The republican Leader Punting and punting on punishing Marjorie Taylor greene. Where do things stand this morning . Well, exactly. Hes essentially telling House Democrats to move ahead with their resolution. They will bring to the floor this afternoon. It will force every single republican member to Make A Stand On Whether or not they think that their colleague should be able to stay on the committees that she serves on. Thats the Education Committee and the budget committee. This is really an unprecedented move that democrats are going toward because they are arguing in traditional times, when there is a controversial member, it is up to that partys leadership to make a decision about that members future. Thats not what is going to happen today. But every member, every republican, again, is going to have to walk the plank and make a decision about where they stand on Marjorie Taylor greene. And that was frustrating to a lot of republicans that i was talking to yesterday. They essentially arguing that mccarthy is having a dereliction of leadership here. A dereliction of duty and forcing them to make a decision about their colleagues. So a lot of frustration. Meanwhile, Marjorie Taylor greene not showing any public remorse, despite the fact that mccarthy said she did speak out in her Conference Meeting and say she does not believe many much the Social Media Posts that she was part of before she was a member of congress. And i want to read what she said to the Washington Examiner yesterday. She said, quote, House Minority leader Kevin Mccarthy and all these leaders, the leadership and everyone is providing proving that they are all talk and not about action. They are all just doing Business As Usual in washington. And so whats the difference between them and the democrats . There isnt a difference. That doesnt sound like an apology. That doesnt sound like any public remorse, and that is part of the problem for republicans who are arguing that while they dont like the precedent that it sets for democrats to vote to take her off of her committees, it does put them in a difficult spot today when they have to make a decision about their own colleagues future. We did hear one republican earlier this morning, Adam D Kinzinger say he will vote to remove her. Lauren fox on the hill, thanks. What is the future of the Republican Party . Joining us, s. E cupp and margaret hoover. When i hears phrase big tent in my experience, that sort of is actually an excuse not to make a decision, right . Because if the big tent holds here the Party Welcomes both liars, right, outright liars, and folks who make a vote of conscience and recognize the truth. Are those things actually compatible . No. The big tent is not meant to welcome like any old person, right . I mean, the Conservative Movement in the Republican Party used to have a set of principles. Tenets. You know, stuff that was in their Party Platform that you had to kind of believe in to get entree into the tent. The stuff that Marjorie Taylor greene spews regularly is not apologetic for up until today is really not what Conservatism Stands for. It is, however, what this current Republican Party stands for. And if you are looking at the current landscape, the word that comes to my mind is cowardice. When it comes to a Secret Ballot on liz cheneys side, republicans suddenly find their courage. They are able to stand up and say we stand for the rational wing of the party. Only in secret. And then over on the Marjorie Taylor greene side, you know, you have leadership who is unwilling to denounce a crazy person. A kook. It should not be hard to say what Marjorie Taylor greene believes in is wrong. Its not true. And it isnt who we are. Theres no courage to do any of that and instead, they are making democrats force their hand. Margaret, ive got to imagine for you, not only a member of the Republican Party, the Republican Party is in your familys bones and history. Its got to be sort of like gut twisting to see this happening. And especially compounded by the fact that 61 republicans in the house, 30 of the house, voted to oust liz cheney from her Leadership Role simply for voting her conscience. Thats right. Poppy, you nailed it. Look, i think actually if anything, history can bring republicans and people who have long identified with the conservative tradition in American Politics, not conservative populism, not the conservativism of today, but go, if you want to go back to the modern american Conservative Movement. William f. Buckley kicked out the conspiracy theorists, the kooks, the antisemites and made a good point of it. The paranoid style in American Politics is not new. Whats now is it coopting a party and the party not having a backbone to stand up to it. You are seeing a real difference between the base of the party that has been coopted by this cult of personality around donald trump, Conspiracy Theories around qanon and conservative populist themes in the house versus in the senate. And its no its not an accident, right, that the founders designed the senate with sixyear terms, with a little bit of space between them and the base to be able to make thoughtful, difficult decisions, and its it should not be lost on anyone that Mitch Mcconnell is the one who came out in defense of liz cheney, right . I respect her leadership, and i look forward to working with her in the future. I think the real rift in the party is what youll see between the stature of the senate and then just this sort of lost populist Conspiracy Theory base in the house. Running in massively gerrymandered districts. S. E. Marjorie Taylor Greene is a proxy for someone else, i think i remember his name, former president donald trump. Is she not . All the talk about her wild Conspiracy Theories, all things the president has shared for years. Is there any movement in the party after his loss . Any Real Movement away from trump or does that remain, really, a minority insurgency within the party, right, like the ten who voted to impeach . Well, i was on our air, i dont know, a couple of months ago. And donald trump had said Marjorie Taylor greene was the future of the Republican Party, and i said at the time, i have no doubt she is. And, you know, fast forward a month or so, who is the