The chump the Trump Administration are reportedly weighing in interim unemployment deal that may extend the Unemployment Benefits even if they cannot get the stimulus deal done. Well be talking with republican senator from ohio they are in the program. We will ask him about that. In the meantime one of the biggest questions facing the country is how and when to open our school system. We want to talk to the leader of one of the Largest School systems in the country, superintendent of the miamidade school system, the fourth largest in the country. Thank you for joining us. Lets start with the most basic question. As you go into the fall, what will be using as your principal criteria to decide whether it is safe to bring the kids back into the classroom . Thank you for the opportunity. We are following a combination of cdc guidelines in addition to the department of health recommendations. Most importantly, the information that is generated locally by the local health department. That includes carefully monitoring the Positivity Rate, which a month ago was at 6 and then it shot up to over 30 . It is today 19. 2 . Capacity, the availability of i see you beds in hospitals the availability icu beds in hospitals, which is at a critical state right now of 130 2 utilization. A faster way of getting people tested, faster way of getting results to ensure Contact Tracing is effective. Those elements were recommended to us strongly by a panel of medical advisors, local experts as well as National Experts as reflecting the minimum criteria we should use as far as gating decisions as we move forward. Lets pick on one of those specifically because we talk about it on bloomberg, which is the positivity number. The percentage of people taking tests that come out positive. A lot say that if you are over 10 you are in trouble. You just said you are 19 . If youre close to 19 in the fall, can you put kids back in the classroom . Alberto it would be difficult if we were to look singularly at that criteria. The Positivity Rate most of the worlds following his 5 . 10 . Can standards are it would be much better for us to have the Positivity Rate at 10 or lower for us to return kids to school safely. We are not protecting the health and wellbeing of children, but also have teachers, many of whom are a certain age, and a certain percentage have Underlying Health conditions. Entirety ofg at the the criteria and data. If there are six of the eight elements that have been identified who are all trending into the right direction, then we make a decision that may bring kids back to school. It is the strongest gauge as to the momentum that community spreading has on the community. David i think you have a very difficult job as other School Leaders around the country do. One of the issues is time. We are getting on toward september. People need to plan their lives. Parents need to know if they will provide for child care at home. What is your timeline about when you will have to make a decision about how you will get back to school . Alberto good and important question. Our first day of schooling is august 24. We are contemplating putting it back by one week to august 31. It is my intent to make a formal announcement to our community to give parents and Business Leaders enough time to prepare no later than sometime between july 29 and august 3. Obviously we have a plan to reopen schools. The best place for kids to learn is in a school in front of a teacher. The best way for them cognitively in terms of their social and emotional needs, it is best for students with disabilities, english language avoidrs, but we cannot ourselves from relevant data to Health Conditions in our community. There is a great deal of variability as far as those Health Conditions across the country, even in the state of florida. Most of the state of florida is in phase two, the south Florida Community is still in phase one because we are the epicenter of covid19, with conditions currently similar to those facing china in january. We hope to make this announcement at the end of this month, and then take advantage of the number of options we may develop with parents, which include continuous remote teaching. We have enough devices for every single kid and powerful content guided by teachers. Of five day week schoolhouse model as long as conditions allow it, and then a number of hybrid models that rely on alternating cycles for students coming into and out of school. David as i say, you have so many challenges. You just laid out a wide range of possibilities for schools. That gets very complex. Individual children and their parents to make decisions and either youre in class or it is a hybrid, some remote, all about. All remote. How do you sort that out so it is intelligible to the students and parents . Alberto you do it in a methodical and scientific way. We begin surveying our parents. We have now done two Parent Surveys. One was a general Parent Survey to ascertain their impressions over the last school year as we transition to distant learning. The second survey was School Specific involving all parents explaining the options and asking for a declaration on the part of parents. Opted moreparents comfort with the continuation of remote learning, with 49 of the parents saying if conditions improve we would like kids to go back to school. It also involves a detailed surveying of teachers to understand their viability as a workforce, to understand underlying conditions, age concerns, and to ensure we can engage in the matchmaking process of teacher and student to option as selected by parents. It is a monumental feat, the likes of which we have never done anywhere across the country. We are prepared for it. We have been planning for this. We have had the systems in place for a couple months. Teachers foron the one moment at the conclusion. As i understand it, the Teachers Association in florida has brought a lawsuit saying do not make us go back to class. If you open class, do you have any sense how many of your teachers would show up . Alberto i have not gotten information that our teachers, who are dedicated professionals, would not live up to the responsibility in miamidade. I am aware of the lawsuit. We are not involved in the lawsuit. The reason i have confidence in our workforce is because we began conversations with our teachers as well as other employee groups in our school systems. Bus drivers, for study and, cafeteria workers, to understand the viability some aspects of our workforce phase. We