Fresh protesting the weight of a student death resulted in live rounds of bullets, tear gas, and arson in the streets. The violent demonstrations were aimed at destructing the money morning commute. It is warned that protesters will will not reach their goals. If there is Wishful Thinking that by escalating violence the Hong Kong Government will yield to pressure to satisfy the socalled political demands, violence is not going to give us any solutions to the problems that hong kong is facing. Bloombergts Welcome National Security Team leader. It looks like there is no end. There is more violence in fact. What is the word in washington . Seen the violence spike over the weekend and dramatic images coming out on social media of the turn things have taken there. From washingtons perspective and a lot of other countries, the concern is that the violence worsens from the Trump Administration and their immediate concerns that would bleed into the ongoing trade talks. Of deathsa number take place and violence ratcheting up, both parties will have a hard look at the broader u. S. Chinese relationship and how that affects the likely trade deal. How long can this carryon before it becomes destructive to relations . Several have seen months of protests with spikes of violence but mostly a slow burn. I think officials in beijing and washington have tried to keep any discussion about the protest and hong kong on a parallel track at best and not have it interfere, the same way washington likes to talk a lot about chinas human rights record. It doesnt have that lead into the trade talks. The risk does much higher when you see these kind of protests taking place. As you go into the fifth and sixth months of protest coming of frustration on the protesters side and on the police side that could lead to more demonstrations of violence. Vonnie hong kong of course is a major Financial Sector and has been effectively shut down. Bill that will be where the longerterm impact from the protest is where Companies Think about relocating more staff to hong kong headquarters perhaps away from hong kong. The protests will factor into that in a longstanding way. That is the kind of thing that if the protests resolved in the next month or two, i think you will see Companies Taking a much harder look at whether hong kong is the best place for them to have their operations. We recently understood that every shipment of opioids is reported to the Drug Enforcement administration but they never did that much with the data to see the pattern to see something was happening and that little towns were getting tens of millions of opioid pills through. The first failure to recognize the problem was a failure to recognize patterns in the data. Vonnie massive quantities being pharmacieso a few nationwide. Now that we know how can we . Everage big data for Solutions People are at risk for overdose death but treatment can pull them back from the brink and save their lives. There are a couple of states that have dug into the data to understand who is at the highest risk so interventions can be targeted. For example, in massachusetts, they linked a number of data sets between the criminal Justice System and Hospital System and they found that people who were leaving prison were at very high risk but if they got treatment, the risk of death could be cut by half or more. That also brings a decreased risk of committing another crime. In maryland, researchers at Johns Hopkins have think databases and found Something Interesting peoples risk of death goes up every time they touch the medical system of the criminal Justice System and those who touch both have as much as a tenfold increased risk of death. It shouldnt be that way. It should be when you touch the medical system you get lifesaving treatment or even the prison system can recognize a problem and help someone. They are failing and it is a wakeup call that it is time to start providing treatment when these systems interact with people at risk. Vonnie how do we scale treatments nationwide quickly and effectively . Patrick pouyanne dr. Imagine if diabetes and you had a lifesaving drug that fewer than 7 of doctors who prescribed. One step at would make a big events would be for Training Programs committing to train doctors to take care of patients with opioid addiction. There is a lot of pressure growing on the organizational structures responsible for training doctors to say it is time to wake up to the Opioid Crisis and help save more lives. Vonnie is it political or is this money . Dr. Sharfstein it is more of a historic stigma on addiction that for a long time, over a century, we thought of addiction as a moral failure and not a condition that can be treated successfully. If you go back a century, doctors were thrown in jail for trying to treat people with addiction. Since then, the medical profession has largely, for many years, said this is it for us. This is for the criminal Justice System and drug treatment programs but not Emergency Departments are hospital wards primary care clinics. Only now are we seeing leadership in the medical profession saying this is a disease like many others and we can save lives. The word really needs to get out and spread beyond the really great prices places to the entire field of medicine. Vonnie thank you. In anuld this work out environment where we had tmobile trying to merge with the sprint for 18 months