leader of the Republican Party . Who is the face of it . Who are we talking about . Who is making the headlines. I dont know who the leader is if not donald trump and the people who are still flying to maralago to kiss his ring or the people who are still supporting him. And so, you know, maybe shes a de facto face of the party, but republicans in the house, to margarets point, seem very happy to let her be the face. Instead of denouncing her full throatedly. And it wasnt that long ago, jim, im sure you remember this name. It still haunts me today. Todd akin. In 2012, he was running for Claire Mccaskills seat in the senate. He was a republican. Right as mitt romney was running for president. And he started talking about legitimate rape, this really offensive dumb idea that if a woman is actually legitimately raped her body shuts down and unwanted pregnancy. It was really stupid and gross, but it was so offensive to the party. The party did not want this albatross of todd akin around their neck as mitt romney was running for from the. They called on him to resign from the leadership down. It wasnt hard to do. They were ashamed of him. There is no shame in this party anymore of donald trump, of roy moore, of Marjorie Taylor greene. Theres no awareness. Theres a coddling of this really small whittled down fringe minority in the party of racists and kooks and thats who they are catering to now. So margaret, how do you save the party then . I mean, look, its whenever there is a party out of power, there is a fullon, you know, forgive the term civil war, but you have a bunch of competing warlords competing for power. A bunch of Different Power Centers is what i mean by that. You do have youll have the e expresident s fact job. The Marjorie Taylor greenes and the folks in the base and the part of the thing that paul ryan, not fondly called the conservative military complex, or as a joke, right, you have this sort of partisan economy built around the politics of the base. But you also there are other factions as well. There are donors. Theres the business community. There are various factions of moderates. And what youre going to see Behind The Scenes is people really fighting. The first battle in this war is going to be the primaries for 2022. Does Marjorie Taylor greene get a primary . Does Kevin Mccarthy get a primary. Does liz cheney beat her primary . So poppy, nobody knows the answer to that, but i pray that we see some real moral courage in this party because the Republican Party is an institution, right . If we talk about a time where institutions are crumbling in our country, rebuilding some confidence in this institution, it has a long tradition of, frankly, you know, they can be storied and one can be proud of parts of it. No party is perfect. But moral courage in the Republican Party would be a welcomed return. I think courage is the word of the day if not the week, for sure. President biden is still pushing for bipartisan support sending Senate Republicans two detailed memos addressing concerns they raised during the oval office earlier this week about the 1. 9 trillion plan. The white house, though, is still waiting for their sentence to that. Cnns Jeremy Diamond joins us from the white house. Is there still a negotiation going on here . I mean, the president has indicated he could come down from 1. 9 trillion, particularly on the scope of where the Stimulus Checks go to, how many people, at what income level. Does that potentially bring in any gop support . Well, jim, im told discussions are still ongoing at the staff level, even though republicans havent responded directly to that, those two memos from the white house on that 1. 9 trillion plan. Just yesterday, we heard President Biden say that he believes that he can get some republican lawmakers to vote for this package, but what is clear is that the white house is moving forward with this 1. 9 trillion package. At least in terms of a framework, and they are not going to budge off of that number by hundreds of billions of dollars at this point. President biden making very clear on a call with House Democrats just yesterday that hes not going to begin his administration by breaking his promises to the American People. We cant walk away from the additional 1400 from direct checks we proposed because people need it. Frankly, we promised it. I think we can better target the number. Im okay with that, but were going to start im not going to start my administration by breaking a promise to the American People. I dont think the problem is that were going to go too big to deal with this crisis. The problem is were going to go too small. You can hear there going too big versus too small. Thats what we have heard from white house officials over the last several days. President biden making clear that he believes that this 1. 9 trillion package takes care of all the needs and, yes, they are open to doing some trimming on the Stimulus Checks is what we keep hearing over and over. As far as anything more, any more cuts, its not clear where the room for compromise is and its clear the democrats are moving forward. And particularly, not on state and local aid which republicans didnt have in there but its a priority for biden. Jeremy diamond, thanks very much. The cdc director says more data suggests the Covid Variant from the uk could actually be more deadly, jim. Yeah, this is concerning news. Joining us now, dr. Leana wen, cnn medical analyst and former Baltimore Health commissioner. Dr. Wen, you know, First Question is, how much more deadly and do the vaccines still are they still effective in keeping people from getting really, really sick with this variant . So theres good news and bad news in this regard. The good news is that the vaccines do look like they are very effective still against the b117 variant that came from the uk, which is excellent. The bad news is about the increase in lethality. It may be up to 30 more lethal. By the way, just to say that, a variant that is already more contagious, its going to be more deadly by definition. Even if you have a 50 , lets say increase in transmissibility, that doesnt mean youll get a 50 increase in the number of cases. Youll get exponentially more cases which is what we see happening in the