We begin with an unforeseen impact of the trade war. It is hitting home in places you may not expect colleges and universities. Many foreign students pay full freight for college tuition. Now there are fewer and fewer enrolling. How are colleges coping . One school came up with a new approach to ensure its future. Tuition 101 is our cover story robert frank has more. Reporter as colleges and universities brace for a decline in the number of Chinese Students one school has found a solution, insurance. There are more than 360,000 students from china who study in the u. S. Every year a number that is now under threat as the trade war makes visas and jobs for chinese nationals harder to get. University r the university of illinois is prepared two years ago, a school bought an insurance policy that would pay out if there is a substantial drop in revenues from Chinese Students. The insurance was the brainchild of jeff brown, an economist Whose Research focuses on insurance and on Risk Management when he became dean of the Business School in 2015 he worried about a potential drop in the universitys more than 5,000 Chinese Students who pay twice the tuition of instate students. This was really from my perspective good Risk Management practice which is that we recognized that we had substantial exposure to a single country. Reporter brown and another professor who structures Insurance Products helped create a policy with 61 million in coverage equal to the Chinese Student revenue at the two colleges insurance pays out if revenues fall more than 18. 5 . We did a great thing. It was it was quite original. Reporter other schools have looked into getting their own policy but given the trade war it has become far too expensive Chinese Students at the university told us that beyond worrying about visas and political rhetoric they are more worried about getting jobs here after they graduate. It may impact my finding a job here because not Many Companies sponsor International Students. Reporter it is still unclear if the insurance policy will be triggered this year since students are still rolling in. Enrollment fell for the first time last year and numbers are still falling nationally they are still tallying the numbers whether they will initiate a claim likely not this year it speaks to how they were reliant on students from one country. It seems like there is a little bit of a truce on the trade talks, what is the impact on the students. Reporter the visa program is taking forever china has accused the u. S. Of weaponizing the program. So they will go through an administrative review that could be, quote, indefendant. Because of that uncertainty a lot of Chinese Students even though the trade war has cooled a lot of Chinese Students are going to australia and britain. I have mixed feelings about the situation. These are state schools largely funded by the state legislature and state taxpayer dollars when you consider that it is frustrating as a parent to realize there are fewer Seats Available now than there were 20 years ago because International Students are getting access to those seats. It is tougher to get into college. Many of these states, florida, new jersey, where the state universities, especially california are so difficult to get in, there are so few slots right now. Right. So there are a lot of parents cheering the fact that, you know, that some of these schools will admit less Chinese Students. I dont mean to sound xenophobic, but the schools are funded by state dollars. If you realize it is a business decision to take International Students that they look more attractive because they pay more, how do you come back in and say even the Playing Field a little bit the reason it is so attractive to the school to have Chinese Students is a lot of these schools like nyu, wharton are building schools in china as satellite businesses the more they admit Chinese Students here the more they can expand in china. It is about the bottom line for the schools, which is sad because it is supposed to be about providing education and especially at the public schools. At the state schools robert, thank you how are other universities handling the issue, Purdue Universitys president joins us now, he is also the former govern of indiana. President daniels, thank you for joining us today you heard roberts piece and what has been happening. I know that it was a few years ago that you really started to look at Purdue University, the number of International Students and planning to cut back why was that what did you see starting about five years ago we strove for more balance, basically. I wont say that i saw the current controversies coming but i felt that we had somewhat we needed more balance between american and International Students so we have been acting on it our Chinese Students for example, still a significant number but down about a half over those five years. How do you kind of strike that balance between looking to make the most and maybe get ahead in terms of what kind of profit you can drive on these things but also making sure that you are upholding your duty to educate the students of indiana. We think all the time about our duty to indiana. And a majority, a small majority of our students come from this state. But i would like to point out that we are in a brain game mode out here we think the indiana economy and the midwest economy generally is the economy of the future. And please dont overlook the opportunity when a student comes here, as half our students do from another state or another country for us to not only have benefit of the dollars they bring as students but in many cases about one in six or seven, capture them for our economy going forward. Mitch, you havent raised tuition since 2012 its been part of your mission to make Higher Education more affordable how can purdue do it. We have grown the faculty faster actually than the student body we have invested in necessary academic facilities. But by prioritizing that, we have kept it down. By the way, that brief has applied to other american nonindiana students and to International Students as well i am very interested in what illinois did i wouldnt be surprised given the other enrollment pressures that Many American schools are under that if enrollment insurance became more broadly used not just applied to international or chinese applicants. When i was really at the height of my career i made the decision to leave my career which i never thought in a million years i would do but like many women in this country i felt like i was so stressed so burnt on both ends of my life at home and at work and i just sort of put up my hands and said i quit. And i took a sevenyear career break. It was pretty i think we see a lot of women making these decisions on an emotional level. When i look back i think i was tired, stressed and i wanted to be in a more normal place. Stacey your path was a little bit different. A little bit different. You went parttime at the wall street journal. Lets talk about your experience. Like jen it wasnt something i expected to do i really loved my job and then i had a baby and i realized that i wanted to have kind of one foot in both doors and i was at a company that had a policy that allowed you to go parttime. Thats one of the key things and one of the things that we address in the book, extensive leave or policies that can help retain women then i started a business myself and came together with jen through au pray. We wanted to emphasize you can be in different stages, you can go parttime, run a business, you can have a fulltime career, you can break back into work force. I think about trying to process that information when i am pulled by both sides in middle of trying to make a difficult decision what kind of hints or guides would you give women thinking about doing Something Like this right now . I think you have to look at what your opportunity costs are in the moment. If you choose to leave your job what are the financial hits . Not only you are losing your salary, potentially a bonus, and 401k contributions you can think about ways to communicate with your employer, maybe there are small things that are changeable in what you do you can talk to the key stakeholders, your partner or spouse, anybody that might be able to help you get through what can be a short period of time although when you are in it you feel like it is never going to end. Jen, what about for women who have done what you did and said forget it im out of here. How do they get back in, especially if it has been years since they have been in the workplace. Number one thing, women lose their Confidence Research shows if you are out of the work force for even one year you have doubts about your ability to return and ability to be productive in the workplace number one, get that confidence back take a course, figure out sort of think about the time when you were in the workforce and how you were successful. Two, figure out what you want to do a lot of women dont want to return to what they were doing before we see that very often and the third and perhaps most important is network it can be on the soccer sidelines. It can be old colleagues, it can be people that you know from School Linkedin is a Perfect Place to do this networking thats how so many women find jobs again because people do want to help. Sure. And they are interested in helping women return to the work force. I like what you said about confidence pretend you are a man. You are paying extraordinary fees on some of the things you need to live what is a good credit score, a bad credit score and how do you maneuver a good credit score is over 690. Keep checking all the time, try to get your plans in and organized as fast as you possibly can and then cross your fingers and hope for it if you havent done it by then . Thats the general rule of thumb.
