Deutsche banks restructuring cost went to 5 billion euros and push them to its 4th net loss in five year and shares rise for the second day a 3. 4 billion euro takeover bid. Well, as you can see, italian bank stocks are rallying this morning. The highest level in over two years after italy avoided eu disciplinary action. It expects the country to fall in line while they promise to reduce the deficit over the next two years. You can see there are almost 2. 8 unit credit particularly well this morning. 4. 6 higher. Also not performing quite as well as some of its peers though up 3. 7 . Now this broad based rally also underpinning the move. The spread between italian and jeremy ten year bond yields touched its lowest level in more than a year as they were near record lows you can see that distinction falling pretty sharply there at the end of the graph with the italian tenure down at 1. 639 and 10 year at negative. 388 now my colleague just got back from brussels last night and is immersed in the details of these developments as we see these can you walk viewers through the chronology of the last couple of weeks . The Italian Government put forward new measures on monday that lead to a reduction of the budget short fall by 7. 6 billion euros and now italy is on track to see a deficit of 2. 04 this year compared to an earlier forecast that the commission had of 2. 5 . At the same time, on the following day, on the second of july last tuesday, then the Italian Government sent a letter to the commission saying that its going to respect all the physical rules when it presents the 2020 budget. So yesterday i was in brussels and i had a chance to ask the commissioner for Economic Affairs what made him change his mind. Doesnt act for the market. Doesnt give signal to the market even if clearly the markets again take some lessons out of what we decide so we are not putting a judgment, saying that the policy is appropriate im just saying now that if you look at the rules, if you look at the structural deficit as well as nominal deficit at the measures taken as sufficient for avo avoiding it which is at this stage no longer warranted but its clear that they had to be fulfilled. And so, that is not clearly i repeat that the end of the story. So you must take this decision for what it is, all that it is, no more than it is. Rules, rules, rules thats what he says. But is there a consequence here . Is it by any chance pure consequence that the commission and the ecb are in a period of transition at a time when they decide to not pursue this deficit . I would say its at least an interesting timing that all of these decisions came together at the same time so i was curious about that and i asked as well if theres any link between the fact that the Italian Government approved the top jobs for the next leadership of the eu and the fact that the commission dropped this decision lets take a listen i must repeat again our job is based on rules and it is rules and we have to go on with procedure. Thats the only way to approach that kind of issue what about pressure ris well, the u. S. Yield has fallen to levels not seen in 32 months as bonds around the world have rallied. Europe hit fresh record lows as they seem to expect further future stimulus from legard. The current managing director will maintain a dovish stance if she gets the job one of the observer is himself the director and chairman. Thank you for being with us. What does it mean if we end up with a conservative politician running the ecb . I dont think in terms of policy its going to mean very much shes not a central banker but she has a more political mandate to sell it. Is it her standing . Her status that will allow her to do that then . Yeah and her experience as finance minister in france and the imf and its fair to say she has a pretty High International profile. So theyll go on doing their work and shell be the face of the outside and certainly managing the whole ecb. You talk about her experience what do we know about her previous actions and previous views as expressed by her publicly that would inform our viewers about how she might behave specifically in things like the financial crisis. Shes very good as she ere. Express concern to the imf. Im going to ask you what do you think she will perhaps be able to do in terms of convincing the governments to pursue more sound physical policy because she has clearly said that in the past. Will he want her to do that she will have to work with him on saying it cant just be the ecb. If perhaps are you happy about this potentially are you happy that someone will sit down with your political masters. It depends on what you want how you see Italian Central Bank policy and so on but she will if she can get on with the politicians well and establish that kind of link, she can give the ecb a broader firmer gotting. What about support . We look at the way they have potentially helped the italians and specifically italian banks im just wondering if thats something that you see continuing under her it will continue but within limits thats the thing we will go on with the draghi policy broadly but probably not expanded much. I want to ask you on a related note and of course he was instrumental in that role. Perhaps the collections on the background and clearly relishes the idea of going back into that kind of policy setting and it will depend of course on the weight of a post british governme government he wont have a whole one behind him. Can you explain the london, beijing relationship which was of course