Cart imagine loading it up and just walking out of a store thats what a growing number of people are doing, some of them part of organized crime rings. And home depot now says that shrink, which includes theft, is hurting its profit the company gave us exclusive access to how it fights a never ending battle. Courtney ragan has our investigation, grab and go reporter youre watching brazen retail theft. The suspects are so sure they wont get caught that some even get aggressive when stopped as this surveillance from home depot shows. Most likely these people arent shoplifters or people who steal items for their own use. Instead, its a bigger problem known as organized retail crime with criminals working together to steal for profit. Home depots jamie borne investigates the theft it all starts with boosters. A booster is somebody that is basically professional shop lifter theyre doing it for profit, not just for personal use. Reporter are they just guessing what items are in demand do they know from history . I know i can sell a lot of drills. There are many locations out there that are giving lists to the boosters. Reporter theyre giving lists, theyre part of the crime, too, are they not absolutely. Reporter one of those locations was this pawn shop the manager was charged with selling stolen property. The case is ongoing. Our next stop, this raid police, search warrant. Borne and his team helped when Law Enforcement served a search warrant on this utah home. When we do search warrants with Law Enforcement we can provide them the value of the merchandise. Reporter the suspect allegedly sold stolen power drills and other tools on facebook he was arrested. Law enforcement seized a pallet full of items from the home. They were brought to this warehouse. It may look like home depot but this is actually an Evidence Room inside is over 1 million worth of stolen product seized from a raid of seven pawn shops. Well see on the inside of a pawn shop, theyll say lowes and home depots price, 129. 99. Our price, 79. 99. Reporter chris walden is a special agent with the Utah Attorney generals office. How is it they are selling it for less than a big box retailer like home depot or lowes can even buy that product for . Reporter they found the answer in these sting operations. Sell them, pawn them . Yeah, sell them. Reporter this is undercover video of Law Enforcement selling items that seem stolen to the pawn shop. The case read led to a new utah law that made it harder for pawn shops to buy unopened product. Since we passed the new law, it seems like were Getting Better reporter just like the power tools we saw confiscated during the raid here they were for sale on facebook organized retail crime is growing and costs the industry nearly 800,000 per every billion in sales home depot said its profit took a hit in the last three quarters because of higher shrink or loss of goods, which includes organized retail crime. While we dont comment on our particular numbers, we are seeing shrinkage rates rise across the country. Reporter scott glen is in charge of Asset Protection for home depot organized retail crime drives other crimes it drives drugs, it drives guns, it drives human trafficking. I think the opioid is a piece of it. Reporter why should consumers care this is happening . Isnt home depot big enough to absorb this . We have been very good about not raising prices as a result of our shrink equation but if it gets to a point where we cannot continue to do business this way, ultimately we will have to pass it along. Reporter its not just home depot, in its most recent Earnings Call lowes, too, said the issue impacted its margins in the most recent quarter becky. Courtney, this stuff is incredibly brazen. What does home depot tell its employees . Reporter so home depot tells its employees not to interfere even if they can tell someone is stealing or shoplifting openly theyre worried frankly that many of these people are armed, theyre dangerous. There has been some confrontations and they have to keep that you are employees and customers safe in these situations courtney, thank you great report. Were in the middle of one of the biggest shopping weekends of the year. Retailers are not only bracing for shoppers and sophisticated crime rings as well. How are they combatting this ben duggan is joining us with the coalition for Law Enforcement and retail thank you for your time. Thanks for inviting me, becky. How widespread is this problem . Well, the National Retail federation had a recent survey where 100 of the retailers participating said they were victims of organized crime this past year. I wish i could tell you that the piece you just ran with home depot was an exception, but actually its just another example of what every retailer faces in every state every day 2010 the fbi put out a survey that estimated retailers were losing somewhere in the neighborhood of 30 billion a year to organized retail crime, but in recent years the expansion of organized crime into online platforms, ecommerce platforms puts the number closer to 40 billion. Wow. I would say organized retail crime is one of the most significant and ongoing security threats to the Retail Industry today. Why do you think the problem is getting so much worse i think theyve expanded into online marketplaces. Theres just so many more places for them to sell stolen merchandise than there was, say, five to seven years ago. You mentioned that its not just home depot, that its every store. What are the items that these thieves are looking for most commonly what can they turn around and sell for a third party the greatest risk is overthecounter medications and health and beauty aids those cases go in the tens of millions of dollars followed by high end tools, electronics and then soft line items like clothing as well it stretches across all types of retailers and all kinds of products. What tips or advice would you give for consumers out there shopping how do they help make sure they dont contribute what kind of red flags obviously the easiest way is to go to the store and get what you need directly, but if youre going to shop online, first id be cautious about buying health and beauty aids or over the counter medication certainly baby formula, diabetic test strips. Those things have a history of being compromised by organized retail crews after theyre stolen so i would advise people of the security risks to buying those types of consumable products online. The easiest way is to look at the seller look who youre buying from. If you go to an online marketplace and it lists a certain seller, if you look at that seller and theyre a secondhand dealer or not someone that normally would have readily available product in bulk at that price, i would be suspicious of buying that product. Its probably stolen. Its interesting. When you go to amazon, you think this is amazon, its being supplied from Amazon Stores but thats not always the case if its a Third Party Seller from amazon, they may not have verified it as well. You have to watch pretty closely even if its on a well known dotcom brand that you may think