We have learned from past crises, the risk is not doing too much, the risk is not doing enough. We heard from the president there just moments after the latest briefing from his new Covid Health Care team. The encouraging news from that briefing is there is a third vaccine now on the horizon. Dr. Anthony fauci says the data on this Johnson Johnson single dose vaccine is encouraging. Dr. Fauci says americans should not be skeptical of a reported 56 effective rate. Getting shots in arms is taking on even greater urgency now because of the growing number of variants or mutations. Dr. Fauci says it will require onthefly adjustments to keep up with the new mutations. The briefings are Night And Day from the previous administration. Science dominates. This was interesting, too. A clear effort by the Democratic White House to include republican governors as it prays states that are doing a better job of getting vaccines off the shelf and into their residents. I want to call out seven states that have already provided first vaccinations to more than 10 of their adult populations. Alaska, west virginia, new mexico, connecticut, north dakota, oklahoma and south dakota. Well done. A quick look at some of the latest numbers, then well have a conversation about the important context from that briefing. Lets just look at the numbers. The case count right now somewhat encouraging. Again, from a horrific point cases were up here. You see thursday, 168,000 in numbers. You see it was down when we were counting 250,000 or more. The case trend is in the right direction. The Hospitalization Trend coming down in the right direction. However, 4,000 deaths reported yesterday, 4,000 deaths. This is always a Lagging Indicator and it is still an incredibly sad high number. From everyone at the briefing, the key to this, they said, was getting the case count further down, hospitalizations down, and the way to do that is from more vaccinations. Thats why todays conversation was so important, to s. To share their reporting and insights, cnns abby phillip, Elizabeth Cohen. Elizabeth, lets start with you. It still has to go through the testing, but two of the vaccines out there have 96 efficiency. B so when you hear 56 for Johnson Johnson, you hear dr. Fauci saying dont focus on the numbers, focus on how this will help you. Overall, in the United States, in south africa, in brazil, the overall efficacy for severe disease was 85 . In fact, in the study including in the south african isolate, there was essentially no hospitalizations or deaths in the Vaccine Group whereas in the placebo group, there were. So this really tells us that we have now a valueadded additional Vaccine Candidate that will, of course, as happens with every candidate, will present the details of their data to the fda. How significant here, Elizabeth Cohen . You can hear the caution in dr. Fauci, the caution in the other experts, however, there are A Hundred Million doses of this vaccine in a warehouse. Is this Game Changing . It is Game Changing because the more people that can get vaccinated, the better. And john, im just going to lay it out there like it is. I asked experts. They said, listen, if you are looking for a vaccine, would you make the effort to get a pfizer or Moderna Vaccine because it is more effective . And they said, absolutely, i want pfizer or moderna, the numbers are better. But if i couldnt get it, i wouldnt hesitate to get Johnson Johnson because it is quite good. Lets take a look at the numbers that explain what they mean. When youre looking at moderate to severe covid, Johnson Johnson 66 effective, moderna and pfizer, near 100 effective. When youre talking about keeping them out of the hospital, off a ventilator, keeping them alive, Johnson Johnson was 85 effective and moderna and pfizer near 100 effective. So if you can get Johnson Johnson, you can always see about getting pfizer and moderna later. There is no reason you cant get both. Getting one doesnt mean you cant get the other one later if you can. And, abby, the political argument comes there is already skepticism out there. Some of it historical, some a hangover from other people. The message is get vaccines into peoples arms, but the Political Part of this may be a roadblock. Based on what dr. Fauci is saying, if you want to prevent yourself from going to the hospital or dying from covid19, its a better alternative than doing nothing, and its so crucial for the message to be consistent from the top to the bottom. That had not been the case, really, up until this point, because you even have mixed messages from now former President Trump about whether he himself would want to take the vaccine, and a lot of different potential reasons for that. But it was not coming all the way from the top, and i think this is going to be a completely different public relegisations effort to convince people that its an all Hands On Deck effort to get vaccines into arms as quickly as possible. And margaret, you spent a lot of time on this. It is Night And Day when you hear some of these trump briefings. One of the things that makes it Night And Day, they are much more candid about the challenges they face, it isnt were rounding the corner, things like that. Just the other day, there were more variants, and now theyre saying well have to adjust these vaccines. I thought andy slavitt was quite candid in going out of their way to get vaccines off the shelves. The general vaccine hesitancy, and then you can still say there is still a Work In Progress is trying to deliver on the president s promise to reopen schools. As you list en to the new team and its approach, what strikes you the most . John, what strikes me is there is a Method Strategy and a way to get a pipeline going so the states have certainty, so the states can make plans to get the vaccines. The other thing is the school crisis. The economy cant really start until children go Back To School. Children cant go Back To School until teachers are vaccinated, and thats part of what theyre trying to get put together here. The third is dealing with the economy. Were seeing bidens messaging meeting with janet yellen thinking theyll do big things. And the message from congress from biden and his team is, we want unity but well do it