uk and denmark and netherlands and other places where this variant has taken over. Theres been an explosive surge of hospitalizations and deaths. We heard the cdc director, dr. Rochelle walensky say that vaccinating all teachers is not a prerequisite for schools opening safely. You disagree with her. Why . Well, i first want to say that i really respect dr. Walensky and the recommendations out of the cdc. This is one of the few instances where i disagree. And thats because the studies that have been done so far show that schools can safely reopen when there is relatively low community transmission, when mitigation measures are put into place. The white house this white house says that 90 95 of all counties are areas of sustained hot spots. And we know that many schools have not had the resources to properly dedensify and ensure that there are Mask Mandates and other things in place. And so i think that if we as a society want to prioritize students returning for inperson instruction, the least we can do is to prioritize the health and safety of our teachers. Just because you have studies now showing, i think this is good. Studies are showing that schools are not leading to significant superspreader events in the community. So that doesnt mean that there isnt individual risk to the teachers and staff who are still there. Dr. Fauci and others have said that having these new variants is a further spur to getting people vaccinated quickly because the more this is running around out there, the more chances it has to mutate and come up with these more difficult variants here. Im watching that number closely, 34 million americans vaccinated. Are we going to soon see a pickup in the rate of vaccination as Biden Administration plans come into place . I hope so, but i, along with many others have been saying that the Biden Administration needs to be far more aggressive with their role. We need a Man On The Moon kind of moment where the Biden Administration is asking the American People to do really hard things. They are asking congress to do hard things. They need to take this on themselves and also do the hard things as well, including aiming for not 1. 5 million vaccinations a day but 3 million vaccinations a day. Its something we can potentially get to, even if they fail at reaching that goal, we should still be asking for the moon here. And this race against the variants is one major reason as to why. His remarks today expected to focus on, quote, restoring americas place in the world. A clear pivot away from President Trumps America First go it alone approach to Foreign Policy. Joining me now is a former u. N. And state Department Official who also aadvised the Obama Campaign on Foreign Policy. David, thanks for joining us this morning. Thanks, jim. It strikes me the big headline on the biden vs. Trump Foreign Policy is not so much the changes as what will not change, right . And i do want to get to what will change because there are significant things there with relations to alliances and multilateralism. On big issues, lets pick one, china, is the biden approach going to be that different from the trump approach . I think it will be different in the way its implemented, but the approach in terms of ticking a strong view of china and trying to contain china and trying to combat, you know, chinas attacks on our economy, chinas violations of Intellectual Property will be similar. But what i think biden will do is to try and use less tariffs and more using alliances with other countries in europe and particularly in asia, trying to rebuild those alliances with countries that also have concerns about china in order to contain it. Both contain it in terms of its expansionism around its borders and also in terms of containing it economically. Yeah, the big issue they have, as many did with tariffs, is that it punishes american importers and consumers. How about wars in the middle east, right . The president talked about ending the endless wars. Do we see the same direction with biden . If not a complete withdrawal from, say, afghanistan, at least a downward direction in terms of those foreign commitments there . This is one of the things im really looking forward to hearing biden talk about because he hasnt yet explained what he plans to do in the middle east. And there are a number of countries in transition that still have hostilities, still in having Serious Problems where we have a true presence, a diplomatic presence, like iraq, afghanistan, also syria. And he hasnt really explained what he plans to do. We do know from what he had said and what tony blinken, the secretary of state, have said is that they want to be more engaged. So theyll be more engaged diplomatically. But what is the engagement militarily going to be like . I think theres a strong argument among people in the Foreign Policy circles and who are going into the Biden Administration and Foreign Policy that we have to have some military presence in places like syria and iraq in order to continue to combat isis. It would be a disaster if isis came back under biden. And in afghanistan, trump tried to have a treaty with the taliban. Thats had mixed success, and i think the Biden Administration is going to have to reevaluate. Are we sure that we can trust the taliban and that if we pull out all troops, theyre not going to overrun afghanistan, take back kabul and turn it back to a islamic, say radical islamic state. That takes away all the rights we helped restore during our presence there. The pentagon even under trump set a floor at around 4,500 troops. They said without that, we cant fight the terrorists there. I dont want to downplay the importance of alliances and multilateralism. A trump second term he might have up and pulled out of nato, major decisions like that. Let me focus on one. The Biden Administration is talking about resurrecting the multilateral iran nuclear agreement. Where does that go . Is there interest on both sides . Can he do that politically . Well, the situation is not the same as when the jcpoa, the iran nuclear agreement, was put in place in 2014 and 2015. So the Biden Administration has to take stock of the situation with iran now. Substantial sanctions back in place. Iran is still engaging in many of the