Where a plaintiff was reclassified from a Level 2 to a Level 3 sex offender, the reclassification should be upheld because (1) the element of compulsive behavior in factor two was satisfied and (2) no prejudice resulted from the erroneous consideration of factor 24. “This case concerns the reclassification of John Doe, Sex Offender Registry