ourselves if we have to. These are three things theyre juggling at the same time, and the effort to be bipartisan about it is not just for messaging and public consumption, its because at the state level while many of these governors in republican states really do have to deal with the pressures of trumpism and the hangover and whether theyll get primaried and all that stuff, theyre also executives of their states. They know no matter what the politics are that they have to get clear supply and an Implementation Plan in place. They cant do it unless they know how many iy doses theyll , and they cant do that until there is a plan in place. The president is trying to make it as calm as possible, but its really complex messaging and kind of Pipeline Planning beneath that layer of the messaging that you see. Elizabeth, we just talked about it in the context of the vaccines. Lets have a broader conversation about these variants. If you listen to team biden. We talked about yesterday, we had the results of the people in South Carolina, people who were not connected, people who had no history of travel. That tells you there is Community Spread of this variant in South Carolina. Dr. Fauci says treat every case as if its a variant. That means its out there spreading in communities. They say do things weve told you for a long time. Wear your mask, double it if you think it helps your safety, social distancing and get the vaccine. Did they get the sense the administration is on top of this . I know theyre behind in some of the screening, or is that still a Work In Progress . You know, they cant really be on top of it, because as weve seen, these people in South Carolina just got it. They didnt travel. Its spreading in the community. The horse has left the barn. Where we are truly not on top of it is in genomic surveillance. This country has lots of resources, lots of brilliant scientists. We should be detecting these variants much better than we are. There are small countries with no resources who are doing better than we are at detecting these variants, and that is a huge problem. The United States has to get better at this. And speaking of the vaccines, what the Johnson Johnson trial shows and the Novavax Trial shows is their vaccines did not work as well against this variant that was first seen in south africa as other variants. We now have numbers that show that the vaccines dont work as well. They still work, and they still work well, but South African Variant has, it seems, figured out a way to kind of, to some extent, outwit the vaccines, and thats not good. As andy said, the test is to work on the fly, change formulas for the vaccines as you produced produce them, which will be a challenge. You heard the president say the economy is suffering, in addition we need help for the vaccine rollout, give me my package. A key 100day promise is to get schools open as soon as possible. Dr. Walensky at the top of the call tried to address that. There is resistance out there, schools, teachers and unions worried about safety. Dr. Walensky trying to be a cheerleader, saying, this is safer than you think. Cdc continues to recommended that k through 12 schools be the last to close when this is employed and the first to open when they can do so safely. Data suggests School Settings do not result in rapid spread of covid19 when mitigation measures are followed. They understand, though, the resistance. Understandable. In some places people think its exagg exaggerated. Teachers want more testing, they want more vaccines. Thats a push on congress, too, and one of the reasons we see all the talk about Bipa Bipartisanship turning into more votes. The cdc needs to put out recommendations. When is it safe for schools to be open . At what Positivity Levels . Do Community Positivity levels even matter for schools . Should vaccines be a criteria at all or can schools be open at all for people to be vaccinated . Have some hard conversations at the local level with teachers and with teachers unions about what it takes to reopen schools. Thats going to be the biggest challenge. Just this week, the press secretary, jen psaki, took a question from our Kaitlan Collins about whether the covid relief bill is a requirement for getting to 100 days schools reopen. She dodged the question but its a critical one. Are they relying on this extra money in order to fulfill that promise, and if they are, thats a big promise to break for the economy, for american families, for working women, and i think it is going to be a huge challenge, especially as schools are start to go reopen right now, whether the Biden Administration is going to say clearly this is what the science says and we should try to follow it to the extent we can. The president and i feel strongly that these are the moments we are facing a crisis of unbelievable proportion, that the American People deserve their leaders to step up and stand up for them. It tells me they understand despite the bipartisanship, that they need joe manchin and chris cinema on board, otherwise that would be an interview for Susan Collins in maine and its not. Reporter yeah, these were specifically targeted for arizona and South Carolina, because they do want them to have bipartisan support. They claimed they can get significant bipartisan support, but john, we are nowhere near that. Despite this Lobbying Support where the president is weaving this pitch into every conversation he has with reporters as he just did there meeting with the economic team, as the Treasury Secretary did, as biden is doing in these local interviews, and they have not gotten that yet. Democrats seem they are prepared to move straight ahead without republican support here if you listen to what House Speaker pelosi was saying. Despite these renewed calls to the white house to get this package, that doesnt seem to be the case right now. Whether or not these Lobbying Systems work, well see. They do seem to have the top economic adviser to biden himself calling on the senators to pitch this plan. The one thing the white house has not said yet is amid these calls for a bipartisan package what biden will do if only democrats pass this package, if they use that little known method called reconciliation, if they use that, they