Canada should debate notwithstanding clause's existence, says Liberal MP

After the Bloc Québécois forced the House of Commons to vote on the legitimacy of provinces' right to use the notwithstanding clause however they wanted, Sameer Zuberi says it's time to rethink the constitutional power.
