The january 31 deadline looks very secure. After that, it is dicey. Johnson wants to get a trade deal with the eu done by the end of 2020. He couldve asked for another year or two years to negotiate. He is choosing not to. He wants to get brexit out of the headlines and once people see it as done. Because itas a cost means he is not going to get to negotiate all of the issues britain would like to get on the table. They will have to accept a barebones deal and it gives the eu and upper hand in the negotiations. David as you suggest, there is a long list of items to be addressed in terms of the relationship between the u. K. And europe going forward. There are a lot of trade agreements to enter into. To of the people to get that done in 11 months . Therese they have been hiring andle in trade negotiations in the Civil Service for quite a while. They have been gearing up for that. Asymmetry huge between where the u. K. Is in terms of negotiating a major trade deal with the European Union. The eu will be looking to sequence the tops that advances its interests. Impeachment is supposed to be the strongest tool we have to hold a president accountable. If this process ends up cheapening that tool and making it look like it is not a threat, what are the guardrails that are left . The guardrails that are left are public opinion. A president is still going to do was in their best political interest. The problem is that as we have talked about, this has not hurt him in the public opinion. For all of this drama, the craziest thing about this is we are right back where we started politically. I do not know what the future holds. I think the only real guardrail are the American People. Another striking thing about this which talks about the politics in general is even on the campaign trail you do not see the democratic candidate stopping about this. They want to talk about issues more tangible to peoples lives, health care, jobs. That is a sign they know this is not an animating issue for average voters. We are already seeing the dislocation within the oil market in the product market. For the first six months, this implementation is quite a big deal. The tankers have a couple options. Millions and millions of dollars for a scrubber. Or you have to start buying this letter quality fuel and the question is will there be enough, is it where you needed to be, will it be too expensive . David you talk about dislocations. What does that mean . Alix all of those things. If youre a tanker going from u. S. To asia and i have to have fuel, when i get to asia i will have to have the light silver fuel in asia to refuel my ship to go back to the u. S. There needs to be the right kind of product and the right kind of court to do that. You also need tankers that can take that can take on that kind of supply. They need to move fast. You might move slower if you do not have the fuel. You might be short tanker ships instead of the longer ones. You might have five days rather than 20 days for shipping. It is going to take a little bit for the industry to help out. David there is a standard about how much sulfur but not a standard for how you fix it. Fuel not like unleaded where you have to use it. Will that exacerbate the situation, or are we better off to have tiers of fuel . Alix yes and no. If you have the fuel, you need all of the refiners to be able to make that exact field. That has not happened. There are some refiners that can make multiple fuels. There are some that cannot do that. They need just this oil. You have to have a complete organization of the refiners in the products to make that happen. That is not the case. David who enforces this regulation . Alix the country. All the countries are responsible for their own area and the port and you get fined. If youre not in compliance, you will get fined. Whether that will happen or january 2 or mid march or april remains to be seen. There is money behind it so you have to fix it. One of the solutions is an openloop scrubber, but the issue is you can also put sludge into the sea and the ocean. It leaves a lot of question marks in the shipping industry, a lot of difficulty getting supply and that will trickle through to us in some capacity. We like our senators to be happy, if at all possible. Mike i am unhappy. I am on the budget committee, perhaps the most Important Committee here with the least amount of relevance. Budgets went out the door about 20 years ago, that we actually did come appropriated to, and lived with. There are so many escape clauses. That is what is fueling these trillion dollar deficits. A lot of that is mandatory spending. That is a trip, changing it from discretionary to mandatory. Reform, if you dont see anything changing, we are putting a big load on our kids and grandkids, so it is a pleasure for me to vote against this today. David where would you cut . Mike that is the big deal here. Republicans and conservatives, defense is the most important thing we do. Obama did initiate it. Emaciate it. I told my fellow conservatives yesterday at lunch, if we are not willing to find efficiencies in defense, how are we going to get them to spend less on domestic spending . That is one issue. The other side holds the threat of a government shutdown, and we need to get a bill across that does not shut down the government. So the appropriators and the spenders cannot use that as leverage to make you vote yes on these bills. Ill be speaking about that. I am backed up big time in indiana, where we operate in the black, have rainy day funds. We make the hard decisions. David senator, going back to defense for a moment. If you talk to some senior military people, they often say, we could spend the money better. We need to increase certain spending, without a doubt, but there are certainly some things, like a big, complex Weapons Systems that we dont need. If we listen to the military, could we effectuate those things you are talking about . Mike if we listen to any stakeholder in the government, youll get some version of we have to do it. Thank goodness we are the only reserve currency, so we can pay borrowing this by trillion dollars a year, throwing it on our kids and grandkids. Those chickens will come home to roost and we deplete the Medicare Trust fund in six years. Startsome other countries to become places where people want to park their capital. Then we will be dealing with it by crisis. I am saying it needs to be across the board. Politically, we cannot ask them to cut domestic and we are not willing to constrain defense. Your colleague pat toomey came up with an oped and said he is not all for this because he thinks this is the only trade agreement that will curtail trade in various respects. It is the rules on automobiles, labor provisions does he have a point . I have come to respect pat toomey, we are both fiscal conservatives. I have also learned there is nothing pleasing in any of these bills in its totality. He is focused on some areas that i have heartburn with as well, but this helps farmers out especially, and that is the most struggling part of our economy. It tells manufacturers. You create a lot of jobs with it. The things he is talking about i dont like either, but this is President Trumps signature package, along with what they did in december in 2017 with taxes. You are a juror, so i will not ask how you will vote. Political tea the leaves, the American