only have democratic support. Is it still going to be a bill that the president signs and pushes for . Or are they willing to pare this back some so they can get republican support . They are not seeing cooperation on this bill. He will sign it if it comes from all democrats. Manu raju, to that very point, there is this group of 16. There are alleged efforts i shouldnt call it alleged, its an honest effort to reach a bipartisan group, but weve seen this so often before. How long did we wait to repeal and replace obamacare in the trump administration. Im not questioning the genuineness of the spirit going on, but history tells us, and especially this moment tells us the new Biden Administration is probably going to have to do this with all democratic votes. No question about it, and remember what happened in 2009, the first year of the Obama Presidency in which they spent a lot of time negotiating with republicans. On the first Stimulus Package they eventually got a handful of republicans to support that in the senate, then for months on the actual obamacare legislation. They spent months negotiating with republicans. Ultimately that bill passed with just democratic support. They are not going to wait this long to try to get republican support, which seems highly, highly unlikely at this point given the fact the white house is showing no indication of coming back from that 1. 9 trillion price tag that even Susan Collins of may know may know maine is not showing bipartisan support. They have this plan mainly backed by democrats, but the Impeachment Process will kick off next week. In the senate they will have to pass this with all 50 democrats, and that means Chrisman Manchin elizabeth warren, no margin for error here, but its clear where theyre going. Next week when they start that process, it will be interesting to see if anything moves by then. House republicans in a bit of turmoil right now. Reporter john, this is probably much more significant than weve known concerning these pipe bombs, the fact they were placed there the night before the fbi just releasing this information, saying that they believe this was placed there sometime between 7 30 and 8 30 p. M. The night before. They also released new surveillance photos, enhanced photos of the sneakers this person was wearing. They said they are nike air speed yellow. The point of this is it it really seems right now the fbi and the atf also involved in this investigation really have nothing to go on. Their leads have grown cold. Theyre also offering, and theyve upped the reward. It was 50,000, then 70,000, now its 100,000. Theyre really trying to get this person because it would seem at this point they have no clue who this individual is. Also whats significant here is there is a level of planning that went into this. This person went through great means to try and disguise themselves, what vehicle, perhaps, they drove to this location. The fact that the fbi and atf have so little to go on here tells you the level of planning here, and also perhaps that this person was a little more sophisticated than we had initially thought. The other thing, of course, Law Enforcement thinks that perhaps these devices were placed there to try and divert Law Enforcement as they were responding to the insurrection. Again, that would be significant also because it goes behind the idea that the insurrection was much more planned than certainly Law Enforcement had initially thought. But whether he meant it or not, didnt Kevin Mccarthy, the leader, green light that by going down to kiss the ring, by going to maralago . Because we know despite what the leader says, thinking they need to settle their Family Differences in a closed room without cameras, not going to a public place like matt gaetz did, criticizing the republican senator from utah. He wants revenge against those republicans, and Kevin Mccarthy, by elevating the former president again, didnt he green light all of that . Yeah. So Kevin Mccarthy by going to see the president actually is promoting what representative gaetz is doing. Hes the one that actually said, look, we need to cut it out and we need to stop fighting each other. What he should have done is step up and be the republican leader that we need. To Start Talking about the policies that we believe in, instead of promoting the rhetoric and the didvisiveness. So what i said to a friend of mine, who is Kevin Mccarthy, he should stand up and say, lets get back to lower taxes and limited government, all the things we signed onto. Please tell me if you agree with me. I guesset what you just said, b think some republicans thought they could do that. Kevin mccarthy himself said President Trump was responsible for what happened at the capitol, then he changed his tune. For me this is truth that they see a very narrow majority in the house, a 5050 senate, that if they want to take power in 2022, they need trump, and theyre afraid to walk away from trump. Theyre unwilling to say 2022 might suck for us, but were willing to go to trump and try to rebuild the power that way. Isnt that the shortterm math, the shortterm calculation . John, you and i both know what it is, its about power. Its not about the American People. Its about maintaining and gaining power in the house. And you have to ask yourself at what cost. And i think what is happening is its going to cost the Republican Party greatly if they continue to do that. So one other controversy is this new Marjorie Taylor greene who was a proponent of the conspiracy theory. She now says she doesnt subscribe to it anymore. We saw the post where she said it would be a good thing for nancy pelosi to be killed or shot. She mocks the victims of parkland. She gave 175,000 to the Republican Committee and she got a seat on the committee. Justin amash notes in a tweet, i was once stripped of a Committee Assignment for voting differently from paul ryan on a budget transactions. Why is Marjorie Taylor greene being treated this way in the Republican Leadership . Again, i dont understand. Its further dividing the party and shes representing exactly what we dont want in the Republican Party. Its divisiveness. What was she elected to do . Was she elected to go to washington and just fight, or was she elected