fostered very strongly by mr. Osborne when it comes to an appointment like that and britains role on the world stage and the future of brexit. This is obviously over hong kong and generally one could say, my view from conversation with chinese officials and sources and so on, they see a post Brexit Britain as being rather the country on its own that they can deal with a relatively small economy the fact that the German Government is happy with her appointment is there a way to criticize. Yeah, they can say youre too dovish and were hawkish this year knowing they may make some impact on her but i dont think it. Everyone. Yeah. Say the same thing about it shell be staying with us pretty much trading on the flat lines. In slightly positive territory also in focus there as you can imagine. Its also pretty flat so far this morning presumably quite low trade volume today. Performing strongly as it did yesterday as all eyes seem to have been on roam and its ability to form a line with brussels get in touch on twitter and tweet me directly and coming up on the program, find out why theres only a slim chance that u. S. Companies that want to sell to huawei will actually be able to do so despite president trumps assurances fact is, every Insurance Company hopes you drive safely. But allstate actually helps you drive safely. With drivewise. It lets you know when you go too fast. And brake too hard. With feedback to help you drive safer. Giving you the power to actually lower your cost. Unfortunately, it cant do anything about that. Now that you know the truth. Are you in good hands . A north korean official says the u. S. Is more bent on hostile acts it was in response to a u. S. State that they reached a cap on Petroleum Imports in 2017. Chinese state media slammed u. K. Comments in support of those in hong kong. They criticized britains colonial history and took aim at the meddling of western governments. They warned the bilateral relationship between the two countries would suffer if they kept interfering his message was hands off hong kong and show respect. The hong kong dollar has hit its highest level since may in 2017 driven by an Interest Rate strike investors searching the cash ahead of the ipot worlds biggest listing so far this year protests have also driven demand for cash as institutions rushed into liquid assets and trade talks are set for next week. Face to face discussions will happen soon and my colleague filed this report from beijing the two sides are attempting to arrange a phone conversation next week. The Trump Administration appears to be easing restrictions on the Chinese Tech Firm huawei as part of the agreement the Commerce Department told reuters its reviewing license request from u. S. Companies that want to sell to the economy. The department is using the presumption of denial standard which means the applications would be highly scrutinized. Larry kudlow explained the process this way. Well take another look at the number of the export licenses and the applications that it will only pertain to what im calming general merchandise kinds of technologies that is to say that no National Security sensitivities at all. Remember huawei remains on the enemy list which is fundamentally a National Security issue and these are mostly telecom related you could buy them in vietnam, you could buy them in south korea, you could buy them in taiwan were not giving up anything so that remains in place and will not move. Trust me on this, will not move. A source following the trade talks in the chinese side said the chinese could go for that arrangement though its still unclear how National Security will be defined. He says president trumps move will have little impact on the business still an insider at huawei told me the company is under no illusions that its off the hook and its now waiting for clarity on the policy from the white house. Well, the u. S. Commerce department is reviewing requests from companies that want to export products with the quote, highest National Security scrutiny american officials said in an email to reuters they would apply the presumption of denial when they reviewed applications and this will make it unlikely that many will get approval. American companies would be allowed to sell products to the chinese tech giant again but it remains blacklisted over National Security concerns at its core, the show down between the u. S. And china is a convict over technology and not trade and they can also be seen as a battle between two different models that is the chief economist that joins us around the desk along with our existing guest who is still here diana let me ask you this, when we talk about a fight for the upper hand over global tech standards, global tech development, does the trade deficit just not really matter in your view no, it doesnt and actually when trump came to power, he focused on the trade deficit and was largely unaware of all the issues related to tech and 5g. Then he became aware because across the board they have been getting extremely frustrated that their strategy wasnt getting anywhere. Sweeping change in u. S. Attitudes toward china and the trade deficit features are part of this fundamental clash between that and the free market of the liberal democratic order. So its part of that but in some ways its a symptom rather than the cause of the clash that this has been all about. Dianna mentioned that bipartisan thats a really interesting word when we talk about one of these symptoms, do you think that the u. S. Congress will actually