Bombay High Court raps NTC for delay in speaking about modernisation of 4 Mumbai Mills

The Bombay High Court was hearing a petition filed by Rashtriya Mill Mazdoor Sangh in 2017 with the only grievance that the modernisation of four mills had not taken place since 2006.