are digesting that, we are building schedules for students and teachers on the basis of models and choices available. As i say that, all of that is contingent upon improved Health Conditions. Let us not forget miamidade is still, alongside breyer, palm beach, and monroe county. We are still under phase one based on local Health Conditions as the rest of the state has progressed to face two. We have to be respectful to the needs of our teachers and we will lead by elevating the moral imperative, the health, the wellbeing of our kids and our teachers. At the same time there are big issues remaining and a deadline about the supplemental Unemployment Insurance. We welcome one of the people involved directly in this rob portman, republican from ohio. Welcome back to bloomberg. Bloomberg reported a short time ago there is consideration among the white house and some republican senators of splitting this up and getting in immediate of the Unemployment Benefits, doing that before the deadline and then taking on the rest of the stimulus later. Is there truth to that rumor . Sen. Portman it is something that is being looked at. The better solution would be to get our act together and get something done by the end of this week. So many of the covid19 related matters are urgent. The most urgent is the deadline of july 31 because it is at that point to the 600 supplement the federal government is putting on top of the state Unemployment Insurance benefit ends. You have a cliff. Most of us agree there needs to be something in its place. Most of us also agree that the 600 flat amount for every worker is not a good idea Going Forward because it is creating a disincentive to work. 60 to 70 of the people on Unemployment Insurance are making more under Unemployment Insurance than they do at work. You do not want to create that disincentive. There are ways to do this where you are protecting people, and make sure folks who lost their job through no fault of their own have the support they need, but not creating a disincentive to work at a time our economy is beginning to reopen safely. David is there a number between zero and 600 you think makes sense . Sen. Portman i do. I think theres is a number that makes sense. More importantly would be to customize this for the individual. In your state and mine, the state comes up with a percentage of your salary, whatever your wages have been, and provides that for the base benefit up to eight cap. That is not what the 600 has been. It is a flat benefit everybody. Connecting into the state benefit makes more sense. Most states are between 40 and 65 of your earnings. The federal government could go with that, piggyback on that to be sure it is customized to the individual. That would take away the Current Situation where you have most people on Unemployment Insurance making more not working then they can make working. Is it too complicated for the states to work that out so the money keeps flowing so they can keep spending it . Sen. Portman we have talked to the states about that. The reason the 600 has been put in place is because the states are not capable of coming up with a more complex system. Now they tell us they are capable. Some might take up to two months. The best solution is to have an interim for a couple of months, not 600, but a lower number, and then going to this more customized system where everyone should agree people are able to get Unemployment Insurance as a percentage of their salary, but not more than what their salary or their wages are. I think there is a way to work this out and work it out on a bipartisan basis. I would think we should do it between now and year end, and then we can adjust accordingly after a year and see where we are. David if there is some agreement we will come up with something on the Unemployment Insurance, what are the other big issues those would be direct payments. We have the 1200, it is thought there needs to be another direct payment, and state and local assistance. Is there broad agreement something needs to be done . Sen. Portman there is broad agreement on much more flexibility with regard to state and local. That is the number one issue i hear back home. We have funding for the federal government but we do not know if we can use it to close our revenue gap. Revenues are down. It may not need or may not be they need money for covid19 specific expense, which is what the legislation currently says, but they want to have the flexibility. In terms of additional funding, i think it may be necessary in some cases. There are some states have a surplus. We were told yesterday about south dakota as an example where theyve got more than what they think they need for their own purposes. Many states are hurting. This needs to be one that is targeted, and in many cases, ohio is one, our municipalities need help. Maybe is more appropriate to send the money directly to those meat is about a spirit they are less than 500,000 people so they did not get funding in the first one, but they do have a large gap. I think theres a way to do this that provides more flexibility everyone agrees on and then targeted. You asked about how we will get through this broader discussion when their semidifferences between us. I think we have to take a deep breath and say this will not be a political exercise. This is a crisis. We need to respond to but we cannot play politics as usual. If we do that, i think we get something done by the end of next week. If not, lets do the employment insurance and then come back into the last. David lets turn from domestic issues to international issues. We woke up to learn the United States has told china it has to close its consulate in houston by the end of the week on the heels of accusations of chinese hackers stealing intellectual property, including related to covid19. Could you give us a sense of policy towards china. Is there comprehensive approach . It seems like we are getting into a titfortat with china. Sen. Portman we need a comprehensive approach. Today we reported our legislation which is called protecting american innovation. It is a comprehensive approach, the issue of china coming over here, systematically targeting promises research and promising researchers and taking the Research Back to china. Those researchers are being exposed. The department of justice and fbi has arrested a number of them since we are should report about this happening around our country. Our legislation is bipartisan, it is levelheaded, it is based on the fact, but