now . We expect a Court Decision by the First Quarter of 2020. As news goes, i have to say this one really surprised me. Is the kind legere of guy that would want to see this to fruition. The flip side is a very talented ceo and i am sure that we company is talking to him about running wework. John lets dig deeper into that. What is it that has learned him such praise . Face of the the brand for tmobile back when this was a carrier that was really struggling. Back then, i didnt think they would even make it. Spectrumn, thanks to and money from at t on a breakup agreement and he took that and ran with it. He sort of fostered through his own image this counterculture, consumer friendly brand. If he leaves, tmobile has a bit of a brand problem. Shery what do we know about the relationship . That was the first thing i thought of. That is the interesting connection. ,mobile is buying sprint softbank owns a huge stake in sprint, so i am sure they have gotten familiar with john legere. I wonder if they have begun socializing him and seeing if he would be open to it. There may be talks going on and they may be at a serious level. I agree with you there is definitely a connection. You are suggesting that ultimately he would want to see things through at tmobile. Why are thing so critical at this stage . B. he has brought it from near death all the way to, assuming they close the merger with sprint, they would be on par with at t in terms of prescribers. It will all most be the realization or certainly the strategy he has been pursuing to gain scale until now. It would put them on par again the big guys. He would really have a shot at maybe taking tmobile number one overtime. At the stepurprised back right at the brink of closing this transformative deal. John lots to watch for. John butler joined us. Saudi aramco ipo, Global Demand may peak in the next 20 years, according to saudi aramcos assessment and perspectives tied to the initial public offering, suggesting views are changing in the kingdom where the long dismissed the notion as being overblown. Lets get more on that from ashley peterson, a senior oil advisor joining us. Thanks for your time. How closely is the market watching the saudi aramco and the comments within this context . Ashley they are watching the ipo closely but it has the minimal impact on prices. The refiners are not as worried as the ipo and does not affect daytoday operations and wont in the foreseeable future. A small percentage of the company will be loaded versus how much control the government will retain, it looks like none of the policies in terms of production, pricing and participation opec are likely to change. Shery why would investors go for aramcos ipo instead of other companies, especially oil demand, as they say, seems to be peaking . That is the key question. If youre playing in the oil space, why would you play with them that are so beholden to Government National interests. They have capital specs outside of normal operation aspects on top of normal operations. In the middle east, why would you go there when you could look at something in the gulf of mexico are onshore united states. John we pay a lot of attention to what it would ultimately become. Who do you anticipate the bulk of investors being in saudi aramco . Closed to most. It is limited to saudi nationals and conationals and Institutional Investors. It will be the high ranking saudi families and they do not have a cornerstone investor. That is something the kingdom is still seeking to get. Struck be private deals within Institutional Investors and companies. Severals morning, coming out saying they are unlikely to invest in this ipo. It will bank on those with highprofile saudi families that have to support the kingdom in its efforts. Shery we know that saudi arabias biggest client is china. There is a chart on bloomberg showing that. Bloomberg has learned that china may be investing up to 10 million in aramcos ipo. How beneficial would it be for china . Ashley it makes sense. They are your largest customer why wouldnt you do this and give them money to diversify operations . It is steady revenue and growth moving forward. For an aramco successful ipo, they need it. They are looking to large investors and interests outside of the country. Not unexpected. I would be more surprised and heartened in the quality of the ipo had it not been the primary consumer. Even Russian Companies might have made more of a surprise move. China was expected this whole time to be involved in some way or another. Know over the last few years some major exchanges had conversations, possibly about a listing in canada had conversations. This will be an ipo at home. Do you think at the end of the day we will see this business dusted on major exchanges around the world down the road . Ashley saudi aramco is an active participant in the price setting cartel. Unless they acknowledge that fact and acknowledge the government uses the company to Fund Government operations outside of investor interest, i dont think a path to it being listed on a major exchange. Not the way the government is currently structured and the company functions. Shery we have seen so many different valuations on the aramco ipo. What are your thoughts . Ashley the 2 trillion was aggressive. A lot of the valuation stemmed from what is going to happen to oil demand and supply over the next 20 to 30 years and that has