I believe that he did. In the near term, the u. S. Economy faces challenges. Trajectory of the very sharp that we saw ind the Third Quarter of this year, it is clearly moderating somewhat. As we head into the first half of next year. Unless there is a medium full turnaround, expectations of a vaccine, or expectations of a vaccine. I think the trajectory of the u. S. Economy is likely to slow down. I think that is the key message that powell was trying to make. Being willing to provide and you ever it takes to support the underlying growth story. Ultimately what is happening with these various states which have not yet delivered their states not let over there results, it seems a little bullish. I think that is one of the reasons probably why Foreign Investors have been concerned about investing in this part of the world. I suspect that that is likely to reverse in the first half of , as this, 2021 environment starts to gain traction in the Investment Opportunities appeal. Is there clarity now for money to be employed for money to be deployed . In a lump of new initiatives we have launched in the last couple days, for example, the crossborder train trade finance linkage platform and the cpd see developments together with the bank of thailand and other jurisdictions. Thats why we have this crossborder initiative from the bank of thailand. Reporter and the pboc potentially is one partner that can be signaling what steps are being taken to further that goal. In many ways, this is the heart and soul of the bank and this is where we launched our most , toing edge digital bank have a chance to both celebrate that but forget about the celebration, lets move straight into what we can do from here and continue to build on this set of tech capabilities and develop fintech partnerships, which is a critical part of Everything Else we do in the new banking space. Its a fantastic opportunity. Of course, im delighted to be here in town while its still happening. David i bank with you guys as well. Im curious and a lot of people are wondering, what is the difference . Theres a virtual bank and a bank like yours that has a significant and extensive offering of services on the app and online. What is the core difference . Its a good question and theres a lot of ways to think about it. On one level, virtual bank is that which the regulator has defined. In hong kong, the hkma said we will have a different banking license which is tootle only. You cant digital only. You cant have branches. We will open it up to different people. They set other things like we will hold virtual banks to the same standards as we hold conventional banks. As far as i can tell, they have done that in every regard. Is a distrust of regulatory allowance. Even without a regulatory steer, many people have said digital banks of their own accord. Is intended to target a population thats happy with a digital only experience. Usually a mobile phone only experience. In many cases, not even accessible on a desktop. To have a mobile only banking set up isnt cheaper. It can be more streamlined in terms of the user experience. It is cheaper to maintain. If you are targeting a millennial audience only interested in banking on the phone in the first place, why create capacity to access on the desktop much less branches . Some people set up standalone digital banks entirely on their own, nothing to do with regulation. Banks have Digital Offerings inside and alongside conventional offerings as Standard Chartered does at every location. For example in africa, we launched nine different banks in nine countries. At all of those, we have a Branch Operation alongside a digital bank. In some countries, where we started, like the ivory coast, we have a Single Branch and no meaningful Retail Business beforehand. If you want to, you can go into the branch, go to the teller, get advice and open an account. But you dont have to. Whereas kenya at the other end of the spectrum, we have an Extensive Branch Network in the Digital Offering is sidebyside. For many customers who might do 99. 9 of ranking online and happy to use a mobile phone, they would like to know that if they need to, there is a convenient branch. David or when they need to see a tyler. Teller. Or they need some advice or having trouble with the app, whatever. Theres a full range of it. Me to thet takes Regulatory Framework. I can imagine its a headache because its a moving target for regulators. This week, we should have seen the biggest ipo ever but it got pulled because of regulatory concerns. Do you think because this is such a new space that the risk is overregulation . I would not say thats the risk right now. If you ask if there is a risk banks are overregulated, i would say yes. No question. Virtual banks could end up no different than conventional ones. The regulation in hong kong is every bit as rigorous in the virtual Banking Sector as the conventional. The virtual banks are offering fewer products at least at thoughts outset so the interaction is probably less. I would say the focus is on making sure they are treating customers fairly, the way we are dealing with compliance, account opening, things like that, are the same. I think in most markets, they continue to do the same. In china, the Big Tech Companies like alibaba, tencent and we chat, they set up early and move quickly into banking space. When the thoughtfulness around nonbank regulation was at an earlier stage. Its not surprising as they acrossbig and prevalent the Chinese Consumer market that regulation is catching up a little bit. I guess from what we see out of the regulators in china, that they will take some actions to align a little more than the nonbank sector. David and no signs of dipping their feet into the virtual banking space in china . I think maybe there was one virtual banking license granted but it hasnt been granted yet. It is a joint venture between the chinese entities. We have an extensive digital operation in china and off the main bank license. We have a particular focus on Wealth Management with