About 43 of americans approve of the job he is doing. That should be in itself a warning sign about his reelection. The last three president s to win reelection did so with a positive Approval Rating, meeting more people approve of the job he is doing in office then disapproved. Trump does not have that advantage. David lets talk about the other side of the coin. This is early going. We have to be careful. There is a consistency. As biden is hanging in there a strong number one, followed by Bernie Sanders and elizabeth warren. Kamala harris, who had been rising, seems to be dropping off. Starting toem to be believe that maybe harris had an unusual blip because of skewering of biden cheated of the first debate, where she nailed him on having supported busing in the 1970s. She had this big blip after that debate. Then it seems to settle down to where it was before, which is people. Have not really heard of her she has a first name that is hard to pronounce. She has been back and forth on a couple issues. She seems to be settling in for little while at 5 . Banks bought the volcker rule when it was just an idea in the head of paul volcker. They bought it when lawmakers were talking about including it in the dodd frank act. They fought it when regulators were and plummeting it and they fought it ever since it was on the books. Trumps election provided an opening. It took a couple years with a couple years with trump as president but they finally got the volcker rule rolled back. David it is a rollback. It does not take away the basic principle of the volcker act. Basically make the banks drop easier because they can determine whether they are complying or not . Jesse that is how trumps regulators are describing this. This is not a gutting of volker. This is trying to make it clear which trades are banned and which are not. Now if you get rid of the tariffs or remove the designation of currency manipulator, what does china have to give into . That might be an objective that we will not get. David how do you assess that balance you just identified. It is hard for markets to price in this political risk. On one hand, President Trump cannot appear to be weak on china after what he said. On the other hand, he does not want to drive us into a recession. Shawn from his point of view, it is going to be an incremental process. We see weakening growth in europe and china and elsewhere. He is going to allow that to play out. I do not think that roadmap is wellwritten right now. What is clear is they want to sell more Agricultural Products to china. They want to stop forced Technology Transfer and ip theft. More exports to china i think that is easier to accomplish aaron the Technology Restrictions are more complicated. Is all the democrats fault more and more talk about it is the democrats. Shawn it is funny you mention that. Ratification more and more democrats are saying they want to support usmca. There are still a few big issues at play, namely enforcement verification clauses, labor protection. They are coming across that border. Right now, it looks like they could get enough votes through. Speaker pelosi could get this ratified in the fall. European trade discussion comes back into play, that could take up a lot of the oxygen in d. C. Usmca gets pushed back, in which case you have election season coming back in and you may not see it ratified before the election. How much does the usmca deliver . It does not deliver much additional growth, but the baseline is the current nafta. There is a major Cyber Security concern and a major issue on leading the development of 5g as the internet of things and other things be into pluripotent proliferate. David what are you looking at to say that will actually unlock this . What are you focusing on . Shawn for folks in congress to chew gum and walk at the same time. Maybe one issue at play. Congress cannot do that much on china. They can push back on the president , but there is not a big deal they have to ratify. Usmca is there time. You have a budget deal that has to happen in october or you see a Government Shutdown and then you want to get usmca done. Perspective, removing those tariffs would take significant concessions from beijing and im not sure president wants to give in on president xi wants to give in on that. Our bond markets trying to tell us something . Lanhee the funny thing about the economy is you can look at various measures and divine friend kinds of conclusions. There is evidence to suggest that what we are seeing is slowing. The question is what are the appropriate interventions . What is the right timing . The white house talking potentially about payroll tax relief. That is a pretty significant measure, were they to move forward with it. The reality is yes, there is some indication of slowing. There is a question about timing and there is a question about what the right interventions are at this stage. David if you were worried about the economy, lets give you two alternatives. A fed rate the president said 100 basis points we need. The other is a payroll tax cut or deferral. There are other ideas, such as cutting capital gain and rolling back tariffs. Which will be most