And surrounding counties are playing a large role in this National Drama as the votes are being counted. Right now, as expected, joe biden has taken the lead. I think that we will continue to build. I dont think there is any drama about that. Most of us who have been in politics know exactly what those mailin ballots will yield. Right now, it looks like joe biden will broaden his lead in pennsylvania. David we want to count all the ballots, we all agree with that, but we heard joe say it is pointing in one direction. We spoke with ed rendell yesterday, and he said he things it will be an 80,000 margin for joe biden. As a political scientist, does that sound plausible . Jeanne i think it does. Joe biden could win with an even larger margin than donald trump won pennsylvania in 2016. The number he gave you yesterday sounds about right. We know the ballots being counted now, absentee mailin ballots, are going in the 70, 80 range for joe biden. Those are lifting his numbers. That is why we have seen him come from a deficit to being in the lead. As much as we have been talking about how the pollsters got it wrong and they did in some ways in terms of the red mirage, we have seen that play out in the midst of this pandemic. Democrats tended to vote by mail, absentee. Those counted last in states like pennsylvania. What seemed red is now moving glue, and that is why we are where we are now. David when you talk about absentee ballots, i am mindful there is a legitimate legal dispute pending in pennsylvania about which ballots can get counted, specifically those postmarked by november 3 but were not received within three days after. If that does proceed, goes to the Supreme Court, maybe they take it up. Could it make the difference . Joe i dont see it changing the outcome of this. At the end of the day, the hope is that for everyone who did vote, that their vote is counted. That is what makes america the special place it is, we all have a right to vote, a right to be heard, and our goats are supposed to be counted. I suspect this will not change the outcome of it. Those ballots coming in have been overwhelmingly for biden in the mail. I dont see anything happening but seeing his lead grow. I think governor rundell was right. Lead,ld see a significant up to maybe 80,000 votes, by the time it is done. David as much as some of us would like this to be over, it is not, and we have a ways to go before we know the answer. Assumesame time, lets for the moment that Vice President biden becomes the next president. Lets further assume that the senate may not have a majority of democrats. What does that say about the policies that a Biden Administration could and would pursue . Jeanne both of those are fair assumptions at this point. The types of policies they would be able to pursue would not be the ones that the democrats necessarily wanted them to be able to pursue. If you are thinking about Something Like a Supreme Court appointee, even progressives on a president bynum cabinet, those things are going to be off the table with Mitch Mcconnell controlling the senate. Also things like a potential green new deal. They canft with things agree to, republicans and a biden white house, things like infrastructure reform, maybe tax relief for the middle class. But the sort of taking back what donald trump did in terms of concerted way that joe biden was talking about, medicare for all, those things will be difficult for him to get with republicans in control of the senate. Democratssay, i think are looking at several years before they have an opportunity to take back the senate, if they dont get it in 2020. To thewhatever happens specific numbers at this point, i think it is fair to say one thing. We have a divided country. Those who thought there would be an aboutface away from donald trump and the conservatives are being disappointed. The question is, can we bring the country back together in the center . Ne suggests it will be impossible without it, is there hope for governing from the center with President Biden, if that happens . Joe you raise an excellent point, the point that i was making in the weeks leading up to the election. I predicted that the election would be closer than anyone thought because the polls were not accurately taking into account bluecollar noncollege educated whites whose support for President Trump remains very strong. Among do better africanamericans, got about 12 of the vote. I said earlier if he could improve on that number from 2016, that would make the race closer as well, but not enough to win the election. Joe biden will be the next president of the United States. I was encouraged when he said a couple nights ago, he may be elected as a democrat but will govern as an american president. That is the hope for the country, that we can care for each other, love each other despite our differences. Differences in policy. And work together. That is what i wrote about in my book, but that is the hope for america. I hope that we can get that done. Certainly, joe biden is saying the right things. Do we have reason to believe the republicans would be willing to move toward the center . I dont know where President Trump will end up, maybe he will still win but assuming that he does not, i dont see him joining hands with joe biden. What about other republicans on the hill . Is there any reason to hope that they will say it is time for us to come to the center and agree on things . Jeanne i would hope so, and i would echo joes words, im not convinced that we will see that. The big question is if we see Mitch Mcconnell saying what republican said when barack obama said, which is we will say no at every turn. We may see that again. There is not a lot of incentive for them to do much beyond what is in their benefit, like infrastructure or mild tax reforms. Im not convinced that they will see some sort of kumbaya between