been up in the air. Aramco settled on going to peak in 20 years. It doesnt mean it is going to peak and fall. We will see more diversity in terms of the products driving it. They said for years we will produce the last barrel of oil that comes out of the ground. It looks like they are setting themselves up to do that. Shery thank you for joining us. Coming up, kkr has said to have formally approached walgreens about taking the Company Private. Details not. Details next. This is bloomberg. Shery this is bloomberg markets. Im shery ahn. Kkr has said to have formally approached walgreens about a deal to take the Company Private in what could be the biggest ever leveraged buyout. Lets get more perspective from our deals team. She is part of the group that wrote the story. How did this come together . We know that the ceo of walgreen has been talking to private equity groups about a potential private taking of the company. Kkr was initially in discussions. We learn a put in a formal approach. What happens next is they will and we do some diligence are working to find out what we are talking about and how the deal unfolds. Shery others looked at the deal and did not pursue it. What were the challenges . Nabila how you raise this amount of money for this take private. This would be the biggest leveraged buyout in history, debt levels of 50 billion to 60 billion in equity on top of that, Something Like wendy Million Dollars to 30 billion like 20 million to 30 million. It is tough to do in the market. Kkr is very familiar with this management team. They have done deals with them before. While grain walgreens came out of their alliance. It remains to be seen how the details figure out. Very kkr has been convincing over the years when approaching companies and talking about the benefits of going ride it. A, e case of walgreen walgreens, will be the benefit . Nabila they are coming up to an election cycle, you will see drug pricing come under massive pressure. This is a retailer and that Drug Pharmacy area. Margins are dropping. It makes a lot of sense to be private. The backing it is a really big deal. Shery how long could this take . Nabila we dont know. There is a long way to go. Even though they have made a formal approach, it is not a formal offer. There has to be price discussion and a discussion around whether the debt and equity markets have the appetite to fund the sort of a deal. We are not looking at something happening quickly here at all. Shery thank you so much. In theup, tessa flunked first china built flaunting the first china bill built cars. This is bloomberg. Its firsty unveiling cars built in china. They come in blue and have the tesla name in chinese characters. They were built in teslas new factory in shanghai and start at 50,000. Joining us is our lead reporter for the u. S. Auto team. How are they expected to fair in china . That is ahead scratcher because the whole premise for why they started production in china was to bring that price down and to be able to avoid the import taxes and duties on cars they are hit with. Up to this point, they have made onlyodel three, s, and x in fremont, california. The price differential is not big. We are probably seeing a strategy on the part of tesla and they are betting on the idea that when people are aware of tesla being built in china that there will be some eagerness to get some of the first cars built their. Follow this them strategy in the u. S. Of wanting to serve the initial appetite and bring the price down as they are able to bring costs out of the occasion and that is what we may see over the longer term out of china. John it seems like elon musk is trying to flip the script. Aig of a test craig test is this . Craig this is a huge wager on his part. It is amazing they have been able to build the plant for as little cost that anyone has been able to see. This is a plant they have built with help from banks in china. We do have a safe assumption to be made that bill will be something to have to pay back over time. This is a market that is massive for this company and a big part of why everyone thinks that tesla has such promise. This is a country with a ton of consumers, more and more folks. F the wealth right now if we are going to see tesla follow the playbook in manufacturing they should be able to have a significant amount of demand for what is the biggest electric market in the world. Shery so much has been supported by purchases. Reporting there could be another cut. What could that due to the market . Seen china for years growing and growing and the electric Vehicle Market being a refuge from weakness in that market until a few months ago when support was taken away. That is concern looming over demand and that is whether the demand was driven by the fact that you were getting support from the government. I think what you will see is a sort of measured approach on the part of the government to not want to disrupt demand. There also is talk within china about whether or not the Broader Market needs support because of the weakness. It is a big . And not something we know for sure is going to be pulled out and it will be something that is weighed against whether they want to take that chance. Jon thank you for breaking that down. Elon musk busy with that and spacex. Thanks as always, craig trudell. Bloomberg users can interact with the charts injured on bloomberg tv. This is bloomberg.