you understand and know what youre getting, right . Thats exactly right. Reporter while zoning rules are changing and cities try to create more Affordable Housing, there are still roadblocks to greater growth in the adu industry, especially when it comes to costs. Adu is really for the most part, its an affluent homeowner product meaning that you have to have cash on hand to take this on until we really solve some of the financing issues out there in this space, were really not going to tap into a larger portion of this market and expand into a whole different homeowner profile. Reporter there is also local pushback in some communities as some homeowners fear an influx of renters could lower Property Values and change the dynamic of the neighborhood they were definitely sensitive to that. Before we built it we talked to all of our surrounding neighbors and sent them the plans. This is what were thinking of doing and were going to be using it for family and friends, may rent it short term, and everybody was on the same page and really nice throughout the entire process reporter and after it was finished, several neighbors came by to check it out and see if it might work in their backyards. Adus could be a temporary solution to the housing shortage in the market today, not to mention the Affordable Housing shortage the nations Home Builders are still not back to even normal production levels since the housing crisis and rents for multi and Single Family homes are soaring. It sounds like they were very thoughtful reaching out. Making sure everybody agreed with it. How do zoning laws work when it comes to this . Reporter zoning laws are different depending on what state you are in it depends where you are you have to check into that if you are looking into doing it. There is some push back. People dont want density, they dont know whos moving in and out, that transient factor if you are looking into doing this, you want to check your zoning laws and tax laws as well thanks a lot. Why is that i think there are a few different factors to show a little bit of decrease in individual giving, especially in the middle class and lower middle class levels. Not terribly surprising, right i think families are feeling crunched were seeing rampant income inequality, less disposable income uncertainty about the future but giving tuesday is a really interesting countertrend giving tuesday giving spikes people open up their wallets, open up their hearts and there ace a massive spike in giving. How much of it could be because of the changes in the tax law . If youre no longer itemizing you dont have the chance to write it off. We dont have enough data about 50 of people say that their generosity in monetary terms has nothing to do with taxes. Thats definitely been our observation, that real generosity actually drives most giving im optimistic that with changes in the taxes well see increases in giving. We need to Pay Attention to the dynamics of giving tuesday that make it inspiring to people to show their generosity. What have you seen happen in the last couple of years whats stuck out with you in terms of what people will do on giving tuesday that its not only monetary people will give small gifts if they can if they cant, there are ways to show generosity. Entire communities come together around giving tuesday there are over 200 communities that give on giving tuesday. There are over 60 countries. People walk out the door that day looking for something good to do. That might take the form of giving a donation, might take the form of having a cause or issue that they care about it might take the form of making somebodys day better. Next month is the 99th annual Miss America Competition and a lot of daughters want to follow in their mothers footsteps, but there have only been 11 miss america contestants whose daughters went on to compete for the same crown compete with the crown joining us is vicky kippers, miss minnesota in 1983 her daughter katheryn is this years miss minnesota. What did you learn growing up watching what your mother had done when i decided to compete i knew that i wanted to compete for the scholarships i knew that there was an experience like no other waiting for me because you get to meet women from all over the country, practice interviews, practice public speaking. I wanted that experience that i knew my mom also had. Vicky, did it shock you when you learned she want today do this oh, my gosh i always dragged her to every pageant and my sons, too we would always go a lot of the miss minnesotas were like her aunts. One day she said, i want to compete. You do we really had never discussed it. What did you think when she said that . Well, i said, okay, were going to sit down and have a talk youre going to need to improve your grades. You need to better your talents by taking lessons and just buckle down. It is a job. It is not just the crown, its the job. What do you love the most about it, katherine . I love the talent and the speaking portion im so excited to know that i will get my chance to speak on the miss america stage about what i care about. What do you care about . I do care about this organization one thing i try to do with my job as miss minnesota is advocate what we do but who we are as title holders my mom and i have worked together on video projects highlighting what miss america stands for through the eyes of the women that compete. Thats interesting. Lets talk about your experience with this, vicky you competed in the 1984 competition. Uhhuh. Thats when Vanessa Williams was crowned. Right what did you learn through that experience . What surprised you nothing surprised me. Its an experience like no other. To have that experience, they say youre more than likely to have a son compete in the super bowl than a daughter compete for miss america. Its true. It is a rare and unique feeling. Once you go through this program, any woman even at a local or state association level, it steals you you can handle anything. All of the women working towards the same goal. Theres no pettiness we get along and our best friends are other title holders. Katherine, what about the experience to date has evolved what do you think happens in the changes are made to the competition just to make it fit in Todays Society the first change is that there is no more swimsuit competition. Theres one big difference between what my mom and i have competed in. Are you glad for that im very glad for that, yes its been a positive change especially when i try to recruit new candidates its so inspiring to be able to go into high schools and say you can compete for these scholarships and you dont have to put on a swimsuit in order to win those scholarsships. Theyre right on board. What do you think its great. All of the things to get ready for a swimsuit competition, thats gone. You can focus on the more important things but yet wonderful women have competed in swimsuits. Its been a huge part of the history because miss america started out as a swimsuit competition in 1921 on the boardwalk. Its a great part of our history but i love how weve evolved today.
