review. the fbi and the doj are doing their criminal investigation, they're doing that investigation without regard for the status of the individuals involved so whether you're a member of congress or not a member of congress, if you violated the law, you will be held accountable. that is a completely different process. >> that is still a real question and concern in your mind. >> the conduct of members of congress? >> yeah. >> yeah, of course it is. with you unifortunately are in process that they helped to perpetuate the big lie that sow conspiracy theories and threaten other members of congress. that is a terrible situation. that is what we've -- what we're dealing with every day. now just think about this for a minute, for the viewers at home, think about a situation where your place of work came under violent attack, people were killed over 100 people were brutally beaten, your entire place of work was compromise d and then weeks later your co-workers are encouraging that violence again and trying to bring guns into the place of work. there is no private employer in the country that would tolerate that and put up that with. we're not able to fire folks involved in doing that so we have a very challenging situation of how to deal with that. >> i would say, i have never thought about it that way and that does put a very different spin on it. i have not thought about it in an that context. and the republicans are complaining that the security review is not bipartisan and calling it nancy pelosi's investigation. is this a problem? do you think that means that the recommendations coming from honore and his team are going to go by the way side? >> there is nothing partisan about this review in any manner. i think we need to be completely clear about that. these are security professionals, and retired general officers, folks that have spent their lives fulfilling their oaths and conducting comprehensive security interviews and this was complete and rigorous and there should be no politics at play here. but let's be honest, what is really going on is that there are members of congress that don't want to acknowledge that january 6th occurred, they want to sweep it under the rug and don't want to have to hold donald trump accountable because it makes them look bad so they will inundermine anything on th attack of our democracy, where it is the impeachment of the president or the attack itself. that is what is going on here. >> if i would switch gears. we have the covid relief billy passing tomorrow and heading to the president. what is striking is not just the sheer side but how widely it is supported. it has bipartisan support among americans an the polling average for this bill is 71% approval. it is one of the most popular major pieces of legislation in like the last 30 years. but not a single republican has voted for it. is this what bipartisanship looks like in the biden administration if you have support from the general public, you don't need bipartisan support in congress? >> well it is hard to explain the lack of gop support for this bill. because as you mentioned, not only is it overwhelmingly supported by the american public, three quarters of nearly americans support it. apple pie doesn't poll that well in the united states right now so it's hard to find things more popular than this bill. 60% of republicans support this. so look at democratic caucus and say we need to be bipartisan, well that goes both ways. if we're supporting a overwhelmingly bipartisan bill to open schools safely, to keep our businesses afloat, to deliver life saving aid really to people in the country and to get shots in the arms to get through the pandemic, we would expect some good faith effort on the other side to join us in that. unfortunately that hasn't happened. but president biden is not out playing golf or tweet ago tacks, he he's keeping his head down and doing the work and come july and august when people start to go back to school, when our businesses start to open up, people are not going to be concerned about whether we have reconciliation, how we got this bill done. they want it done and want to get back to normal and that is what we're doing. >> one of the first things when we're allowed, i'm coming to your state. i have family in your state and man, do i miss colorado. >> thank you. more states are making big changes in how you could vote and we're going to the epicenter of this fight, georgia. what you need? ou only r i mean it... uh-oh, sorry... oh... what? i'm an emu! no, buddy! only pay for what you need. ♪ liberty, liberty, liberty, liberty. ♪ voter security or voter suppression. that question is in the spotlight now more than ever as gop led state legislatures across the country are moving on new voting measures after the last election. more than 250 bills introduced in more than 40 states in just the last two months focusing on restricting voter access, that is according to the brennan center for justice. the latest move is in iowa. the republican governor signed into law limiting the number of early voting days and restricting absentee ballot and reducing election day voting by one hour but georgia is the epicenter of the fight after the state went for a democratic presidential candidate for the first time in three decades an both senate seats are now held by democrats, state republicans are now pushing sweeping voting changes. the state senate just passed a bill on monday limiting early voting opportunities and also eliminate no excuse absentee voting altogether. joining me now is the president of the george naacp james woodal. thank you for being here. i want to ask you about the no excuse absentee voting element of this. because this was first approved by republicans back in 2005. they wanted it back then. and now say this is a bad idea. what do you think changed? >> well, first thanks for having me, kate. when we look at senate bill 241 yesterday and as you mentioned, the most harming provision of the bill would be to repeal the no excuse. we saw millions of georgians, both republican and democrat, black and white, latino, asian, rural, metro, use this because we were in a public health pandemic. we were fighting the coronavirus. and so this was an attempt by the state election board to be able to resolve some of the challenges that we saw during that pandemic and quite frankly it is one of the reasons why we've also were able to go back several years prior and see that that increase in number of how many people used this particular element of voting, you it increases across the board. and so this is an attempt to roll back how people participate in the easy accessibility of elections here in state and so it is going to be one that we continue to fight against every single day. >> after the 2016 election when trump won the state and the republican won the one senate seat up for election at that point, there was no movement for sweeping changes in the way that you vote in georgia, just notably. so when the republican senate majority leader said that is all about now is managing the cost of running elections and helping the burden, lift the burden on what i'll tell you is, in fact, georgia two years prior spent almost $500 million on a new electoral machine system in the georgia naacp and some of our organizing friends and counterparts. we fought against that, because we knew that elections would not be the best that they could be using the software that they purchased. republicans did that. and so now they're coming back and saying, well, now elections are insecure, they're not accessible, voters do not have confidence, and they did not try to do these kinds of sweeping changes when we were lifting up these same issues. in fact, they fought against it saying we were simply partisan activists who wanted to see stacey abrams win. that was simply not the case. we stand here today as we did two and three years ago saying we need to address our election process here in the state, but this legislation does not do that. in fact, it parades very dangerous lives that continue to put people in harm's way. >> i heard you say these changes could actually be a violation of existing federal law. all signs do point to these changes becoming law, though. if it does, is the naacp going to sue? >> we definitely want to use every resource at our disposal to make sure the right to vote is maintained and upheld in this state and across this nation. i'll also say this is also a great opportunity for us to be able to lift up that hr-1 and hr-4 that's needed now more than ever. john lewis literally almost died trying to stand up for our right to vote, and for us to stand here today wto the chamber, the house of representatives and the senate, there is no reason we can't institute the voting rights act so all georgians, all americans can vote in a free and accessibly secure manner. >> the senate rules is one thing that's in its way, as well as these tight majorities you see right now in the senate and the house. thanks for coming on. i appreciate it. >> thanks so much. a surge of children at the mexican border now a record of unaccompanied children are in u.s. custody. we'll be right back.