support the softer approach when it comes to the Company Given what they have said in the past . Does it leave the president out on a limb . We saw another hawk on the Technology Side to present giving away too much and of course once you get into the National Security area, that can be extended. It can be, you know, restricted in, many, many different ways. Im not sure quite who is deciding this or organizing this but there isnow those we didn see before and this has actually made chinese leadership aware of where they are behind in areas like semiconductors and determine not to catch up. If thats the case, are they trying to hold back Chinese Tech Companies while the government tries to push them forward to compete with the established giants of the u. S. Tech scene . Well, its the word to compete that i have a problem with theyre creating very little competition in the global marketplace if huawei is to succeed. For example, theres been enough investigation to determine or show that huawei had had subsidies on the Chinese Government its related to the Chinese Government and how it operates in military conflicts but also the type of systems and standards that huawei is selling make the a new word that i find difficult to pronounce, interon rablt interoperability impossible. Youre not competing at all and what we know is the data in the future will be the most if not already valuable resource. Its a very different class of ideology. They say that i was going to ask you about the relationship between the state and business he acknowledged he was under pressure to ease up on huawei because they wanted to continue to sell their products how does that relationship feel in china is the government ever under pressure from Companies Like huawei or is it never that way its always one way traffic . First of all, the line between private companies and chinas government has been there but since kpi jingping came to power he now has Party Committees and they have the message that what they have to do has to follow the party xi jingping has controlled his power tremendously and as a result of that he has created an equal chain where i think currently the problem is that he is not getting that many diverse opinions and what he thinks is all but coming back. Is there anything that might try to prevent this from blossoming when i was in hong kong, it was a lot of talk about after that there would be the hong kong virus thats something that beijing will be careful to prevent they will be very, very cautious to intervene directly. The chief executive and hong kong executive there theres reports of a team of high level mainland chinese officials monitoring what is happening there. Theres direct involvement. Thank you all well, coming up on the program, we continue to follow Deutsche Bank eyeing a rebound that will cost up to 5 billion euros. Government yields bet on record lows while new data shows a 6. 3 billion dollar inflow to bonds in the latest week italian Bank Stocks Hit their highest level after mid may after disciplinary action from the eu and the spread between italy and germanys debt yield lowers to the lowest level in more than a year Deutsche Bank is restructuring costs that set to 5 billion euros and will push the lender to its 4th net loss in five years. And Independence Day starring donald trump the u. S. President gets ready to headline multimillion dollar celebrations in washington with dozens of fighter jets and tanks. They have confirmed they are considering a take over bid from bain and carlyle the company has seen its stock come under pressure in the last two years and theres weakness in the Auto Industry they have been trying to revamp the group and move away to focus on more hightech products elsewhere, a 4. 5 drop in first half revenue britains second largest home builder is focussing on improvement quality and home service is beginning the bear fruit. Regulators in april while most spg hhas been agreed walmart will likely maintain a stake in the company he is the global head of Consumer Research here. Pleasure. There does seem like a lot of consolidation and movement and new players coming to market will that continue or be a static position where theyre all going to be fighting theyre all fighting the same because one of the features of food, we dont eat any more calories from one year to the next thats a key feature so what we have is we have had restructuring going on and the biggest event is great for the discounters. Over 10 market share and thats come at the expense of what we call the big four players. And they have just eaten into their sales. Because food retailing is a very thin business with high degree of fixed costs, you lose a little bit of sales, you lose a lot of profit. Its very sensitive to profit changes. So while they keep sucking sales theres going to be some there. Are they profiting successfully yes yes they are like all businesses sometimes it ebbs and flows but they have been making very good margins over recent years and had a major impact on the profitability of the big four. I want to start with the u. K. , as a marketplace theres a very, very high proportion of shopping whether thats groceries or other sectors done online by consumers here in fact the highest in the developed world. A, why do you think that is . And b what does the situation in the u. K. Tell you about what may happen elsewhere whether thats in the u. S. Or europe . Great question. First of all, lets make a clear distinction between grocery Home Delivery and nonfood. With general