a marketleading app for Wealth Management products in china where Chinese Companies as customers can buy products. Theres still limitations on how much International Product a customer can buy but we would take every opportunity either alone or with a partner to expand that if we could get the regulatory permission. As you know in hong kong, we partnered with pc cw and trip. Com. We did that because we wanted to have a broader set of user expenses and broader scenarios for customers and we have been extremely happy. Could we do Something Like that in china at some point . Absolutely. David i know you are looking to have one in singapore. Do you have an update . Not really. Of course we have very active discussions with the regulator in singapore. The right time and right way to have a digital license, we would do that in partnership with a strong local partner. We would do that. Very high ratings and app stores and Customer Feedback and opening numbers. People are using them to pay for their purchases. We are happy with how that landed. It feels like a pretty good starting position for singapore banks, should we get one. In singapore, it has not yet granted any digital bank licenses. Fair enough. Something else is happening this week. In 24 hours, we might get the new u. S. President. It might be joe biden, it might be donald trump 2. 0. The consensus in this part of the world and one of your greatest markets, china, the core position does not change. What is the assumption from an operating perspective . Do the tensions escalate . How do you manage that . Consistent with your conclusion, tensions will remain. For better or for worse, across each of those parties, theres enough divides within the parties that have been critical of china. I think the signal is they also dont see a big difference in the case of a joe biden win, with or without also a switch in the party in the senate. Is thatould expect biden would take a couples but steps that would be different should he win. One is different engagement. Probably consistency of engagement. Tohink biden is likely rebuild some of the International Alliances that have become frayed over the last four years, whether that is europeans or japan and korea, which in many cases are in quite good shape, but in others there are visible signs of strain. Perhaps you would reconsider he would reconsider a trade probablys, which are helpful from the u. S. Perspective. Im an optimist. My hope would be with an element of engagement in china and the u. S. , they would begin to act on what they recognized to be the underlying case, that with the world and each country operating rather than truly competing. David it is something that will likely remain, the strategic rivalry here. Just to pivot again. You guys have talked extensively about how you have managed to shore up a fair amount of cash. Are you and dividends, guys going to do it . Theres a function of a Regulatory Framework as well. Is that the only Thing Holding you back from either buying back stock or a dividend if it is simply the regulator . It is always an important decision and i would never preempt the decision. If we are able to at the board, which wont happen until early next year, of course by that time we will know with the fullyear earnings are like. We will have a much better read on how the quite substantial expected credit loss in reserves which have not materialized and losses. For the most part, for cautionary reserves including management overlays on top of what the men models would suggest. Of thet because a environment. Hong kong and singapore clearly in the recovery mode. Etc. Very little tourism, and the loan delinquencies we saw have come right back down. That is encouraging. ,ther countries in asean malaysia, and in different ways india, have Payment Options that have come off. Early signs are encouraging that customers are able to get current again on outstanding debt. If that turns into the prevalent outcome, we will say we were cautious in terms of the loan requirements which was appropriate and we remain very well capitalized. So we will look at earnings and liquidity, all of which looks ok right now and why we said we would like to consider resuming distributions in the early part of next year. David very quickly. All indications point to the fact that impairments are continuing to go down . The loan impairment number has gone up, but they have come down from the first, second and Third Quarter. Where we took a cautious stance in terms of what the future losses could be, the early data points that are coming in suggest it wasnt that cautious but it is early days. We will see how it settles out. We are getting into the second phase of major lockdowns in europe so who knows what will happen in the u. S. First at the election level, but if joe biden wins, will he take a different approach . The answer is yes but how much of a difference will it make . Do you want to stay . I said from the beginning i wanted to get the job done. We have gotten setback. With the pandemic. It setback the timeframe on which we couldnt hit the financial targets. The underlying progress is as good as it has been at any point in the last five years so i feel very good about the ability to deliver on commitments we made and very good about the actions we are taking to continue to grow our crossborder business and multinational corporations and back to the core of this discussion is to digitize under that adds to our value. Keyrter it is down to four states. One to watch is arizona, which was already called for joe biden by the Associated Press and fought, but his lead over trump is narrowing. A new batch of data out of the largest county showed a bigger gain for trump so we have to keep and there. Assuming joe biden does hold arizona, he would have 264 he. Toral College Votes would only need one other seat to clinch the presidency. That could be nevada where he is deleting, but we arent expecting new results he is leading, but we arent expecting before georgia and pennsylvania. Georgia, it