The Union Home Ministry has notified rules for the implementation of the Citizenship Amendment Act (CAA), which aims to grant Indian citizenship to persecuted non-Muslim migrants from Bangladesh, Pakistan, and Afghanistan who arrived in India before December 31, 2014. The rules include an online application process through a designated web portal. While some, like All India Muslim Jamaat President Maulana Shahabuddin Razvi Bareilvi, have welcomed the law, others, such as AIMIM chief Asaduddin Owaisi and Congress leader Jairam Ramesh, have criticized it as divisive and unconstitutional. Kerala and West Bengal have announced they will not implement the CAA.