the president and senate, im sorry to say. We know how divided government looks, we have been in it a long time, and im not convinced we will see much different. I also think to an extent, that helps Vice President biden. People have a reason to resist that progressive push that would have come if the democrats took the senate. David you saved the body and me and the audience from joe singing kumbaya. Consistent with what we have seen all week. Dow isin the snp and below average, while above average for the nasdaq 100. The nasdaq is up 9 for the week, the best week since april. That comes on the heels of its worst week in march, following lessthanperfect earnings from four of the five biggest tech names, as well as a sense that the rally went too far, too fast. The biggest equity rally has been this week. The u. S. Trails global equities. The european stoxx 600 is up 7 , but it is actually outperforming the s p 500 when you account for currency moves. No matter who is the president after january 20, it looks like we will be dealing with covid19. Do you have a sense of what needs to be done, what changes need to be made, and whether joe biden is likely to take us in that direction . Dr. Adalja there are a lot of actions to be taken. We lack the ability to test, trace, and isolate. We dont have Public Infrastructure to contact tracer. Some are telling people to Contact Tracy ourselves. Some hospitals are compromised in el paso, texas, wisconsin. We have to work on our Hospital Systems ability to respond. We have Nursing Homes getting engulfed. There are many challenges we will have to face. The current president still has a lot of work to do to get this under control. If there is a change in administration, i think there is a chance to get this on a better track, so there is a willingness to look at these policies and realize how disruptive this virus has been to our lives. David how big of a role can the president play with respect to cdc, nih . How important is it who the president is to that question . Dr. Adalja it usually isnt, but for the last four years, we have seen some of these Public Health agencies, especially in the pandemic, having to express realty to the president , rather than to the facts. We saw the cdc put in a backseat position and basically handcuffed, where everybody secondguessed their guidance because nobody knows if they have been politically manipulated. Saw the president and hydroxychloroquine and other treatments. We have seen dr. Fauci be attacked continuously. This can change overnight with a change in leadership, where expertise is actually respected, where the scientists can put together a plan that can be followed and not be something that has a lot of politicians hands all over it. That part of it is easy to fix. I think it would go a long way because people would trust the process and we would have a coordinating agency like the cdc this, as things like they have done time and time again. David the president has put an awful lot of time and effort and money into developing a vaccine as quickly as possible. That a bidenrisk presidency may delay the time for a vaccine . Dr. Adalja hopefully not. Operation warp speed is one bright spot to the administrations response to the pandemic. Many of us have been arguing for a program like this that would accelerate countermeasures against Infectious Disease threats. We actually want to see it expanded to other Infectious Diseases. The model seems to work. I hope that Biden Administration, if there is to be one, puts resources into it and scales operation warp speed, and makes it a paradigm of how to respond to Infectious Disease threats. David we have watched the surge of the virus in europe, and President Trump is not responsible for that. Does that tell us about the difficulties of getting our arms around this disease, and is part of the compliance . Dr. Adalja it is, because it spreads so efficiently from person to person, sometimes with no symptoms at all. That makes it almost uncontainable by definition. What we saw in europe and other countries is overreliance on shutdowns, that the buyers would this appear, not realizing that this virus is with us. The key to moving forward is developing an infrastructure to take care of the cases as they come and keep them at a pace that does not overwhelm hospitals. We have to develop testing, tracing, isolating, better diagnostic tests, some thing that allows us to live with it and gets us away from this false alternative of shutdowns on the one hand and putting hospitals in crisis on the other. David what explains what is going on in new york . Lets make this local to us. We are seeing an uptick as well. Our numbers are around 1. 3, the highest since may. Yet, Governor Cuomo has been pretty aggressive in trying to limit our activity, where there are hotspots, wear masks. Why isnt that work better in new york . Dr. Adalja even though new york got hit really hard, you didnt reach herd immunity, so the virus was going to come back if people started to lead their guard down. We know in certain neighborhoods that became hotspots in brooklyn, queens, there was very low compliance with masks, people were having gatherings together where the virus was spreading. People are letting their guards down. The virus is not going anywhere, so we have to be vigilant until we have new tools. Just remember that we are in a pandemic and using the common actions, wearing a mask, washing your hands often, that is how we get through this, along with testing and tracing and isolating. David we are up to 126,000 cases a day. Are we heading toward taking mortar conan steps . What are the chances we have a National Lockdown . Dr. Adalja the only reason lockdowns happened is because we were in a bad place in march and april, where we had no ability to know who was infected, who wasnt, because of the failures of the federal