Public wants to get this behind them, and they dont think the house has made the case. I look at what i came here for, maybe a budget done, to weigh in on infrastructure, lower the cost of health care. What do they care about right now, what are you hearing that they want from washington, and maybe what they dont want from washington . We need to get back on point. The budget is an example of where medicare, social security, medicaid drive our deficits. Record revenues. We are at the sweet spot of generating revenues. We have a vibrant economy and you dont take the economy with high taxes. We spend too much. Most of it is in the mandatory spending. It is an unpopular topic. Judd the bigger question is not the party, but where President Trump is taking the party. As you mention in your introduction, conservatives have been historically for free trade. This president is not very conservative in many areas. Up moreun a deficit than any other president in history, does not seem to believe in international alliances. Isthe area of trade, there the issue of him picking winners and losers. He takes certain segments of the economy and says im going to make you a winner. Other segments, i dont like you, you dont like me, so you are going to be a loser. These trade negotiations have fallen into that category. In my opinion, not a lot has been accomplished, and what has, except usmca, which i do support, and with the chinese, its been marginal compared to the harm that it has been on the american consumer. Is this the sheer force of will of President Trump, or was he addressing a broader issue that a lot of people were open to curtailing free trade because they saw the globalization did not work for them . Judd i think he is a populist president. Populism basically needs to have an enemy, and that was free trade for a lot of folks. The rising economy has been driven in large part by trade. , you havetail trade an economy that usually contracts. Think ives i believe that the more open the markets are, the better we will be because our nation is more entrepreneurial, more aggressive , and we are better at it than other nations. The chinese are legitimate competitors. Manipulate, have manipulated their currency. They also take advantage of our intellectual property. But so far, most of the agreements that have been discussed, even though they talk about those issues, have not reached any agreement on those issues. This most recent agreement with the chinese was an agreement to consider to agree. There is actual payoff, i dont think we will get very far. Remember, the Chinese Government is not a democracy. They dont think in terms of fouryear elections. They think in terms of decades. In negotiating with them, you have a bigger lift, then you might say with the europeans. He said some things about the deficit and mandatory spending, the deficit we are running up. What should be done . Judd we are closing in on a debt to gdp ratio which mirrors greeces situation. Fortunately, we are in a stronger position and people have more confidence in us, but if you are running trillion dollar deficits, sunday it will catch up with you. It will catch up with us as a nation sometime in the next decade likely, and there will be a crisis. What should beother nations maya better place to put capital and the u. S. Economy will start to contract, standard of living will go down as we pay off the debt. Running up this debt is bad for our kids and grandkids. It is a huge mistake. What they are about to pass in the senate as another half a trillion in new debt. It is outrageous. The had doubled Discretionary Spending that in the past couple of years, and then are adding another half trillion. That doesnt even consider the entitlement accounts, where the deficits are going up astronomically. He is absolutely right, we have to get our arms around this deficit and debt issue. It can only be done in a bipartisan way. Unfortunately, there is not much bipartisanship in congress or in the white house these days. I dont hear much about the candidates talking about the deficit. Just the opposite, lets spend more money. As we turn to the New Hampshire primary, is a less important than in the past . Will New Hampshire play as important a role on the democratic side leaking the nomination . I think the first three events, New Hampshire, iowa, north carolina, south carolina, are going to have a huge impact on super tuesday, which comes in march, when you have a major book coming out of california and a number of other large estates. I think actually these three states are once again going to have a significant impact. Lets start out with an historical comparison. ,ndrew johnson, Richard Nixon William Jefferson clinton, and now donald trump. What is similar among those situations, what is different . Most obvious similarity is they are partisan. Alexander hamilton told us, impeachment would be partisan, they would involve a political remedy for an offense to the , and that the comparative strength of the parties would determine impeachment. That is the way its been. With johnson, he was impeached by republicans. With nexen, again, it was the democrats who impeached the republican president. Clintons, it was republicans impeaching the democratic president. Now it is reversed. That is a common theme, people seem to be surprised by it, but it is about as surprising as the sun coming up in the east. Another fact that is important, impeachment happens late in a presidency. This is now entering the fourth year of mr. Trumps term. It reflects a buildup of frustration with controversial behavior, inappropriate behavior by a president , until you hit a breaking point, and enough people in the country and congress say, we cannot tolerate that. We have seen that both johnson and trump were in their later terms. Nixon and clinton were impeached in their second terms. Those are constants. At least three of the president s men who made grievance a part of their politics, johnson, nixon, trump. David i also wonder if there is a parallel between Andrew Johnson and President Trump that is different from nixon, clinton. President trump is proud of what he did, he does not deny it. Men who made Andrew Johnson presumably was proud of the fact that he wanted to pick his own cabinet the way that he wanted to. Richard nixon denied he did it. William clinton denied for his conduct. Not saying that he should be impeached for it. But we now have a president who says i did it, and as he calls it, a perfect telephone conversation with the president of ukraine. David s. you make a very good point. I am convinced that President Trumps defenses are, so what if i did . Johnson had the same attitude. I did this on purpose and i am right. The nixon and clinton cases are not like that. Another comparison between johnson and trump, there were questions that they were sensitive to about the legitimacy of their presidencies. Johnson, and inappropriate successor to abraham lincoln, who had been president when he was assassinated. Trump is veryr. Angry about people who keep mentioning that he lost the popular vote in 2016, trump is y suggest he is not truly the choice of the people. There are lots of parallels. David i had not thought of that, but there could be some insecurity, defensiveness, that led to thedavid conduct that ultimately triggered impeachment. David s. indeed, i think thats possible.