effective at Generating Movement in the economy . David the first point i would make lanhee the first point i would make it certainty. The challenge we have with the tariffs and the creation of Economic Policy is not the tariffs themselves. Uncertainty created by the environment in the u. S. China conversation. That uncertainty is producing some drag on the economy that is problematic. I would love to see us get more certainty. Politicalat will be a process. I think that is the first point. The second thing i would say is the fed is hesitant precisely because they want to be able to have tools in their toolkit to go to if things do turn south. That sound you played at beginning of the interview the fed wants to intervene with the fed has to intervene, which means the third option would be looking at Something Like a payroll tax cut involving Congress Must some activity on the tax side to boost consumer confidence. That would have an immediate effect. The challenge is it sends a strong signal about where policymakers think the economy is headed. That creates danger and has risk. David you referred to slowing. How much of that is slowing outside the borders of the United States and how much is inside . A lot of economists are saying it will be around 2 , more or less. That is not the 3 or 4 that President Trump hoped for, but that is not bad. Lanhee it is not. I think the u. S. Remains a strong hand in terms of it. If you look around the world, we have a lot of global headwinds. The headwinds are strong. One could argue that, given how strong they are, the u. S. Economy is over performing right now. We are doing quite well. Given what we are seeing out of asia, out of china, the economy there has slowed significantly. We do not know the extent to which it has, but i think it is bigger than the chinese are willing to admit. You look at the u. K. With brexit. Certainly strong headwinds there. The u. S. Economy is performing well given what we are seeing abroad. At some point, that leakage is going to continue to affect us. The question is how quickly and how severely and when that happens. David how important is sentiment . Are we in danger of talking ourselves into a recession . We put up numbers about what peoples views on the economy are at are not that bad. Lanhee the administration has taken a little bit of heat in the media for talking up the economy. I tend to think that is what they need to be doing, what they should be doing. There is a fine line between reflecting reality and painting a picture that is simply not true, but i think everything they have done so far, if you look at larry kudlow and other spokespeople for the ministration, what they are out there trying to do is to boost confidence in the economy. I think that is the role they need to play. The question becomes when there is a mismatch between how people feel and what the economy is actually doing. We will have to see. Some of that is a political question. Next year we will get into this election cycle that will create pressure on the economy. You will have democrats saying look at how bad things are. The president and the administration have to counteract that. They are trying to make the optimistic case. David we have reports now that larry kudlow will speak with various Business Leaders around the country in the next day or two. Will he transmit or receive . Is he trying to send a message out or try to listen to how the economy is doing . Lanhee he is an incredibly effective communicator, so i will guess it will be more transmitting than receiving. I seeing i think he also was interested to hear about sentiment. I think youll want to hear about what people are feeling, to try to get a sense for where things are. His job and the job of others in the administration is to reject strength. It is to project this notion that the economy is doing fine. We are seeing some headwinds, but things are going as well as can be expected given where we are in the Business Cycle and what is happening abroad. David it is great to have you join us. Nir israeli gdp is 40 Million Dollars a year. Their wage goes to 16,000 a year. Jordannians working in and samaria get 11,000 a year. In gaza, it is 4000 a year. The more they cooperate with the jewish state, the better off they are. We bring technology, entrepreneurship, capital. We know how to work. , when mayor of jerusalem our economy is blossoming, like it is now, the fastest tourism city in the world, fastestgrowing hightech city in the world. Those were the reports. If that was true, would that violate any of the current agreements . Sam it may violate the agreement of common sense, putting a Nuclear Reactor on a me, seems to to make no sense. We learned that when we experimented in that direction. The ein treaty is over because the United States had withdrawn, based on russian violations, and we no longer have any Regulatory Regime in that regard. It is more a matter of safety and Environmental Concern and a matter of complying with the copperheads of Test Ban Treaty thegation to maintain stations to measure any kind of radiological discharge. That is an International Obligation that russia shares with other nations. David