merchandise its cheaper to run a Home Delivery operation than it is to run a store. So it becomes hoa disruptor and disrupted the economics of that industry with food retailing its cheaper to run a store than a Home Delivery business because when youre running a Home Delivery business its very come pplex you have may 50 or 60 different products going into the order so the picking process is complex its multitemperature so you have chilled and you have frozen and you have protect those products so the amount of turnover that each van can carry is actually quite limited and the vans cant get any bigger because theyre going into residential areas. So its a whole series of challenges there so with Home Delivery will develop further. Its about 7 market share which is high compared to internationally. Why is it so high in the u. K. . The u. K. Is higher than most because it has one of the key features for the success of Home Delivery which is dense population because 3 features which you need for successful grocery Home Delivery is goodb buying powera high basket size, so a high gross profit and drop density so that you have fewer physical examinationed cos fewer fixed costs so you need people ordering in the same place i live in a small village and i see six or seven different competing vans driving through my village its crazy rather than having a cons consolidator that could dleliver if youre an investor look around europe, where are there markets that you think could see huge growth in this area to the extent that we have seen in the u. K. Of Home Delivery . You have to look at the features and thats this dense population after 20 years it comes to the market in the last ten years they added over 10 of the market share so the discounters are growing faster than the entire market and theyre the disruptor and not the Home Delivery. Thank you for coming on this morning. Really appreciate your time. That was global head of Consumer Research at hsbc Deutsche Bank is expected to cut as many as 20,000 jobs as part of a Restructuring Plan that will see it greatly shrink its Investment Banking unit. According to several media reports it will cost up to 5 billion euros and koul dricould them to a net loss this year it will be put forward to the banks Advisory Board this weekend and my colleague thats been following developments very closely in recent months joins us with more detail. Is there any easy answers as to why a share is not significantly reacting to this news so far today . Because that number has been floating around already for quite sometime and also its actually not too high given what Deutsche Bank is planning on doing. Its planning on shifting up to 50 billion euros, that would probably provoke quite a lot of valuation and then up to 20,000 people in the Investment Bank would also cost a lot of money so the number is still in range. Analysts and investors were looking at anyway and the second part of that is potential caps inside the bank. Of course theyre suggesting that theyre now planning on lowering it up to 12. 5 or 30 its not the end of the world but theyre freeing caps and as i was saying earlier, they prevent another increase and shares are trading very close to record lows. So this weekend will be apart of deutsche and the Supervisory Board is meeting on sunday probably also fgoing to see mor personnel changes. And the head of Investment Bank is allegedly or reportedly going to leave and its set to be closed down with that back to you. Thank you lets take a look at the european markets and see how theyre baring its slightly in negative territory. In germany, higher by tenth of percent. Potential take over by bain and carlyle and the ftse mib is around half a percent higher investors looking to italy now because of this decision not to pursue an excessive deficit. Lets look at the currency while were at it. The euro is trading stronger against the u. S. Dollar as is the pond this morning. Its up to 1. 258 lets talk about the 4th of july what is the celebration . This year well see the 103rd annual nathans hot dog eating contest. That takes place in coney island in brooklyn. Last night, competitors gathered at the Empire State Building for the weigh in ahead of the tournament 11 time champion, jeremy chestnut, he is the favorite to win at 101. He weighs in at 216 pounds thats just under 100 kilos. The womens champion came in at 114 pounds the top five will share a 40,000 prize. Thats around 120 a hot dog by my calculations. Many of you may have felt this personally across the european continent it bested the previous record for the highest average temperature set in 1999 by an entire degree celsius according today at a released by the eus Climate Change but leatest heat waves are more than 10 Degrees Higher than quote, unquote normal to discuss what this means, im joined by the policy and Communications Director at the institute on Climate Change and the entire what is Global Warming on a daytoday basis and these extreme temperatures mean fo government policy in a country like the u. K. . The heatwaves are bringing home to people the fact that the impacts are already here and last weekend we had a temperature of 34 degrees celsius in london. Thats 93 fahrenheit and although most of the time britts like the hot weather and going to seaside and the sunshine its a deadly combination now cities tend to concentrate the heat because they have a lot of tarmac. You have the urban heat island which means the temperatures are higher and the combination of air pollution can be deadly. You