government in february and january and march. At least we can have some understanding of what the spread is in a community now. We have the ability to do some Contact Tracing and understand what is driving infections. So we can intervene on those activities reading the infection rather than blanket procedures. I dont think we will return to any kind of National Lockdown. I dont think its advisable because of all of the cascading negative impacts on the health care system, as well as the fact that the economy boils down to peoples lives, and we cannot sustain that approach. We have to build infrastructure to live with this virus. That will be testing, tracing, isolating while protecting vulnerable populations, and at the same time, making sure the population is practicing those things that we have been pounding over their heads. We had a conversation around last week where we said, the more people that participate in the democratic process and vote, policies needist to be. That is what we are seeing. When few people participate, then the more extreme activists in both parties have more sway and power. One of the inspiring things about this election has been how many people participated and came out and voted. While the blue wave did not occur, i personally think divided government is always the most productive form of government. Frankly, less gets done in washington. In general, less should be done in washington, thats my personal view. Clearlyink biden understands, given the coalition of voters he put together to win, given the number of voters who still voted for President Trump, knowing everything but clearly not being attracted to, or comfortable with more progressive democrat policies, i think president elect biden understands that he has to govern as an american president , he needs to unify the country, and he does need to steer the nation down the middle. David it strikes me that there is a delicate balance here between on the one hand, a divided government that is more moderate, and a donothing government. There are some things that we need, including fiscal stimulus, or more important perhaps, a real approach to dealing with covid19. Is it possible to be effective as a leader in washington day from the center today from the center . Carly lets hope that we relearned that art of collaborating and governing from the center. Generally speaking, it is what has worked best in our country, but i also think its what the American People want. You are right, we need a stimulus package now. Despite the betterthanexpected jobs claims and the rest of it, it is also true the Labor Participation rate is falling. There are hundreds of thousands of men and particularly women who have given up on the labor force altogether, that the longterm unemployed are rising. We have a lot of issues with our economy. We need an approach to covid. Ingoodness, we are literally outofcontrol community spread, passing record after record day after day. And we also have some unfinished business. We need an infrastructure plan for this country, for example. President trump talked about it in 2016, never did it. We actually need to get around to doing it. So, yes, there are some things that government needs to come together on. Republicans and democrats need to come together on and get done. David before we can get to governing from the center, we have to get past this election. Can we pull the country back together again . I daresay donald trump will have an important say in that. We just have a statement from President Trump where he says americans deserve to have full transparency. He also says that he will pursue this process through every aspect of the law. It is certainly within his right to make sure this is all done properly. Transparency we have to agree with. I wonder if maybe the president is backing off a little bit from it is all a fraud. Carly i certainly hope so. Of course we want the process to be transparent, which is why there are accounting observers from both parties in every single place where boats are still being counted, and where they were counted on tuesday. That has always been the case. Of course, any illegal irregularities need to be investigated and resolved, if they exist. But as i tweeted this morning, and our country, if you study history, passions have always run hi, divisions have been real, protest is a legitimate expression of grievance, but never before in the history of our republic has an american president declared an election a broad or demanded that fraud officialsthat voting stopped counting official ballots. A president of the United States should not do that. It is deeply divisive. Lets hope the president is backing off. Joe biden will have his hands full. I remarked recently that the single Biggest Issue facing our nation is our unity, and i believe that. It is why i endorsed joe biden way back in june. But it is also true that democracy is working. While the president s words count, citizens votes count more, and democracy appears to be working extremely well. David finally, i want to come back to your expertise in leadership. Evans the boat is still going on, still about 100,000 that have to be counted vote is still going on, still about 100,000 that have to be counted before an official call. People have to be the excited that this is starting to be over and we can get to the real work of health care, police reform, violence, issues around economic development, jobs, things of that nature. People want to get to work. The people have spoken, have given their point of view, but it is now time to get to work and bring people together. Dynamicn election, a election, no matter what side you were on. We have to get together and make a difference. That is why its in the best interest of not just pennsylvania but america in general. David talk about that work and how you get it done. People have