things that people criticized the Obama Administration for not taking into account when it did the Iran Nuclear Deal like supporting hezbollah, like supporting shia militias in iraq, supporting terrorism around the world. So to get into a new agreement, were going to have to use those maximum sanctions that trump put in place and were going to have to roll back roll them back slowly as iran shows that it intends not just to go back in terms of rolling back its effort to have Nuclear Weapons but also rolling back its support for terrorism around the world and for destabilizing the countries that are its neighbors. Well be watching the speech closely. A lot of questions to be answered. David, great to have you on. Thanks, jim. As President Biden prepares to give that first major Foreign Policy speech, his Homeland Security secretary Alejandro Mayorkas is warning the threat of domestic terrorism is growing and its ongoing. Listen to what he told our ana cabrera. The threat is persistence. It was exemplified, illustrated horrifically by the events of january 6th. The threat of domestic terrorism preceded that terrible day. And it persists to this day. What we in the department of Homeland Security do is we gather intelligence. We gather information. We share that with our state, local, tribal and territorial partners as we collectively in an all of government effort, not just the federal government, but all of government across the country, combat hate and the violence that accompanies it. Heres what treasury secretary janet yellen just said. We need to make sure that people have jobs. If they dont have jobs that they are supported and that when we come out of this and the economy rebounds, which weve got some tough months ahead until we get control of the pandemic, but we want to make sure weve got a good, strong labor market, can put people back to work and that these Small Businesses that need help sur survive. It really is staggering the number of job losses. And women, particularly women of color, have been hit hardest. My next guest is calling for significant action to help them. She has some pull in the senate. With me is Amy Klobuchar. She leads the rules committee and antitrust subcommittee. Good morning, and thank you. Thanks for having me on. You sent this letter to brian deese who leads the National Economic council and you note women have lost a million more jobs than men during this pandemic. You want them to do specific things to target and help women. I wonder, senator, if they dont, what happens to this economy and those women . We know that women have been such important part of this workforce. So many juggling kids and juggling their jobs and right now, we have one estimate, 2 million out of work from the pandemic. Much different rate than men. I think a lot of it has to do with moms. A lot of it has to do with the type of jobs that they have. And so thats why this package is so important because it includes help with child care. It includes, of course, help with getting kids back to school. And it also will get the vaccine out at a faster rate which is what we all need, men and women, to be able to go back to work. It seems like this 1. 9 trillion Stimulus Bill is sort of moving full steam ahead through reconciliation. Even if you dont get a single republican senator on board, and i ask you this specifically because youre sort of the great c compromiser. You said at the inauguration we celebrate a new president who vows to cross the river of our divides. I wonder if the risk of further dividing america on this is worth it. First of all, i was really pleased that President Biden met with the group of republicans who, in good faith, went over there. Theres just a major disagreement of opinion here on what we need to jumpstart the economy as well as get that vaccine out as soon as possible. He was respectful. I think hell take some of their comments into regard as he moves forward, and i think theres going to be so many other ways we can compromise on other bills. But right now we have to get this out. And thats why today, were going to start the process on budget reconciliation. We have a united party to move forward. And we will do that. And we hope well get some of their support. I hear you. You use the words you hope youre going to get it. It doesnt mean you need it. Let me put this to you. Listen to what your republican colleague in the senate, joni ernst, told jake tapper. The president promised bipartisanship in his inauguration speech. We really look forward to that, and we hope that he honors the promises that hes made to all of us. Is it a pretty big promise to break on the first major legislative effort . I dont think hes breaking it. I never saw President Trump have 12 democrats come over. I was never one of them and sit in the oval office with him for two hours. Thats what joe biden did. He met with them first. And he took their comments, and i think its going to affect some of the work that he does with this bill. But the bottom line is theres a major disagreement. I think we need this much money. I look at what we were asking for in the summer. We never were able to get it because of the ineptitude of the Trump Administration and we just cant wait. The American People cant wait. Look at other issues, poppy. Immigration, infrastructure. Theres so many issues. Were getting the cabinet nominees done with a lot of bipartisan support. Overall, this has been a time of great productivity the last few weeks. Sounds like youre hopeful some tweaks will be made to the bill and then youll get some republican votes. Well wait and see. It seems like everything is moving quickly. Lets move to what youre introducing this morning because it may be wonky, but its super important, and it is about, you know, basically curbing the potential for monopoly power. Can you explain in the simplest layman terms what you are putting forth. Things are too big right now, poppy. Thats what a lot of my constituents believe. Its what i believe. And you have a situation where, throughout history, new companies, small startups have changed the country have made our cannot so strong and right now, especially in the tech area, you have Companies Like google that have 90 control over search engines.