is notable that trumps lead is now less than 2000 votes. Cnn has reported that clayton county, a democratic stronghold, is set to release results of another 5700 uncounted ballots by midnight. That could shift the balance but it will be close. A Georgia Election official says its more than likely they will have a recount. In pennsylvania, biden leading 50,000. s lead, under we know the president has taken legal action, multiple suits in pennsylvania. Want to stop the vote which was not really a victory for him. The judge did allow people to observe the vote at a closer length but others have been thrown out. And ultimately according to President Trump, he says this race will go to the Supreme Court. A couple hours ago we heard from fed chair jay powell about this backdrop of the election. He was careful with his words. Reporter he certainly was. Chairs are supposed to be independent. He made it clear. Also as he was clear last summer, the economy needs more stimulus. This is a time we dont even know who the president is. Possibly get past the gridlock . Lets listen to what jay powell said so artfully. Chair powell im very reluctant, as you would imagine, to comment on the election directly or indirectly, other than to say its a good time to take a step back and let the institutions of our democracy do their jobs. At the fed here, we will always continue to do our jobs and serve the American People and use our tools to support the economy in this time. Reporter jay powell made it clear the u. S. Economy continues to recover. Household spending has been strong but it is losing its pace a bit. It is more moderate and slowing down and virus cases are surgery surging. Thats my personal opinion. I think it will be a benefit to the chinau. S. Relationship. I think it will be calm her heads will be discussing the issues that seem to be the problems. I think that will really take a lot of the heat out of the problems we are facing right now. Having said that, i think china can withstand either candidate because they are doing better than any country at the moment and they have a huge domestic market to keep them propped up. But i think it would be better for a change in government right now. Rishaad would it be more a change in style and the way its presented, rhetoric might be different under a biden presidency, but the core message might be exactly the same, we now have bipartisanship with regards to the view on china and trade with china. Yes, but i think what we have at the moment is confrontation. You have mike pompeo running around the world trying to drum up animosity toward china. I dont think that works. I dont think it has ever worked. It just makes both sides more polarized. I think if we can just get someone who can understand china a little bit and a little bit better and actually talk with them, i think everyone would be better off and the entire world really as far as trade is concerned. Thats what im hoping for, that there will be a dialogue and they will get these things have. I have lived out here in asia for 57 years. I have watched the china miracle take place over these years. I have seen seven different u. S. President s. Well, if biden gets elected, it would be seven. Four different chinese leaders. There have been all kind of issues, but they both seem to grow. Both countries seem to world grow and the world as well. I think they can get through it if they Start Talking and stop confronting each other as if they want to fight. Theaad tell me, you are front line of the Logistics Industry. How has that been impacted by the tariff war and the phase one deal . Is, of courset the glowing pandemic and ensuing economic downturn, to put it mildly. What are you seeing . Theirst of all, i would say Logistics Industry is very broad. We have airlines, shipping, trucking and warehousing. Some segments are doing extremely well. As far as the tariffs are concerned, and never thought they had a big impact. It is really a tax on the u. S. Public, really. The buyers. I dont think it bothered china that much. They might have had slightly smaller orders but there was still a demand in the u. S. And they were paying a higher price because of the tariff. I think that will continue. The pandemic on the other hand has been a problem. Everybody has been locked down and they have not been able to consume or create the general commerce that would be normal in these circumstances. Asthis part of the world, you know, is coming out of the pandemic already. Domestic economies are picking up. Here in hong kong, the buzz is picking up a lot. Certainly in china, the economy is picking up. How the rest of the world handles it and how they get out of it will determine a lot about commerce generally. The Logistics Industry, parts of it are doing extremely well but others, the airlines particularly, are doing poorly. Years in the region. Intimate knowledge of the region and of china. Saying bankse are are elevating xi jinping to the label level of mao. How do you see this driving china in the next five to 10 years and how do you see the u. S. Responding . I think xi jinping is well respected, even though you do get feedback he wants to stay on for the rest of his life, but i think hes wellrespected. I think people have gotten behind him. He has raised the standard of living for almost everyone in china to some degree. The infrastructure is amazing, what they have been able to do. I think hes a wellrespected man and as a leader of a country, knowing all the flaws with that type of government. I think he will do extremely well and continue to build the country. I have to believe having been here as long as i have that his interests are really in the interest of china and the interest of the country and he wants to make them progress much further than they have in the past and they are doing that. And he wants them to be a respected global country, which they have been held back for many decades in the past. Of course, xi jinping bringing supply chains closer to home and that is what the u. S. Wants to do