The important thing to remember is the president and his advisers have a message they want to try and get out, but it is a message that is disputed by the vast majority of economists, most of the Business Community in america, and that is that economists simply say the evidence is the cost of tariffs eventually passes through to consumers, and especially businesses. You can look at what has happened in the earnings calls. A lot of businesses talking about rising cost from tariffs and the question is what they do with those costs. A lot of those businesses saying they feel the economy is Strong Enough they can raise prices. The sensitivity now is over this next round of tariffs. This is the first round of tariffs that will directly hit consumer products. Toys,phones, laptops, kids. Backtoschool shopping and christmas shopping. Nervous about how consumers will react. There is also evidence the administration holds up the chinese economy bearing the cost is simply the depreciation in the chinese currency, and that is something the administration has resisted. We have this strange feedback loop whereby the Administration Says the evidence is having an effect with tariffs lies in the depreciation of the chinese currency, while at the same time labeling china a currency manipulator and the president today coming out and attacking the fed over the strong dollar and urging the fed to respond by cutting rates to weaken the dollar. Syria, india, pakistan, other conflicts. What are they most concerned about . Ofed that is the brilliance the Goldwater Nichols act. We petitioned the world into different commands. In the case of india pakistan, that falls under what we used to call pacific command. Now we recognize the importance of india to the point that we now call it into pacific command. Oft is being handled outside the region in honolulu. On the other hand, for the middle east, we have central command. What is difficult about specific issue in turkey is that turkey is in the orbit of the european command. Are in the orbit of central command. We have very good generals who are working all three of these issues and we have pretty good backup at the pentagon and the state department. Our guest is a Public Policy professor at uc berkeley and an economist who is focused his career on the economics of education and the role of poverty on affecting life chances. We welcome him now for todays conversation in chief. Welcome, good to have you here. Thank you for having me. David one thing that triggered this was the first democratic debate and the exchange between joe biden and, harris. Senator kamala harris. What was that about . What was the experience from the afteregation and effort brown versus board of education . I was pleased that the debates put a spotlight on an issue that is currently so relevant. One of the things you have to remember is that the two arias that have the biggest impact on children is education and housing. Yet those are the two areas where stabile civil rights has made women think about holistic integration, it means more than just the assignment of schoolchildren. It is also centrally about School Resources, funding, teacher equality, and curricular equality and those pieces have to be connected in order to fulfill equal Educational Opportunity for all children. Things we do the here is say what are the facts . You have done an extensive study and use that obviously we cant do it experiment but because some children did get the benefit and some did not, you can go through the data and save where there was and was not a difference of people who were subjected to segregation, what did you find . The data leads to allowing you to follow children from birth to adulthood. Using the microscope of data connecting the School Conditions and the timing of School Reforms very at it really brings into sharp focus the impact and longrun returns to investments in school integration, School Funding reforms as well as investments in early prek. What would be missed is if we did not recognize the long time horizon in which after brown versus board of education, a whole decade past between integration efforts occurred. It is this acceleration of integration efforts that happened after the civil rights of 10 1964 and this time to 15 years in which significant integration efforts occurred. It is that window that creates the ability to contrast conditions through policy that equalized and leveled Educational Opportunities for black and white children much more narrowed the access to School Spending and other aspects that are critical for kids. Those are the inputs. Lets talk about the outcomes. Specifically, educational attainment, wealth versus poverty, and incarceration. One of the things that is so critical is when we look at this time, where we see the biggest racial convergence and academic achievement outcomes, educational attainment, earnings, and even health is this time that coincided with the integration efforts. School desegregation played a central role in improving educational outcomes very at we see that for black children being integrated led to more than a year more completed education. Thats higher Graduation Rates, College Completion rates, translated into significant earnings increases. We are talking about nearly a 30 increase in earnings. For children from the same School Districts who were exposed to integrated schools throughout their schoolage the same otherwise similar children who were confined to segregated schools throughout the years. Help to ameliorate the large and growing problem of income inequality and wealth inequality. Ask yes so what we saw is that led to it was Strong Enough to really break the power or the intergenerational cycle of poverty that we saw significant then wen in poverty and see that those policy tools that the early antecedents to criminality are often more access to quality schools. Schoolthe access to ending, integrated schools, quality prek that in combination what we see is that translated into improvements along all of those dimensions and those were not coming at the expense of whites or affluent children but rather narrowing the achievement gap. Symptoms of athe poorly functioning education system, it is important not to confuse the symptoms from the disease which is the gaping Educational Opportunity gaps across race and class lines that occur when we neglect these efforts to integrate. David this is an encouraging story. What stopped it . Narrative thatg School Desegregation efforts were a failed social experiment, the School Spending doesnt matter, that we can investments dont have longrun returns. That is not borne out by the facts. The facts are that what we failed in was continuing to pursue integration efforts. Failing to continue to invest equitably in our schools and not investing early enough in the prek years. There are number of factors that have led to the resegregation of schools. We reached peak integration levels in the late 1980s. In each year since, weve seen an acceleration of resegregation of schools that are different by a number of factors. There has been a significant residential segregation economic segregation that has led to a greater concentration of poverty in schools that families with children that have resources are increasingly moving to outlying suburban areas. Earlier era, a vast majority of the School Segregation was within School District boundaries, two thirds of School Segregation today is between School Districts. Impact on what policy tools can be leveraged to address it. David finally, what could we do on what you us back would see as the right track . What has to be understood and appreciated is that the inequality is baked into the system. ,he schools, housing, health what is missing in the policy conversation is a systematic approach to segregation that prek, schools, housing, k12 funding, and the Critical Health investments. It is when we combine early prek access with School Resource equity in integrated environments that the synergies between those three policy dimensions have Transformative Impact that benefits all kids. What is relevant as well is that in terms of confronting the issues of racial prejudice and a racial intolerance that we are seeing surges and, part of the resegregation of schools and not allowing children to learn and capitalize on the diversity that we can decide in schools where diversity and excellence live together and cooccur. Instead of having a segregated system that reproduces and recreates inequality across generations. The evidence is clear but having policymakers talk about the benefits of diversity without marshaling the tools, the policy integration and address efforts to further integration is counterproductive. Role hasour federal been a hands off approach to integration efforts over the past 20 years. That is a critical issue that we need to rectify. David its a terribly important issue.