spoken, and i think what they have said, we dont want it to be all red or blue. Which would tend to indicate a move toward moderation. Some of the most progressive policies appeared to have been rejected. A president perhaps biden in the white house, perhaps republican senate, and a house that has fewer democrats than before. Is it possible to get that work done if you really have to come to the center . Rep. Evans the answer is yes. It is int the interest of the voters. The constitution says we the people, and we have an obligation to get something done. The chairman of the Federal Reserve said we should go big and bold. I dont think he is a democrat. The fact of the matter, when he says Something Like that, and we look at the economy, the connection to the virus come in terms of how it affects our economy, that cannot be ignored. Biden has president it right, you have to address the health issue. In addressing that, you address the economy. You can do both. I dont think it is either or. For those who do, i think thats a mistake. We have to do something about jobs, business development. I sit on the ways and means committee, im vice chair of the Small Business community committee. I understand the importance of making this economy work. That is the name of the game, how do you make it work, how do you bring people together to make it work . I hope that i can contribute in ways to find ways to being resultoriented. David maybe there is a pathway laid out, although it was not done. In the legislation talked about, proposed by speaker pelosi, and i think considered by secretary mnuchin, it included money for both covid19, the health care issue, testing and tracing, and money for Small Businesses to get the economy going. At the same time, they could not come to an agreement on how much and what it would go for. What are your hopes for the lameduck . Is there a realistic chance to get something done before the end of the year . Rep. Evans the answer is yes. The groundwork has been laid. The speaker of the house, the secretary of the treasury laid the groundwork. I dont think we have to start over again. We should build on what we had. We should build on what we had biden. E toward president america is the greatest country in the world and we to build up. We need to stress to people the importance of working together. Whatieve that is very much soontobe President Biden talked about. He talked about the soul of america. I believe bringing that civility is a very important thing. It is not to be taken lightly. Is an adult behavior we have to have. What that means is, we all have to be in this together. We cannot be spectators. You cannot be spectators in democracy. That is why you vote, and then after you do things in your community, neighborhoods across america. We try to be our brothers and sisters keeper. Some are doing well, some need help. You cannot leave those people out that need help. We had an election, it was a whole year. All kinds of debates and those sorts of things, but the voters have spoken. We must do the complete count, and then the count should be the determining factor by who is in the particular position. There is an election right around the corner. I dont want to shock anybody, but there will be another election. You have to keep them in perspective of the challenge. Not just the challenge to america, but the challenges we have around the world. We cannot forget about the rest of the world. Have youreal treat to with us, congressman. A key part of the democratic strategy for this election was rebuilding the socalled blue wall across the rust belt. It appears to have accomplished that task with wisconsin and michigan going for joe biden, and pennsylvania headed apparently headed in that direction. We welcome someone who was committed to have the midwest workers turn out and vote joe biden. Is the president of the aflcio, representing 12 million workers. Too simplistic to say that you got the blue wall backup . Richard Member Support for biden grew over all, and in specific states, and savino, wisconsin, michigan, arizona, nevada. In the battleground states, Union Members made the difference. Support data was about the same, but the support for biden grew in the election, and the numbers grew as well. David do you have a read from your members why they came out to vote, what do they care about most . Richard i think a number of things they cared about. The first thing was their health and safety viewed the essential worker still on the job are worried about covid, their safety, have not gotten the help from osha or this administration that they should have. Members are also concerned about jobs. We are still down 12 million jobs from where we were, unemployment is about to expire. They are looking for covid relief in that, and the health and safety. David lets talk about the world going forward. People were talking about a blue wave, in which the senate would go democrat, majority democrat, the house would hold or even add seats, and a democrat in the white house. That didnt happen. At best, the senate will be 50 50, possibly majority republicans, and the democrats lost house in the house of representatives. What does that tell us about what the American People want . Richard if you compare this to 2018, it wasnt all that much different. In 2018, we said it was a great wave. Now expectations for this election were set high, probably way too high. Over 4u have is, million, a vast majority of people in this country voted for biden, they want a change in the direction. Think what they want here is somebody who can work on the problems. First, solve covid. Second, help with the economy, get people back to work. Third, attack systemic racism so that we can have a fair system that works for everybody. What union and nonUnion Members want across this country, and i dont think it varies much across the country.