it does send a clear signal to china that if you continue to do this there will be consequences. One fear wenumber should have as americans is being sure our own house is in order. We have been naive in terms of how we protected ourselves. We need to do more in terms of make sure the federal government is providing Research Dollars, that those Research Dollars do not end up in china rather than united dates. It is easy to do that by tightening up things at home. That is what our legislation does. I do not know what the underlying cause was of the closure of the consulate in houston, but i suspect it was related to this. Either the fact either the hackers, there was activity being done to take individual intellectual property and leech of the United States. It has been done for 20 years. They target researchers. This pandemic has changed the way we work and shop which could have some profound effects on commercial real state. We welcome one of the true leaders in that field, Mary Ann Tighe. She is the ceo for cbre. Let me start with where we are in new york city. Do we have a sense of how many people have gone back to work as i ask you from my home this is bloomberg. Mary ann yes. I can tell you that we track manage track and people in the area. Because people have to swipe in every morning, we tracked unique swipes so we have precise numbers. We ranked 10 in new york city since the pandemic began. This morning we were at 7 downtown and 6 midtown. Interestingly our suburban market has been hovering just under 30 . I think it is mostly about how you get to work because i can tell you that people tend to feel fine once they are at work and all of the concerns about elevators have not materialized because there have not and that many people in the office yet. I think this is about creating a sense of safety in getting to the office and i think that is why our suburban market people are driving those markets and they feel safe in their own car. Of a give us a sense projection of where you think this will end up over the neck to year or two years. We talked with the governor of connecticut and the governor of new jersey and both of them said we need to take the days of going into midtown they are over. People are coming in for a day or two, but not regularly. Do you think that is right this is bloomberg. Mary ann no. The thing i say about work from home which has its own little is that depending on the geography, it makes sense. If you are in new york city or any of the major gateway cities, you do not come to work there so that you can work from your apartment. Lets start right there. I joke all the time that the common denominator of big city dwellers and workers is fomo. Fear of missing out. They want to be wherever the action is. Whether that is in the workplace, on the street, the theater, where every that is, they want to be part of that theme. That theme has not existed for a number of months. The interconnectivity of the thatof cities the fact restaurants and bars and movie own matter, i think is something we are coming to appreciate in a new way. I can tell you that we have been evolving in terms of Office Working office workers. We have been evolving to a place where there are different options. Today5 of the workforce has a work from home fulltime component to their business. I think that you may see that increase and you certainly would see people working so many days a week in the office so many days a week at home. Manyally is dependent on factors. Let me give you two that just popped to mind. If you are a younger person trying to evolve your career. For example, i would use law firms. You are just coming to law school. You are offered a job by two different law firms. One of them you work for a partner who works from home and the other law firm you are offered a position at, the partner works in the office. Work,o i really want to do i want to sit in the skys this guys kitchen or do i want to be in the physical presence of the one who is going to mentor me this is bloomberg. That is easy mentor me this is bloomberg. We are putting a lot more spotlight as we should on diversity and workplace. That means racial diversity, that means gender diversity. One of my ongoing fascinations is to watch my female colleagues and customers on zoom or team calls and my male customers working from home and their children enter the space. When they come into mommys space, they are like, where is my unicorn backpack or whatever it is they are needing. And i hear from the women that the work from home actually own firmother day, our is going back to the office in depending on what team you are on is the day you are in. What are you, doing in the office . She has two young children. She said, i needed to get some work done. I had to come to the office to do it. She was coming in under the radar. Me a sense ofve what is going on in the commercial real state market. Are there deals being done . What is happening with prices . Interesting isis to watch each week has been different. We have had a period of utter quiet. There was always an exaggeration in the world we live in. But we are now beginning to see deals get signed up and most of the deals, the vast majority at this point, our precovid deals. Are precovid deals. Somebody says, wait and see what happens. Morning, we saw it in manhattan. Over one million square foot got signed. The bulk of them were renewals. Those were old deals started precovid. Are longterm deals. We are seeing that. There are reach rates that are happening at the last minute that you would expect. Retrades. De they focus on free rent and they focus on give us more time and that is the form is taken so far. We are tracking every minute of the to date in terms of effective rate changes including free rent, concessions cash to tenants and space rents. Was 5. 