"To be clear, we have zero tolerance for displays of conscious bias and overt racism," said Mike Ruta, Winnipeg’s interim chief administrative officer.
"If an employee is found to be intentionally targeting anyone within the workplace based on any human-rights characteristic, such as their race, gender identity or sexual orientation, we will act swiftly and there will be consequences," 
Ruta detailed several steps the city is taking to combat racism during a news conference Wednesday.