dont often see it among Healthy People but its likely that there were more than 100 People Killed across the u. K. By last weekends temperatures. How does the government deal with that . We have to get better at dealing with the impacts because theyre going to happen and get worse no matter how good we are at cutting emissions we have a very big heat wave in 2003 across Northern Europe that killed more than 30,000 people according more than 2,000 people in britain following that, the u. K. Introduced a new heat wave plan to help prepare people theres other impacts as well. If youre in a building and youre working youre less productive if youre outside and you have temperatures like in france, temperatures reached almost 115 degrees fahrenheit this weekend its dangerous to workoutside. So all of these implications of construction business. Agricultural. Agricultural. Even Healthy People can secum to the heat outside. Those are some of the challenges that people goovrndmentes and businesses where are their on tupties in the Technology Space . Where can you go looking for a way to profit essentially from the challenges that we are facing. If we feel the heat one of the things that happen is people put on more air conditioning increased energy use for companies and for consumers. So smart temperature control systems will increase so that youre not too cold during the winter and also youre kept at the right temperature but you dont want to have to rely on air conditioning designing your buildings so theyre not prone to overheating and in the u. K. We continue to build both homes and businesses which tend to soak up the heat and are prone to overheating and we need much stronger enforcement of regulations so that those who build do not only think about the dangers of getting too cold but worry in the summer about risk of overheating because of course the risk of overheating are increasing with Global Warming. These are opportunities or ideas for dealing with the consequences what about when it comes to the causes we have seen the u. K. Government announce it wants to cut emissions to zero in a relatively short period of time. Many people would say thats still far too slow and have taken too long for these decisions to be made but as the economy necessarily adjusts to those targets, how can businesses and investors find opportunity there . So at the moment we are emitting more than 40 billion tons a year of Green House Gases and that is causing this increasing global temperature and all the impacts and changes in extreme weather we have to reduce that to zero if we want to stop Global Warming across the world now countries like the u. K. Have Just Announced and passed legislation in the past month committing to reducing its National Emissions to effective by 2015 and thats in line with projections. If the world wants to avoid that then the whole world will need to aim to a reduction to zero by 2050 which is a huge challenge, but on the other side the consequences of not doing this if temperatures continue to rise, you have already seen a degree of warming so far and already the Global Impact is that we will see increasing impacts and risks of thresholds. Thresholds are critical in the climate system which could trigger unstoppable warnings which together are more than 30 million. Thank you for joining us this morning. Well, in the midst of that rather heated summer temperatures here in the u. K. , the fairy tale continued for coco gauff as she made it through to the third round of wimbledon with another impressive straight set win. She followed up her victory of Venus Williams in the first rou round. Separately the womens u. S. Cup final between the netherlands and the u. S. A. After the dutch overcame sweden in extra time. The crucial goal following a scoreless 90 minutes the netherlands is the reigning european champion and will play in its first World Cup Final when it goes up against defending champion, the usa on sunday in the last hour, chelsea announced a new head coach while one of the favorite players of the last couple of decades Frank Lampard will take charge of the team on a threeyear colleagdeal. He is back at chelsea as head coach. Maybe the only surprise is he only had a year in management but chelsea has been courting him since he left for juventus a couple of weeks ago. Its good news for chelsea in the midst of a testing time for them at the moment appealing against a two window ban in the transfer market thats gone to the court of arbitration for sport cant necessarily sign any players. They lost their best player in hazard that left for real madrid but the good news is chelsea fans and the club in general because frank lamb pardpard is k he is the first one thats english. So they have gone down a different route. They have normally gone for a tried and tested name. Someone thats going to bring in a different brand. Frank lampard only had one season as a manager. He lead to a championship playoff but they fell short. Hell bring back with them, im lead to believe, part of his coaching staff, j. D. Morris that was a formerchelsea player as well and very bright and up and coming coach this is an interesting tactic for chelsea at the moment because they have him rejoining as well the past couple of weeks. Its a technical performance as well donald trump is marking this years 4th of July Celebration with a procession with tanks and fighter jets but the president is facing backlash for the cost of the event how much money are we talking about and why is it being spent in this way .