8 t friday it down. We expect it to be down more than that. But the officeusing market is slowly picking up. Is thesaid to me, what preponderance of deals and this is interesting it is shortterm renewals. Eugene good to join you. Per week that was provided by the cares act, that does expire next week. Certainly negotiations are ongoing. As you know there were meetings at the white house yesterday. The president is very focused on it. I think the aim is to get this done before Congress Goes out in the next week or two. It makes sense to work toward that. Obviously the administration is focused on a couple of things. Was a00 per week benefit substantial benefit and a good thing to do as we were shutting the economy down in march. It was also good to be sunset on that to put a sunset on that. Continuingrested in to provide support for people who are on unemployment while also bringing people back to work. David it sounds like there is a number between zero which would be cutting it off together and 600 which would make more sense. Do you have a number in mind or would you index it . Senator portman was on earlier. Workerteresting advocacy groups say benefits should be around 60 of what your prior wages were. You dont want unemployment at 100 of prior wage. It discourages return to work if you get paid the same not being at work. We know that the six on a dollar per week benefit 600 per week benefit is more than prior wages for nearly 70 of recipients. When you do the math, what it comes out to is an annual income of 55,000 per year. It annualizedts, is that people are getting 75,000 per year. That is too high, particularly Going Forward now that the economy is open. What is interesting is during , it was 25cession per week. I think that shows how much is. Er the 600 you have the 25 per week as a reference point. You have this notion of 60 wage replacement at some advocates put out there. Those are all Interesting Data points as these discussions go forward. Be extended for a set period of time . Some people have suggested that we have those benefits continue as long as unemployment remains at certain levels. Eugene it needs to sunset again, david. I think that is important. It has not been the practice to have federally funded unappointed insurance at this as a state system. There was a small federal supplement during the Great Recession and then we did something extraordinary because we have governments across the country as a Public Health measure saying to workers, you cannot earn a living. We did something extraordinary. We are doing some unprecedented things and they cannot become dent. Dent prece i still believe that is true. We cannot put in place longterm programs while we try to deal with a problem that we are continuing to make headway against with a vaccine. Is notthe ultimate goal to pay any Unemployment Insurance because no one is unemployed. Of smarta line economists with the Labor Department. Would it help to get employment back if osha had standards ,nacted which you have resisted but wouldnt that encourage workers to go back to work . Eugene i am glad you raised back to work. It is important that we take stock of the people who are on unemployment and we know people are there and we need assistance for them. But the best thing is to enable people to get back to work. That is what is so extraordinary about the economy that we had until the virus had unemployment at 850 year low. A 50 year low. We have made really good headway asking adding 7. 5 million jobs in june which was better than what people were projecting. We have not thought that an osha rule was necessary. We do have enforcement tools at our disposal. We have brought several cases against companies that are not taking measures. But what we have done is provided guidance on safety to workers and employers through guidance that is detailed, flexible, industryspecific. It enables us to do more to let people know what to do to stay safe in the workplace even as we also do have enforcement tools if we need them. I think we have the right balance their to get people back to work safely and we are seeing people come back to work safely across the country. Finally, what does the Labor Department say about the one thing as we look at this stimulus package that would do the best at getting the economy going and getting people back to work . Eugene we are interested in a payroll tax cut or some kind of deferral which has been mentioned by the president. It is an incentive to bring people back. It results in a list of wages that can incentivize with workers to come back to the workplace. It is important to remember that we had an amazing job generating economy until virus. Remember what that economy featured. It was tax friendly. It was not putting unneeded regulatory burdens. Even as we focus on helping workers on unemployment, i think it is critical to focus on measures that incentivize is growth. That is what brings jobs back and elevated wages back too. David mr. This is quite a dramatic announcement. What happened . There has been tension backandforth between the u. S. And china. The u. S. Says this is in response to ongoing intellectual property theft by china that secretary pompeo says has cost the u. S. Hundreds of thousands of jobs. What we dont know if there was specific intelligence operations going on that the u. S. Was trying to shut down. We do know that in the last year there have been two chinese citizens who have been indicted and convicted for trying to steal trade secrets from the energy industry. We dont know if that is related, but it is something that has been on the u. S. Radar. David in terms of diplomacy, this is a serious step for one country to take a consulate out altogether. It happened years ago with russia. What is likely to be the chinese response . Straight thing a where the chinese would look like look at u. S. Consulates in china and those one of them the same 72 hours notice. It will be very interesting if they do something less than that because that would signal an attempt of the escalation. Escalation. The u. S. Has five consulates in china and i expect that everyone there is on edge about whether they would have to be going home this week. David what is the endgame . Do we think the chinese will change their conduct on intellectual property because we closed a consulate in houston . The short answer is no. Probablyhink this will serve i think it is more of a symbolic move by the u. S. And keeps up these tensions that have been growing over things like the origin of the ,oronavirus, issues like huawei i think it is another strike in that category. Yesterday the u. S. Accused chinese hackers of more than one decade of attempts of trying to steal hundreds of millions of dollars of trade secrets from the u. S. I dont think at this point we see with the exit ramp is for either side other than some sort of a deescalation. I think we will all be watching carefully to see whether they have more of a nuanced response here. Sure if there is anyone on the other side of this because the democrats agree with the republicans that they dont want to do much. Getting into the election, it might get worse from here on out.