utep is where i was going to go, this intermediate range Nuclear Forces treaty, the inf treaty, with President Trump withdrawing, saying the russians were cheating already. Have we increased the risk simply by withdrawing from the treaty, so the russians dont need to do with issues like this . Up and ask why there was an inf treaty to begin with. In the reagan administration, perhaps over sophistication, but the big question for me was whether we would realize we were cutting down on the decision time of leaders, not just in paris and london, by groundbased systems that were close to the targets with Nuclear Weapons, but also moscow. Frankly, it is not in anyones interest security wise, russia, nato, or the u. S. , to cut down on decision time. That means accidents are more likely to happen, false warnings could be acted on. , the now, the inf elimination of that treaty makes the warning time go down if we deploy those kinds of weapons. To the larger picture, a morning time and decision time is already going down because of technological developments, missiles,hypersonic tinkering and interference with command and control by cyberattacks, interference with warning systems. And russia, and also they do is involved, china increasingly so. We are not utilizing technology to reduce risk. Technology is now increasing risk by reducing decision time. Winston churchill once said to his country, and indeed the world, no matter how beautiful the strategy, occasionally one must look at the results. If you are the u. S. And russia, look at the results, as well as other Nuclear Powers like india and pakistan. We better talk to each other about how we can utilize technology to reduce risk. Greatlyw, technology is increasing the risk of some kind of nuclear catastrophe. Andd you raise such a good overlooked point, china is a nuclear power. We talk about the influence they have over north korea, but to what extent is china corporate towith the u. S. And russia get our arms around these Nuclear Weapons . Sam china takes the position that they only have only 300 or so Nuclear Weapons, and russia and the u. S. Have thousands. They will not play the game. In my view, the best way to get chinas attention on these issues is for the united dates and russia to have meaningful dialogue. The chinese get more interested in arms control when the United States and russia are talking seriously. They may not want to be a player but they are interested. We are not going to get china involved in any kind of threeway agreement anytime soon in my opinion, but china has a role to play. Right now, United States policy, inadvertently, and in the past two or three administrations, has moved russia and china an alliance of countries angry at the United States. Never a good idea strategically to get all of your possible adversaries aligned against you at one time. We seem to be inexorably moving in that direction. David it is not just the inf treaty that we have withdrawn agreement,the iran who says they will begin increasing their enrichment of notium, if europe does cooperate and gives them the supplies they want. How big of a danger is that . Sam it was much the original toward,eement was aimed getting rid of highly enriched material, which has happened. We pulled out of the treaty. In my view, it was a dreadful mistake, the United States pulling out, leading other countries on the world putting pressure on iran, which led to the agreement which bought us at least 15 years in terms of a verifiable prohibition against production of Nuclear Materials which could lead to the production of Nuclear Weapons. I think it was a very bad mistake for the United States to pull out of that agreement, particularly because there was no plan b and how to deal with iran. Right now it will be much harder for the United States to mobilize other countries to come together on anything, not just iran. We are seemingly this administration is disdainful of other previously negotiated treaties involving several countries throughout the world. Won a lot of elections in your life. Explain the political system. When you talk about these things, they seem pretty important, but i dont hear any discussion at all from the democrats or President Trump about this. What is wrong with the political system that we are not talking about this . Russiansourse, the interfered with our elections, we have crossed with them in the ukraine, middle east, so people are angry at russia. It is the third rail in american politics now. But that is a very profound mistake. Ifbasically behave as discussions with a country that contains enough Nuclear Weapons to destroy america, that talking to them is a reward for good behavior. It is not a reward for good behavior. Dialogue with the russians is imperative for american security. We seem to be forgetting that lesson. Elanco says it will expand online and orient them more toward the pet side of the business, balancing more between the pet and livestock divisions. 41 livestock, 59 pets. Americans like to spend a lot on their pets. It gives them more to sell or rent to balance out the business that way, which he said would not have happened as quickly organically.