as well. How do you see this playing out and how do you see your business getting impacted . I am a globalist by nature. I have lived out here and i see the action between countries and i dont think that is going to go away. Looking at it simply, you can see the products are made in the most efficient place in the world, wherever that may be and they are consumed in another location. Getting them from a to b will always require a lot of logistical support. Frankly, i dont think countries can isolate and just concentrate on their own. China has a lot of progress. They have a Huge Population and they are getting wealthier. I can understand logistics would develop more in china but i think on an international scale, it will continue without question. I have watched this over the years and we are so integrated as a Global Society that i dont see any chance of that diminishing. Or might be some little interruptions from time to time, but i think we will continue to be a Global Society. I have one question from the new Energy Finance team. Name the one thing that must change after the pandemic. The biggest thing that has to change his peoples confidence. The pandemic is almost a year old and held people back. We are all frustrated and our attitude is kind of negative on a lot of things. Will it ever go away . I think after the pandemic, there is alien demand for traveling and buying things and enjoying life a little more. The key thing is for peoples attitudes to change. I think there probably will rather quickly. Also i guess theres a second said, as bill winters there has to be a better relationship. The United States is always the center of everything. Better understanding between the governments. It cannot just be animosity, whether trade or other issues. I hope the new government will take that attitude and bring countries closer together to them at least and i think it will be a huge change and that attitude can see us make a big bounce forward. One of the banks that has been making a longterm shift, not just for its customers but its employees, has been Standard Chartered. We spoke with the group ceo about Digital Banking and recovery from the pandemic. Isif you asked the question, there a risk that banks are overregulated, that as a yes. No question. Virtual banks could end up no different than conventional banks. The regulation in hong kong is every bit as rigorous and the virtual Banking Sector as it is in the conventional banking center. Virtual banks are offering fewer products. That means the interaction is less. The focus on making sure that they are treating customers fairly, the way they were dealing with financial compliance, things like that. Thats the same. In most markets, they will continue to be the same. Companiesthe big tech , they set up early and moved quickly into banking space. This was years ago, at a time when the thoughtfulness around nonbank regulation was at an earlier stage. Its not surprising, as they become big and prevalent across the Chinese Consumer market, that regulation is catching up a little bit. From what we have seen out of the regulators in china, i guess that they will take some actions to try to align more the nonbank sector with the Banking Sector. No signs of dipping your feet into the virtual bank space in china, while we are talking about it. May be one virtual bank license granted. The bank has not been activated yet. Its a joint venture between two chinese entities. We have an extensive operation in china. Off of the main bank unit. We have a particular focus on management. We have a market meeting at for wealth that is meant products in china. Chinese customers can buy local funded products or international. There are limitations on how much International Product a mainland customer can buy. We will take every opportunity, either alone or with a partner, to expend that if we can get the regulatory permission. And in hong kong, we partnered with trip. Com. We did that because we wanted to have a broader set of user experiences for customers. Weve been extremely happy with that partnership. Could you do Something Like that in china at some point . Absolutely. Singapore . I know you are looking to have one in singapore. Do you have an update. Not really. With theve discussions regulator in singapore. The right time to have a digital bank license, we would do that in partnership with a strong local partner. Technology ande experience that we have gamed from hong kong. We would do that because we are really happy with how this landed. It is getting very high ratings and app stores. Very good Customer Feedback. Very strong account opening numbers. Those accounts are being funded. People are using them to pay for their purchases. We are happy with how that landed. It feels like a pretty good starting position for singapore bank. Should we get one. In singapore, they have not granted any digital bank licenses. We would hope that we would be in the first batch. Fair enough. Something else is happening this week. In 24 hours, we might get the new u. S. President. It might be joe biden or donald trump 2. 0. World, thet of the core position does not change. What is the assumption from an operating perspective . Do you think the tensions escalate . Do they taper down . How do you manage that . Our expectation is consistent with your conclusion. The tensions will remain. For better or for worse. Across each of those parties, theres enough divides. It has been critical of china. The signals out of china is that they dont see a big difference in the case of a biden win. Switch in thet a party in the senate. What i would expect is that biden would take a couple steps that would be different, should he win. There would be an element of engagement that has been lacking , and consistency of engagement. I think biden is likely to try to rebuild some of the International Alliances that have become frayed over the past four years. Whether that is with europeans or japan and korea, which are actually in quite good shape. There are invisible signs of strain.
