California woman who promised to help rebuild 2018 Paradise fire survivors' homes for as little as $30,000 is on the run facing felony fraud charges after failing to complete their houses five years later

Tricia Cohen, 62, has a warrant out for her arrest on 16 felony counts of fraud and operating without a license in Paradise, California through her construction company.
