Solving the garbage crisis in the capital has failed and the one responsible is Sofia Mayor Boyko Borisov, Bulgaria's President Georgi Parvanov said Thursday.
Mr Parvanov told reporters that the main problem is that no waste treatment plant has been built over many years of a looming crisis.
