Bougainville says PNG dragging feet over covenant

The autonomous Bougainville government (ABG) wants to delay the next meeting of the Joint Supervisory Body with the Papua Guinea government, claiming Port Moresby is dragging the chain on drawing up critical constitutional regulations.