to go and fight for the policies that make the people that elected her, make their lives better . They have to look at this and say, what is she there to do . Is she actually doing us any favors . I hope fellow republicans listen to you. This is such a time when so many big issues are on the table. We should be having Policy Debates on these big issues, but instead we spend time on other things. Watch the future of the Republican Party. Its important. Security concerns and the aftermath. The bad mood, the bad spirits, the raw mood after the Capitol Insurrection. It is a very raw time here in washington, and it is important to remember that rawness, that anger, in some cases that fear as you hear the new biden hope for bipartisanship, or as you hear that republicans shouldnt listen to their president. A Capitol Insurrection turned the air in the white house even more toxic. One of them said, ive really been struggling with it. I have a hard time interacting with those members right now. Theyre smaller people to me now. We have melody and from politico. The anger, the distrust mostly at democrats at this moment. Take us inside what that means. You have democrats talking about fear, you have democrats talking about open disdain and respect for the republican colleagues who, even after their lives were threatened, voted with donald trump and his big lie in the election. What has it done to what was already not a Great Working Environment on capitol hill . Listen, john, ive covered congress for ten years now and ive never seen reelationships and morale this low on capitol hill. The anger and distrust is real, and after 9 11 there was no unity moment, and they say how can there be . They fueled these lies, one republican brought a gun to the floor, other republicans are refusing to wear masks. So i think the result we have seen is some democrats are now refusing to work with their republican colleagues. You know, there are calls for censure and expulsion of some of these members, and even one d democrat just today said they are literally moving their office to be away from Marjorie Taylor greene. Thats how toxic things have become and there is a real feeling it will stop things from getting done on capitol hill. And lets focus on the senate side for a moment. The house has always been more political and in recent years more toxic, if you will. The now Minority Leader Mitch Mcconnell said he was going to make a clean break from President Trump. It lasted maybe ten days because he did the math. You said this, mr. Mcconnell had come to view the former president as a dangerous political liability and saw an opening to marginalize mr. Trump. So Mitch Mcconnell essentially blinked. Bh rand paul brought up the motion the other day to try to challenge the constitutionality of the Senate Impeachment trial, all republicans, including Mitch Mcconnell, voted for it. Then he blinked. I think that was the case every day after january 6, it became harder and harder for mcconnell and other republicans who wanted to make a move away from trump to do that. Because it became clear that a lot of the Rank And File of the party did not want to move away from President Trump. John, thats really the issue here, its less President Trump than it is the activists who are engaged in the state and county committees in these states of these lawmakers. Theyre the ones that sort of keep the leash tight, not the president himself. But look, a lot of lawmakers are voting with their feet, and by that i mean theyre just retiring. If you look at how many gop lawmakers have retired since 2016, its a large number. Look at the senate in 2022 alone. Pat toomey, rob portman, richard burr. Theyre all heading for the exits. Why . Its not as satisfying as it used to be. Its not all trump, but its certainly part of it. I think alabama will be behind them soon, too. Melody, what is the impact . Lets focus on the house because your article was so compelling. That has been the more partisan, anyway. Now the republicans have a very narrow majority, and they have a mess within their own family. But the math tells you in a first president ial midterm, republicans in a normal midterm, anyway, should be at least competitive to get the majority back. We dont know, i think this midterm could be very much like 9 11, the first midterm after the election and after the insurrection, maybe it fares better depending on the pandemic and the economy. Joe biden says be bipartisan. Members of both parties right now say no. The reality is, as you alluded to, at some Point Pelosi Needs to come to republicans for votes. They will have to have near perfect unity to get stuff done in capitol hill and they have the own things theyre dealing with between the moderate wing of the party and the more Progressive Wing of the party. At some point theyll need to have bipartisanship. They cant use this budget tool for everything, they can only use it a certain number of times for certain things. That is one thing ive heard from republicans is if you guys go down this path, democrats, of trying to expel our members, really coming after us instead of unifying, were not going to work with you. Theyre concerned its going to poison the well. At the same time democrats say we cant unify, we cant move on from this. They literally dont feel safe around some of these republicans, so its going to make moving forward very difficult and heated on capitol hill. So add to that point, melanie speaks of that, but we have a Senate Impeachment trial in ten days. Thats not going to make a kumbahya. No, its going to create a more strained Republican Party. If you look at both chambers of the party, both Chuck Schumer and Mitch Mcconnell are having a heck of a time trying to keep their caucuses satisfied. Especially with liz cheney and what to do with Marjorie Taylor greene. Its not going to be easy for mcconnell in the days ahead, and i think these challenges will get more and more intense as the days and weeks go by, because i think, john, that the Republican Party is now bafrsically a two one. You have this pretrump establishment that is still living with the posttrump tent. I think its tougher now that theyre out of power. Its always tougher out of power to keep the family together.
